MNS: Naga Women’s Union (NWU) has condemned crimes and violence against humanity. Rape cases, torture and killing have become almost a daily occurrence in our society which have shocked and appalled us all said a NWU press hand out. NWU denounced the merciless killing of two innocent hunters of Kongkan village area under Kamjong sub-division of Ukhrul District by the UNLF on 28 December 2012, the brutal killing of Laishram Ibohanbi by the miscreants at Hatta Village near Finch Corner in Ukhrul District on 29 December 2012, the abduction of Shankarlal Swamy (59) from Kangla and subsequent murder on 3 January 2013 by the three miscreants including two IRB personnel and one driver by profession and Gongsingam Dangmei (18 years) former ZUF cadre s/o Gonbi Dangmei of Longmai (Noney) Bazar who was killed by 10 Assam Rifles in the evening of 30 December 2012 at Sangji Village.
NWU condemned the beastly act of rape of a minor girl, 4 years and two months by one Soren Raju, from Jharkhand who is a JCB driver working for a local contractor along Maram – Peren road near Tamphung Village on 25 December 2012 evening on the pretext of taking her for a walk. Another rape victim a young housewife who was allegedly raped by her neighbour at Thoubal District locality on 28 December 2012 and the alleged victimization of the victim by the police remanding her in the police custody.
All these unfortunate happenings are attacking the very fabric of our society. Apart from the failure of parents in parenting of their children which have led to worse situation of moral degradation, the present state government has also miserably failed to maintain law and order that is a matter of great concern now.
NWU extends its solidarity to all the victims’ families of these heinous crimes and demands to deliver fair justice to the victims’ families.
The Naga Women Community raises its voice against the police officer in-charge of Khoupum Police Station for not filing its charge sheet to the court till today against the accused Latjanthai Kamei who was arrested and jailed in Sajiwa Jail for kidnaping, gang-raped and attempted murder of four minor school girls of Khoupum Don Bosco School on 5 October 2012. In the Delhi gang rape case of a 23 years old, paramedical student, Delhi police has filed its charge sheet in a court against the five men arrested in the case within 18 days. Stern action against the police officer in-charge of the Khoupum police station should be taken by the government immediately for failing his due responsibility by not filing charge sheet against the offenders even after three months now.

IMPHAL, Jan 8 UNA : Tongjei Maril District Demand Committee (TMDDC) has come up with its demand for creation of a separate district by bifurcating the existing districts of Churachandpur, Tamenglong, Jiribam (Imphal East) and Senapati after remaining silent for the last around one year and set January 30 deadline to fulfill its demand.
A statement of the TMDDC signed by its convener, Abon Kamei said that memoranda had been submitted four times regarding its demands to the state government to the Chief Minister. However, government was yet to give a response to this effect.
The TMDDC had for the first time submitted a memorandum to the government on July 11, 1998 and another the memorandum submitted on August 30, 2011 had reminded the government about the demand.
The demand for creation of Tongjei Maril was among the five such similar demands for creation of full fledged districts. Others pending demands include creation of Phungyar (to be formed curving out Phungyar sub-division of present Ukhrul district, Sadar Hills (to be curved out from present Senapati district, Jiribam to be bifurcated from Imphal East district and Tengnoupal district (to be curved out from present Chandel district.
An area of 952 sq km encompassing Lower Lukhambi of Tamenglong district in the north, Churanchandpur district’s Tuangtu and Tuiphai, Thanlon-Nungsei Kolhen Chothe Munpi of Henglep subdivision to the south, Senapati district’s Sadar Hills’ New Keithelmanbi and Chini-Inkhol to the east and Imphal East’s Jiribam’s Gularthol and Tousem subdivision’s Kaiphundai to the west, comprising of 150 villages and one of the most underdeveloped area of the state have been proposed to be created into a full fledged district, noted the statement.
The statement further went on to say that the approximate population of the proposed district is one lakh composing of Aimol, Gangte, Chiru, Baite, Meitei, Bihari, Bengali Neisel, Haokip, Kipgen, Paite, Zou, Sitlhou, Singsit, Samte, Simte, Vaiphei, Singson, Kharam, Khasi, Hmar, Kom, Nepali, Zeliangrong Zemei, Liangmai, Tongmei, Puimei, all indigenous to the area in question.
Kamei observed that all essential commodities from Silchar were once traditionally brought in through a narrow conduit along the Tongjei Maril by villagers on foot that required several days hiking.
The Zeliangrong people carried the palanquin of King Charairongba in 1704 AD when he went on his pilgrimage to Brindavan through Tongjei Maril and onto Silchar, he said.
He said that the people of the area had extended support by enlisting as soldiers during the reign of King Bhagyachandra and King Gambhir Singh whose sacrifices and martyrdom are still fondly remembered to this day.
He said that healthcare delivery services are pathetic with no doctors and nurses to attend to the healthcare needs of the people.
Many women have died while giving birth, not to mention deaths due to snake bite. The only means of reaching the area is by tracking through the forests for 3-4 days.
There is virtual no education system in the area, Abon said in the statement, adding that the development deficit of the area could only be addressed with the creation of a full fledged district.
If no positive response could be get from the state government regarding its demand on or before January 30, TMDDC will launch a series of agitation with the supports of the people and other civil organizations extending support to its demand, the statement threatened.

IMPHAL, Jan 8 NNN: Showing anger against Manipur Government over its apathy on repairing of road stretch from Wahengbam Leikai to Oriental College, local residents of the area blocked National Highway-37, Imphal Jiribam road for several hours on Tuesday.
The agitating local residents were later pacified by the Additional Chief Engineer, Executive Engineer and Superintending Engineer of National Highway Division, Public Works Department and the contractor entrusted with the road repairing work. Following that, they (agitators) withdrew the road blockade just after midday. They blocked the highway section from 7 am- noontime.
The official assured the local residents who were protesting after joining hands with the Joint Coordinating Committee for Development that the road repairing work would be finished by April. They also said the NH-2 is now being repaired in full swing in view of the forthcoming Asian Car Rally that will pass through the route.
Bikramjit, special contractor entrusted with the repairing work of the road section from Wahengbam Leikai to Oriental College along NH-37, said the work has been delayed due to the tender process and non-release of the amount for the purpose by the Centre. But, It would be completed by April, he assured.

IMPHAL, Jan 8 MNS NNN : Two imposters, including a woman who had allegedly contrived to make seven youths to join in a “surrender drama” allegedly orchestrated by 42 Assam Rifles have been taken into police custody even as the victims reportedly fled the Assam Rifles camp after they came to know the whole ploy.
The matter came to light after the seven victimized youths along with their parents disclosed it at a press conference held at the Manipur Press Club here on Tuesday.
They identified themselves as Elangbam Muhindro, 20, son of E Leirang, Nongthombam Johny, 21, son of N Kumar, Moirangthem Oken, 30 and Moirangthem Premkanta, 21, sons of M Kunjamohan, Thokchom Milan, 25, son of Th Rameshwor, Ningthoujam Herojit, 21, son of N Jiten and Moirangthem Thoiba, 21, son of M Shanta, all residents of Heirok Part-II Maning Leikai in Thoubal district of Manipur.
Moirangthem Thoiba said one Sagolsem Ongbi Purnima Devi aged 38, a resident of Andro Kharam Dam Mathak in Imphal East in collusion with another man named Thokchom Rameshwor from Heirok Part-II Maning Leikai allegedly took them away (the seven youths) to the 42 AR post, Chandel on the pretext of recruiting them in the post.
Purnima Devi, wife of Sagolsem Gambir, a surrendered People’s Revolutionary Party of Kangleipak (PREPAK) and Rameshwor involved in the fraud, never revealed the true identity of Gambir while collecting them for the recruitment, Thoiba said.
When they reached the AR post, Chandel on January 4, Gambhir was found there clad in AR uniform. Then, a Major at the post recorded their particulars, he added.
Then, another man, a Meitei also recorded their particulars and later gave them a form asking them to sign on it, but the form was found writing with “MDF (KYKL)”, he added.
The man with the AR post then assured them that they would be recruited in the AR free of cost and that the Government would pay Rs 4000 each to them every month, apart from paying another few lakhs of rupees after around 3 years of joining even if they missed the chance to become AR men, he said.
Feeling suspicious on the nature of the AR officials, they told the whole thing to their families over phone while staying at the post. Then, the families told them to leave the AR post in any case. They then, left the AR post the next day, that is, on January 5, he added.
Purnima and Rameshwor, the two persons involved in the cheating were handed over to Thoubal Police Station on January 5 after being questioned them on the incident by locals at the local club of Heirok-Part-II Maning Leikai.
Meanwhile a press hand out released by HG IGAR S said the story is incorrect and baseless. 42 Assam Rifles authorities did not approach any locals for joining insurgent groups for peace process / surrenders. All cadres brought by leaders of KYKL (MDF) for the ongoing peace process are verified at multiple levels. Youths namely N. Herojit (21), Th. Milan (25), M. Premkant (21), N. Johny (21), E. Muhindro (20), M. Thoiba (21) and M. Oken (25) approached 42 Assam Rifles for surrenders. However, after preliminary investigation at battalion level they were not found part of the group. Thus, these seven youths were returned.
PRO, HQ IGAR (S) further stated that the press release was aimed at defaming the Assam Rifles and interrupting the ongoing peace process between Government of India and KYKL (MDF). He assured that cadres are being enrolled after deliberate verification process by Assam Rifles and Police Authorities and only genuine cadres will be brought forward for the ongoing peace process it was added.

Police sources say that the body will be cremated as an unclaimed body if no one steps forth for verification before 10th January 2013.   It may be mentioned that the dead body of the non local was found with multiple injuries on his head while the hands were bound on the back.

Last year, the Million Death Study came out with its first findings on the nature of Cancer as a disease in the country. The main collaborators for the study, Mumbai`s Tata Memorial Hospital and the Centre for Global Health Research mapped how it resulted in almost 6 lakh deaths annually.  Seven out of every 10 deaths, it said occurs among people who are in the 30-69 age group. Nearer home, it said that a youngster living in India`s northeast is four times more likely to develop and succumb to cancer in his lifetime as compared to a youngster living in Bihar. Earlier on, cancer was thought to come calling to people who smoked incessantly or used tobacco but increasingly, it is becoming clear that more studies and scientific research needs to be initiated into looking at what really leads to cancer. Though there are no Manipur specific reports on Cancer cases, there is no denying that the disease has become common in our midst.

In much the same way that HIV/AIDS is termed a social leveler, Cancer afflicts people without much regard for class or caste distinctions, gender, race and ethnic lines or even age. The health seeking behavior of people in the state in terms of foregoing regular health check ups also leads to its detection at later stages which impedes treatment processes. The highly expensive costs for treatment is also a major deterrent when it comes to cancer patients seeking treatment, or continuing it further. Often treatment costs for a family member living with cancer means a major drain on the family resources. With low levels of seeking and getting health insurance or in cases where the insurance is in place but inadequate to cover costs, Cancer is today becoming a death knell for many in the state. The lack of price control of various medicine components used in different stages of cancer treatment also mean that international pharma companies get away with their pricing which is way beyond the capacity of middle class and low income groups.

The Health Ministry at both the Centre and the State have much to learn from the response to HIV/AIDS over the years. At one point of time, ART for people living with HIV/AIDS were available only at expensive rates, which people had to buy on their own. But efforts of civil society groups, NGOs working in the HIV/AIDS sector, networks of people living with HIV/AIDS, industry leaders along with political leadership led to generic drugs and prices came down and soon the National AIDS Control Organization (NACO) could roll out its free ART program. HIV/AIDS can also be largely said to have contributed to scaling up basic health care systems in the country. The HIV/AIDS chapter needs to be revisited so that the lakhs of people who are getting stricken with cancer are able to get diagnosed and treated well in time with cheaper treatment measures.

One other area that people living with cancer or who have survived it can take from people living with HIV/AIDS is the manner in which affected and infected people come together to form support groups. The treatment process for cancer can be long and can drain not just the finances of a family but take away the emotional and mental ‘resources’ so to say. Support groups can be a health way of healing and coping for the person living with cancer and for the family members as well. A study conducted by the All India Institute of Medical Sciences (AIIMS) that started in 2006-2007 pegs the average cost across all cancer treatments at Rs.1,602 per week. This figure does not however, factor in radiation costs or expenses for seeking treatment outside of the state.

Along with price control for cancer medicines, the Government also needs to look at supporting treatment costs. At the National level, the Health Minister`s Cancer Patient Fund was created within the Rashtriya Arogya Nidhi Scheme proposing to establish a revolving fund in the Regional Cancer Centres (RCC) to speed up financial assistance to needy patients. Under this scheme, a sum of up to Rs.1 lakh would be provided as assistance to cancer patients in the BPL category but this is far too little, too less even if it is being implemented at all.

MNS:- The Government have ordered an inquiry by Ms Veena Kumari Meena, Joint Secretary in the Ministry of Home Affairs into the allegations raised by the eye witness of the gang rape incident of 16.12.2012 regarding late arrival, non responsive behavior of PCR Vans and other allegations to ascertain the facts and fix accountability for any lapses. The inquiry will also look into the facts that the said bus continued to operate on the road even after challaned several times by Delhi Police
The Committee has following terms of reference:-
(a) It should be specifically looked as to how much time the PCR Vans took to reach the spot, whether they delayed in taking action after reaching the spot discussing the jurisdiction issue or any such other issue. It should also be enquired whether the PCR policemen took all necessary action as warranted.
(b) It should be enquired as to how the bus in question continued to ply on the roads of Delhi even after challaned several times by Delhi Police. It should also be looked into whether any cancellation of registration of the bus and its confiscation could have been done or not. If not, then the reasons thereof.
(c) The role of the Safdarjung hospital staff in dealing with the victims should also be looked into.
(d) The recent newspaper report regarding non-responsiveness of Dial 100 Helpline to a woman reporter should also be specifically looked into and the responsibility be fixed.
The inquiry officer has been asked to submit a detailed report within seven days after inquiry into the above allegations and issues.

New Delhi, Jan 8: Interim Orders of the Supreme Court dated 13.12.2012 on National Eligibility-cum-Entrance Test (NEET) is given below for information of all concerned including students who are intending to sit for the entrance examination.
ORDER
“In all these matters, which are before us, the main question which has been urged is with regard to the applicability of the decision by the Medical Council of India to conduct National Eligibility and Entrance Test for both M.B.B.S. and Post-Graduate Courses for Medicine. In addition to the above, there is also the question of admission into B.D.S. and M.D.S. Examinations.
Having heard learned counsel representing different parties, while we are of the view that the main matters which are pending need to be heard and decided at an early stage, the time taken in hearing the matters should be utilised in allowing the students to sit for their respective examinations, which are already notified. Accordingly, let all the transferred cases, as well as the writ petitions, be listed for final hearing and disposal, irrespective of other part-heard or specially fixed matters on 15th, 16th and 17th January, 2013.
In all the matters where transfer has not yet been completed, those transfer petitions shall stand allowed and all the petitions, pending in the various courts, should be transferred to this Court by 15th January, 2013, and be treated as Transferred cases and be listed along with these Transferred cases and the writ petitions.
In the meantime, the Medical Council of India, the Dental Council of India, as well as the States and Universities and other Institutions, will be entitled to conduct their respective examinations for the M.B.B.S, B.D.S. and Post-Graduate courses, but shall not declare the results of the same, until further orders of this Court.
Learned counsels for the respective parties are all directed to make available their written submissions by 7th January, 2013.
Let copies of this Order be made available to the advocates on-record for the respective parties for communication to the concerned Authorities.
Wide publicity may also be given to this order by the States, Union of India, Medical Council of India and the Dental Council of India so that the students, who are intending to sit for the entrance examination, may have knowledge of the same”.

Udhampur, Jan. 8 (ANI): Two Indian Army personnel were killed by the Pakistani troops in an attack on a patrol party along the Line of Control (LoC) in Jammu and Kashmir ‘s Poonch District today.
In a significant escalation to the continuing series of cease-fire violations and infiltration attempts supported by Pakistan Army, a group of their regular soldiers intruded across LoC in the Mendhar Sector today.
Pakistan Army troops, having taken advantage of thick fog and mist in the forested area, were moving towards own posts when an alert area domination patrol spotted and engaged the intruders.
The firefight between Pakistan and own troops continued for approximately half an hour after which the intruders retreated back towards their side of LoC.
Two soldiers Lance Naik Hemraj and Lance Naik Sudhakar Singh laid down their lives while fighting the Pakistan troops.
The Defence Ministry condemned the incident of ceasefire violation along the (LoC) in Jammu and Kashmir ‘s Poonch District, and described the attack as a provocative action.
“The Government of India considers the incident as a provocative action and we condemn it,” said a statement issued by the Defence Ministry.
The Defence Ministry further said that the Director General Military Operations (DGMOs) of the two sides are in touch.
“The government will take up the incident with the Pakistan Government. We expect Islamabad to honour the ceasefire agreement strictly,” it added.
MEA official spokesperson Syed Akbaruddin today informed that the Pakistani troops in the sector commenced unprovoked firing on the Indian troops earlier on Sunday morning.
“In the early hours of January 06, Pakistani troops in the sector commenced unprovoked firing on Indian troops. The roof of a civilian house in Churunda Village was damaged in Pakistani motor fire. Indian troops, therefore, undertook control and retaliated. Therefore, we deny that Indian troops had crossed the Line of Control in the Rampur sector or had violated the ceasefire,” he told the media in New Delhi . Akbaruddin further informed that the Director General Military Operations (DGMOs) of the two sides have been in touch over this incident.
“The DGMOs of the two countries have been in touch over this incident and we would call upon the Pakistani authorities to ensure that sanctity of the Line of Control is upheld at all times and to ensure that such incidence of unprovoked firing across the LOC do not recur,” he said.
