IMPHAL, Aug 21: Condolence messages on the sudden demise of MLA Elangbam Suraj have been sent from various circles.

Janata Dal (United) in its condolence message mentioned that, the members of Janata Dal (United) Manipur unit has observed a condolence meeting in connection with the sudden demised of the Elangbam Suraj sitting MLA of the Yaiskul Assembly in an unfortunate road accident at Delhi recently.

The release further mentioned that, the members of the party observed two minutes silence and prayed the departed soul to remain in gods place in peace.

In the meantime, similar observation was made by the volunteers of Yaiskul Community Hall-cum Recreation centre Committee said a release.

Rising Youth Organization, Vakta Ashram ground in a release issued by its secretary condole the untimely departure of Elangbam Suraj Singh, MLA. Yaiskul a/c.

IMPHAL, Aug 21: One man was found dead in Kongba River at Kongpal Chanam Leikai in Imphal East district today morning.

The deceased person has been identified as Kshetrimayum Gobin, 25, s/o Kameshwar of Kongpal Chanam Leikai.

According to family sources, Gobin went out from home along with some of his friends yesterday evening. He did not return till late night. However, at around 2 am today one Kshetrimayum Aupa informed the family members that Gobin had jumped into the river after having altercation with some people.

The family members along with some other people from the locality searched for the body of Gobin and found the body at around 6 am today.

Both hands of Gobin were found tied and there were also many injury marks on his body.

Meanwhile, the police have arrested four persons for interrogation in connection with the murder of Gobin.

The irate mob also ransacked the house of one Kshetrimayum Rameshwar who is one of the accused in the case. However, the police controlled the mob timely. 

The body of deceased Gobin was later handed over to the family members after conducting post-mortem examination at JNIMS.

In another incident, one youth was found dead near Lilong Ataokhong Dam today afternoon. The deceased is yet to be identified.

The dead body has been deposited at JNIMS mortuary for post-mortem examination. Some capsules of spasmo proxy and N-10 were also found near the body.

IMPHAL, Aug 21: An area cleanliness drive was organized near Lilong Bridge by troops of 28 Assam Rifles and local residents.

According to a release , a large number of local residents participated in the cleanliness drive to cut the overgrowth of vegetation along the Imphal – Moreh road. The road is an important communication route connecting a number of important Districts in the state. A number of IED’s were recovered in that area in past few days. The overgrowth of vegetation along the road was providing proper concealment to the IED’s and hence acting as a hindrance for surveillance by security forces in the area. A large number of traffic ply on this route daily. Providing safe passage over this route has always been a challenge for security forces. The people were motivated and enthusiastic for this cleanliness drive and the effort and concern of 28 Assam Rifles towards the safety of local populace was highly appreciated the release added.

NEW DELHI, August 20 (MIC): Jamia Halima Aziz Educational Trust, Manipur organised Al-Ramzanul Mubarak Iftar Party at the Royal Plaza, Connaught Place here this evening. Lok Sabha Member Dr. T. IMPHAL, Aug 21: All Manipur Students Union (AMSU) is going to observe the 46th Hunger Marchers’ Day on August 27 in remembrance of the dedication of lives of four students during the protest against the then government in the state on August 27, 1965 for causing artificial scarcities of the essential food items in the state.

According to a release of AMSU, during the students protest against the causing of artificial food scarcities on August 1965 four students identified as Promodini Devi, Chaobhal, Nabakumar and Nillamani were killed during the excessive security atrocities during their demonstrations.

The release further mentioned that, the union in order to observed the very day on August 27 appeal all sections of societies and common public to extend assistance to the AMSU by donating good or kinds for the successful observation of the day.

And the various district level committee of the union have also started their campaigns for the ensuing hunger marchers’ day observation in order to make conveniences for the students of various educational institutions and well wishers and common public of different districts of the state on August 27, the release added.

This is getting uncouth. Manipur is under a siege yet again because its lifelines have been blocked off first by agitators demanding the Sadar Hills sub-division of the Senapati district be upgraded to a full-fledged district, and now by United Naga Council, UNC, and its supporters amongst the Naga population in the state to oppose the demand. Quite unfortunately, the UNC is even insinuating that the demand for Sadar Hills district is part of a sinister divide and rule policy by the Government of Manipur. Although this was unsaid in so many words, the implication was also that all this is a result of machination by the dominant community and dwellers of the valley districts, the Meitei community. This is above of all, truly ridiculous. At this rate, it will not be long before the valley is blamed for poor monsoon or bad harvest as well. Rhetoric aside, let the government take this development seriously and come out with a comprehensive white paper on investment and government employment patterns in the state to see the nature of discrepancies and then to fix responsibilities as to who contributed or were the agents in bringing about this mess. As for activists and others keen to see dark and sinister motives in everything that happens in Manipur, it is advised they also sometime make use of the provisions of the RTI to get hold of actual government documents to see what kind of developmental funds have been earmarked for the different regions of the state and who were given the responsibility for their use before jumping the gun and pointing fingers.

The legacy introduced by the colonial administration of the British vintage still lives on. In particular the practice of administrative and political demarcation of the hills of the Northeast into “excluded” and “partially excluded” territories may have had their use in a colonial set up and perhaps even now, but they are also creating problems. Under this system, the plains generally were administered by general colonial laws but the other two types of territories were placed under special law that for one made these territories reserved for the tribals living in them and visits by outsiders to these area allowed under special permits alone. This system also excluded tribal areas partially or totally from the political and administrative processes under the broad policy philosophy of leaving them alone as long as they do not harangue British subjects or British administered areas. While laws of varying strength reserving tribal territories may be still desirable in order to protect the interest of the tribals, what cannot be forgotten is this would also have negative implications. While tribals coming under generally administrative region would not cause any constitutional problems, non-tribals coming under special administrative regions for tribal can cause serious ones. The case of Jiribam has been raised by so many, saying this small patch of plain area inhabited dominantly by non tribals should be merged to either Tamenglong or Churachandpur which are adjacent to it, just as Moreh is a part of the Chandel district. Moreh so far is not a problem because its population are by and large traders with little or no interest in politics, but the moment any non-tribal resident here begins to nurture political ambition and starts asking for the right to contest in elections from the Tengnoupal Assembly constituency or the Outer Manipur Parliamentary constituency, serious problems would arise, social as well as constitutional. If denied, it would amount to a breach of what arguably is the most major democratic right guaranteed by India’s republican constitution or for that matter any republican constitution – the right to franchise. Jiribam under either of the two tribal districts would pose the same problem.

Sadar Hills, under the circumstance should not have had any problem, at least constitutionally and administratively. It would have been two reserved districts made out of one reserved district. The problem here therefore is more ethnic as everybody is witness now, and little or nothing to do with any consideration of administration. The diagnosis being such, perhaps it would do well for the government to address it as such too. But as of now, the government seems to be, as has become its wont, simply waiting and watching for the storm to pass without thinking of lifting a finger to face the developing crisis. If things continue the way they are, and prices of essential commodities continue to climb towards the sky, the situation could get volatile and tempers of those at the receiving end may reach a flashpoint. Presuming nothing improves, who knows, the closing act of the Okram Ibobi government may be a transition to the emergency constitutional provision of President’s Rule to avoid a humanitarian crisis.

IMPHAL August 22: Many young women in the state who are widowed by unforeseen circumstances are reeling under meager earnings on daily basis. As our society is firmly based on traditional customs and norms has adversely affected to widows who are living in scrimpy earnings. The condition is rather severe to women who have been left behind by husband that succumbed to HIV/AIDS.

This was revealed during a one day awareness programme on vulnerable organized by Manipur Positive Women Network (MPWN+) held at Rising Youth Organization (RYO) ground located at Moirangkhom Bokul Makhong, Imphal west.

Tanuja Sharmi, secretary of MPWN+ during the function described that one of the main issues that these widows are facing in our society today is social gender discriminations and stigmatisms. In rural domains the conditions of the widows remain the same where the society look down upon them as ill-omened in social and religious gatherings whereas the situation of  their counterparts in urban  regions are rather relax. Imposition of social sanction to them has negative implications in their day today livelihood that survive on limited resources. Many of them fallen prey to easy earnings which are regarded as socially outrageous professions in our society. Tanuja added that such social discrimination has adversely affected in the income generation.

In order to give morale solace and support and to provide self reliance and independent Manipur Positive Women Network (MPWN+) was formed, Tanuja said.

She elaborated that the reasoned behind the one day awareness programme on vulnerable widow that was held today was to address on the current issues face by these women in their daily live and to create awareness on the benefits and welfare facilities provided by the central and state government for the widows in order to pave ways to come to the mainstream society.

Ph. Satyabhama devi, Advisor(MPWN+) presided the function while Samom Reeta Devi, councilor ward no.4 and A. Manisana Singh,local leader graced the one day awareness campaign as the chief guest and guest of honour respectively.

In the mean time, prior to the today’s function, the MPWN+ had observed a two minute silence as mark of respect to late Elangbam Suraj Singh, MLA. Yaiskul a/c.

IMPHAL, August 21: The ITI contract employees welfare association (ICEWA), Imphal has urged the authority concerned to clear the nine months pending salaries of the employees by end of August failing which it warned to launched democratic actions in the form of cease work strike in all the industrial training institutes.

In a statement the employees association revealed that the contract employees of different industrial training institutes (ITI’s) of Manipur, have not been getting their salaries for the last nine months.

Despite repeated claims and request for early payment of the same the matter has fell into deaf ear, the authorities keep mum on the subject, it said.

It decried that with a meager amount of basic pay the employees are finding it very hard to meet their both ends and drawn the attention of the government on the problems encountered during this nine month long span.

IMPHAL, Aug 21: In its initiative to improve the infrastructure of the far flung villages of Senapati district, 59 Mountain Brigade under Red Shield Division has provided dozer to various remote villages of Saikul Region.

Dozers have been provided to various villages of Saikul on requisition from Chairmen and villagers of these villages and the same will continue till the time requirements of local populace are met. The dozer is being used for construction of tracks to connect the villages with the existing road networks, levelling of play grounds and also to support in the construction of church buildings. Till now the dozer has worked successfully at Lungjan and H Yangnom villages.  The dozer work is in progress at village Moljol where it is constructing a track. Chief and representative of respective villages expressed their gratitude for the humble gesture of security forces.

IMPHAL, August 21: The Democratic Students Alliance of Manipur (DESAM) has alleged the Principal of Ananda Singh Higher Secondary School, K. Sumati, of misusing school fund amounting to over 14 Lakhs rupees.

Speaking to media persons in this regards at the DESAM office Keishampat, the secretary general of the student’s body, M. Angamba, informed that on receiving reports of some irregularities in the balance of school funds the student’s body conducted an independent investigation.

He informed that altogether 530 students of class eleven standard as their admission fee deposited money at the school account in the Imphal Urban Co-operative bank which amounted to 10,12,250 lakhs rupees. Similarly altogether 506 students of class XII standards deposited their fees, amounting to 8,70,225 Lakhs rupees, at the SBI secretariat branch.

However the student’s body during their course of investigation found out that only 4,00,635 Lakhs rupees in the balance in the account of the Imphal Urban co-operative bank while only 11,000 rupees was found in the balance of SBI account. Leaving a sum of rupees 14,70,840 Lakhs traceless.

The secretary general further informed that the principal, who is also DDO in charge of the school, is going to receive National teacher award for this year. However posing on the basis of recommendation of the K. Sumati, he further informed that the DESAM will sought for information on the basis of recommendation of the alleged erring teacher.

He further informed that a number of irregularities in using schools funds have arisen in many instances with the authority handling the charge of DDO to the principal concerned of their respective schools.

While appealing the authority concerned to look into the matter, demanded disciplinary action, in the form of termination from service, if found guilty. Besides he informed that DESAM will continue with its drive against such corruption.

IMPHAL, August 19: With the general strike imposed by Sadar hills districthood demand committee (SHDDC) intensifying, the members of ADC, Senapati have re-affirmed the stand of the Naga frontal organizations said R.S Henry Hiilii, chairman Autonomous district council, Senapati.

Further it said that the government of Manipur must stick to the MoUs signed between government of Manipur and Naga Frontal Organization to avoid unwanted repercussion in Senapati district. IMPHAL August 19:  A one day capacity building programme on violence against women was held today at Loyalakpa community hall in Thinungei, Bishnupur district.

The one awareness programme was organized by the Accredited Social Health Activists (ASHA) of Thinungei under the aegis of Women Action Development, Palace compound.

The programme was presided over by L. Ibopishak Singh, pradhan, Thinungei Gram Panchayet while Kh. Sorojini Devi, member, Thinungei, Zilla Parisad graced the function as the chief guest.

Sobita Mangsatabam, secretary WAD and advocate Soibam Hemanta Singh were also present during the function as the resource persons.
