IMPHAL, May 4 NNN: AICC general secretary in-charge of the Northeast, Luzinho Faleiro stated on Tuesday the Congress Government at the Centre always tries to bring development in the country at the grassroots level.
Faleiro was attending a one-day block level conference at Tribal Research Institute (TRI), Chingmeirong in Imphal organized by Phungyar Block Congress Committee (Phungyar BCC).
He said the Congress Party is dynamic by nature and that the foremost task and major aim of this party is to implement development programmes at the grassroots level and ensure all the benefits of these programmes to all.
Under the UPA Government currently as much as 16 flagship programmes are being taken up across the country, the Congress leader said.
He said benefits of these programmes have extended throughout the state of Manipur and these must be reached every nook and corner of the state.
(MPCC) president and Deputy Chief Minister of Manipur, Gaikhangam, Congress leader and MP Rishang Keishinh and Amo Samuel, president, Phungyar BCC also attended the function, apart from Faleiro.
Gaikhangam commented the people of Manipur in general lack sense of belongingness which have caused conflicts among communities.
He said the Congress Government in Manipur works hard to balance development between the valley and the hill, assuring that SDO/BDO offices in the hills will be upgraded into full- administrative units in the concerned areas within 2013-2014 and for this purpose, the state Government will construct a number of SDO/BDO office buildings, banks, office headquarters and other necessary infrastructures.

Newly bought carpets were in the godown and the missing if any were those that had been used during the VVIPs’ visit to the state. That implies something wrong was done. Yesterday construction of the national highway road was inspected. Officials in charge of the road had trouble time in explaining to the members of the committee why they could not follow the rules and procedures laid down in the rule book in the up gradation of the highway roads. The members of the committee were very smart and they quizzed the engineers why earth work was done at the area where it was not necessary at all. This is a new phenomenon employed in the allocation of work order. No contractor is willing to take road development work unless earth work is added in the work order. The cut at various levels starting from SO up to the highest level plus extra cut for unknown elements empty contractors’ pocket. But a contract work is done to make some money. Poor contractors fume when they get the bill. Shameless officials demand heavy cut without knowing whether the contractors have made any gain. The estimate committee as it inspects the construction work and supply done by contractor should try to know whether the contractors had actually received payment for the work done. Under an ambitious project retaining walls at the major rivers of the state including Nambul River was done in the recent past. Nobody cares about the poor contractors, who mortgaged even the homestead land for taking up the construction work. Now they lament having joined the construction spree. They regret had they known the payment would not be prompt they would not have done the work. In future none will come out for doing retaining wall construction. They had tasted the pang caused by inhuman attitude shown by engineers. They do not want to suffer again. The poor contractors were made fools. They spent sleepless night supervising the work done by labours. At the end they have turned out to be the real losers. Sadder is the fact that the engineers at the time of making some payment ridicule them for not bringing bribe money. Estimate committee should inspect how these engineers are thriving like lion devouring helpless animals.

IMPHAL, June 4 (NNN): CrPC 144 has been clamped as tension was running high in Churachandpur district headquarters in Manipur on the concluding day of the 38 hours bandh called by All Tribal Students Union, Manipur (ATSUM) today.

It all began when bandh supporters and others who opposed the bandh confronted each other at the district headquarters today.

The police had to blank-fire to calm the situation. The situation was brought under control late this afternoon.

“We appeal to our leaders especially the state MLAs from the hills to wake up and speak out the truth for the discriminated hill people of Manipur,” ATSUM said today.

It then pledged to continue its agitation of 38 hours  in a democratic manner.

ATSUM said all the developmental work under the state government as well as the under the Centre will be banned from working.

“The railway construction work, oil drilling or extraction of gas and many other developmental works will be banned,” threatened ATSUM today. ATSUM also said after the 38-hour `sustained agitation` it will further intensify its agitation if there is no response coming forth from the government.

Meanwhile, ATSUM alleged its president Muan Tombing was assaulted by police when he went to plead at Sekmai police station to secure release of members of All Tribal Disabled Union, Manipur (ATDUM) who were detained at the station for involving in the bandh yesterday. The ATSUM also alleged that ATDUM volunteers were also assaulted while using abusive words. However, the volunteers were released this afternoon.

IMPHAL, June 4: A 35 year old housewife succumbed this morning after consuming poison on June 1, allegedly after a quarrel with her husband.

The woman has been identified as Maibam (n) Ngairangban (o) Subhashini (35), wife of M Ingoucha of Nongpok Sekmai Makha Leikai under Yaipripok police station.

The woman’s family has claimed harassment of the woman by her husband and his family which incited her to take the extreme step. Family members of the deceased alleged that Subashini was taken back from her parental home at Nongpok Sekmai Leela Khangbong Mapal by her mother in law on the day she had consumed poison.

The dead body is presently kept at the JNIMS mortuary for post mortem.

Speaking to the media at JNIMS morgue, M Rajen, uncle of the deceased woman alleged that Subhashini consumed poison after a quarrel with her husband on June 1 at around 9 am following which, the husband’s family rushed her to the nearby Yairipok community health centre.

He alleged that the doctors at the CHC after providing her with some immediate treatment, referred her to RIMS; however the same day, her husband and his family took her back home instead of taking her to RIMS as advised by the doctor.

Owing to the failure to take her to RIMS, her conditioned deteriorated, but instead of taking her to the hospital, her husband and his family kept her at home the whole day and only took her on June 3 to RIMS, he lamented.

She was further taken to Shija Hospital, where the doctors said it was too late for treatment as none of the medicines were affecting her, he said and continued that her husband’s family took her home the same day and she succumbed this morning around 9:30am.

Continuing his allegation, he said that Subashini used to return to her parental home frequently unable to bear her husband’s and other family members’ harassment.

He also alleged that the deceased used to come back frequently due to the harassment from her husband and other family members and before the incident on May 1, Janaki the mother in law had come to fetch Subhashini  and taken her back to her husband house`s from her maternal place where she had been staying for over one month, he said.    

The deceased is survived by three children including two boys and a girl from her marriage with M Ingoucha.

JIRIBAM, June 4: A tense situation arose in connection with the death of a married woman at Uchathol in Jiribam Sub-division at around 5.30 am today.

The deceased was identified as one Tonjam (n) Hijam (o) Jina Devi (31), wife of H Shanti Singh son of (L) H Nabakumar Singh.

The dead body has been picked up by the Jiribam police and sent to Silchar Medical College for post mortem.

According to locals of the area, the husband Shanti often have drunken quarrels with his wife and also had a harsh quarrel with the deceased at around 11 pm yesterday.

Even as the news of the woman found hanging spread in the area and people came flocking at the residence, the husband surrendered before the police.

A public meeting presided over by Phanjoubam Anubati Devi was held at the Primary School of Uchathol at 11 am today in connection with the death of Jina.

The meeting resolved to outcast H Shanti Singh from Uchathol for life for the brutally that led to his wife`s death and to urge the concerned authorities to award befitting punishment for him.

Officer in-Charge L Khogen Singh informed that H Shanti Singh came to Jiri Police Station while his younger brother H Sarat Singh was giving the report of the incident at around 6.30 am today.

Investigation is on by the police and the cause of death is still not known yet. The deceased Jina is survived by two daughters and a son, the OC added.

Meanwhile, according to another source, Jina was reportedly found dead in a shallow depression inside the landed property of her husband today morning.

When police received information about the incident at about 6 a.m., they rushed to the spot without further delay and recovered the dead body.

The source further said that Jina, the deceased sustained wounds and blood stains which seemed to result from a blow with a heavy iron on the back of the head, neck and hands.

Though it has not been established yet who had murdered her and why, police have registered a murder case under section 302 of Indian Penal Code (IPC) with regard to the incident. Police arrested the husband for interrogation following the report that the deceased and her husband quarrelled very often.

IMPHAL, June 4: A young unidentified boy whose physical features seemed to be that of a non-local drowned this morning around 10:30am at the Kanglapat opposite to the state Raj Bhawan Main Gate, after efforts to save him by passers-by as well as personnel of the Manipur Fire Service failed.

The dead body which was rushed to the Jawaharlal Nehru Institute of Medical Sciences has been deposited at the mortuary of the Regional Institute of Medical Sciences, Lamphel for verification and identification. The boy would be somewhere around 12 years of age.

The incident happened this morning around 10:30am when passers-by walking along the footpath of the Kanglapat noticed a young boy drowning in the water.

One amongst them, who later identified himself as Sapam Jimmy (27), son of Munindro of Kongba Kshetri Leikai jumped into the water in a bid to save the boy. He was soon joined by personnel from the nearby Manipur Fire Service.

However, the search team failed to locate the boy who had already submerged in the water. The dead body of the unidentified boy was fished out around 11am about 30 minutes after he was first noticed drowning.

The boy was rushed to JNIMS in a Manipur Fire Service Ambulance, but was declared brought dead by the doctors at the hospital. The unidentified boy looks like a non-local. He was wearing a Grey colour T shirt with stripes and half pant jeans.

IMPHAL, June 4: A 46 year old man was crushed to death by a passenger DI Tata along the Uripok to Singda road today around 10 am at Uripok Polem Leikai Machin under Imphal police station.

The incident occurred today at around 10 am when the victim identified as Oinam Ibomcha (46) son of L) Dharma Singh of Lamshang Bazar was crushed by the rear wheel of the passenger DI Tata being registration number MN03 P 0309.

The DI Tata was heading towards Singda along with passengers on board when it knocked down the victim who was trying to cross the road.

The victim sustained head injuries and was rushed to the Regional Institute of Medical Sciences for treatment where the doctor declared him brought death.

The body has been handed over to family members after post mortem was conducted at RIMS morgue.

The team of Imphal police rushed to the spot and arrested the driver and seized the DI Tata involved in the accident and filed a case regarding the incident.

From the beginning of the Big bang to the formation of Organic material for the life. From the early civilization lead by Neanderthal man(1400 cc) to the present Homo Sapiens Sapiens(1360 cc). Through Natural evolution, human try to adapt with the surrounding environment by gradual changes and descent modification which leads to near perfection to suit the environment, best of them is selected through Darwin Natural selection process.
History has witness 5 great mass extinction at different stage of evolution of Earth. It is a phenomenon process of nature which can’t be denied, but the coming mass extinction is the Human made and it will occur very soon if we exploit our nature horribly and severely i.e. Global warming, Green House effect, Solar Flare Radiation, Atomic radiation, War, recent exploration of fossil fuel at Antarctica are just the tip of Iceberg which Human exploit to our mother nature to get our comfort.
Now let us come to our local level, what we can do in order to save the memogate exploitation of the Environment in our mother land Manipur. There is a saying that. ”Never put off till tomorrow what you can do today”. Now time has come for us to save some extent toward Nature. some of the measures are going to be highlighted which can implement by our state government and people side by side.
1. PONY FOR COMMANDOS AND TRAFFIC POLICE FOR CITY PETROL
Famous Manipur Pony( Equus ferus Caballus) which is one of the rarest animal on Earth and the soul driver of the modern polo sport are going to extinct if they are not supported by us. At the olden day they are our guardian ,protector for us and for our land. They explore the dense forest of Myanmar and extent to many region and stand boldly to guard our civilization from intruder.
But now these animal are just an unattended vagabond and uncared animal. so if these animal were given any work than population and popularity will increase. If they are absorbed at Manipur Police department as a vehicle of petrol unit instead of riding motor bike by commandos and traffic police, if Pony is use by city police and traffic police then it is the answer to save these animal and this will boost the step to save the carbon emission also.
2. FOOT BRIDGE OVER THE CROWDED ROAD
We all notice the crowded and congested in front of Sahid Minar and Gambhir Shopping Complex. If the Government constructed a foot over bridge at this route then it will crub the crowded situation and it will not block the smooth flow of traffic.

3EXCLUSIVE CYCLE LANE FOR EVERY MAIN ROAD
As the price of the Hydro Carbon will increase and a point will come of acute shortage due to exhaust of the fuel before that if the government introduce exclusive lane for bicycle eith tree and greenery side by side which can be put up at most important route like governor Road, Babupura Road, Uripok, Keishampat, Sagolband Road etc. By doing this lots of people will be attracted to choose the bicycle especially the youth and this will help in saving the evironment at some extend.
4HORSE(PONY) CART INSIDE THE KANGLA FOR TOURIST ATTRACTION
Kangla is going to be the tourist attraction and will gain the world ancient heritage sight. the kangla is the main source of inspiration for us which must be shown towards the world our rich heritage what our fore father has handed to us along with that if we introduce a horse cart with affordable price to roam inside the kangla then it will attract more tourist and in return more revenue towards the state government.
5.IMPHAL RIVER AND NAMBUL RIVER
The Imphal and Nambul river which is like the arteries of Imphal city and must be kept clear and clean at any possible way. this should be done with and acute vision and with stead fast action like Ganga action plan or which is done at river Thames of London after industrial revolution. this will help to decrease the pollution level for the Loktak lake also (largest fresh water lake in North eastern region). This two river will be the mirror and the litmus test of the Imphal city towards the environment and nature

As the old adage goes, ”with the great power comes responsibility”. We all believe with the government under the patronage of Chief Minister O. Ibobi that responsibility to make Manipur brighter and developed lies with your true spirit of leadership work with voice of the people. This is your time to show toward the world what you have done for the future and moreover what we can give to the future generation is what we do for the betterment of today. Planning is doing today to make us better tomorrow, because the future belongs to those who make hard decisions and develop today.
