The Tourist Lodge at MAASI Complex, the said tourist lodge was constructed with funding from the Ministry of Tourism, Government of India through Director Tourism, Government of Manipur, PWD with a total expenditure of Rs. 11, 71,1007-. The MAASI Tourist Lodge will provide boarding & lodging and also Adventure Equipments, Mountain Bicycle.
It has among other thing a dining hall, kitchen conference room for 300 person capacity constructed with funding Director, Youth Affairs & Sports, Government of Manipur a total expenditure of Rs. 7.00 lakhs. Minuthong bridge connecting Imphal East and West constructed over Imphal river near North AOC has shown its aging status. Iron rods have protruded in the middle of the bridge and if it is kept neglected without filling up the broken portion the bridge may collapse after a few years. It is time the concerned authority sends out somebody to see for themselves what has happened at the said bridge. Exposed iron rod gathers rust. And rusted iron cannot withstand the pressure given by heavy vehicles. By spending a few hundreds of rupees and using a bag of cement four bags of sand and eight bags of crushed stones the bridge can be repaired. If kept neglected the concerned department will spend to the tune of crores of rupees in the construction of another bridge of the same length and breadth. According to the CPWD estimation the Surface and Transport Ministry Government of India spends about Rs 100 crore in the construction of one kilometre long fly over bridge. Minuthong Bridge is a very important bridge. It cannot be kept neglected as is being done by not repairing the broken portion. Similarly too many bridges of culvert size, which were constructed in the past at different areas of the state have also showed iron rods as the layer has been eroded after prolonged use. These culverts too need to be repaired. Construction is really costly. Repairing is less expensive. Our Government is very poor, everyone knows that. So it should think of taking up smaller projects instead of taking up giant sized projects, which stand like big rocks without being used. Public money cannot be wasted by taking up useless projects. All these roads passing through the state capital can be kept in tip top condition by filling up the pot holes. Amazingly the concerned department has one habbit of adding WBM in repairing roads. In whose interest WBM is added to the already high road. Stop this WBM culture. It is wastage of money. The money spent in taking up WBM can be used in buying bitumen and proper application of bitumen will improve quality of road repairing done here and there. When lesser quantity of bitumen is used the added portions like sand and stones can be rolled up like mat. We had seen that on TV and newspapers. If you have little amount use it in taking up small work. Cut the coat out of cloth. Construction season needs to be used but not in taking up useless projects. The thrust should be given in the completion of the ongoing work. It is time the concerned department flank out its engineers to survey the area, which can be repaired by spending little amount. The roads which require major repairing also needs to be identified. Having seen the condition of the roads passing through various parts of the state one can make the conclusion that almost all these roads can be put in tip top condition by spending some crores of rupees. Fill up the pot holes and feel the delightment of presenting usable roads to the people of the state.

Imphal, Oct 29 : Security Forces of Red Shield Division launched an operation today at Heisnam and apprehended an over ground worker of RPF/PLA, namely Heisnam Ongbi Maningou.
During questioning at Moirang Police Station, it was revealed that she has been working for RPF/PLA organization as over ground worker and providing administrative and logistics support to terrorist operation in Thanga area. The apprehendee has been handed over to Bishnupur Police Station.
In another incident security Forces of Red Shield Division launched an operation today at Moirang Thana Leikai and apprehended a cadre of UNLF group, namely Pheirembam Romeo and recovered one Nokia mobile phone.
On questioning, he revealed that he was actively collecting extortion money from targets for his outfit from Moirang area. The apprehendee alongwith recovered item has been handed over to Moirang Police Station.
Meanwhile security forces of Red Shield Division and two lady Police personnel of Mayang Imphal Police Station launched an operation yesterday at Khordak area and apprehended an overground worker of PLA, namely Ningthoujam Chandrakala Devi .
During questioning at Mayang Imphal Police Station, it was revealed that apprehendee has been working for various under ground banned groups as over ground worker and providing administrative and logistics support to the organization. She is suspected to have provided support to the banned outfit RPF/PLA in carrying out an IED blast on 15 Oct 2012. The apprehendee has been handed over to Mayang Imphal Police Station.

DIMAPUR, Oct 29 NNN: The NSCN faction headed by S.S. Khaplang said the outfit will start holding dialogue in the ‘global arena’ only after the ‘NSCN-IM solution’. The NSCN-K then asked the Isak-Muivah group not to interfere in the event of the outfit holding talks for Nagas’ independence involving the government of India and Myanmar. The NSCN-K also sends out its best wishes the NSCN-IM in its endevour for the latter’s solution. “The NSCN wishes that the government of India gives away any kind of package or solution to the NSCN IM but it (GOI) should also be ready to talk with the NSCN (Khaplang faction) for Naga Independence on the global arena,” the NSCN-K said today.
Meanwhile, the NSCN-K clarifies that the letter ‘purportedly’ written by the outfit’s chairman to Forum for Naga Reconciliation (FNR) stated that it would not stand on the way of the ongoing negotiation between the NSCN-IM and the government of India but would surely stand firm on the Indo-Myanmar-Naga political issue for Naga Independence.
“It is learnt that some people are trying to take advantage and manipulate the letter with ulterior motives towards the NSCN (Khaplang group) and confuse the Nagas but their efforts will not have any impact upon the Nagas or the NSCN as the people already knew the stand of the NSCN for sovereignty of Naga country at any cost.
The NSCN leader S.S. Khaplang is not talking about the Nagas of Myanmar only but infact he is talking about the 14th August, 1947 declaration of Naga Independence by the Nagas of Indian imposed Nagaland state, he is also talking about the 1951 plebiscite of the Nagas and the boycott of the 1952 Indian sponsored elections in the Indian imposed Nagaland state. Hence, the NSCN advises these groups and individuals that their intention to create further rift among the Nagas at this juncture is only displaying their true immature colour and the nature of their approach towards the NSCN and Naga people for their individual gains and cheap publicity,” the NSCN-K’s ‘ministry of information and publicity (MIP) said today.
“The letter of the then joint leaders clearly states that it (NSCN) will not stand in the way of IM solution for no Naga knows what is the exact contends or demands of their so-called 15 years long talk which is tightly hidden within their lips however, unfortunately the people came to know through the print media that their tight lipped talk is about solution within the Constitution of India (unacceptable to any Naga). Hence, the NSCN leader only assured that it will not interfere in the affairs of the said IM solution but in fact the NSCN leader S.S. Khaplang was happy to learn that some sort of solution is likely in the immediate future for the benefit of the IM and therefore wished them in their endeavor.

DIMAPUR, Oct 29 NNN: A galaxy of intellectuals have started conglomerating in Nagaland’s commercial hub Dimapur since this evening to participate in a national seminar on the theme, “Recovering the Oral Histories of North-Eastern India”.
Earlier, when contacted by Newmai News Network, Dr Sentila Yanger, who is the convenor of Nagaland chapter of INTACH informed that about 25 resource persons from Tezpur University, North Eastern Hills University (NEHU), Mizoram University, Manipur University and elsewhere besides from Nagaland will be participating in the two-day event.
These 25 resource persons will be presenting their papers in the seminar on the North East India region oral histories.
Meanwhile, according to seminar’s concept note of Dr Peter D’Souza, Director of Indian Institute of Advanced Study (IIAS), the proposed national seminar at Dimapur on “Recovering the Oral Histories of North-East India” will address various issues and concerns relating to the subject and suggest a well-coordinated approach towards understanding, documenting and safeguarding this rare treasure of national heritage. The seminar will also re-examine the discourse of development, and the politics of identity and representation, the IIAS Director added.
“It is a well-known fact that the North-East region of India is home of immense ethnological diversity, with a number of cultural heritages, including both tangible and intangible aspects. In the North-East, arguably, oral traditions, histories and the verbal arts constitute the majority of these cultural expressions, which shape collective memory, perception and representation amongst the indigenous communities of the region,” the concept note stated while adding, “It is indeed oral knowledge which has guided the destinies and lifestyles of social groups in the region- be it folktales and folklore, belief systems, life and death rituals, agricultural practices, music, dance, theatre and other social narratives that has been pursued, practiced and transmitted down generations. Inherent in this knowledge are genealogical accounts of clan groups- their origin myths, migration stories and cosmologies, all of which vary from community to community, but also determine inter-community interaction and wider historical development of the North-Eastern region”.
It then said then said that while the oral history of the region, especially in the absence of a structured written histories in a modern sense, continues to be the main window to understand the past and the present of the region and its people, there is a shrinkage of this vast cultural space in the face of the fast changing social, economic and cultural scenario of the region, brought about by rapid urbanization and the other paraphernalia of modern development. “Without dismissing the inevitable and at times beneficial nature of modern change, it is also important to recognize that an age-old oral knowledge base is becoming eroded and marginalized, commensurate with great cultural, historical and intellectual deprivation. It is also important to recognize and engage with the politics that can underlie changes .

Imphal, Oct 29 : Mera Hou Chongba a festival of unity was celebrated participated by all the communities settled in Manipur. The age old celebration was marked with exchange of gifts between different communities.
The function began with a colourful rally taken out from Kangla in the afternoon participated by representatives of different communities settled in Manipur attired in their traditional dresses.
The festival reminds us of love , brotherhood and unity among the people of the hills and the plains and the festival earlier celebrated at Kangla where people from different communities dine together and celebrate.
The main function of the festival was held at Iboyaima Shumang Leela Shanglen, Palace Compound in Imphal. The celebration was jointly organized under the auspices of Mera Houchongba Thoushil Lup, Sana Konung and Ethno Heritage Council (HERICOUN).
Earlier in the morning, the religious function of Mera Mentongba and Yenkhongtamba, part of the festival were also held at Kangla fort before the main function at Iboyaima Shumang Leela Shanglen began.
Titular king of Manipur Leishemba Sanajaoba expressed disappointment over the sharp decline of participation of the hill people in the Mera Houchongba festival and pointed out politics as the main reason behind it.
Leishemba Sanajaoba was speaking on the occasion during which he also stated that the extensive drop in number of participants from the hills of the state has created a bad feeling over a possible ending of the age-old practice.
He further made a strong appeal to the people to consider the festival as a non-political festival as long as the co-existence of the hill and the valley continues to survive.King Sanajaoba reminisced that in the distance past that the hill people would invite the valley people in the hill and enjoy ‘Mera Chakkouba’ after the latter invited to the Mera Houchongba. It was also a tradition to present gifts to the valley by the hill.
He said this tradition has no longer existed now and expressed his strong desire to revive it. However, he said he feels frustrated to learn that participation of the hill brethren in Mera Houchongba festival has extensively declined and cited many reasons, primarily politics in pointing out the real reasons behind it. Such decrease in the participation has created a fear of a possible abolition of the festival, Sanajaoba said.
People from the hills including the village heads from the districts like Senapati, Chandel and Ukhrul attended on the occasion. Exchange of gifts between the people of the hills and the valley was the main highlight of the festival. Eye-catching cultural performances of songs and dances of various ethnic groups enthralled the gathering.

The main highlight of the campaign are creation of awareness among the public on the flagship programmes like National Rural Health Mission (NRHM), Sarva Siksha Abhiyan (SSA), National Rural Employment Guarantee Scheme (NREGS), Rural Road, Rural Drinking Water Supply, Rural Housing (Indira Awaj Yojna), Rural Telephony, Total Sanitation Campaign, Integrated Child development Services (ICDS), Right to Information Act., Pension Scheme and Forest development etc.
On the first day, Integrated Child Development Services Scheme (ICDS), Rural Telephony, National Rural Health Mission, on the second day, Mahatma Gandhi National Rural Health Mission (MGNRHM), Rural Housing (Indira Awaj Yojna), Total Sanitation Campaign, Rural Drinking Water Supply, Forest, Pension, Rural Road and last day, Sarva Siksha Abhiyan, Mid Day Meal and Right to Information Act will be explained by the experts from the concerned departments.
Public may interact after the speech. Public quiz will be followed after the speech.

IMPHAL, Oct 29 MNS NNN: Saying Panchayati Raj Institute (PRI) plays the most important role in bringing development for rural community of the country, Manipur Home Minister Gaikgangam today appealed to all the newly elected Panchayat members to work sincerely to uplift the life of the community.
Gaikhangam was attending a function of the reception-cum 1st meeting of general body (special) of the newly elected members of Panchayati Raj Institute organized by Manipur State Panchayat Parishad (MSPP) at Manipur Panchayat Bhavan, Porompat, Imphal.
Saying that India is made up of 80 percent of rural communities, the Home Minister said it would be urbanized only when these communities are developed.
Even though the country has enters its 60 years of independence it has not been able to follow the principles advocated by Mahatma Gandhi, the Home Minister expressed discontentment adding the idea of Gandhi emphasizing on developing the village life and giving power to the rural people is still dragging on.
He admitted different tasks are handed to the people’s representatives to bring development under Local Self-Governments like District Council, Nagar Panchayat, Imphal Municipal Council and Panchayat at the grass root level to uplift the people.
Gaikhangam also informed a state level convention to be participated by the local bodies will be held soon. General Secretary of All India Youth Congress Rahul Gandhi will also take part it, he added.
Francia Ngajokpa, minister of Rural Development and Panchayati Raj also took part at the function. He called for cent percent implementation of their tasks by all the newly elected Panchayat members and fulfillment of all the benefits to the people.
At the function, three-time elected Panchyat members were presented with simple gifts as a mark of encouragement.
Besides Gaikhangam and Ngajokpa, SS Vijay Mishra, Secretary General, All India Panchayat Parishad and Prof Mehendro, Chief Advisor, MSPP among others also attended the function.
Polls to the Manipur 4th Panchayat were held on September 13 in the districts of Imphal East, Imphal West, Thoubal and Bishnupur.
