Imphal, Mar 14: : Okram Ibobi Singh was sworn in as the Chief Minister of Manipur for the third consecutive time today at Raj Bhawan banquet hall at 3 pm. Governor Gurbhachan Jagat administered the oath. Ibobi took the oath in Manipuri with Congress President, Gaikhangam, Observer L Faliero , newly elected MLAs and senior officials in attendance.
Mr. Ibobi after the ceremony said the expectations of the people are high as he has been elected for the third time. He said, “ I can not give any excuse now , I have to perform well now”. The top priority will be law and order.
Serious thought will be given to the dismal power situation in the state. The electricity department may be converted into a corporation and partial privatisation was not ruled out. The government is seriously working hard to provide 20 hours of power daily he added.
The major hurdle in taking up power related works was collection of taxes and uncleared due has touched about Rs 300 crores he said. Providing safe drinking water, health sector will also receive top priority he added.
Expansion of his ministry will take soon within a week’s time he assured. He hinted that he will not be holding all the key portfolios this time.
Okram Ibobi Singh was yesterday elected as leader of the Congress Legislature party (CLP) and he staked his claim to form the new Ministry. The INC has a total strength of 42 in the newly constituted House.
Earlier in the day, 59 MLAs took the oath of office at Manipur Legislative Assembly Hall. The oath-taking ceremony was administered by Protem Speaker, L .Nandakumar Singh.
In the 60-member assembly, 42 are Congress MLAs, and 25 of them are new faces—12 from Indian National Congress (INC), five from Manipur State Congress Party (MSCP), four from Naga
People’s Front (NPF), three from Trinamool Congress and one from LJP.Pro tem Speaker, L Nandakumar administered the oath.
Ibobi was born on July 19, 1948 to Okram Angoubi Singh and Lukamani Devi at Thoubal Athokpam in Thoubal district . In 1984 he won as an Independent candidate from Khangabok Assembly constituency in Thoubal district. In 1990, Ibobi was re-elected as a Congress candidate. He became Minister-in-Charge of Municipal Administration, Housing and Urban Development. He became the 11th chief minister of Manipur on March 7, 2002 and since then he is continuing in the same post.

New Delhi/Dehradun, Mar 14 (ANI): Congress Party on Wednesday defended its decision to select Vijay Bahuguna as Uttarakhand Chief Minister instead of senior leader Harish Rawat, saying there is no difference within the party and the matter will be solved after due consultations.
Terming the ongoing row over the appointment of Bahuguna as hype created by the media, Congress spokesperson Rashid Alvi said: “There is no difference within the party of any kind. This is an internal matter of the party. It is not necessary for the MLAs to be present there. It never happens that all the MLAs are present during the swearing-in-ceremony of the chief minister. This is media hype. The matter will be solved after due consultations within the party.
“I assure you everything will be normal. Vijay Bahugunaji is the new chief minister of Uttarakhand, he has taken the oath of office. The party is committed to solve the problems the people of the state faced in the last five years,” he added.
Alvi further said Harish Rawat will surely attend the Parliament session.
“There is no rebellion within the party. This is media hype. He (Harish Rawat) will surely come to the Parliament,” he said.
Meanwhile, Rawat, the Congress MP from Haridwar and Minister in the union Government, appeared to be deeply hurt for not being given the top post in Uttarakhand, and said that he always believed in the party.
“I would not say anything. Party is also important and I always believed in the party. It’s been so many years since I’m working for Congress,” said Rawat.
Harish Rawat, who was seen as a frontrunner for the Uttarakhand chief minister’s post, had earlier offered to resign from the cabinet following Bahuguna’s selection for the top post.
Rawat sent his resignation to Manmohan Singh. He had also written to Congress President Sonia Gandhi, saying that he would prefer to work as a party worker. In the 70-member Assembly, Congress had emerged as the largest party with 32 MLAs and has the support of three independent MLAs and one from UKD. The Bahujan Samaj Party, having strength of three members, has pledged its unconditional support to Congress, raising its tally to 39.

Shiromani Akali Dal (SAD) stalwart Parkash Singh Badal was sworn-in as the chief minister of Punjab for a record fifth time on Wednesday.
Punjab Governor Shivraj V. Patil administered the oath of office to Badal at the historic Chapar Chiri Banda Bahadur Memorial in Fatehgarh Sahab District. Eighty-five-year-old Badal, who led the SAD-BJP combine to a thumping win in the Punjab assembly polls, had earlier headed two full five-year terms from 1997 and 2007. His other terms were in 1977-1980 and 1970-71. The SAD-BJP combine returned to power by defying the expected anti-incumbency factor.
The SAD-BJP combine won 68 of the 117 seats with the SAD securing 56 seats and the BJP 12 seats. The Congress won 46 seats, while others won three.
Badal entered politics in 1947 and was first elected to the Punjab Vidhan Sabha in 1957. He was re-elected in 1969 serving as Minister for Community Development, Panchayati Raj, Animal Husbandry,

Imphal, Mar 14: Troops of 22 Assam Rifles under the aegis of the Red Shield Division alongwith surveillance team of police launched an operation on specific information in general area Ningthembam leading to the arrest of one PLA cadre on 13 Mar 2012. The cadre has been identified as Army No 3929 SS Pvt Loianyangamba Meitei alias Meetlu s/o Ibohal Meitei, resident of Sorok Atingbi Khunou, Jiribam, Imphal (East), Manipur. One 9 mm Chinese Pistol alongwith two 9mm live rounds were recovered from his possession. The cadre was handed over to Jiribam Police Station. In another operation, troops of 22 Assam Rifles alongwith Imphal East Commandos apprehended an UTLA cadre from general area Paithol on 13 Mar 2012. The cadre has been identified as SS Pvt Lamingou Singson alias Gogou, s/o Seija Singson, resident of Moreh, Manipur. One country made Pistol alongwith seven 7.62mm live rounds were recovered from Leishabithal. The cadre was handed over to Jiribam Police Station.
In yet another operation, troops of 46 Assam Rifles under the Division apprehended two arms dealers from general area Salbung on 13 Mar 2012. They were identified as Letjapao Haokip @ Apao
s/o Paoyam Haokip, r/o Mongjang, Koite, district Churachandpur and Henthang Haokip @ Thathang, s/o Late Chokhojang, r/o N Molhoi vill, Saidan district Churachandpur. One .32mm Pistol (Country made) was recovered from their possession. The apprehendees were handed over to Police Station Imphal West.Troops of 33 Assam Rifles under the aegis of the Red Shield Division achieved a major success in counter insurgency operations wherein they apprehended an over ground worker of KYKL and a cadre of PULF (Umar Quaz). In the first operation jointly launched with Kumbi Police Commandoes in general area Kumbi Bazar on 13 Mar 2012, the troops apprehended one over gound
worker of KYKL group, named Ningthoujam Robin Singh, r/o Nongmaikhong Makha Leikai. The apprehendee revealed that he is an active over ground worker of KYKL, involved in tax collection
and extortion from the Taxi/Bus/Auto association in Kumbi area. He was also involved in delivery of demand letters and transaction of money for KYKL. The apprehendee was handed over to
Kumbi Police Station. In another search operation carried out in Kamlakhong Makha Leikai on 13 Mar 2012, troops of 33 Assam Rifles apprehended a terrorist of PULF (UMAR ZUAZI) group,
named Md Abdul Kalam, s/o Md Tommei r/o Kamlakhong Makha Leikai. He revealed that he is an active member of PULF (UMAR QUAZI) and involved in extortion and tax collection in
Kamalakhong area. The apprehendee was handed over to Mayang Imphal Police Station.
In another operation carried out by 22 Assam Rifles of the Division in general area of Dibong Makha Leikai, a cadre of United National Liberation Front (UNLF) was apprehended by the troops. He was identified as SS Sergeant Major Phaklangbam Taibangjamba alias Gyaneshwar, s/o Late Ph Baba, r/o Dibong Makha Leikai, Jiribam, district Imphal East. Individual was handed over to Jiribam Police Station.
Discovering the movement of Myanmar nationals in Bongyang of Chandel district without valid documents, troops of 42 Assam Rifles of 26 Sector under HQ IGAR (South) launched operation in the area and apprehended one Myanmar national on 13 Mar 12. The apprehendee was identified as Usman Gone, 22 yrs,Bhutindam, Myanmar and was handed over to Tegnoupal Police station.

Imphal, Mar 14: Kuki Inpi Manipur has demanded appointment of former Congress President Phungzathang Tonsing as the Deputy Chief Minister of the newly formed Congress Govt. in Manipur.
According to a press hand out issued by Thangkhorei Haokip President KIM Phungzathang is effective both in carrying out administration and electoral politics. He was one hundred percent responsible for causing victory to all Congress Candidates from Churachandpur Distt. In the 10th state assembly election.
The hand out said he enjoys confidence and acceptability of majority of CLP members. Kukis form important support base for Congress party in Manipur. Kukis fought against all odds to elect
Congress MP in the outer Manipur Parliamentary Constituency. But in return the Congress Govt. neglected the community as it attempts to appease a community.
The hand out threw series of allegations against the Congress Govt. that include removal of Tribal Development portfolio from a Kuki for subsequent handing over to a Naga and the delay in the upgradation of Sadar Hills to a full fledged district.
