Chochon Haokip, Guwahati

Corresponding to the growth in economy, the number of vehicles in Manipur is increasing by the day and hence road safety is becoming a matter of grave concern. Road accident of any sort is now a regular happening somewhere or the other. The latest is the tragic accident in which some people including Thangminlal Mate, a young student leader got killed when the Winger in which he was traveling collided with a bus along Tiddim Road on Jan. 11th.

I hereby put forth few points:

First, Imphal-Ccpur road is one of the busiest State highways and thanks to the smooth surface, vehicles plying along the route are driven fast. Unfortunately, most road accidents are due to this fast driving. The question here is whether saving 10-15 minutes traveling time is more important or securing the safety of the passengers is. A speed of 60 km/hr should be kept the upper limit.

Second, to cope with the increasing number of vehicles, roads should be widened. Besides, along busy roads like Imphal-Ccpur and Imphal-Moreh among others, road divider should be made to avoid collision.

Third, it is not uncommon to see many drivers lacking traffic rules. Awareness campaign should be made to make the drivers more traffic sensitive. Issuing of driving licenses without verifying the applicants should be done away with.

Fourth, to make laws more effective, rash and negligent drivers should be punished severely.

Finally, to face unforeseen events, insurance coverage should be made mandatory for all vehicles. In case of any mishap, insurance companies will take care of the losses incurred. Uninsured and unregistered vehicles should not be kept at the mercy of cops whose thirst could not be quenched.

These are few points if fully implemented will solve or at least drastically reduce the menace of road accidents. If these things are not in the minds of the authorities concerned, student bodies and responsible organizations should wake the authorities up.

On the first day, 11 January, over 200 Chakma youths, both men and women, participated in the first ever “Udondhi Dumur” (marathon) from Borapansury to Kamala Nagar, a distance of 33 KM, covering five villages. This “Udondhi Dumur” symbolized peace, communal harmony and unity.

On 12 and 13 January, “Jono Temmang” (open session) was held which heard outstanding ideas from public leaders on several critical social, educational and economic issues. The topics were on education, how to inspire Chakma youths to crack competitive exams, arts, script, culture, religious identity, economic conditions, alternative livelihood, women empowerment, role of civil society organizations, etc. Dangu Nirupam Chakma, Hon’ble MLA, was the Chief Guest and freedom fighter Dangu Baneswar Chakma was the Guest of Honour. Dangu Dr Buddha Dhan Chakma, Hon’ble Executive Member, CADC, represented the Chakma Autonomous District Council at the programme.

The speakers called upon the Chakma society to march towards development, shed negative attitudes and negative habits, and to contribute to the social progress and the development of the State of Mizoram. On the occasion, Dangu Hemanta Larma, MCDF President exhorted all the Chakmas, especially the youth, “to work for social integration, cultivate positive attitudes and not to remain only ‘demanding citizens’ but to become ‘contributing citizens’ towards the development of the community and the state.”

83-year-old Dangu Baneswar Chakma was felicitated and honoured for his participation in the Indian freedom movement and for his lifelong contributions towards the Chakma society. A number of community leaders were also honoured for their dedicated community service.

Colourful cultural programmes were held in the evening of 12 January.

On 13 January, a closed door meeting was held in which a number of critical social issues were discussed and resolutions adopted for the betterment of the Chakma community.

On 15 January, MCDF also organized a picnic at Kamala Nagar with over a hundred youths who volunteered during the “Udondhi” programme. In the picnic, the youths discussed their role in the development of the Chakma society.

Nagaland,KOHIMA, Jan 7 (NEPS): In another major setback to the ruling NPF-led DAN Government in Nagaland, former Minister Dr TM Lotha has resigned as Active and Primary Membership from the Naga People’s Front (NPF) and also as Co-Convener of the DAN Monday.

The former Minister has also resigned from the post of Chairman of the Political Affairs Committee (PAC) of the DAN with immediate effect.

In a letter addressed to the NPF President here Monday, the former Minister said the decision of his resigning from the NPF as Active and Primary Membership, as Co-Convener of DAN and as Chairman of the PAC of DAN was taken for the fact that “the Naga people have lost faith and confidence in the Regional Political Party as they see that they have no future in the hands of the Regional Political Party.”

At the same time, Dr Lotha has also declared that he has joined the Nationalist Congress Party (NCP). Explaining his joining the NCP, he said they were all aware that the “Nagaland State is 100% dependent State with no revenue and resources of our own.” And they needed more help and assistance from the Central Government and that can only happen by joining a National Political Party, he said adding that because of this importance, “I have joined the Nationalist Congress Party (NCP) which is a National Political Party for the greater interest of the State.”

Dr Lotha further assured that if they were voted to “power”, they would bring “more funds from the Center” for all round development of the State.

KANGPOKPI, December 27: One loaded truck has been partially burnt while a second truck was completely burnt down near Senapati District Headquarter yesterday night at around 1:30 pm in the 72-hour bandh in all the ‘Naga areas’ by the United Naga Council (UNC). There is no report of any casualty. Senapati Police recovered the partially burnt truck and kept it in their custody.

Sahid Ali, 35, of Sanggaiyumpham, Thoubal District, the driver of the burnt down truck said, “We were very much aware of the UNC bandh and thought that we could cross the area before the bandh came into effect. Accordingly we reach here at around 11 pm.”

He further said that one Maruti 800 bearing no registration number overtook the trucks and that unidentified persons got down from the car stopped the two trucks, dragging the drivers from the trucks. Later they took the two drivers to an unknown place and set about burning the vehicles, Sahid alleged.

Police sources suspect UNC bandh supporters in the incident. According to S.I. Th. Ngouni, 2nd Officer in-charge of Senapati Police Station, “When the incident of burning the vehicle was reported to the police, we immediately rushed to the spot along with the 109 Bn CRPF posted at District Council, Senapati. We are still investigating the incident.”

Following the UNC call for a 72 hour bandh in the hill districts of the state, business establishments remained shut while vehicles stayed off the roads in Senapati.

Meanwhile, a press conference was held at the office chamber of L Kailun, Inspector General Law and order today evening regarding the burning down of two FCI trucks at Vakha under Senapati district by suspected UNC bandh supporters.

Speaking to media persons at his office chamber, IG (law and order) said that the two FCI trucks were burnt down when they were parked at Vakha, about three and half kilometer before Senapati district head quarters on 27 December. The trucks has crossed the Mao gate before 10 pm of 26 December he said. He further said that it is not known as to why the two trucks did not come along with the convoy sent for escorting oil tankers and other vehicles from Dimapur on 26. “It is not clear why the two trucks did not straight away go on further from Mao for if they done so, they might have been able to reach Kangpokpi by midnight. If they two trucks had crossed the Kangpopki area, then the incident might have been avoided,” said L Kailun.

He further said that the drivers and handymen have been detained by the Senapati police for questioning and said that trucks were transporting FCI rice under an agent who happens to be the son of Woda Joran, a TNC candidate in the last general election from the Mao assembly constituency. Further, the trucks bearing registration number JH-02L / 9395 and belongs to one Md Rijajuddin of Lilong Makha while the second vehicle bearing registration number WB 59A / 4413 belongs to Md Rijuwan, also of Lilong Makha Leikai.

KOHIMA, Dec 21 (NEPS): The Speaker of the Nagaland Legislative Assembly Keyanilie Peseyie said he had proposed to have a meeting for the members of the Joint Legislature Forum (JLF) of Nagaland and also representatives from other recognized political parties in the State. This proposed meeting will be attended among others by Nagaland’s 60 MLAs, 2 MPs of the State and leaders from other recognized political parties in the State. The meeting will be arranged after New Year 2013, he told North East Press Service (NEPS) here Friday.

Peseyie, who is the Convener of the JLF, stated that the meeting was only “proposal” and once it was finalized would only be organized after 2013 New Year. “In the meeting, we have to share our minds on the present issue confronting all of us and discuss as to how they can solve the impasse and go ahead to see that the Naga political issue reach its logical conclusion,” he said.

Asked about the minds of the Chief Minister and the Leader of Opposition in the JLF Meetings, the JLF Convener admitted there were different opinions of their stands expressed during the JLF meetings. “But all these were healthy debates and deliberations in order to produce the best idea to find ways for solution,” he replied. “In democracy, we need such activities. It is politics.”

Describing the 60 Nagaland Legislators’ going to Delhi as “historic,” Peseyie said everyone should appreciate that “journey” and meeting with the Prime Minister and other Central leaders.
“Even the Prime Minister Dr Manmohan Singh, while lauding our JLF coming to Delhi, said the Naga issue was unique,” the JLF Convener disclosed. “The Prime Minister also told us that they would try their best to see that the Naga issue was solved.”

Peseyie also stated that they could not take any resolution on the December 10 JLF Meeting at Chumukedima. “We only decided to have a meeting on December 13 at my residence at Kohima and for which a Sub-Committee of 20 out of the 60 JLF Members will sit at my official residence here at Kohima and chalk out as to how they can have consultation with civil societies, NGOs and Church organizations,” he said. “But the meeting could not be held as CLP Leader Tokheho Yepthomi telephoned me their inability to attend the meeting.”

It may be mentioned that CLP Leader Yepthomi said the Congress in its meeting on 12th December 2012 at Dimapur suggested that a meeting of all political parties, NGOs and civil societies be convened by the Speaker as some political parties do not have MLAs and therefore it may not be proper for JLP to convene such meeting. He further disclosed that the Congress party resolved that if the Speaker can convene all the political parties, then the Congress shall join the meeting and deliberate upon.

KOHIMA, Dec 19 (NEPS): CEO of the Kohima Municipal Council (KMC) Ms Elizabeth Ngullie called upon the Naga people to develop “a sense of belongingness” and urged the citizens to take care of the available resources bestowed to them.

Speaking as chief guest on the occasion of the formal dedication of the huge public drinking water well, which was constructed by the Lions Club of Kohima (LCK), to the community held here at Kezeikie Wednesday, the CEO narrated the sufferings the citizens had been facing while trying to get even a bucket of water during lean seasons at the capital city, Kohima.

Lions Club of Kohima (LCK) started the construction of this public drinking water well in the year 2009 and in fact, residents of many colonies other than Kezekie areas have been using water from this water well for the last two years.

Lauding the Lions Club of Kohima for the novel project, Ngullie hoped that the Club would also take up similar charitable works for other colonies where water scarcities were extreme. She also called upon the GBs and Panchayat leaders in the Colony to upkeep the water well and also educate the citizens in the area the importance of developing “a sense of belongingness.”

In his brief presidential remarks, LCK President Lion Er Hozheto Shikhu expressed his happiness for being able to dedicate the water well to the Community of the Kezeikie area. He recalled how the idea of constructing such a huge public drinking water well came in the minds of the members of the Club when they had witnessed extreme scarcities of water in and around Kohima in lean seasons.

“We thought that we cannot depend on the Government for everything,” Lion Shikhu said. “And finally, we (Lions) thought we should do something for the community by constructing a ring well in the capital area. Today, we are very happy that our dream came into reality and the residents have been using the water from this water well.”

The LCK president also lauded senior Lion K Seyie as the construction of the public drinking water well could be completed on time under his initiative.

Lion Shikhu also expressed his profound gratitude to the members of the Kezeikie Colony, Panchayat, etc. for readily providing the area (plot of land) to the Club and also their cooperation while constructing the drinking water well.

Thejao Sekhose, a senior member of the Keziekie Colony also spoke on the occasion. He appreciated the LCK for their charitable projects. He disclosed that the residents not only from the colony but also other nearby colonies had been using the water from the well. It had really served many residents in the capital, he said.

He also called upon the members of the Club to continue their charitable projects in other colonies too.
The function was chaired by Lion Oken Jeet Sandham, LCK Secretary while former LCK President Lion Dr Sashimeren Aier pronounced a Vote of Thanks.

The Nupi Lan of 1939 and the Meira Paibi movement against state terrorism since 1980, in which women have played a leading role, are crucial components of an overall anti-colonial struggle says Malem Ningthouja.
The anti-colonial struggle in Manipur that began with the British invasion in 1881 and continues till today has passed through several historical phases and has varied expressions. Before I go deeper into describing the Nupi Lan, I would like to point out however painfully that the Nupi Lan of 1939 and the Meira Paibee movement (against state terrorism) since 1980, in which women have played or continue to play leading role, are crucial components of an overall anti-colonial struggle. Both the events constitute different moments of a continuous trend of anti-colonial struggle under the objective conditions of national subjugation that began with the British rule and was continued by the Government of India. Celebrating the victory of Nupi Lan, therefore, must not overshadow the ongoing movement for democratic revolution.

Nupi Lan-Women’s War of Manipur

Nupi Lan-Women’s War of Manipur

The outbreak
Historically the Nupi Lan had its immediate cause in the artificial famine of 1939 caused by the profiteering activities of the Mayang (Indian) traders who exported rice to colonial garrisons outside Manipur. When the ban on the export of rice was lifted in 1939 to the great advantage of the Mayangs, the price of paddy soared up, thus seriously affecting the local petty traders, mostly women, and the poor consumers as well. The atmosphere of agitation was looming with the women traders ready to take a course of action against the inflation and the starving stomachs.

On 12 December 1939 hundreds of women who were demanding an end to the free trade on rice besieged the president of the Manipur Durbar and the officials who came to the rescue of the president. In the scuffle that broke out between the women and the Assam Rifles, twenty-one women and one Indian officer and seven other ranks of the Assam Rifles were injured. In the following months, women targeted the rice-mills owned by the Mayangs, which, “with a daily turn over of 11,200 mounds of rice, absorb the entire paddy available in the state (and)… threw out of employment the bulk of the people who lived by husking”. Women boycotted the main bazaar, i.e., the hub of hoarding and profiteering that was under colonial protection, and protest meetings were held in the Police Bazar. They formed vanguards, intercepted rice carters carrying paddy for sale to the Mayang and at times threw cartloads of rice into the gutter. In January 1940 alone they held up about 150 rice-loaded carts.

In the course of the struggle, lasting several months, women besieged state thana and fought several pitched battles with the security personnel. In one of the pitched battles fought on 14 January, forty women agitators and some men were injured. Women organized against tax gathering, and the leaders advised the agitators to arm themselves with tem (a long wooden appliance used for weaving cloth) and wear two phaneks (sarong type of cloth worn by the women of Manipur) while confronting tax-collectors. In short, there was a qualitative shift of the movement towards popular struggle for a responsible government. The movement, however, subsided as a result of the approach of the Second World War in Manipur in the early 1940s.

The target
The primary targets of Nupi Lan were the agents of exploitation and the visual manifestations that have symbolized the colonial sovereignty, e.g., the Mayangs and the Mayang owned mills. In fact, the Mayangs infiltrated into Manipur under colonial protection and by 1939 they enjoyed absolute monopoly rights in: cotton, tea-seed, bees-wax and agar, elephant tusk, deer horn and orchid trades; silk manufacturing, mulberry plantation or silk farming, timber felling and vehicular traffic; plantation in rubber, jade and chalmugra seed, orchid mahals (reserved area) and so on. On the eve of the Nupi Lan they were carrying out unrestrained trading to the great disadvantage of the local consumers.

Economic oppression under Indian traders had been resented as early as the Bazar Boycott (1920). An application that was addressed to the Manipur State Durbar, dated 28 September 1920 reads, “…that your humble petitioners are extremely aggrieved at the hard lot of the cart owners who owe money to the Marwari (businessmen). They are compelled to carry the goods of (Mayang businessmen) at a lower rate of annas /8/ or /12/ or even Rs 1 per maund than the ordinary market rate of hire, as they are not allowed to look to any means for their gains. Over and above this, they owe to (Mayang businessmen) according to the system of compound interest and to carry a few maunds in excess in every cart gratis. Moreover, there are the occasional insertions of fake and real accounts against their name (in the registration book) for taking some necessaries of the cart.

They even take interest on the value of the articles after turning them into capital. Thus after the end of the year when all accounts are settled and the interests are charged into capital, in spite of their hard labour throughout the year to clear the debt by occasional payment of the little savings of the wages they find to their great astonishment that about the same or even greater capital than that of the last year. Then they are compelled to write another bond (in the registration book) for the coming year. This gradually increases year by year till it is beyond their power of clearing it…”

While the administration and the economy were in the grip of the Mayang agents and traders, Manipur was garrisoned from time to time by hordes of Mayang armies such as the Assam Rifles, Gurkha Rifles, Bombay Pioneers, and Burma Military Police. Under the prevailing circumstances, the Mayangs were being looked upon with contempt as the agents of colonialism, the cause of administrative manipulation, cultural exploitation, economic drainage and underdevelopment. They, obviously, became the prime targets of attack during the Nupi Lan.

Conclusion
Nupi Lan was a crucial part of a series of organized anti-colonial struggles such as the First Women War (1904), Anti-Pothang Movement and Anti-Water Tax Agitation (1910s), the Thadou- Kuki Resistance (1917), Bazar Boycott (1920), and the Zeliarong Movement under the leadership of Jadonang (1920s). However, it took the movement to a qualitatively new level, as it not only targeted the colonial free trade on rice and the Mayang control of the economy but also paved the way to the movement for establishing a responsible government in Manipur.

?The valiant role that women played in it has left a historical legacy while inspiring thousands of women to play an active role in the ongoing Meira Paibi movement.
