New Delhi, Jan 21: Union Minister of State for Water Resources and Minority Affairs Shri Vincent H. Pala presented the prizes to the winners of the second National Painting Competition organised by the Central Ground Water Board, Ministry of Water Resources at a function in New Delhi toady. The theme of the competition was “Role of Children in Water Conservation”.
Speaking on the occasion Shri Pala underlined the need to harvest the rainwater in view of limited availability of fresh ground water resources.
He said It is necessary that the young generation is fully aware about the water resource scenario of the country and understands the concerns and steps to mitigate the challenges in water resource management, in particular the water conservation efforts. He called for actively involving children in spreading of awareness on water conservation and efficient water use practices in the country.
The first prize at the competition was won by Disha Roy Choudhury of Siliguri, West Bengal. She was awarded cash prize of Rs. one lakh. There were four second prizes of Rs. 50,000/ each.
The winners included Bhavika Dugar of Coimbatore, A.Yokaran of Chennai, Yeerandip Debnath of Sealdah and Devjit Choudhury of Jamshedpur. The eight third prize winners with cash prize of Rs. 25,000/ each included Shreya Das of Faridabad, Kshitiz Rawat of Delhi, Sayani Das of Jamshedpur, A.Esha Rayal of Hyderabad, Shreeraksha of Mangalore, A.Priya Darsini of Coimbatore, Bhagyashree Kunwar of Mumbai and Imon Chetia Phukan of Guwahati. All the participating students were awarded Rs. 5000/ each as consolation prize and a certificate.
About sixteen lakh students of 4th, 5th & 6th standards from all over the country participated in the painting competition organised at different levels. In all 23,475 schools in 27 States and Union Territories participated. Out of these, 50 students selected in each State were invited to participate in the State Level Painting Competition organised on 14th November, 2011 except in Pudduchery and Goa where it was organised on 9th November, 2011.
The three winners of State Level Painting Competition were invited to Delhi to participate in National Painting Competition. 87 students participated at the National Level Painting Competition.

Chidambaram, launched the first batch of Resident Identity Cards under the coastal National Population Register (NPR) project at Porthrapur village in South Andaman district of Andaman & Nicobar Islands today in the presence of Lt. Governor of Andaman & Nicobar Islands, Lt. General Bhupender Singh. Smt. Bhulaxmi, a resident of Porthrapur, was the first recipient of the Resident Identity Card. The RIC, is a smart card having 64 KB micro processor chip. The National Institute of Design (NID), Ahmedabad, has finalized the visual layout of the card. It incorporates several physical security features like Guilloché patterns, hot stamped hologram and micro text etc.
Chief Secretary of Andaman & Nicobar Islands Shri Shakti Sinha, Registrar General & Census Commissioner India, Dr. C. Chandramouli, Deputy Director General (NPR), Shri S.K.Chakarabarti, Director of Census Operations ,Shri V. Abraham, Chairman & Managing Director of ECIL, Shri Y.S.Mayya and a host of other dignitaries from the Central Government and UT Administration were present on the occasion.
In Andaman & Nicobar Islands, 365 villages and the town of Port Blair have been covered under the coastal NPR project. A total of 3,88,398 persons have been covered. Of this, 2,82,885 persons above the age of 18 years would be issued identity cards.
The Government of India had decided to create a National Population Register (NPR) in the country. As a first step, the coastal NPR project was taken up in coastal areas of 9 maritime states (Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamilnadu, Andhra Pradesh, Orissa and West Bengal) and 4 UTs (Andaman & Nicobar, Puducherry, Lakshadweep and Daman & Diu) as one of the measures for strengthening the security of the coastline of the country. The demographic data collection of 1.2 crore persons and the biometrics of 75 lakh persons in the 3331 coastal villages under the coastal NPR project have been completed. At present, production of identity (smart) cards is underway. Till date, 5 lakh cards have already been produced.
The scheme envisages collection of specific items of information of each individual in the coastal areas and issue of Resident Identity (smart) cards (RIC) to all usual residents, who are of age 18 years and above. In all, 3331 coastal villages have been covered in the first phase of the project in these States/UTs. In Andaman & Nicobar Islands, besides villages, the town of Port Blair has also been covered. The approved cost of the scheme is Rs. 216.31 crore. The data collection for the project was done by house to house enumeration by Government officials who were assisted by data entry operators. The collected data was verified by the Government officials after publishing in the local areas and inviting claims and objections. The data was also subjected to biometric de-duplication. The production and personalization of the RIC cards have been undertaken through the CPSUs. They have setup state-of-the-art production and personalization facilities at secure premises for the coastal NPR project. The delivery of the RICs would be undertaken by India Post for secure delivery to the usual residents.

New Delhi, Jan 20: The Central Bureau of Investigation Mumbai has filed a chargesheet against an Additional Commissioner of Income Tax (an IRS Officer of 1992 Batch); her husband (a Chemical Engineer & a businessman of Mumbai) and an Asst. Commissioner of Income Tax in a bribery case of Rs.Two crores.
This Case was registered by the CBI in April, 2010 on the allegation of demand of bribe of Rs.2 crore by an Addl. Commissioner of Income Tax at Thane (Maharashtra). It was alleged that Income Tax Department, Thane had conducted survey of a private firm engaged in construction business. The survey team was headed by the then Asst. Commissioner of Income Tax, Thane. While the survey was in progress, the then Addl. Commissioner visited the Office of the private firm and one of the partners of said firm was threatened that the survey action will be converted into a search operation unless a bribe amount of Rs.2 crore was not paid to her. She also instructed the Assistant Commissioner to prepare fake documents so that a particular amount was arrived at as undisclosed income. Accordingly, fake documents were prepared by the Assistant Commissioner on the spot. Later on the amount was reduced to Rs. 1.5 crore. The CBI arrested the Additional Commissioner and her husband while accepting the said bribe amount Rs 1.5 crore from the complainant.
Further investigation led to tracing of two more lockers of Addl. Commissioner of Income Tax and her husband, apart from one locker whose keys were found during searches. The operation of the two lockers at IDBI Bank, Mumbai led to recovery of Rs.84 lakh in cash and jewellery worth lakhs of rupees besides documents of three properties. A total cash amount of Rs. 1.30 crore, apart from the bribe of Rs. 1.5 crore was recovered from the possession of Additional Commissioner. Later, the then Assistant Commissioner of Income Tax Circle-3, Thane (Mumbai) was also arrested on 19.04.2010. Investigation further revealed that the then Asstt. Commissioner of Income Tax received Rs.10 lakhs as bribe amount on 29th March, 2010 which was part of Rs. Two Crores bribe demanded by Additional Commissioner of Income Tax Circle-3, Thane (Mumbai). Searches were also conducted at her residential premises in Mumbai which yielded cash of Rs.6 lakhs, 3 plots at Panvel, 3 plots at Nagpur and one house at Andheri (Mumbai).
After thorough investigation, Mumbai, branch of CBI has filed a chargesheet against the three accused persons in the Designated Court. The public is reminded that the above findings of the CBI are not the final proof of the guilt of the accused. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

In this case, chargesheet was filed against a total of 73 accused persons for fraudulent withdrawal of Rs.14,40,95, 401/- from Jamshedpur Treasury during the Financial Year 1991-95 on the basis of forged budget allotment/sub-allotment letters and false bills. The false bills were either raised without effecting any supply or after making partial supply of poultry feed and vet medicines to Animal Husbandry Department.
Out of 73 chargesheeted persons, five accused persons died during trial; four accused persons were made approvers; one accused Pramod Kumar Jaiswal (Supplier) was convicted earlier after he pleaded guilty and one accused person, namely Sateyendra Kumar has been absconding. One accused R.G.Sharma was discharged during trial. Thus, on the day of judgement, a total of 61 accused persons were facing trial. All the 61 accused persons have been convicted on 16.01.2012.
Earlier, 20 accused persons were sentenced on 16.01.2012 to undergo Rigorous Imprisonment of one to three years with a fine varying from Rs.30,000/- to Rs.3,00,000/- in this case. Shillong, Jan 19: NNN : Asian Centre for Human Rights (ACHR) while making its submission urged the Government of India (GoI) today to pledge for the abolition of the death penalty before the UN Human Rights Council when it comes for examination under the Universal Periodic Review in May 2012. ACHR stated that inviting comments from the civil society organisations through email or fax is highly inadequate and the government of India (GOI ) must organise a national consultation with the civil society organisations, the National Human Rights institutions and parliamentarians before it submits the National Report to the UN Human Rights Council.
“In 2010 alone, death penalty was given to 137 convicts which exposes the hollowness of government of India’s claim for application of the “rarest of the rare” as the justification for retention of the death penalty. The assurance given by the Government of India to the Government of Portugal for not imposing death penalty to gangster Abu Salem under the ‘Rule of Speciality’ underlines that death penalty is no longer acceptable as punishment by any civilized society,” stated Suhas Chakma, Director of Asian Centre for Human Rights.
In its submission, ACHR stated that human rights situations in India have deteriorated since 2008 when India’s human rights record was examined by the UN Human Rights Council under its Universal Periodic Review in April 2008. A total of 4,034 custodial deaths and 1,836 cases of torture in police custody during 2008-09 to 2010-11 were recorded by the National Human Rights Commission while a total of 740 civilians were killed in disproportionate use of fire-arms by the police from 2008 to 2010 according to the National Crime Records Bureau. A total of 309 cases of extrajudicial killings were recorded by the NHRC during 2007 to 2009.
“These figures do not reflect the actual number as both the National Human rights Commission and National Crime Records Bureau exclude human rights violations committed by the armed forces and the army. The Assam Police in its website claimed that they have killed 129 persons in encounters during January – July 2010.” – further stated Mr Chakma.
On denial of personal liberty, ACHR stated that 2,232 persons were detained under preventive detention laws in 2009 including 835 in Tamil Nadu, 356 in Gujarat, 294 in Uttar Pradesh, 182 in J&K and 143 in Manipur.
These figures are miniscule of the actual detention under the preventive detention laws. The Uttar Pradesh Government recently claimed that 1,797 notorious criminals were detained under the National Security Act in the state.
ACHR said India’s National Report provides only generic information about the legal framework and not the human rights situations and challenges. It fails to state that Jammu and Kashmir does not even a single home for juvenile girls who are detained in the police lock ups and prisons in clear violations of national and international human rights standards.
The UN Human Rights Council in its session in April 2008 made 18 recommendations to the Government of India (GoI). The only recommendation that has been implemented is extending standing invitation to the UN Special Rapporteurs in September 2011 which binds India to allow the Rapporteurs to visit India. While the GoI has recently extended invitations to a number of Special Rapporteurs to visit India prior to the UPR examination in May 2012, it excluded the UN Special Rapporteur on Torture whose request to visit India has been pending since 1993.
ACHR alleged that the government of India has failed to ratify the UN Convention Against Torture – a commitment made in 2008. Though the Parliamentary Select Committee of the Rajya Sabha adopted the Prevention of Torture Bill on 6 December 2010, the government failed to introduce the Bill in the last winter session of Parliament.
India further failed to adopt the National Action Plan for Human Rights despite starting the process in 10 July 1998, it added.
Questioning the lack of seriousness of the Government of India, ACHR stated, “The entire exercise of the Government of India submitting its report under the UPR and seeking comments from the CSOs appears to be a case of forced marriage”.

The Centre for Cultural Resources and Training (CCRT) was set up in May 1979. CCRT functions as an autonomous organization under the aegis of Ministry of Culture, Government of India. CCRT’s main thrust is to make students aware of the importance of culture in all development programmes by conducting a variety of training programmes for in-services teachers, teacher educators, educational administrators and students throughout the country.
The objective for setting up Centre for North Eastern Culture (CNEC) under the aegis of CCRT are:

(ii) Provide a platform for youth from the North Eastern States and other States of India to interact and share creative ideas and other cultural forms.
(iii) Provide content relating to dissemination of the culture of the North Eastern States for training of teachers in CCRT.
A Memorandum of Understanding was signed on 2nd December 2011 between Centre for Cultural Resources and Training (CCRT), New Delhi and North Eastern Council (NEC), Shillong for setting up of Centre of North Eastern Culture in the Campus of CCRT Headquarter in Sector-7, Dwarka, New Delhi.
As per the MOU, CCRT has provided space and other infrastructural support for the Centre in its premises at Dwarka, New Delhi. The Centre will work under the overall of management and control of the Director General, CCRT. While, NEC shall furnish the space provided by CCRT as a onetime non-recurring expenditure and shall also bear the recurring expenditure of the Centre. NEC will also pay remuneration of a Consultant and a General Duty executive.

New Delhi, Jan 18: Twenty four children from different parts of the country will receive the National Bravery Awards for 2011 from the Prime Minister, Dr Manmohan Singh at a function in New Delhi on the eve of Republic Day this year. Among the awardees eight are girls and sixteen are boys. Five Awards will be given posthumously.
The prestigious Geeta Chopra Award will be conferred on 13 year old Km. Mittal Mahendrabhai Patadiya of Gujarat who faced armed miscreants and foiled a robbery attempt.
Master Kapil Singh Negi of Uttarakhand will get the coveted Bharat Award posthumously. The 15-year-old-boy sacrificed his life while helping his younger schoolmates to cross an over-flooded stream on a day of heavy rain and landslide.
The Sanjay Chopra Award has been given to 12½-year-old Master Om Prakash Yadav of Uttar Pradesh who saved his schoolmates from a burning van.
Late Master Adithya Gopal (14 years) of Arunachal Pradesh, Master Uma Shankar (14 years) of Delhi and Km. Anjali Singh Gautam (15 years) of Chhattisgarh will get the Bapu Gaidhani Awards. Late Master Adithya Gopal lost his life while trying to save his friend from drowning. Master Uma Shankar was instrumental in rescuing victims of a bus accident and helping them get medical aid while Km. Anjali Singh Gautam saved her younger brother in a Naxalite attack.
The other recipients are: Master Yandam Amara Uday Kiran and Master Suthrapu Shiva Prasad (Andhra Pradesh), Master Ranjan Pradhan and Km. Sheetal Sadvi Saluja (Chhattisgarh), Km. Divyaben Mansangbhai Chauhan (Gujarat), Master Sandesh P Hegde and Km. Sindhushree B.A. (Karnataka), Master Mohammed Nishadh V.P., Master Anshif C.K. and Master Sahsad K (Kerala), Master Johnson Tourangbam and Master Kshetrimayum Rakesh Singh (Manipur), Late Master C. The National Bravery Award Scheme was initiated by the Indian Council for Child Welfare to give due recognition to the children who distinguish themselves by performing outstanding deeds of bravery and meritorious service and to inspire other children to emulate their example. Children will get a medal, certificate and cash under the scheme and awardees will be granted financial assistance until they complete their schooling. The Government has reserved some seats for the awardees in medical and engineering colleges and polytechnics.

New Delhi, Jan 18: It has been mutually agreed with Dima Halam Daogah (DHD) Group in North Cachar Hill districts of Assam to further extend suspension of operations (SoO) for period of six months upto 30.6.2012.
An agreement of Suspension of Operations (SoO) between the Security Forces and DHD has been in operation w.e.f. 1.1.2003 and has been extended periodically and will now be valid upto 30.06.2012. Agreed Ground Rules have been revised making it more strict.
A Joint Monitoring Group (JMG) headed by JS(NE), Ministry of Home Affairs has been constituted to review the implementation of agreed ground rules. Meetings of JMG have been held periodically.
Meanwhile Tripartite talks on the demands of DHD are continuing. Shir P.C. Halder formal Director IB has been appointed as representative of the Government of India to negotiate with the outfit. Last Tripartite meeting with the outfit was held on 17.12.2011 to finalize MoS (Memorandum of Settlement).
The Dimasa extremist outfit under the name of Dima Halam Daogah (DHD) raised its ugly head in North Cachar Hills District of Assam after December 1994. In December 2002, Dima Halam Daogah (DHD) had come forward and expressed its willingness to give up violence and to seek solution of its problems peacefully within the framework of Indian Constitution.
IJ/PT It has been mutually agreed with National Democratic Front of Boroland/Progressive (NDFB/P) to extend suspension of operations (SoO) for a further period of six months upto 30.6.2012.
An agreement of Suspension of Operations (SoO) had been signed between Central Government (Home Ministry), Government of Assam and NDFB on 24.5.2005 and is in operation since 1.6.2005. In view of the involvement of some NDFB cadres in serial blasts in Assam, which took place on 30.10.2008, SoO Agreement with NDFB was revised on 6.1.2009. This is now valid upto 30.06.2012. NDFB a militant outfit active in lower Assam, particularly in Bodo dominated area, were indulging in violence, demanding sovereignty of Bodo area in Assam.

New Delhi, Jan 18: The Additional Sessions Judge, Tis Hazari Courts, Delhi has convicted four accused persons i.e. Gurdeep Singh; Sanjay Kumar; Manoj Kumar & Ashok Kumar and sentenced them to undergo three years Rigorous Imprisonment with a fine of Rs.5000/- each U/s 468, 471 r/w 120-B, 420/511 r/w 120-B IPC
The case was registered on 17.02.1999 U/s 120-B, 420, 468 & 471 IPC on the basis of a complaint from the office of Prime Minister, New Delhi relating to a Forged Letter dated 16.10.1998 purported to have been written by the then Prime Minister of India as addressed to the Chief General Manager, Telecommunications, M.P.Circle, Bhopal forwarding an application dated 6.9.1998 of Shri Gurdeep Singh, an Assistant, Department of Telecom for his transfer from Chattarpur (MP) to Sagar Telecom Division, M.P. and expedite the matter immediately for his transfer from Chattarpur to Sagar.
After thorough investigation, a chargesheet was filed on 28.01.2000 in the Court of Chief Metropolitan Magistrate, Tis Hazari Courts, Delhi U/s 120-B, 420, 468 & 471 IPC against accused Gurdeep; Sanjay Kumar; Manoj Kumar & Ashok Kumar.
The Trial Court found all the four accused guilty and convicted them.
The Special Judge, Lucknow convicted Sudhakar Tripathi, the then Cashier of State Bank of India Domariaganj (UP) and two private persons, Abid Ali & Ram Shankar Singh @ Sohail in a Fake Indian Currency Note Case and sentenced them to undergo six years Rigorous Imprisonment with a fine of Rs.Five lakh each U/s 489-B & 489-C of IPC. Further, the genuine currency to the tune of Rs.17.19 lakhs which was recovered from the residence of Sudhakar Tripathi was ordered to be confiscated in favour of the State.
The Fake Indian Currency Notes(FICN) to the tune of Rs.Five Lakh from Abid Ali(Private person); Rs.5,000/- from Sudhakar Tripathi, the then Cashier at State Bank of India, Domariaganj and Ram Shankar Singh(Private person) were seized from their possession.
CBI filed a chargesheet against all the three accused on 21.10.2008 . The Trial Court found the accused guilty and convicted them.
One of the accused Ram Shankar Singh has also been earlier sentenced to undergo four years Rigorous Imprisonment with a fine of Rs.5,000/- on 24.10.2011 in another FICN case investigated by CBI.

New Delhi, Jan 17 (ANI): A day after Army Chief General V.K. Singh moved the Supreme Court against the government’s rejection of his claim on his date of birth, Defence Minister A K Antony met Prime Minister Dr. Manmohan Singh here on Tuesday to discuss the matter.
According to reports, Defence Secretary Shashikant Sharma, who was in Malaysia on a visit, has also been called back in view of the latest developments that have taken place.
The Defence Minister reportedly also had a discussion with Attorney General Goolam E Vahanvati on the issue.
Meanwhile, the government earlier in the day filed a caveat in the Supreme Court against any ex-parte order on the petition of Army Chief Gen challenging the decision over his date of birth.
General V.K. Singh is believed to have questioned the government’s decision to treat his date of birth, as May 10,1950 instead of May 10,1951 as claimed by him on the basis of his matriculation certificate and other documents, in his writ petition filed in the apex court.
General Singh had earlier on Sunday said that he has ‘’no clue’’ of any early resolution of the ongoing controversy surrounding his age issue, but insisted that the matter be allowed to rest and not become a public debate.
To a poser on whether he is expecting an early resolution of the issue surrounding his age, General Singh said: “I have got no clue. I am working as I am.”
“I don’’t want to say anything. He has expressed his confidence and I am following that. Earlier also I have said that I am working for the organisation. I appreciate his confidence and will try to stand upto that,” he added, when asked to comment on the confidence expressed by Defence Minister A K Antony in him regardless of the ongoing issue.
When asked to clarify whether the issue has been settled by the Defence Ministry, General Singh said: “Why do you want a clarity? I have said this is an issue that should be allowed to rest, and not become a public debate. So there is no requirement to give it any spin, or to give it any more wings than what it actually is.”
“I think I have already said a lot of things on this subject. Actually there is no requirement for me to say anything on this subject. The reason is that, whatever I say will either be misinterpreted or interpreted in a manner in which somebody will write it,” he added, when asked whether he would accept the government decision, if the age issue is delinked from his tenure in office.
General V.K. Singh had earlier this month disassociated himself with the reports of fresh representations by him concerning his date of birth.
Reports in the media had earlier indicated that General V.K. Singh had written to the Government that his date of birth was May 10, 1951 and not 1950 as entered on the basis of his application when he entered the National Defence Academy.
According to certain reports, the controversy stemmed from different sets of records in the adjutant general and military secretary branches of the Indian Army Headquarters.
While the adjutant general’s branch that deals with pay, perks and pensions maintains 1951 as his year of birth, the military secretary branch that deals with appointments and promotions has 1950 in its records.
The Ministry of Defence had earlier rejected Army Chief General V. K. Singh’s statutory complaint seeking a correction of his date of birth in the army records.
According to reports, General Singh has been conveyed that that he will have to retire from service on May 31, 2012 on completion of his two-year tenure.
General Singh, who has consistently claimed that he was born in 1951 and not 1950 as maintained, had in his statutory complaint asked the Defence Ministry to consider May 10, 1951 as his date of birth.
The Army Chief had earlier filed the statutory complaint with Defence Minister A. K. Antony after the government issued an order on July 21 in which it said that it will consider May 10, 1950 as his date of birth.

The Ministry of Development of North Eastern Region (DoNER) has a scheme “Capacity Building & Technical Assistance” to impart training to youth of North-Eastern Region (NER) through various eligible institutes/agencies in sectors which have a high employment potential. The scheme is not collaborative in nature in terms of responsibilities of training and placement of unemployed youth of the NER. Construction Industry Development Council (CIDC) has been sanctioned about Rs.1.03 crore in the financial year 2010-11 to train 500 youth.
CIDC has informed that so far 252 youth have been trained and 101 are undergoing training/counselling. 278 and 75 youth respectively are from Assam and Tripura. So far, all 252 trained youth have been offered placement, 118 of them have accepted the placement.
The training programme provides for 20% classroom (theoretical) and 80% hands-on practice at a “live work site” to enable the trainees to learn skills required in construction so that they may become better supervisors as well as are able to appreciate dignity of all aspects of menial works involved in construction business. Learners at CIDC Training Centre come from all the States, including those from North East States and like in any training institute, are treated equally.
The Ministry of DoNER has also apprised the management, CIDC to keep the candidates informed about the nature of the course and likely hardships involved in it prior to their selection. The Ministry has released Rs.77.47 lakhs so far to CIDC.

Dimapur, Jan 16 NNN : Two days after the fiasco near Camp Hebron with the Assam Rifles, the NSCN-IM accused New Delhi of violating the ceasefire ground rules.
NSCN-IM chairman Isak Chisi Swu and the outfit’s general secretary Th. Muivah were prevented by the Assam Rifles personnel from visiting Swu’s home town Zunheboto (in Nagaland) with the directive from the Ministry of Home Affairs (MHA) on Saturday.
Expressing anger over the Saturday development, NSCN-IM leader V.S Atem in a press conference in Dimapur today said the act of the Ministry of Home Affairs (MHA) was nothing but a violation of the ceasefire ground rules. “The Government of India wants to solve the Naga political problem. The Nagas want the solution. However, if we don’t meet our people for consultation how can we move forward in solving the problem?” fumes V.S Atem, a former ‘military chief’ of the NSCN-IM.
On Saturday, Muivah and Swu were on their way to Zunheboto from their camp Hebron in the large entourage consisting of about 70 vehicles but were stopped by the waiting Assam Rifles at Bade village led by an Assam Rifles brigadier at around 9:30 am. Bade village is located at about 20 kilometres from NSCN-IM’s Hebron camp.
The Assam Rifles asked Muivah and Swu not to go ahead with their visit to Zunheboto without obtaining a permission from the Ministry of Home Affairs. At around 3 pm the Ministry of Home Affairs had reportedly allowed Muivah and Isak Swu to visit Zunheboto but with certain conditions.
One condition of the MHA for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The second condition of the MHA to the NSCN-IM leaders is that personal security guards shall not carry weapons even in concealed manner. The third condition has been that the number of vehicles not to exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference.
Meanwhile, V.S Atem did not mention anything about the proposed visit of the NSCN-IM leaders to Zunheboto.

Shillong, Jan 14 NNN : A total of 1,559 poultry birds that have been affected with H1N1 virus or bird flu have been culled in Williamnagar town of East Garo Hills district of Meghalaya by the Rapid Respose Team, official sources said in Shillong today.
On the first day, 561 affected fowls belonging to the State Animal Husbandry and Veterinary farm were culled after all the details of the culling preparations have been minutely followed.
On the second day, 998 affected fowls belong to private farms were culled bringing the total of culled to 1559, Meghalaya Animal Husbandry and Veterinary Director, L. Lyngwa told The Sentinel, adding that the number of fawls that have been culled today is yet to be received, as they the team that had gone to the interior villages were yet to report to the Headquarter. The Director said the number of birds regarding today’s culling could probable received by late night. He also declined to the rough figure culling. Lyngwa also informed the rest of the fawls within the 10 Kms radius from the affected area would be culled in the days to come. Lyngwa also said that to be in tune with the Centre’s guidelines, Rs.50 per matured chicks would be paid to the affected farmers and the State Government would give an additional sum in tune with the market rate. The State Government has also sent some of the experts and senior veterinary doctors to cope with the pressing situation.

This day is celebrated on 15 January every year in recognition of Lieutenant General (later Field Marshal) K.M. Cariappa becoming the first Indian Commander-in-Chief in 1949.
GOC 3 Corps, in his message, brought out that all ranks of Army should feel proud of being a soldier of this great and glorious Indian Army. One condition of the MHA for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The third condition has been that the number of vehicles not to exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference
“We are extremely shocked by the immature policy of the GOI when the NSCN is holding serious political negotiation to end the more than six decades of conflict. We seriously question the stand of the government of India (GOI) and the MHA. The position taken by the MHA has nakedly exposed the true colour of the GOI and a big question on their sincerity in finding an early and honourable political solution,” the NSCN-IM today.
The outfit then condemns in the strongest term “the double standard and provocative decision” of the GOI to prevent the visit of Isak Chishi Swu and Th. Muivah to Zunhebuto. The NSCN-IM said it considers this a policy of dividing the Nagas and deliberately excluding the Naga people from the efforts to arrive at a peaceful political solution.
“Lasting political solution can be arrived at only through genuine democratic process of involving the people. Therefore, we question the deliberate strategy of the GOI to exclude the Naga people from the peace process and that certainly will have grave ramifications,” the NSCN-IM stated while adding, “Failing to understand and value the steps taken by the Nagas to seek peaceful political solution to the decades old political conflict, we observe, is a serious political bankruptcy within the Indian leadership.”
The NSCN-IM then thanks the Sumi people including the Sumi Hoho, student communities and Church fraternity for their earnest effort to welcome the ‘collective leadership,’ Chairman Isak Chishi Swu and General Secretary, Th. Muivah and their entourage. “We learnt that you have given your utmost efforts. We are sincerely moved. We thank you, the Sumi people. We will not fail to come and we will not leave you behind in ther the final political solution,” it concluded.
There was a stand-off between the Assam Rifles and the NSCN-IM in Nagaland today when the entourage of Thuingaleng Muivah and Isak Chisi Swu was prevented in a mid-way from going to Zunheboto.
NSCN-IM general secretary Thuingaleng Muivah and the outfit’s chairman Isak Chisi Swu were on their way to Zunheboto, a Nagaland district but the waiting Assam Rifles stopped them at a place called Bade village, some 20 kilometres from the outfit’s camp Hebron at around 9:30 am. Around 70 vehicles were part of the NSCN-IM leadership entourage.
There was a stand-off since then between the Naga outfit and the Assam Rifles. The matter got resolved only in the late afternoon at around 3:30 pm after which the NSCN-IM leaders returned back to their camp Hebron.
According to sources, the NSCN-IM leaders were stopped by the Assam Rifles with a directive from the Ministry of Home Affairs (MHA). The Assam Rifles told the NSCN-IM that Muivah and Swu could not visit Zunheboto without getting permission from the Ministry of Home Affairs.From 9:30 am till 3:30 pm there was an intense argument between the Assam Rifles authority and the NSCN-IM leaders at Bade village. The Assam Rifles team was reportedly led by a brigadier. The Nagaland police officials along with large number of police personnel reportedly rushed to Bade village to calm the situation. Unconfirmed reports said the Nagaland government also played a role to resolve today’s impasse at Bade village. At around 3 pm the Ministry of Home Affairs reportedly allowed Muivah and Isak Swu to visit Zunheboto but with certain conditions. The MHA reportedly directed that not more than 20 vehicles can follow the NSCN-IM leaders’ visit to Zunheboto. The MHA directives also reportedly asked NSCN-IM leaders not to hold meetings at Zunheboto.
Following all these developments, the NSCN-IM leaders have reportedly put off their visit to Zunheboto for the time being.
“The MHA had insulted us,” fumes Phumthing Shimrang, ‘chief of the army staff’ of the NSCN-IM’s armed wing.
Earlier in the morning, Muivah had told the media that the have to talk to their people. “We have to talk with our people. We need interactions. More interactions with our people,” said Muivah.
It can be noted that the tension had been building since yesterday after the NSCN-IM leadership had learnt that the MHA had sealed all the roads from Hebron camp leading to Zunheboto by the Assam Rifles.

Dimapur, Jan 14 NNN : The NSCN-IM said today the itinerary of Muivah and Swu to Zunhebuto has been deferred on account of certain untenable conditions laid down by the Government of India and the Ministry of Home Affairs (MHA) through its Ceasefire Monitoring Group (CFMG).
One condition of the MHA for the NSCN-IM leaders’s tour to Zunheboto is that Muivah and Swu will travel without weapons. The second condition of the MHA to the NSCN-IM leaders is that personal security guards shall not carry weapons even in concealed manner. The third condition has been that the number of vehicles not to exceed twenty and the NSCN-IM leaders will not hold any public meeting or press conference
“We are extremely shocked by the immature policy of the GOI when the NSCN is holding serious political negotiation to end the more than six decades of conflict. We seriously question the stand of the government of India (GOI) and the MHA. The position taken by the MHA has nakedly exposed the true colour of the GOI and a big question on their sincerity in finding an early and honourable political solution,” the NSCN-IM today.
The outfit then condemns in the strongest term “the double standard and provocative decision” of the GOI to prevent the visit of Isak Chishi Swu and Th. Muivah to Zunhebuto. The NSCN-IM said it considers this a policy of dividing the Nagas and deliberately excluding the Naga people from the efforts to arrive at a peaceful political solution.
“Lasting political solution can be arrived at only through genuine democratic process of involving the people. Therefore, we question the deliberate strategy of the GOI to exclude the Naga people from the peace process and that certainly will have grave ramifications,” the NSCN-IM stated while adding, “Failing to understand and value the steps taken by the Nagas to seek peaceful political solution to the decades old political conflict, we observe, is a serious political bankruptcy within the Indian leadership.”
The NSCN-IM then thanks the Sumi people including the Sumi Hoho, student communities and Church fraternity for their earnest effort to welcome the ‘collective leadership,’ Chairman Isak Chishi Swu and General Secretary, Th. Muivah and their entourage. “We learnt that you have given your utmost efforts. We are sincerely moved. We thank you, the Sumi people. We will not fail to come and we will not leave you behind in ther the final political solution,” it concluded.
There was a stand-off between the Assam Rifles and the NSCN-IM in Nagaland today when the entourage of Thuingaleng Muivah and Isak Chisi Swu was prevented in a mid-way from going to Zunheboto.
NSCN-IM general secretary Thuingaleng Muivah and the outfit’s chairman Isak Chisi Swu were on their way to Zunheboto, a Nagaland district but the waiting Assam Rifles stopped them at a place called Bade village, some 20 kilometres from the outfit’s camp Hebron at around 9:30 am. Around 70 vehicles were part of the NSCN-IM leadership entourage.
There was a stand-off since then between the Naga outfit and the Assam Rifles. The matter got resolved only in the late afternoon at around 3:30 pm after which the NSCN-IM leaders returned back to their camp Hebron.
According to sources, the NSCN-IM leaders were stopped by the Assam Rifles with a directive from the Ministry of Home Affairs (MHA). The Assam Rifles told the NSCN-IM that Muivah and Swu could not visit Zunheboto without getting permission from the Ministry of Home Affairs.From 9:30 am till 3:30 pm there was an intense argument between the Assam Rifles authority and the NSCN-IM leaders at Bade village. The Assam Rifles team was reportedly led by a brigadier. The Nagaland police officials along with large number of police personnel reportedly rushed to Bade village to calm the situation. Unconfirmed reports said the Nagaland government also played a role to resolve today’s impasse at Bade village.
