Imphal, Nov 26 : The Mains Examination of the Manipur Civil Service Combined Competitive Examination, 2010 was held from 06-02-2012 to 22-02-2012.
Some candidates have decided to take legal assistance to seek justice. Hanjabam Bobby Sharma, a candidate, bearing Roll No.00082 was not shortlisted in the result of the Mains Examination.
RTI application was filed on 16-08-12 in order to ascertain his areas of weakness in the Mains Papers.
The reply letter of the PlO/Joint Secy, dated 05-11-2012 was collected by him in person from the MPSC Office from which he has come to know his marks (135 out of 300) in General English Paper and further instructed him to obtain the photostat copy of the answer script of the General English Paper only and did not mention anything about the photostat copies of the answer scripts of his other papers. The same reply letter of the PIO also reiterated the examination rules of the Manipur Civil Services Combined Competitive Examination 2010 wherein it clearly shows that since he has not qualified in the General English Paper, the answer scripts of his other papers say Essay, General studies Paper I and Paper II, Optional papers (Paper I and II) and Optional Papers (Paper I and II) etc. have not been evaluated.
Certified copies of the answer scripts of all his papers were collected from the MPSC office on 23-11-2012.- Since his other papers have been evaluated, it is pertinent to say that he had been already qualified (45%) in the General English paper. If he had not been qualified in the general English Paper, his other papers should not have been evaluated.
From this, he has come to know that the answer scripts of all his papers have been evaluated in violation of the Rules given in the Gazette of the Manipur Civil Services Combined Competitive Examination 2010.
This is how he has come to know the total marks scored by him in the Mains (written) Exams i,e 1343 which clearly shows that he stood Fourth Position in the Written Examination just only 8 marks short of the topper’s ( Written) marks i,e 1351.
It has been established that there is a clear indication of malafide intention on the part of the MPSC to discriminate meritorious candidates. The decision to have varied the qualifying cut off marks for General English paper being fixed at 50 % was purely discriminatory in nature. This shows that the MPSC exercised their discretionary power arbitrarily.
Had he been summoned for the Interview/personality test comprising of 300 marks and even if he happens to score 0 (Zero) in that, he would have been selected for a post of Sub Deputy collector (SDC) and had he scored 20, he would have got MPS and had he got 85 marks in the Interview, he would have got the post of MCS in the third position amongst the OBC Category. Therefore, the MPSC has denied him the right to get selected purely on the basis of his merit by violating the Examination Rules which is not a healthy sign for various civil service aspirants said K Seityajit who filed an RTI in this regard.

IMPHAL, Nov 26 MNS NNN : The normal ratio of girl child in Manipur has now dropped to a record low as the people are using Pre-natal Diagnostic Technique (PNDT) to abort girl child hence proper implementation of PC& PNDT Act is required in the state in order to stop such practice, Directorate of Family Welfare Services, Manipur, said Monday.
Naorem Achouba, Director, Directorate of Family Welfare Services, Manipur stated this during a 1-day capacity building workshop for media (both print and electronic) and the State Appropriate Authority (SAA) and PNDT Cell on “Conception and Pre-natal Diagnostic Technique Act” organised by the Directorate at its Conference Hall, BT Road, Imphal.
“The decline in normal child sex ratio in Manipur is in a serious stage and proper implementation of PC&PNDT Act is the need of the hour to save the girl child,” Achouba said.
As per a directive issued by the Central Government in 2003, the practice of PNDT has been banned in Manipur, the Director informed. He, however, said that this ban has not been effective in the state till now.
The decrease in the number of girl child in the age group 0-6 in the state clearly indicates that such technique is still in practice in the state issued despite the ban and that abortions are being carried out after sex determination.
According to 1991 Census, the normal ratio of girl child was 974, while in 2001 the ratio was dropped at 952 and then in 2011 it has been again dropped at 934, Achouba said. The above figures show the number of girl child in descending order. The world normal child ratio is 950.
He further said the world normal child ratio is 950 and if this ratio is below the normal figure, the stage has to be taken as alarming. Therefore, PC&PNDT Act is necessary to strengthen in the state, he suggested.

It may be noted that the Supreme Court, taking a serious view of the onslaught of sex-selective discriminatory practices by the medical fraternity, and the connection it may have with the use of pre-natal sex determination, directed the Centre to implement the PC & PNDT Act in all its aspects. The order came following a public interest petition filed by the centre for the Enquiry of Health and Allied Themes (CEHAT), the Mahila Sarvangeen Utkarsh Mandal (MASUM) and Dr. Sabu George, who had done extensive research in this area.
Under the overall umbrella of National Rural Health Mission (NRHM) is being proposed by the way of including as a part of RCH II Program. While RCH II is linked with the critical concerns of safe mother hood, child health and reproductive health issues, (SGC) integrates the Girl child survival before & after conception through implementation of Pre-conception and Pre natal diagnostic technique Act 1994 by regulating misuse of pre-conception and pre natal diagnostic techniques for sex selection and promotion of girl child in the country. SGC will be a decentralized centrally sponsored program. To ensure efficient implementation of PC&PNDT Act To reduce pre conception and prenatal mortality of girl child and hence improve sex ratio at birth All Pre-conception and Pre Natal Diagnostic Centers Implementing agencies Public Medical professionals
To ensure implementation of all promotional schemes for girl child at district level.Monitoring and evaluation of implementation of PNDT Act through community participations. Renewal of registrations to be taken on the basis of track record in terms of record keeping, etc of the PNDT Clinics

IMPHAL, Nov 26 NNN: In a swift swoop, the Directorate of Commerce and Industries, government of Manipur has banned stall number 13 which appeared in serial 33 of the ongoing state tourism festival the Sangai Festival at Hatta Kangjeibung in Imphal from further participating in this year’s fest for selling meat of wild and endangered animals. In response to the newspaper reports that the stall owned by Bojo Oinam of Sagolband sold meat of wild and rare animals, the ban was initiated after inspection.
In a press meet today at the Sangai festival, Directorate of Tourism director Hrisheekesh Modak clarified that construction and allocation of stalls was entrusted to an independent agency or NGO called Manipur Apex Weavers & Handicrafts Cooperative Society Ltd, Paona Bazar. “Stall owners were issued temporary registration certificates by the Food Safety and Standards Wing of Health Department of the state and it is upon the stall owner Bojo Oinam to ensure that food items sold from his stall are in compliance with various laws including the wildlife Protection Act of 1972”, said Modak.
In this connection the Department of Commerce and Industries asked the Department of Forest to investigate the matter with members of People for Animals. As a result, forest department banned the stall.Modak also warned that all stall owners should abide by relevant laws of the land failing which action would be taken.

Watching a polo game played by experienced players at Imphal Pologround is a treat to the eyes. Horses galloping fast and rider hitting the ball towards the goal line, chased by rival team, it is really thrilling. Manipur campaign as the creator of the game has been fruitful. That has been proved by the participation of too many foreign teams in the International Polo Tournament held at the historic Imphal Pologround. In all the international level polo tournament held in Imphal so far, Manipur turned out to be victorious team. There was no stiff challenge from the outside teams. This year the victory may not be as smooth as it used to be. Some of the outside teams are playing wonderfully well. Indian Team A played exceptionally well. The manner with which it outclassed Thailand team convincingly in the four chukker game reveals maturity of the team. The riders hit the ball like expert batsmen hitting the ball in the cricket game. They could easily connect with the ball. Dealing with the Indian team A may be a difficult job. But time will tell how our expert polo players show its skill when the team fights against the rival having the same expertise. Some of the riders played the game of polo like football. Instead of hitting the ball they stopped it and galloped towards the goal line. The follow up player steadily hit the ball which was lying inert. Goal came easy to such player, who had already rushed towards the goal line. What is required is the understanding between the players. Such technique of player leaving behind the ball and galloping fast to confuse the rival player can be used when the players practise together for prolonged period of time under the guidance of well trained coach. If there is a good supplier pushing the ball at the goal line will also be easy. Football has scorer. But in polo it seems all players are expected to play both the role of defenders and scorers. Only four players on a side and they cover the entire stretch of the field. That reveals the speed of the game. And all games that move fast are interesting to see. Having seen the game on the inaugural day all the matches will be seen. If Manipur enter final there will be a massive turn out of spectators and they will fill the Imphal Pologround. The organisers will need to think over the matter. Extra care has to be taken to ensure that no one returns home frustrated without being able to have a glimpse of the final match that may take place on November 29. Whoever, whichever organisation extending help in the organisation of the international polo tournament in Imphal deserves appreciation from all. Minus their financial assistance the possibility of holding such tournament, which is quite expensive would not have been possible at all. Our thinking however is Manipur campaign as the creator of the game must continue until such a time the best team in the world express their desire to have a feel of Manipur pologround and pony, the original horse of the game. Let us see when that happens.

IMPHAL Nov 26: A team of Imphal West CDO arrested one active member of RPF/PLA from Thonju Part 2 Nameirakpam Leikai on November 25 around 3:30 pm, said a police statement.

It has further identified the arrested person as Thongbam Debendra Singh alias Tayaima, 53, son of Th Ibochouba Singh of Thongju Part 2 Nameirakpam Leikai.

It further added that an amount of Rs 2.50 lakh was recovered from his possession.

Meanwhile, on November 24 another active member of PREPAK was arrested from Thangal Bazar near Yaima Store, continued the statement.

The arrested person is identified Nameirakpam Hemen Meitei, 45, son of (l) N Chaoba Meitei of Bashikong Mamang Leikai, it said.

The statement further said a sum of Rs 5 lakhs was recovered from his possession.

IMPHAL, Nov 26: Two teenagers who were on a moped were killed in a road accident which happened last night at around 9:30 at Langthabal Phura Makhong near Tomba Brickfield along Mayai Lambi Road under Singjamei Police Station.

The incident happened when they were heading towards Imphal riding a Honda Access, lost control and skidded on the road at Langthabal Phura Makhong near Tomba Brickfield. After sustaining head injuries both of them succumbed to injuries on the spot.

The two deceased have been identified as Naorem Abu alias Rambo, 14, son of late Tiken and his cousin brother Naorem Naoba, 14, son Bijen of Singjamei Makha Kakwa Naoram Leikai. The death bodies were handed over to their family members after conducting post mortem at RIMS morgue today.

IMPHAL, November 26: Unidentified person(s) lobbed and exploded a hand grenade at the residential gate of a contractor identified as Khundongbam Surjit, 48, son of late Itocha of Wangkhei Ningthem Pukhri Mapal today at around 1 am.

No one was injured but the windowpanes of his house were broken by the impact of the blast.

Meanwhile, a sit-in-protest was staged at Wangkhei Ningthem Pukhri Mapal by womenfolk of the locality denouncing the bomb attack.

Speaking to media persons at the sideline of the protest, a woman protester said that they condemn the act of exploding bomb at a residential and crowded area. “It has panicked the people of the locality,” she said and demanded clarification on why and who lobbed the bomb at the earliest.

The Trans Asian Highways Network is now becoming a reality. In most countries the construction and preparation for the network have been completed. In Manipur too, along the Moreh-Imphal-Mao stretch of the National Highway, NH2 we can now see the road signs of Asian Highway, AH1 along the road sides.

It will be interesting to know how the idea of Trans Asian Highways came up. The Asian Highway (AH) project, also known as the Great Asian Highway (popularly known as Trans Asian Highway) is a cooperative project among countries in Asia and Europe and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), to improve the highway systems in Asia. It is one of the three pillars of the Asian Land Transport Infrastructure Development (ALTID) project, endorsed by the ESCAP commission at its 48th session in 1992, comprising Asian Highway, Trans-Asian Railway (TAR) and facilitation of land transport projects.

It was after the Agreements have been signed by 32 countries to allow the highway to cross the continent and also reach to Europe. Some of the countries taking part in the highway project are Japan, China, South Korea, India, Bangladesh, Sri Lanka and Pakistan. It is mostly funded by the larger, more advanced Asian countries like Japan, China and India as well as international agencies such as the Asian Development Bank.

The AH project was first initiated by the United Nations in 1959 with the aim of promoting the development of international road transport in the region. The first phase of the project was carried out from 1960 to 1970 with considerable progress. However, the progress slowed down when financial assistance was suspended in 1975.

Later, ESCAP has conducted several projects in cooperation with AH member countries step by step after the endorsement of ALTID in 1992. On the other hand, there were scepticisms from some transportation experts were prominent the mid-2000s about the viability of the project given the economic and political situations in both South and Southeast Asia.

However, in due course of time, the Intergovernmental Agreement on the Asian Highway Network (IGA) was adopted on 18 November 18 2003, by the Intergovernmental Meeting. The IGA identifies 55 AH routes among 32 member countries totalling approximately 140,000 km (87,500 miles). During the 60th session of the ESCAP Commission at Shanghai, China, in April 2004, the IGA treaty was signed by 23 countries. By 2007, 28 countries were signatories, which subsequently rose to 32 countries in 2008.

Now, the Asian Highway Network is marked with AH1 to AH88.  AH1 is the longest route of the Asian Highway Network, running 20,557 km  (12,845 miles) from Tokyo, Japan via Korea, China, Southeast Asia, India, Pakistan, Afghanistan and Iran to the border between Turkey and Bulgaria west of Istanbul where it joins end-on with European Route E80.

In Japan, the 1200-kilometer (750-mile) stretch was added to the system in November 2003. It runs along the following tolled expressways: Shuto Expressway C1 Inner Circular Route, Edobashi JCT to Tanimachi JCT via Takebashi JCT; Shuto Expressway Route 3 Shibuya Line, Tanimachi JCT to Yoga Exit (Tokyo Interchange); Tomei Expressway, Tokyo Interchange to Komaki; Meishin Expressway, Komaki to Suita via Kyoto; Chugoku Expressway, Suita to Kobe; San`yo Expressway, Kobe to Yamaguchi via Hiroshima; Chugoku Expressway, Yamaguchi to Shimonoseki; Kanmonkyo Bridge, Shimonoseki to Kitakyushu; Kyushu Expressway, Kitakyushu to Fukuoka; Fukuoka Expressway Route 4; Fukuoka Expressway Route 1; From Fukuoka, AH1 takes the Camellia Line ferry to Busan, South Korea. The Japan–Korea Undersea Tunnel has been proposed to provide a fixed crossing.

The AH1 stretch in South Korea mainly follows the Gyeongbu Expressway and consists of  Chungjangno: Busan Port (Jung-gu, Busan) – Dong-gu, Busan This line is a part of Busan city route 71; Beonyeonno: Dong-gu, Busan – Guseo IC (Geumjeong-gu, Busan) and this line is also known as Busan 1st Urban Expressway and a part of Busan city route 11; Gyeongbu Expressway (Express route 1): Guseo IC (Geumjeong-gu, Busan) – Yangjae IC (Seocho-gu, Seoul); Former Gyeongbu Expressway: Yangjae IC (Seocho-gu, Seoul) – Hannam IC (Gangnam-gu, Seoul); Hannamro: Hannam IC (Gangnam-gu, Seoul) – Hannam Bridge – Yongsan-gu, Seoul This line is a part of Seoul city route 41; Namsan 1st tunnel: Yongsan-gu – Jung-gu; Toegyero: Jung-gu – Seoul Station (Jung-gu); Uijuro: Seoul Station (Jung-gu, Seoul) – Eunpyeong-gu, Seoul This line is a part of Seoul city route 21; Tongilro: Eunpyeong-gu, Seoul – Panmunjeom (Paju, Gyeonggi-do).

In North Korea, AH1 stretches over P`anmunjom – Kaesong – P`yongyang – Sinuiju.

In China, the AH1 consists of G11:Dandong – Shenyang;  G1: Shenyang- Beijing; G4 Beijing – Shijiazhuang – Zhengzhou – Xinyang – Wuhan – Changsha – Guangzhou; G4 Branch from Guangzhou to Shenzhen (adjacent to Hong Kong); G80: Guangzhou – Nanning; G72: Nanning – Youyiguan.

In Vietnam, Route 1A: H? Chí Minh City – Biên Hòa – Nha Trang – H?i An – Ðà N?ng – Hu? – Ðông Hà – Ð?ng H?i – Vinh – Hà N?i; Route 22: M?c Bài – H? Chí Minh City; Route 279: Ð?ng Ðang – H?u Ngh? Quan and Route 51: Branch from Biên Hòa to Vung Tàu form the part of AH1.

In Cambodia, Route 1: Bavet – Phnom Penh and Route 5: Phnom Penh – Poipet make the AH1.

In Thailand, Route 33: Aranyaprathet – Kabin Buri – Hin Kong; Route 1: Hin Kong – Bang Pa In; Route 1: Branch: Bang Pa In – Bangkok; Route 32: – Bang Pa In – Chai Nat; Route 1: Chai Nat – Tak and Route 12: Tak – Mae Sot complete the AH1.

In Myanmar, the AH1 draws on National Highway 8 Myawaddy – Payagyi; National Highway 1 Branch from Payagyi to Yangon and National Highway 1 Payagyi – Meiktila – Mandalay – Tamu.

In India, the AH1 extends along Moreh – Imphal – Kohima – Dimapur; Dimapur – Nagaon; Nagaon – Numaligarh – Jorabat; Jorabat – Shillong – Dawki; (Branch from Jorabat to Guwahati Petrapole – Barasat; Barasat – Kolkata; Kolkata – Durgapur – Barhi – Kanpur – Agra – New Delhi and New Delhi – Attari.

In Bangladesh, N2 Tamabil – Sylhet – Katchpur – Dhaka; N4 Dhaka–Tangail; N405 Tangail–Kamarkhanda; N704 Kamarkhanda–Jessore; N706 Jessore – Benapole make the AH1.

In Pakistan, AH1 draws Wagah — Lahore; N-5 National Highway – Lahore – Gujranwala – Jhelum – Rawalpindi – Peshawar – Torkham and Khyber Pass

In Afghanistan, A01 Jalalabad – Kabul – Kandahar – Delaram – Herat – Islam Qala cover AH1.

In Iran, Road 36 : Islam Qala – Taybad; Road 97 : Taybad- Sang Bast; Road 44: Sang Bast – Shahrood – Damghan – Semnan – Tehran; Freeway 2: Tehran – Qazvin – Tabriz and Road 32: Tabriz – Bazargan AH1.

In Turkey, AH1 consists of E80 D.100 Gürbulak (Iran border) – Dogubayazit – Askale – Refahiye – Sivas; E88 D.100 Sivas – Ankara; E89 O-4 Ankara – Gerede – Istanbul; E80 O-2 Istanbul – Fatih Sultan Mehmet Bridge; E80 O-3 Istanbul – Edirne; E80 D.100 Edirne – Kapikule; E80 (Bulgaria border) 41°43`5?N 26°21`7.7?E. The route AH1 is also marked as E80 in Turkey. The E80 continues in the E-road network from the border station at Kapitan Andreevo/Kapikule to Sofia in Bulgaria, followed by E80 highways to Niš, Pristina, Dubrovnik, Pescara, Rome, Genoa, Nice, Toulouse, Burgos, Valladolid, Salamanca and finally Lisbon on the Atlantic Ocean.

The AH2 is a road in the Asian Highway Network running 13,177 km (8230 miles) from Denpasar, Indonesia to Khosravi, Iran. The AH2 also passes through Manipur.

Now, the Trans Asian Highways’ two important roads are passing through Manipur. However, the pertinent questions before the Government of Manipur, its peoples, Civil Society Organisations, the academic and intellectuals are – Are we prepared for the social and economic impacts the Trans Asian Highways may give? Are we prepared to tap the advantages from the two Trans Asian Highways? Are we destined to be just swept away by the Trans Asian Highways? Are we limited to be just bystanders alongside the Trans Asian Highways?

Manipur boys’ team defeated Daman and Diu by 4-0, while the Manipur girls’ team defeated Madhya Pradesh team by 12-0.

Sanatomba (7th), Dinesh (17th), Vinodkhana (19th) and Kardali (23rd) scored for Manipur boys’ team.

Ratnamala (4 goals), Roja (5 goals), Ranjana (one goal), Borkeina (one goal) and Leineikim (one goal) scored for Manipur girls’ team.

IMPHAL, November 25: India team B (Manipur) will meet Thailand, while India A (IPA) will clash with England for the semi-finals on November 28, in the ongoing 6th Manipur Polo International 2012 at the Mapal Kangjeibung.   

India team B (Manipur) and India team A (IPA) registered easy wins against their respective opponents in matches today.

In the first ground match of the day, the India team B (Manipur) defeated Germany by 16-3.

In the first chukker of the match, the India (B) scored 4 goals while the German team scored only one goal; in the second chukker, India (B) added another 7 goals while Germany added only one goal.

The India team B added another goal in the third chukker and Germany team also added another goal.

In the last and fourth chukker of the match, the India (B) scored 4 goals.

The India (B) scorers are M Jawan Singh (2 goals), P Ojit Singh (goals) and S Bimol Singh (5 goals).

In the second match of the day, India team A (IPA) defeated the France team by 8-1.

The Indian group A team ended the first chukker with only one goal and extended the goal line to 2-0 by the end of the second chukker.

In the third chukker, both the Indian and France teams scored one each.

In the last chukker, India manages to add 4 goals to its score line ending the match with an 8-1 scoreline.

The scorers for India (A) are Lt Colonel Jogendra Singh (4 goals), Naveen Singh (2), Lt Colonel Prashant Thakur (1).
