IMPHAL, Nov 6 NNN: A team led by the United Naga Council (UNC), including the Naga Women’s Union, the All Naga Students’ Association and the Naga Peoples’ Movement for Human Rights (NPMHR) visited Tamenglong district Headquarters on a good will mission on November 3 and 4 in view of the violent armed clashes between Naga groups that has claimed several lives in the recent past. Apart from meeting cross sections of the society the team also held a public meeting at the Indoor Stadium on November 4 which was attended by local church leaders, frontal organisations which included the Zeliangrong Baudi (Manipur Zone) and the Zeliangrong Pui Baudi and the general public. After the addresses by members of the good will mission, a spoken mass prayer was offered by the participants for an end to the violence that has engulfed Tamenglong, for God’s blessings on the upcoming 5th ‘tripartite talk’ on the demand for “alternative arrangement” and early settlement of the Indo-Naga issue.
A declaration was also adopted by a unanimous voice vote on the conflict situation at the end of the public meeting, the substance of which included that the public meeting registered its serious concern over the prevailing situation in Tamenglong.
The meeting strongly urged upon the “factions/political groups” (Naga militant groups) to withdraw from the violent path in the spirit of Naga reconciliation which is the clarion call of all the Nagas across the land.
The meeting also urged all political, social, church and other organisational leaders to discourage propaganda, rumours, incitements and instigations for narrow and personal interests and to thereby create space for trust, goodwill and rapprochement among the people at large.
The meeting then requested the media to play a proactive role for transformation of the present conflict through their reportage and coverage and to tone down the negative elements in the public discourse in the media.
It urged the Assam Rifles to be non partisan and to refrain from siding or encouraging any one party in the conflict and to secure the vital public confidence and trust as a neutral force till the return of normalcy.

Why should a man arrested or picked up from his home be found killed elsewhere? Such type of killing reveals absence of effective law to deal with the perpetrators of the crime of such nature. The state had seen too many crimes of this nature in the past and the latest one happened only yesterday when the hardcore member of PLA arrested from his home was found killed in other place. Fake encounter or extra judicial killing is used by the law enforcing agencies as a means to shoo away the extremists from the soil of the land. Counter insurgency operation launched in Manipur it seems is directionless. It has failed to control insurgency movement in the state. Public discontentment is on the rise and extremists of all hues can strike the target of their choice at their own will. A concrete policy needs to be framed to attract the warring groups to the negotiating table. The manner with which bombs are planted by extremists at vulnerable areas where security forces patrol also reveal that the underground organisations are not willing to stop the war against the Indian regime. But killing cannot control the movement. One dies today, someone will die tomorrow. Hundreds and thousands of youths will be dying. Realisation is yet to dawn. Who has gained, who has lost? We must ask this question to ourselves. Are we community born to die? Even in the state like Kashmir where Pakistan based mujahedeens are operating such type of killing is not heard of quite often as is happening in our state. It is time we analyse how security forces or security personnel operate in other states having similar problem. Punjab had seen the return to peace. Mizoram too had reaped the fruit of peace. Nagaland is also on the threshold of finding peace. Peace loving people of Manipur have not got its share of peace. Elusive peace may not be seen in our life time. That is sad. But extra judicial killing cannot be used as a means for controlling insurgency in Manipur. The wailing of the victims’ dear and near ones and widows crying for their departed husband all these are happening in the vicinity. Normal life has been seriously affected. When will Manipur see the return of peace? Who will be able to say to which direction Manipur and its people should go. Something can be done after knowing what is sweeping in the minds of the rebel leaders. Messengers can be sent out to know the mood of the rebels. Will declaration of unilateral cease fire against all the rebels operating in Manipur be catalytic in finding lasting peace in the state? The need of the hour is for all to come together and evolve strategy to find lasting pace in Manipur. Hate and hatred campaign flare up tension and at the end it creates turmoil and social unrest. But the simple question remains and it is being asked to the concerned authority what it can to do to stop extra judicial killing for it has dragged down the image of the state and lawlessness has been exposed.

IMPHAL, Nov 6 NNN: Government’s lackadaisical attitude with apathy and lack of concern writ large on the wall of the government and total neglect towards the Tamenglong people have triggered off a storm, after the Joint Forum for Transport Welfare of Tamenglong district imposed an indefinite bandh on the 38 km long Tamenglong to Khongsang road from today.
The organization formed in the wake of governmental‘s indifference, has protested against the non-maintenance of the road and urged for smooth transportation facilities to be extended to the district.
The road was handed over to BRTF in September this year, hoping for better care of the situation but it never transpired. However, the only road which is the only link to the state capital Imphal is in total disrepair, the organization charged.
The organization has warned that any untoward incident arising out of such events rest solely with the government and said that they would not be responsible. There was no untoward incident today, vehicular movements were unseen and the lives of the people totally disturbed.

DIMAPUR, Nov 6 NNN : Dismissing all the reports that NSCN-IM has dropped the demand for Naga integration, Thuingaleng Muivah has clarified today that the outfit has not dropped the demand of the Naga integration. “Without the Naga integration, there will be no Naga solution,” said Th Muivah.
In an exclusive interview this afternoon at the VIP lounge of Dimapur Airport, NSCN-IM general secretary Thuingaleng Muivah said that integration of all the “Naga areas” will always be part of the Naga solution. “Naga integration will be always part of the Naga solution. Without it there cannot be settlement,” stated Muivah.
When queried whether this can be materialised as there have been strong oppositions from various quarters, Muivah said, “Naga integration can happen anytime. Today? Tomorrow? No permanent solution without it. Naga integration is a must.”
Regarding the statements from NSCN-K and others that the ongoing talks between the government of India and the NSCN-IM is seeking a factional solution and that in the event of any settlement it will be ‘NSCN-IM solution’ and not Naga solution, Thuingaleng Muivah retorted and asked,
“Do these people understand the Naga issue or Naga problem? Do you believe what they said? Don’t believe them. Let them talk whatever they like because they do not understand the issue. These people will keep on saying such things.”
When asked about the tentative time the would-be Naga settlement is going to be inked, Thuingaleng Muivah said that it would be hard to say at the moment. “Let us see,” said Muivah while adding,” The government of India needs time.”
On being asked what development was seen after the recent ‘home-consultations’ with the Naga frontal organisations at Camp Hebron, Muivah said it was positive. “The consultations were heart warming. They gave their full support. Do you believe they also blessed us? Today, we are going back to New Delhi with the blessings from the Naga society.”
Just after this interview NNN also asked NSCN-IM chairman Isak Chisi Swu about the tentative date for signing the agreement. “We cannot say the time but we hope it will not take long.”
Isak Chisi Swu and Thuingaleng along with their spouses have left Dimapur for New Delhi to resume the talks with the government of India. The two leaders arrived Dimapur on October 18 and had series of consultations with the Naga leaders, frontal organisations and those who matter.

IMPHAL, Nov 6 NNN: Saying that if Tokay Gecko does not belong to endangered group this reptile species should be put up for sale by issuing licenses to boost the State economy, stated Uttam Chand, Director, Department of Science and Technology, Manipur on Tuesday.
Speaking at the concluding function of the 1st State Level Aquarium Exhibition cum Flower Show held at DM College campus here, Uttam Chand encouraged entrepreneurs in the State and talked in length about finding ways and means to develop the State economy.
Plants or animals which are found in Manipur are increasingly demanded by other states and countries and one of them is Tokay Gecko which has high medicinal values, he said. It has become one of the most attractive items of many interested buyers from outside the State and the fact is now well known by the people, Chand who attended the function as chief guest, added.
He suggested that instead of imposing ban on selling either medicinal plants or animals available in Manipur it is better to promote them and allow selling after issuing proper licenses if they do not fall under the category of endangered groups.
“If we can export Tokay Gecko whose demand is on the rise it would significantly help boost the State economy,” he further asserted and maintained that such business is carried out in other countries like Malaysia.
The 1st State Level Aquarium Exhibition cum Flower Show organized by MASTEC started from November 3. The concluding function of the exhibition was attended by Ng Brajakumar, Principal, DM College of Commerce and Th Surendranath, Director, MASTEC as president and guest of honour respectively.
Altogether 69 aquarium tanks and three flower forums participated at the 4-day long Aquarium Exhibition cum Flower Show.

The team led by two Programme Officers namely K. Kiranjit Singh of Moirang College and Dr. M. Ranjana Devi of Standard College, Kongba comprising of 40 NSS volunteers had been flagged off by M. Chandrakumar Singh, SLO, NSS Cell, Government of Manipur and Dr. Ch. Ibohal Singh, Programme Co-ordinator, NSS Cell, Manipur University from North AOC yesterday.

IMPHAL, Nov 6 NNN: A 13-year-old girl was rescued on Tuesday by volunteers of FREINDS from an alleged crook non-Manipuri boy who was trying to take her to Bihar taking advantage of her young age.
A class 5 student and a resident of Churachandpur Thangra Leirak in Churachandpur district was rescued by volunteers of Federation of Regional Indigenous Society from North AOC when Bijaykumar Shah, 21, hailing from Bihar’s Vaishaly district, attempted to take the minor girl to Bihar after eloping her for two days, FREINDS organization secretary, Pebam Premkumar told a press conference held at the society’s office here.
Volunteers of FREINDS managed to rescue the girl after the society was informed by North East State Winger Transporter Union (NESWTU) that a non-Manipuri along with a minor girl was buying bus ticket from Misao Travels on a suspicious manner to travel to Dimapur from where they were supposed to head for Bihar, Premkumar said.
The duo has been handed over to Imphal Police Station for further questioning. They had eloped on November 4 and stayed at the residence of one Ningam at Chandel DC Lamkhai in Chandel district till November 5. Bijaykumar was earlier working with Ningam who is stated to be an automobile workshop owner.
FREINDS also appealed to the people to help trace criminal like Bijaykumar and sought support in its efforts to check such crime. It also thanked NESWTU for the information it provided to the society.

New Delhi, Nov 6 NNN: Thirteen organisations carried out a day long fast and ‘satygraha’ in New Delhi demanding the repeal of the Armed Forces (Special Powers) Act of 1958 (AFSPA). They also jointly submitted a lengthy memorandum to the President of India for repealing the Act. The fasting programme was held at Rajghat, New Delhi.
The thirteen organisations are Yuva Bharat, Rastra Nirman Abhiyan Sarv Seva Sangh, Azadi Bachao Andolan, Campaign for Peace & Democracy of Manipur, Bangladesh Bharat Pakistan Peoples Forum, Socialist Yuvjan Sabha,Kangla Group, Manipur Students?ssociation Delhi, Human Rights Alert, Just Peace Foundation, European Manipuri Association (EMA) London, UK, PUDR / CDRO and Lok Raj Sangathan.
Extending solidarity to hunger striker Irom Sharmila who has completed 12 years of fast demanding the repeal of Armed Forces Special Powers Act (AFSPA), members of Extra Judicial Execution Victims Family Association, Manipur (EEVFAM) along with Sharmila Kanba Lup (SAKAL) today observed a day-long fast starting from 10 am to 4 pm at the SAKAL’s office located at Porompat, Imphal East district.
The hunger strike protest was part of its 5-day long campaign which ended today. It was held under the aegis of Just Peace Foundation (JPF) demanding for withdrawal of AFSPA from the State.
Speaking to newspersons on the sideline of the protest, Neena Ningombam, secretary general of EEVFAM stated that Central government’s approach to Sharmila’s unrelenting hunger strike is unfortunate and condemnable adding that the matter should be taken into serious account knowing the sentiments of the people of the State.
She further lamented that the Central government’s negligence on the matter is due to lack of political will power and unsubstantiated endeavours shown by the representatives of the 60 constituencies of the State informing that the organization, EEVFAM, formed by the family members of those victims killed in extra judicial execution came into existence due to AFSPA implementation in the State.
“As long as there is Armed Forces Special Powers Act in the State, the number of widows will increase and more victims’ families will come out to fight the draconian act. So, it is necessary to withdraw the act from the State immediately “, she added.
Meanwhile, reports stated that a one-day long hunger strike protest was also conducted at Gandhi Samadhi, Delhi today organized by Manipur Students’ Association, Delhi (MASAD) in collaboration with other civil society organizations of Delhi demanding for withdrawal of AFSPA from the State of Manipur.
Another similar one-day fast protest was also held today at Kapaar Kachoung Orphanage located at Hengsin Village, Chandel district as a mark of showing solidarity to Irom Sharmila. It was organized by the members of the orphanage in collaboration with Just Peace Foundation (JPF). A film titled “AFSPA-1958” was also screened during the protest.

Kanpur, Nov 6 ANI : A school in Uttar Pradesh’s Kanpur city has made wearing of veils and scarves mandatory, other than banning mobile phones by students, leaving the National Commission on Women fuming over this diktat.
Set up on the roadside, the Muslim Jubilee Girls’ Inter-College in Kanpur city is an easy site to spot with veiled students wearing backpacks huddling in groups as they briskly make their way to school.
With no lines of worry or regret, the school management has openly justified its decision by stating that the diktat is in accordance to Islamic culture, while boasting that parents of the students have not complained whatsoever.
“The scarf is a part of the children’s uniform, the younger girls will tie scarves on their heads and not their faces. This is not threatening their freedom rather it is a part of their personality. Our older students mostly wear veils,” said Kamal Shayini, school principal.
She also said that mobile phones would hamper the studies of the student, hence justifying the ban.
With the school management making it clear that disobeying the directive would lead to immediate expulsion, students at the all girls Muslim school seem to have already accepted the diktat, some of whom were seen following the instructions.
All students have not welcomed the diktat, some feel it is an infringement of their rights and a basic orthodox way to ban access the benefits of technology.
Another student, who wishes to rebel against the school management, said wearing scarves was still acceptable but banning of mobile phones was objectionable in the times of rising crime especially against women.
Many educational institutions in India do not allow students to don a burqa (veil), which on several occasions have fuelled debates on relevance of traditional Islamic culture in modern times.
Meanwhile, the reports of the diktat have left the National Commission for Women (NCW) fuming, which is now demanding the state government to step in.
Chairperson for NCW Mamta Sharma demanded Uttar Pradesh Chief Minister Akhilesh Yadav to immediately take concrete steps in protecting rights and freedom of women in the state.
“Why is the government in slumber? Why is it not taking any action in this matter? The government needs to derecognise the school and instruct it accordingly against the diktat-ordering students to cover their faces and not use mobile phones. I think the government is at fault. The government should shut down such schools,” said Sharma.
Diktats by religious or rural bodies curtailing freedom of women or gender-biased directives over usage of mobile phones etc. are not new in India.

IMPHAL, Nov 6 NNN : Large number of non-Manipuris thronged Sub-Divisional Officer (SDO), Porompat of Imphal East district on Monday to register names in new Electoral Rolls, while the convenor of Joint Coordination Committee on Inner Line Permit System (JCCILPS) urged the State Government to take up the process after proper verification only.
Around 500 non-Manipuris aged between 26 and 50, including Nepalese and other North Indians who cannot speak Manipuri came to SDO office, Porompat for entry of their names in the new Electoral Rolls. The enrolment process is being taken up by the State Election Commission.
Hearing the information of the enrolment of non-Manipuris in the electoral rolls, a team of JCCILPS led by its convenor Sapamcha Jadumani along with reporters visited the SDO office. Jadumani was upset to see the large number of non-Manipuris standing in queue at the office. He alleged that such registration of non-Manipuris in the Electoral Rolls was carried out by illegal agents of political parties.
He said these non-Manipuris should be registered their names only on the production of domicile certificates and affidavits so as to verify them properly. The concerned authority should also take special care while enrolling them, he suggested.
Jadumani also said the JCCILPS will not allow further entry of non-Manipuris in the Electoral Rolls in the same manner. Such filthy process will dilute the ongoing movement of ILP in the State, he warned.
JCCILP has been demanding introduction of ILP system in Manipur. The committee had earlier registered various forms of protests on the demand and still it is continuing agitation over the demand. It has also announced that the Union Home Minister would be informed that ILP would be enforced in the State by the committee with effect for November 18.

New Delhi, November 6, 2012: The dense smog which had been throttling Delhi for the past few days has lifted partially today, but it may come back with renewed vigour, as the factors causing it remain in force – says Centre for Science and Environment (CSE).
CSE has reviewed the magnitude and severity of the smog. Its researchers believe that while every winter, the calm and cool weather leads to a heavier pollution load on Delhi, this year, the capital is seeing a massive growth in actual pollution levels. The levels of respirable particulate matter (PM10) have surged 47 per cent — from 191 microgramme per cubic metre in 2000 to 281 microgramme per cubic metre in 2011. In the same period, nitrogen dioxide levels have increased from 41.8 microgramme per cubic metre to 66 microgramme per cubic metre (a 57 per cent jump).
This hike in pollution levels has led to the creation of the deadly smog. Says Anumita Roychowdhury, executive director in charge of the air pollution and transportation programme at CSE: “Unfortunately, despite the scary hard facts about the elevated cocktail of pollution and health risks, the problem is being dismissed as a mere weather phenomenon. In other parts of the world, governments issue warnings and take pollution emergency measures during such severe pollution episodes to protect public health. But we are doing nothing.”
Delhi localities are in grip of multi-pollutant crisis: Particulate matter is not the only thing choking us — nitrogen dioxide, carbon monoxide, ozone and benzene levels are playing havoc as well, as per official monitoring. Some of these pollutants come predominantly from vehicles.
Killer particles: PM2.5 levels are exceeding the standard by 4-6 times. An increase of only 10 microgramme per cubic metre in PM2.5 is associated with significant increases in health risks. High exposure is known to lead to increased hospitalisation for asthma, lung diseases, chronic bronchitis and heart damage. Long-term exposure can cause lung cancer.
High NOx: NO2 levels are exceeding standards in areas like Mandir Marg, Civil Lines and R K Puram. Levels of nitrogen oxides (NOx) have been increasing in the city — a clear sign of pollution from vehicles. NO2 can trigger serious respiratory condition and sudden death syndrome among infants.Ozone, the new threat: Eight-hourly ozone levels show slight increases over time – they exceed the standards almost on a daily basis in a few locations. Ozone is not directly emitted by any source but is created from reaction between NOx and the volatile organic compounds in the air under the influence of sunlight.
Pollution correlates with peak traffic hours and freight movement: Data from the Delhi Pollution Control Committee in different localities shows that pollution levels go up significantly during peak traffic hours compared to off-peak hours. For instance:
· In R K Puram, Mandir marg and Civil Lines, both PM2.5 and NOx concentrations are high during peak hours.
· Pollution levels are extremely high in Anand Vihar which witnesses very heavy traffic due to a lot of inter-state movement of vehicles.
· In Civil Lines, PM2.5 levels are very high even during night; this could be due to the movement of goods traffic
