IMPHAL, February 18: Following the 72 hours general strike called by the All Tribal Disabled Union, Manipur since last midnight, only 12 oil tankers have managed to reach the state capital. There is also a growing speculation in the state that arrival of oil tankers may stop from tomorrow following the strike.
According to reports received by the IFP, only 12 tankers carrying petroleum products arrived into the state out of which only two were carrying petrol. Sources have also informed that the 12 tankers were escorted by the CRPF under tight security with one escort vehicle for every tanker.
Soon after crossing over Mao gate along the Imphal-Dimapur road, the CRPF escorts went ahead of the tankers whenever there were suspicions of bandh supporters imposing the bandh.
The CRPF team also acted at such places as Road Opening Patrol to clear the line ahead of the tankers. Sources have also informed that since the general strike could gain in momentum, there is also an apprehension that tankers will stop arriving in the state until the general strike ends.
Meanwhile, the state government is yet to announce any additional security cover for the tankers till the filling of this report.
It is also learnt that the empty oil tankers are escorted from Mantripukhri around 11 pm by the CRPF.
Around 15 tankers had left Imphal before the ATDUM general strike was called at around 11pm last night and have reach their respective oil depots, informed the source.
Our Churachandpur Correspondent adds:
The All Tribal Disabled Union, Manipur general strike had no visible effect at Churachandpur district today.
Law enforcing authorities have also claimed that there has been no disruption in the district. Markets in the district remain open as usual. However, the general public of the district remained confused over the Village Defence Force bandh regarding its unpredictability.
Our Kangpokpi Correspondent:  No untoward incidents have been reported along the NH-2 today due to ATDUM bandh though passenger buses plying on the said route have been affected in the morning.
At around 7 am in the morning some volunteers of the Thadou Students` Association (TSA) endorsing the bandh stopped Senapati and Kangpokpi bound passenger buses heading towards Imphal between Motbung and Kanglatongbi. But bus service resumed in the evening.
In the meantime, a reliable source informed that leaders of the All Tribal Disables Union Sadar Hills (ATDUSH) and Senapati Disabled Persons Association Manipur (SDPAM) meet TSA Sadar Hills today at Motbung.
The source further informed that, due a communication gap, the TSA Sadar Hills had mistakenly endorsed the ATDUM bandh. After the meeting, the three organizations unanimously agreed to oppose the bandh. They have also appealed to the general public not to be confused while assuring that traffic and business establishment can resume as usual from tomorrow.
The three organizations also warned any individual not to execute any activities in relation with the ATDUM in their jurisdiction, according to the source.
ATDUSH General Secretary Lalkholund Chongloi, in a press statement said that the ATDUM`s false allegation over the existence of SDPAM is baseless since SDPAM is a genuine and legitimate organization and have maintained good relationship and understanding with ATDUSH since many years.
He further said that ATDUSH and SDPAM do not recognize the existence of the Association of Persons with Disability Senapati (ADPS).
Lalkholund also said that the organizations were not against the demand of ATDUM but against the error committed by a self-styled ATDUM president.

New Delhi, Feb 18: The 20th Death Anniversary of Rani Gaidinliu cum Seminar with the theme “Empowering the Enfeebled” was organized by Zeliangrong Students’ Union, Delhi (ZSUD) and Zeliangrong Welfare Association, Delhi (ZWAD) on 17th February, 2013  at JNU New Delhi according to a joint press release from the two bodies.
The first session began with a welcome address by Dr. M. Gairiangmei, President ZSUD followed by a floral tribute, a rendition of the Zeliangrong Anthem and the raising of Zeliangrong slogans in remembrance and honour of the departed leader Rani Gaindinliu by the congregation.
Speaking at the seminar,Shri Jagdamba Mall who has been associated with Zeliangrong people for a long time touched upon many issues from Jadonang Naga Raj Movement, the Naga Movement, Heraka Movement to Rani Gaidinliu. He gave his opinion on the causes and failures of these movements and the impacts of these movements on Zeliangrong society. He opined that the Zeliangrong people have produced outstanding leaders who were well ahead of their time unlike any other Nagas who willingly sacrificed their lives for their people.
However, Zeliangrong people could not realize their dreams under Haipou Jadonang and Rani Gaidinliu because of the deep-seated internal differences within Zeliangrong society. Zeliangrong peoples’ unfulfilled visions and dreams such as the desire to be integrated under one administrative roof can only be fulfilled by the next generations if they are willing to come together by giving up their differences he said.
Bank strike on Feb 20 and 21
IMPHAL, Feb 18: The United Forum of Bank Unions, Manipur State Committee has in a release informed the general public that the United Forum of Bank Unions comprising of 100 percent bank employees and officers in the public, private sectors and foreign banks including co-operative banks and RRBs will be on strike on February 20 and 21 in support of the all India general strike called by the Central Trade Unions on the 10 point charter of demands.
NEBF to observe foundation day
IMPHAL, Feb 18: North East Biography Forum (NEBF) will be observing its first foundation day at Manipur Press Club on February 19, 2013.
As a part of the observance, a poetry book titled “Emagi phijigi lan” by the publicity cell of the forum will be released.

Call for sealed rate quotation
IMPHAL, Feb 18: Registered and reputed vehicle workshops/firms of Imphal area are called for sealed rate quotation to repair and supply spare parts of vehicles owned by General Administration Department (GAD) Manipur Secretariat.
According to a statement issued by Under Secretary (GAD-II), Government of Manipur, the written rate quotation should be accompanied with D-at-Call of Rs 1000.
The security deposit should be favoured to Under Secretary (GAD-II), Government of Manipur from SBI Imphal Secretariat Branch or a nationalised bank.
Firms/workshops should have to drop the deposit in the seal box at GAD Welfare Section on February 26, 2013 from 10 am to 1.30 pm. GAD staffs are not allowed to participate the tender which will be called on the evening of the same day, the statement informed.

IMPHAL, February 18: The Nehru Yuva Kendra Sangathan, Imphal Zone inaugurated its State Level Youth Festival at Lamyanba Sanglen, Palace Compound today.
Delivering the keynote address, MC Jackie Ruivah, Zonal Director, Nehru Yuva Kendra (NYK), Manipur Zone said the NYKs came to existence in the year 1992 and became an autonomous body in 1997 under the Ministry of Youth Affairs and Sports Government of India.
In the state there are 3391 youth clubs and Mahila Mandals affiliated to the Nehru Yuva Kendra Sangathan (NYKS), she said.
She continued that the objective of the mission is to encourage the youths to get involved in developing the rural areas to make the nation stronger.
The festival will motivate the youth to develop their skills and provide them with a platform for their career building.
She also continued that the festival will further encourage the communities to love and respect the other communities.
She further expressed that the NYKS is not only involved in such type of festivals but has also helped the nation during the times of communal riots and disasters including natural disasters.
Victor Keishing, Parliamentary Secretary who attended as the chief guest and said that he cherished the moment he had interacted with the participants at the festival the most
He said the culture of the valley people are more developed when compared to that of the people of the hill areas.
People of the valley have their own scripts while, the hill people have no script, he said.
He continued that in the absence of a script, the people of the hills tell their history through their songs and dances, however the traditions are changing everyday.
L Tilotama, vice-chairperson, Board of Governor, NYKs said the NYKs also work for the downtrodden people of the society and has programmes and schemes meant only for the people living with HIV/AIDS and others.
Meanwhile, the Nehru Yuva Kendra Sangathan, Imphal Zone made recommendation at the function which includes that the sports program and work camp program need to be revived so that the club members may take part in active sports and construction of durable community assets in the districts; the Skill Upgrading Training Program has been designed for the women members but the SUTP should be given equal opportunities to both male and female beneficiaries; the honorarium of the NYKs should be enhanced from 2500 to 5000.

IMPHAL, February 18: A team of the Imphal East commandos arrested a KCP woman cadre identified as Khundongbam (n) Soibam (o) Rita Devi, 41, wife of (L) S Joychandra Singh of Haobam Marak Irom Leikai from Kid English Academy gate on February 17 around 7:35am, said a press release of the Imphal East SP.
The release said one Samsung mobile phone along with one Vodafone SIM card was recovered from her possession.
“On verification, she stated that she joined the KCP organization in the month of December 2012 through one Malemnganbi of Soibam Leikai and that she is presently working with one of her associates namely Janeshwori of Hiyangthang Mayai Leikai”, it said.
Further according to the release, on the same day at about 8:10 am, another KCP woman cadre identified as Sarangthem (n) Sanasam (o) Janeshwori Devi alias Jandobi (41) daughter of S Manihar Singh of Hiyanthang Mayai Leikai was also arrested from her residence.
It said on further verification, she stated that she is an active member of the KCP organization and is working for the banned organization PREPAK through one Brojen of Moirang Tronglaobi.
The press release of the Imphal East SP has continued that on the same day, at about 9:25am one PREPAK cadre namely Irungbam Brojen Meitei alias Tombi (27) son of (L) L Bhomilal Meitei of Tronglaobi Mayai Leikai was arrested from his residence.
On verification, he stated that he is an active member of the PREPAK organization and he is working under the command of one Tangba of PREPAK and he was involved in extortion of money from the general public, government officials, private firms etc and transportation of arms and ammunition from one place to another, it said.

IMPHAL, February 18: Manipur Dramatic Union, MDU has observed Artiste’s Day at its auditorium today and presented award titled ‘Khomdram Dhanachandra Ningshing Mana’ to Heisnam Sabitri, Padmashree honouring her outstanding performances as a theatre artist.
The award which was sponsored by the family of Khomdram Dhanachandra, founder president of MDU, included a sum of Rs 10,000, citation, shawl and a walking stick.
After floral tribute being paid to the departed artistes, Awardees (National and State) namely Heisnam Kanhailal, Padmashree, National Sangeet Natak Akademi Fellow – 2011 and Kamalkumari National Award – 2012; and Ranbir Mangang, Manipur State Kala Akademi Award (Theatre) – 2011 were felicitated with citation and shawl.
“Today is a joyous moment for me however I feel that I do not deserve the award. I pray that every artist find success in their endeavours”, Sabitri said.
During the occasion, Heisnam Kanhailal briefed about his life history and what theatre means to him.
He also recalled some of his famed plays.
“During the 70s, I could not speak anything about theatre. It was from the 80s that I started learning about theatre and I could articulate my desire”, he said.
He then said that young research scholars from JNU and others have approached him for their PHDs and to seek a new incarnation of acting.
“Also actors from South Africa will be coming to learn from him for three months”, he said.
The observance was presided over by Kshetrimayum Ibohal Singh, president MDU and attended by Elangbam Joychandra Singh, Sangeet Natak Akademy Awardee as chief guest.
Joychandra briefed about the times he had with Khomdram Dhanachandra and prayed that the observation might satisfy the soul of the later.

IMPHAL, February 18: State Chief Minister Okram Ibobi Singh flagged off the All Manipur Working Journalist Union (AMWJU) team for Andaman and Nicobar Island from Manipur Press Club this afternoon.
The trip was organised by AMWJU and the team was led by A Mobi, president, AMWJU.
Altogether 22 journalists including one female are in the team.
 Speaking at the media A Mobi said the main theme to make trip to Andaman and Nicobar Island is to trace out the history of Meitei ancestor. King Kulachandra Singh and his followers put behind bars in Mount Harriet in the year 1881 during British period.
He further said they will lay a memorial stone in Mount Harriet and to build up a guest house.
He further said they will return on 27th February.

NEW DELHI, February 18 (Manipur Information Centre): The 84th Annual General meeting of the Indian Council for Agricultural Research (ICAR) was held today at A.P.Shinde Symposium Hall, NASC Complex, Pusa with Union Minister of Agriculture Sharad Pawar in the chair.
Speaking at the meeting, Veterinary and Animal Husbandry Minister of Manipur, Govindas Konthoujam stated that the Manipur Government was intending to undertake a project for the conservation of the threatened breed of Mithun (Bos frontalis) whose number in Manipur have come down below 10,000 and the Manipuri pony ( Equuas ferus caballus) which was well-known for its unique features such as its firm-footedness and suitability for war and sports. He requested the Centre for undertaking a study or research on various aspects of the threatened breeds including proper measures for their conservation. He also stated that Manipur as well as North Eastern States had many local breeds of animals and emphasized the need for identification of the local breeds which were of economically importance and in need of conservation. He drew the attention of ICAR to conduct research projects for the purpose.
Veterinary Minister Govindas also said, “The ICAR has a NE Hill Region Research Centre at Imphal. However, the Centre appears to be concentrating mainly on crops. Veterinary and animal husbandry is not given its due importance and there are only two posts of Scientists in veterinary sciences.” He urged the ICAR to upgrade the Imphal Centre and the Krishi Vigyan Kendras in Manipur with the facilities of veterinary and animal husbandry sciences and posting scientists in the field.
Speaking in the meeting Agriculture Minister Abdul Nasir highlighted the achievements of the Manipur centre of ICAR at Lamphelpat which has produced six high yielding paddy varieties. He pointed out that the cultivation of high yielding paddy varieties was mainly confined in the valley. In view of the increasing population, the Minister stressed the need for cultivation of high yielding paddy varieties in the hill areas which occupied 9/10th of the total area of paddy and low-lying areas which had an area of 14,000 hectare. . He proposed to set up a research station at Ukhrul district and at Kharungpat in Thoubal District.
Agriculture Minister Nasir stated that all nine districts of Manipur had one Kishan Vikash Kendra (KVK) each and highlighted the inconvenience of the farmers in Jiribam to get the facilities of the KVK. He proposed the ICAR to open a KVK at Jiribam.
The Minister also proposed to increase the intake of B.Sc (Agri) seats from 16 to 20 and B. Tech (Agri Engg) from 4 to 8 at Central Agricultural University, Iroishemba and College of Agriculture Engineering and Post Harvest technology, Gangtok respectively to meet the increasing demand for the students of Manipur. He further proposed to reserve a seat at Central Agriculture University for post graduate studies of the in-service candidates for strengthening human resource development in agriculture.
While addressing the 84th AGM of ICAR the Union Minister Pawar said, “I must flag some of the potential areas where we need to concentrate more. Tapping rich potential of North East Region is one such important agenda on which there have been more talks but less action. I expect that this ICAR may give special attention towards North East region. Equipping the farmer to tackle the climate change and erratic behaviour of monsoon should be an important agenda. The production of pulses and oilseeds are well below the demand and major thrust needs to be given on this front. Availability of fodder has become a major hindrance in growth of our animal husbandry sector. The labour cost has become major component of the production cost; however, our track record in introducing appropriate farm mechanization is not up to the mark. A lot is also required to be done in post harvest management.”

IMPHAL, February 18: The All Manipur Village Defence Force Welfare Association, AMVDFWA has called an indefinite state wide general strike from 6pm of February 19.
A press release of the general secretary of the association has said that the association has initiated several forms of agitations since January 29 and had even submitted its memorandum concerning its demand to the state government; however the government is yet to fulfil its demands compelling the association to call the general strike.
The statement has further appealed to all the schools and educational institutes of the state to remain close during the general strike and the general public, the local clubs, transport assocaitions, Maira Paibi lups to support the general strike.
However medical and religious parties will be exempted from the purview of the strike, it said.
The statement has also informed that the association will fully support the nation-wide general strike of the All India Trade Union Congress on February 20 and 21.

Kohima, February 18 (agencies): Nagaland`s Home MinisterImkong L Imchen was detained at 5.30 am on Monday near the poll-bound state`s Wokha district after Rs 1.10 crore in cash and a cache of arms and ammunition, including rifles, was recovered from his vehicle by Assam Rifles personnel.
EC sources say that that apart from Rs 1.10 crore in cash; 5 pistols, 2 7.65 mm calibre rifles and 140 .303 rifle bullets were seized from the vehicle in which he was travelling to his constituency Koridanga in Mokokchung district from Kohima. Assam Rifles intercepted the vehicle near the Nagaland-Assam border and recovered the aforesaid items after a search.
Imchem is the Nagaland People`s Front candidate from Koridanga and also the campaign in charge of NPF.  The minister said the money belonged to the party funds but said he had no idea how the arms got into his car.
This is second big seizure from Nagaland in the last couple of days. On Saturday, Rs 1 crore in cash was seized from a helicopter hired by another NPF candidate, Nyemli Phom. He had later claimed that the money was given to him by the party and was part of NPF funds. EC is now awaiting a written confirmation of this from the NPF treasurer.
Earlier, in June 30, 2010, Imchen was detained at the Kathmandu airport for carrying Indian currency in denominations of Rs 1000 and Rs 500, which were banned in Nepal.
 The opposition Congress has demanded that the Election Commission take action against Imchen for possessing illegal arms and ammunition.
“It is unbecoming of a home minister to carry illegal arms and ammunition. It is a serious criminal offence and the Election Commission should take action against him as per the law of the land,” Leader of Opposition Tokheko Yepthomi said.

In a recent move , Save Sharmila Solidarity Campaign started an initiative named Write for Democracy and Justice. Under this initiative people can send their Articles and Stories to SSSC and selected articles and stories will get published in e-book of SSSC. In the initiative, Articles are invited from Public and will be based on theme AFSPA/ Irom Sharmila whereas Stories are invited specially by people from NE states and J&K where they can send stories of their experience due to AFSPA.

Save Sharmila Solidarity Campaign, in its press statement told “We already organized a succesful 12 article series event during 24 Oct to 5 Nov where we published one article each day to reflect one year of fast of Irom Sharmila. By the writing of views, people get involved with the cause and becme able to understand and to support the cause. This time, we are organizing this from World Social Justice Day to International Women Day.”

Selected articles will be part of a coming e book that will be launched by Save Sharmila Solidarity Campaign. Youths must send their views and experiences as they have to play an important role in future of our society.

We, at SSSC hope that the articles and stories will be our collective voice against the ignorance and undemocratic behavior of our government. At the time when we are part of member country that signed on resolution for observing World Social Justice Day, we feel that we must tell and demand our government for equality of law for everyone.

We invite everyone to write for the cause and to make our democracy stronger and people’s democracy in real sense.
