LAMKA, May 13: The Kuki Students Organization, KSO in collaboration with the NLF today held a workshop on the Right to Education (RTE) at KIC Hall, District Headquarter Tuaibuang, Lamka.

The workshop was attended by representatives of various civil society groups including the Gangte Student`s Organization (GSO); Kuki Women for Human Rights (KWHR); Manipur Alliance  for Child Rights (MACR); Churachandpur District private school association (CDPSA) among others.

Speaking on the occasion, Pradeep of the MACR said that RTE is not about compulsory education to the student/ children under 14 years alone but it also implies that a compulsory commission is  made by officials from the top to the bottom.

Speaking on the occasion, chief guest Langkhanpau Guiter, MDC and Chairman of the CCpur  ADC lauded the contribution of the private schools that he said are responsible for the development of students in term of language development  and discipline.

He also dwelt on the problem of proxy teachers in Manipur which has almost become synonymous with education in the state and added “Many people say that the proxy teacher are to be arrested, but I say that they be awarded and made regular teachers and the so called real teachers, who are not doing their duty be put into compulsory retirement”.

He further added that he had candidly opined this dispensation with the higher authorities.

IMPHAL, May 13: The All Manipur Students Guardian Organization (AMSGO)has called for strengthening and streamlining the education department by eradicating disputes. Addressing a press conference, S Sumati, Secretary AMSGO said directorate office is required to be cleansed thoroughly because its habit of consistent and nonstop misdoing in the  education sector is the main reason for the mess in the education department.

“The injustice of the government in terms of transfer, posting and promotion policies not being duly followed in the education department since the last 20 years, is affecting the senior employees,” Sumati said.

She then added, those selected under SSA utilised in ZEO office and utilization of government teachers as AI and DI clearly shows that the education department does whatever it wants and follow no rule. The Association believes that the present education minister needs to screen the department carefully. It will become a bright and streamlined one only when all from the director of education (S) to school staffs are scaled up, she said.

Sumati continued that the employees are facing hardships as the teachers who dislike teaching utilized in zonal offices cannot complete the Manipur Government Employees List (MGEL) and Monthly Income Scheme (MIS)

She added that the abolition of joint director and additional director of Planning of education department has caused quite confusion and asked “How would a department be healthy when there is no planning?”

The education minister should work whole heartedly to produce good students for bringing a change in the society, she appealed.

The press conference was attended by N Chaoba Singh, H Borbabu, Kh Mahendra, and O Yaima Singh who are the Working President, Treasurer, Executive Member, and General Secretary respectively of AMSGO.

IMPHAL, May 13: Representatives of various civil society groups are continuing to keep up the pressure with regard with police inaction over the incident of firing on child rights activist, Mala Lisham which took place on May 4.

Addressing a press conference at the Manipur Press Club, Banty Golmei President of the Rongmei Lu Pham Assam, Manipur And Nagaland said that the organization condemns the attempt on the life of Mala Lisham by Md Basir Ahmad, son of Rihimuddin of Heiyangthang who is working as a constable in the Narcotics department. 

She further added that the organization along with other civil society organizations will stage a protest when the accused person is produced before the Chief judicial magistrate Thoubal on 15 May.

Banty Golmei  claimed that the state government has failed to file any charge sheet against the various crimes being committed in the state in general and against women in particular. She also called upon the state Home department to look up into the matter seriously and give befitting punishment to the person (s) involved in the crime.

Representatives of Association for the Development of Indigenous Women and Child Care, All Manipur Muslim Women Development and Organisation, and Chingtam United Women Association who were present at the press meet also condemned the attack on Mala Lisham and affirmed their participation in the agitations.

IMPHAL, May 13: The Naga Peoples Movement For Human Rights (NPMHR) has submitted a memorandum to the Prime Minister requesting his intervention in expediting the Indo-Naga Peace talks and to immediately release all “Naga political prisioners”.

It has said that the Naga people have been waiting patiently for a solution that will end the cycle of violence and bloodshed that Nagas have gone through before the onset of the Indo-Naga peacetalks.

“However, almost sixteen years since the ceasefire, no end or honorable solution is in sight”.

It further claimed, “On the other hand, Indian state forces and its various agencies are functioning in total impunity; going against the central spirit of the ceasefire ”.

It cited, “For instance, the National Investigation Agency (NIA), on September 27, 2010, illegally picked up and arrested Ningkhan Anthony Shimray, Head of the Foreign Affairs of the National Socialist Council of Nagalim-IM (NSCN-IM) from Kathmandu International Airport on the allegation that he was to procure arms to wage war against India”.

“Significantly, Ningkhan Anthony Shimray was on his way to New Delhi on the invitation of the NSCN-IM leadership to participate in the Indo-Naga peace talks between the GOI and NSCN-IM which was scheduled to be held on September 29, 2010 at New Delhi”, it claimed.

“The NIA and other Indian State agencies in many other instances have since then arrested and attempted to apprehend key senior Naga leaders, even going to the extent of summoning leaders to the office”, it continued.

“This attempt to isolate and segregate leaders who represent the aspirations of the Naga people for peace forces us to question whether the GOI has any sincere intent to enter into any solution”, it said before adding that the Naga people have been patient; “We are persuaded that peace is the only win-win situation for both the Naga people as well as India. The dilatory tactics of the GOI and attempts to hinder any viable solution is harmful to all the stakeholders including the GOI”.

It further urged for the release of Ningkhan Anthony Shimray be released immediately.

NEW DELHI, May 13 (MIC): Parliamentary Secretary for Tourism & Sport of Manipur Mairembam  Prithviraj here today  expressed his overwhelming happiness when the All India Football Federation on Sunday announced eleven women players from Manipur for the Indian team in the AFC Women’s Asian Cup qualifiers and extended his best wishes to the Manipuri players along with the Indian team taking part in the Asian Cup for their success.

India will be playing two preparatory matches against Bahrain on May 14 and 16 respectively. India which is in Group ‘D’ will play  in the first match against Myanmar on May 21, followed by Chinese Taipei on May 23 and host Palestine on May 25. The Indian team left last evening for Bahrain.

“I would like to wish everyone in general and Manipuri women footballers in particular associated with the Indian team for every success. Their hard work in preparing for the Asian Cup and their determination to achieve their maximum potential is an inspiration to us all. In a growing urban landscape, the news of evictions as described by state actors and the plight of people living in the contested areas is often seen as a clear-cut case of black and white. The latest case of ‘encroachers being evicted’ that is taking place at Sangakpham area currently is on of the many instances where Government action followed by years of turning away a blind eye has resulted in much angst. As many would know, akin to other public spaces in and around Imphal, the area has for long been lived by people of the area who have constructed their houses and small business establishments over quite a period of time. The construction of the illegal structures were all in public domain and being seen by members of the establishment all this while. And since, no one was taking any action against the first few encroachers, many others followed suit investing their money and setting up homes and shops and the like. Now that the Government has decided to keep the place free from encroachers, the residents are crying foul. Here, the blame must be shared equally by both parties: the public for foraying into public property and using it without seeking legal approval and the government for neglecting to take timely action. In fact the lack of timely attention is often seen as tacit approval, which leads the public into a happy state of denial and not to forget commercial interests to take advantage and take over public property gradually. Often, the people who have settled into public area use the emotional track of pointing out that they have been living in the area since a long time and that destroying their property would amount to a loss of their investment capital etc.

The issue of encroaching into public property by the public is common across the country. In crowded cities and metros, the phenomenon of pavement dwellers and slums spilling into public property and staying out for long spells is beginning to get the attention of activists who say that people are being evicted to appease only a minority of the capitalist class who enter the picture on the card of ‘development’ ‘cleanliness’ and ‘urbanization’ of course. In Manipur too and mostly in the growing urban landscapes in Imphal and other district headquarters, most areas are encroached upon. The public knowingly encroaches while the concerned department willfully looks the other way. This has been happening for a long spell with sudden spurts of the Government machinery waking up from its slumber and getting into defensive and action control mode by demolishing structures. At one point of time, the Nambul river embankment side towards the rear of the Paona bazaar was full of encroachers. In what can only be greater irony, Keishampat area, which is the pulse centre of Imphal since it leads the way to the nerve centers of the town is full of encroachers thriving on both sides of the road.

Do people encroaching on public space need Government support and rehabilitation packages? Unfortunately, the answer is a big no with the Supreme Court saying that encroaching on public property is illegal. The observations came from a Bench comprising Justices Ruma Pal and Markanday Katju in 2006 which allowed civic authorities to demolish slum clusters in New Delhi. The only concession was that it directed civic authorities to ensure that people who had been living in the contested/disputed areas from a certain stipulated time should be helped with finding alternative spaces to settle down again. Of course, forced evictions from a legally owned property is a different issue altogether and the Government can only be on its back foot if it uses its machineries at its disposal to evict people from such areas. There is a wide awning gap between legal paperwork and emotional outbursts though social and traditional forms of ownership in certain cases are also recognized as equal to legal ownership. A case in point would be how this current case of eviction would be different from the evictions of fisher community who have lived down the ages around Loktak lake. But to save the trouble, it would far be better if the citizens on their part did not venture out to public property or to property not owned by them. On its part, the Government needs to step up its role in terms of timely action.
