IMPHAL, November 10: The District Health Society Thoubal has today organized district level healthy baby show 2013 at District Hospital, Khangabok.

Deputy Commissioner of the district T Ranjit Singh attended as chief guest while Dr N Jayenta, member secretary of DHS presided over the function and Dr H Ranjit Singh, H Rishi, Kesh Sharma as guests of honour respectively.

During the function, T Ranjit Singh mentioned that the baby show competition is organized in connection with the Children Day which will be held on November 14 every year across the country.

He further said that the baby show is organized under National Rural Health Mission which has targeted to minimize the case of mother dead at child delivery adding that it also encourages making child delivery at hospital.

Manipur and Goa stood first among the states of the country on infant mortality rate, the DC further remarked adding that the baby show will give the message of proper parenting to the parents of the district.

The president of function Dr Jayenta expressed that the competition of the baby show will be selected by using certain rules.

He also mentioned the importance of timely vaccination of the children, breast feeding, child birth registration etc in the function adding that the Rashtriya Bal Suraksha Karakram scheme will be soon launched.

Altogether 45 children participated in three categories in the baby show and the selected children will take part in the state level children show to be held at Imphal.

IMPHAL, November 10: Fowls imported from Dimapur estimated to be of a value of around Rs 2 lakhs were seized by the All Manipur Poultry Farmer and Trader Association with the help of IRB personnel at Luwangsanbam at around 9 am today as they were being brought into the state without proper certification by veterinary authorities.

The seized fowls (Broiller) were handed over to Heingang Police Station this morning after members of the association submitted a written complaint. The number of fowls was 660 and its market price is around Rs two lakhs.

The fowls were being ferried in the seized Mahindra Bolero carrier bearing registration number AS-02AC-1568 with a bogus “ On Army Duty”  sticker. Four individuals including the driver of the vehicle Md Mirza Sheik, 20, son of Surbul Sheik and the other occupants Zafer-Ulla, 28, son of Aman-Ulla, Rafic Ali, 20, son of Muslim Ali, and Md Ali Hussein, 23, son of Surub Udin, all residents of Bhebheir in Nagoan district of Assam were handed over the police.

Members of the association said that the fowls were brought into Manipur without proper clearance by the veterinary department. This is a violation of the Transportation of Animal Act 1978 which has been enforced in the state, they claimed adding that the members made a thorough examination of the papers/documents of the carrier vehicle and found that prescribed norms for transportation of the birds have not been followed.

The address put in the receipt belonging to Parveen Chicken was fake and there is no shop in the state by that name, members of the association said and added that the transporters have no idea of the address where they were suppose to unload the delivery.  

General Secretary of the Association K Achouba said that the office of the veterinary department deployed in the inter-state border were bound by law to check the documents before allowing the vehicles carrying the fowl to pass through but the incident proved that staffs did not carried out their duty.

Transporting fowls from outside states without disease free clearance certificate is a violation of the Transportation of Animal Act 1978, he stated and appealed to the concerned department to monitor the ferrying of live animals across the border rigorously.

He said such illegal import would hurt the local breeders and sellers and if allowed to persist unchecked will result in escalation in the price rates of fowls.

In this regard, officer-in-charge of Heingang PS Raikumar said a report had been submitted by the association members and as the concerned PS the vehicle and persons are under their custody but  added that they will be handed to the officials of the veterinary department for further investigation to determine whether the fowls are safe or not.

The jostling before seizing the opportunity to land the final knockout punches has begun. The last round of Assembly elections before the Parliamentary elections of 2014 will begin with voting for the first round of polling on November 11 in the BJP-ruled state of Chhattisgarh where a close fight with the Congress has been predicted.

Analysts have questioned the sensibility behind the urgency with which leaders of the BJP have promoted Narendra Modi as the party’s designated Prime Minister and not waited for the assembly elections in the four states where the BJP has major stakes to be over. Without doubt, more than the Modi wave or Modi factor, local issues and local leaders will play pivotal roles in influencing the results of the state polls, which is due to be declared collectively on the following December 8. Leaders like Shivraj Chauhan, Raman Singh, and Vasundhara Raje Scindia among others do not owe their political future to Narendra Modi or hard-core Hindutva of the RSS. But, there is no denying the fact that grand performances by the BJP in the four states of Rajasthan, Madhya Pradesh, Delhi and Chhattisgarh will set the ball rolling for Modi and the BJP in the run-up to the Parliamentary elections which is due by the early part of 2014.    

Another development further boosting the confidence of the BJP is the intra-party tranquility that had set in of late, with many BJP stalwarts who had reacted with tremor at Modi’s elevation in the party’s rank and subsequent anointment as the party’s Prime Minister candidate finally showing sign of acceptance to the pronouncement. Somewhere down the line, his former detractors within the BJP seemed to have understood the inestimable payback the party will reap by promoting the fire-brand Modi and Gujarat model as the new hope of India. Luckily for Modi and the BJP, surveys have indicated that Rahul Gandhi, the scion of Nehru-Gandhi family that dominated Indian politics since its independence, has failed to make much of an impact with the electorates. Furthermore, startled by the rise in the popularity of Modi and set-backs suffered in  a series of opinion polls with one even pegging the party to just 102 seats in the Parliament, the Congress has demanded a ban on such opinion polls.  

Although, there is plentiful of his critics in the political circle, Modi has risen spectacularly during the last one year. One of the reasons cited for his success is that many voters, particularly the urban youths, believe after nine years of corruption and scandals under the Congress regime, Modi could lead the nation to a radiant path of glory. We have to watch what impact Modi have on the voters and the assembly elections. But one thing is certain, as Jammu and Kashmir Chief Minister Omar Abdullah had pointed out, even if the effect may not be on the average voters but it is visible in the cadres of the BJP.

IMPHAL, November 10: A convenient market is essential for entrepreneurs to sell their finished products and they should have a grasp of the types of demands from their customers for upliftment of local entrepreneurship and the state. In relation to these aspects and under the detailed plan of the KVIC, the exhibition is being organized to showcase their product and reap benefit, said minister of industries Govindas Konthoujam.

He was speaking at the closing function of the 10 days long state-level Prime Minister’s Employment Generation Program (PMEGP) Exhibition at Gandhi Memorial Hall which was organized by the Manipur Khadi and Village Industries Board, Lamphelpat.

Govindas Konthoujam continued that between the beneficiaries, bank and KVI, a chain reaction is required for stronger bonding. Any amount of loan which is sanctioned by bank should be repaid to confer a trust upon KVI to provide more loans to the beneficiary in the future, he added.

Apparently, most of the beneficiaries did not repay their loans collected from the bank which make the bank lose confidence in sanctioning loans which will be a great loss for the loanees, he stated.

He further said that to make repaying loans easier for the PMEGP beneficiaries, the department have decided to give the loans in smaller amounts and also to confer a trust to the banks.

As compared to the previous years, this year’s exhibition has earned more income as a total amount of around Rs 17, 07,783 was transacted which is a great achievement of the KVI as well as the efforts of the PMEGP beneficiaries.

Principal Secretary, commerce and industries, O Nabakishore Singh asserted that by the coming of Look East Policy and the international flights, the state will become a commercial hub. Everyone must grab the opportunity by engaging in their fields of expertise or start up new enterprises without wasting time, he stated.

IMPHAL, November 10: During the last four days, a marked acceleration has been witnessed in the overall construction of infrastructures and preparation for the Manipur Sangai Festival 2013 at Hapta Kangjeibung Imphal East Distict.

An Imphal Free Press team that went to Hapta Kangjeibung, at Palace Compound today noticed that the construction of approximately 600 stalls along with food courts has made progresses.

The construction work has been taking place under the aegis of the state Commerce and Industrial Department with MANIDCO being handed the task of construction of stalls in adherence to the blue print.

The technical assessment of the stall construction is maintained by Manipur Industrial Development Co-corporation (MANIDCO). And it assigned the actual building of the stalls to contractors of different tent houses. The Tourism Department has given the contract for construction of food court stalls of the festival to a small women agency called apex Handloom and Handicraft Artisans Co-operative Ltd for this year.

The Imphal East district security personnel in civvies has been deployed and security tightened for the festival in the area and precaution taken so that anyone who enters the campus passes through a metal detector test at the main gate of the campus.

The police have been conducting frisking exercises in and around the festival ground. The imperativeness for tightening the security in the area is tied to the horrific incident that took place during the 2011 edition of the festival when a rickshaw driver was killed in an explosion just outside the venue.   

According to the source, the southeast side of the campus will accommodate 200 premium stalls while the horticulture stall will occupy the adjacent space. On the western side, there will be 10 stalls for the officials, adjoined by the food court with a total of 100 stalls.

On the northern side, in the immediate vicinity of the main gate 300 standard stalls will be erected, and the extreme northern end has been reserved for MMTA. In the centre of the park, a space with a dimension of 15 X 15 square feet will attempt to attract the visitors with a festival theme.  

The roofs of the tent are almost nearing completion but the separation of walls of the stalls is under process.

The source said that the construction is progressing with power drawn from generators as there is no regular power supply available. Few technicians are engaged in installation of luminous decorations on the road side of Palace Compound.

IMPHAL, November 10 (NNN): The All Tribal Students Union, Manipur (ATSUM) under the `leadership` of its president Muan Tombing is all set to begin its second phase agitation under the code name `Reckoning of the Other` (ROTO) from midnight of November 11 banning all the national projects in Manipur including the ongoing railway line construction in Tamenglong district.

According to ATSUM general secretary Vareiyo Shatsang, the chief minister during the 4-hour long meeting with the student body on June 12 this year had given assurance to address the demands raised by the tribal student body but till date nothing concrete is done.

“The frequent comments of the chief minister ching-tam amatani (hill and valley are one) is a mere lip-service and we realised it,” lamented Muan and Vareiyo. They alleged that there have been `bureaucratic manipulations` and ramification of the constitutional provision enshrined in the Constitution of India. “For instance, Article 371-C i.e the Hill Area Committee (HAC) has not been made functional by the government of Manipur for fear of sharing more or less equal power (between the hill and the valley),” further alleged the ATSUM leaders. ATSUM leaders then lauded the United Naga Council (UNC) movement against the holding of elections to the Autonomous District Council (ADC) in 2010. The UNC had declared the 3rd Amendment of the ADC Act, 2008 as null and void.

Regarding the notification of the state government on certain appointments, the ATSUM asked as to why the Manipur government is always infringing and manipulating the `Principle Act` by issuing repeated order on June 12, 2013 which reads `DPC for appointment of Grade III and IV should be obtained for approval of the government. “It is for every right thinking citizen, lawyer and bureaucrat to understand that ADC is not a department. It is more or less a semi government which was instituted simultaneously with the inauguration of statehood in 1971-72 and is therefore an autonomous institution having its own Act and rule,” pointed out ATSUM.

Meanwhile, the ATSUM leaders reiterated their demands that the condition of educational atmosphere in the hill districts is improved by appontmenting or recruitmenting adequate teaching and non-teaching staff and necessary infrastructure for schools in the hill areas. In this regard, ATSUM also demands for the setting up of B. ed centres in the hill districts. It then demanded for the early solution to the Indira Gandhi National Tribal University (IGNTU) crises.

Another demand of ATSUM is the improvement of healthcare in the hill districts by makeing all PHSC, PHC, CHC and DHC functional. It demanded that proper equipments with required specislist doctors and nurses in the district hospitals of the hills be posted.

One prime demand of ATSUM has been to establish a separate state Commission for Scheduled Tribe (ST) in Manipur.

ATSUM also said ST reservation norms as per the latest roster be adhered.

It further demanded for encouraging equitable development through special economic package for the hill areas of Manipur.

Effective governance of the hill areas also another key demand of the tribal student body.

According to ATSUM, to have effective governance there are certain areas that should be revamped.  

Securing the proper functioning of the Hill Area Committee (HAC) and requiring the Governor of Manipur to discharge his special responsibilities under 371-C  of the Constitution on India is one area. To bring the present Autonomous District Councils (ADCs) in Manipur at par with other ADCs in the North-Eastern states of India is also one of the areas.

ATSUM also said re-organisation (Delimitation) of assembly seats on the basis of the latest population census and sharing 30/30 seats between the hills and the valley is one area that should be done for the effective governance.

Lastly, ATSUM demands for the protection of tribal rights on land and natural resource.

IMPHAL, November 10: The 63-year old vegetable vendor Chandam Momon was killed without compassion by a young woman acquaintance to rob her gold earrings.

According to police reports, the accused Ningthoujam Thoinu alias Heinu alias Brajeshori, 23, daughter of Kumar of Napet Mamang Leikai struck Momon twice on the head with a knife with full force killing her on the spot. Thereafter, she relieved the victim of her gold earrings and sold them at a jewelry shop at Khwairamband temporary market shed.

The accused was paraded in front of media persons at the office chamber Hushne Jaman, the additional SP (Ops), Imphal East today.

The Addl SP said after getting specific information about the involvement of the person in the crime following the recovery of the murder weapon and a key on November 8 last, a team of district police rushed to Napetpalli Bazar today morning and arrested young woman.

He further stated that during the interrogation Thoinu admitted that she had killed Momon in the evening of November 6 with the intention of stealing the gold jewelry to pay off her debt.  

On the fateful day, Thoinu fetched Momom her meal from a hotel and they spent some time together in the latter’s rented room engaged in a conversation. When Momon mentioned about the value of his earrings during the conversation, it stirred up an evil desire in the young woman’s head to get possession of the valuables anyhow. She waited for the right opportunity to catch Momon off guard and pounced on her striking the lethal blows.     

After murdering the elderly woman she sold off the gold earrings at a shop located at the Khwairamban temporary market shed for Rs 6,700.

It may be mentioned that the partly decomposed body of Momom was discovered in her rented room at Napet Palli on November 8.
