Disqualification of five MLAs demanded

IMPHAL, March 28: The Manipur State Congress Party has initiated steps against the five MLAs of the party who have joined the Congress party, said MSCP vice president Adim Panmei.

IMPHAL, March 28: The Manipur State Congress Party has initiated steps against the five MLAs of the party who have joined the Congress party, said MSCP vice president Adim Panmei.

Addressing media persons at a press conference today at the Manipur Press Club, he said the five Janghemlung Panmei (Tamenglong), Karam Amarjit (Keirao), Nemcha Kipgen

(Kangpokpi), RK Imo (Sagolband) and Paonam Brojen (Wangjing Tentha) were elected with MSCP tickets during the last state Assembly election.

He said the party has apprised the Speaker of the Manipur Legislative Assembly to disqualify the five from being members of the Assembly under paragraph 2(1) (a) of the Tenth Schedule of the Constitution.

Coming back to the present issue of election, he said the five`s exit will not affect the party much.

The party has as such decided to support the Naga Peoples` Front in the upcoming election, he continued.

The president, vice-president, general secretary, secretary and member of the central executive committee will remain intact and there is no question of the MSCP merging to the INC at any cost, he asserted.

Since the party candidate for the Outer seat C Doungel failed to attend the inagural function, it was held under a local leader.

Rev Genlal vaiphei opened the new office for the coming election.

Chief agent of the party, L Kaikam in his speech during the function, said that it would be really fortunate for the people to elect C Dungel as the MP.

Doungel is a man of integrity and principle who cannot sucumb to the lure of money, he said.

Chairman of the party in CCpur Siamchinkhup say that the party is based on general issues and not on Communal issue which will be a good thing for the people of CCpur with diverse community.

Octogenarian Khangembam Mangi Singh, popularly known as Guru Pena Mangi is a living legend of Manipur, an exponent of the Pena. As an artist, the guru has survived the toughest of times, through the ups and downs of life. Born in Lambal, Lamsang in Imphal West district, he started learning Pena from his father, late Khangembam Tomei, who was also a traditional Pena performer. Since the age of 11, Pena remains Mangi`s vital survival tool both for him and his family.

Born and brought up in a poor family, Guru Mangi never had the privilege to go to school. His struggle for survival began the moment his father left the family for another woman.

He grew up spending much of his childhood and teen years helping his mother to keep the kitchen fire burning and following his elders (Pena performers), on various occasions watching them perform. He mastered Pena at a very young age. His professional career as a Pena performer took a sudden turn when he accidentally had the opportunity to perform at the courtyard of the then King Budhachandra, the erstwhile King of Manipur.

“The king summoned ten Pena artists to perform at the royal courtyard, but at that very moment only nine elders could be assembled. Left with no other choice, the elders had to ready me to perform with them”, recalled Guru Mangi nostalgically.  

He noted that Pena performance in those days was a prerequisite item for any important occasion ranging from birth, death, marriage and other rituals. But today Pena`s role seems to be restricted to religious rituals only, Guru Mangi noted.

While elaborating the era of Pena and its compositions that he journeyed through, Guru Mangi revealed that, “Moirang Sai” Traditional folklore of “Khamba Thoibi” was one of the most popular performances but it was banned by King Budhachandra owing to cracks appearing on Thangjing Hills (considered to be a sacred hill in the folklore and as part of the Manipur Tradition). Then came the era of Umanglai, Sanamahi and Laiharaoba, he said.

After his marriage to Yengkhom Mema, Guru Mangi had to manage bullock cart carriages apart from his artistic pursuance of Pena to support his family. He remembers that 12 rupees was the maximum he would earn from bullock cart transportation and 3 rupees through Pena recitations. He had to support his 8 siblings too.

Khangembam Mangi Singh received a sigh of relief on his duty to support his family and also to his dream of keeping Pena culture alive when he joined the Dance College (presently known as JNMDA) Imphal as a Pena performer in 1975. He retired from the same institute as a Guru of Lai-haraoba in 1996.

He was one of the founder members of Laihui, established on 1985. He has toured and performed Pena in many venues around the world, including Mexico, Washington, London, Berlin, France and other places in Asia. He had also acted in Manipuri traditional plays of Moirang Parba and Sumang Leela during 1950 to1970.

Apart from his father, Khangembam Mangi learned Pena from Moirangthem Modu of Lairenkabi, Phamdom Sanajao of Tera Urak, Thangjam Toyai of Lamshang, Tokpam Papu of Sangaiprou, Khumukcham Kanhai of Iroisemba, Yumnam Kanhai of Thoubal, Thokchom Tolomu of Khurai and a few others whom the guru`s ageing mind was unable to recall.

He has presented papers and demonstrations of Pena and Lai-haraoba on various seminars and workshops. He had directed innovative forms of Pena performances of Laihui, namely “Ukai Kappa” (2002) and “Lamjel” (2003).

Many of Guru Khangembam Mangi`s students have achieved many prestigious awards and recognition like National Scholarship and Fellowship given by Ministry of Culture, and Ustad Bismillah Khan Yuva Puraskar given by Sangeet Natak Akademy. Many of his students are performing in many Lai-haraoba functions.

Guru Khangembam Mangi`s dedication and devotion in reviving and keeping alive Pena was given due recognition when the Pena Legend was selected for the Padmashree award 2011 by the Government of India.

The Guru’s other recognition includes the Manipuri Sahitya Parishad Shanman 2010, LEIKOL`s Basanta Bimala Award 2008, Sangeet Natak Akademy Award 2006, Manipur State Kala Akademy Award 2005, Manipuri Sahitya Parishad`s Sangeet Bhushan 2004, Sana Leikham Pena Shanglakpa 2002 of Manipur Pandit Loishang.

Khangembam Mangi Singh`s greatest desire is to establish a school of Pena. He wishes to draw the attention of the state towards this in an effort to revive and retain the Pena Tradition.

Despite his retirement he is holding the post of Sana Leikham Pena Shanglakpa of Manipur Pandit Loishang, Guru of Laihui and altogether 80 students are currently taking Pena lesson under him.

Presently Guru Khangembam Mangi Singh is living with his wife and two of his children at Thangmeiband Lourung Purel Leikai, Imphal West.

The event of the jubilee held under the theme, ‘Bethel’ Gen. 28:18-19, started at the village Ralruwng also known as Larong with a dedication of the church building by executive secretary of the Anal Naga Baptist Association (ANBA), rev KL Tangthu while attending the occasion as the administrator in the presence of ANBA president RD Kanthung Anal and his cabinet staff, pastors, evangelist and missionaries, ordained ministers and officials of the Anal Theological Association (ATA).

MLA of 41 a/c Chandel, St Nunghlung Victor, president, CNPO Ws Kanral Anal, ANTA president Wng Kohring Victor and village chiefs too attended the celebration.

The act of building dedication ceremony was followed by unveiling the Jubilee monument erected and releasing of white doves and balloons that was administered by former pastor of Ralruwng Baptist Church, Rev Ts Lovejoy.

Then, convener of the celebration Committee Wng Thumdal in his welcome and introductory speech announce the names of individuals to be remembered and honoured as pioneers for bringing the light of Gospel to the village, and on the other hand.

A souvenir, ‘Bethel’ to mark the celebration of the 75th year of the Lord’s leading, prepared by the Church was also released during the occasion by the executive secretary of ANBA rev Kl Tangthu as the administrator.

Interestingly, Jubilee Choir Chengkhu Baptist Church inspired the gathering with their beautiful rendering of jubilant songs throughout the programme.

IMPHAL, March 28: As part of the three month long observation of the 70th Anniversary of the Battle of Imphal WW-II, “Seizure of Imphal” by the Imperial Japanese Army during the 2nd World War (WWII) on March 28, 1944 at Kangpokpi 45 kilometres away from Imphal, was observed today.

The day witnessed a photo exhibition on 2nd world War and various dance troupe performing clutural programs.

Speakers at the function stressed on the significance of organizing the function.

Kangpokpi is the location where the Japanese imperial Army`s 15th division cut the vital imphal- kohima road on March 28, 1944 during the Second World War.

The action was carried out by two companies of the 3rd battalion, 67th regiment, also known as the Honda Raiding Unit under Captain Honda.

The cutting of the road led to the surrounding of the allied forces in and sound Imphal plain by Japanese Army. The siege of Imphal by Japanese forces lasted nearly 3 months.

In the commemoration function Haojakham Chongloi, chairman Kangpokpi Elders Forum, Seimang Khingsai, president Kuki Inpi, Sadar Hill and Arambam Angamba, co-convenor, organizing committee attended as chief guest, guest of honour and president, respectively.

India’s Look East Policy evokes different responses from different quarters. First, there is the Panglossian school of thought in which many presume that the policy in its wake will bring all round development to the North-east region. Then, there are the opinions of those who are asking for a more cautious approach towards the policy which is being much bandied around off late.

Buying into the rosy picture adumbrated by foreign policy mandarins would prove catastrophic as the people of the region, the most important stakeholders of the policy were not either taken into confidence or consulted despite the assertion that the policy was initiated for their development. A panoptic critique is the need of the hour, as in its current form, the policy looks detrimental to the people of the region. Proactive deliberations by various stakeholders in the long run will prove prudent.

Those enchanted by the policy are soft selling it as a precursor to the good times that will follow in the region. The state, devoid of any proper medium or big scale industry, is all geared up to be promoted as a tourist destination. However enticing that idea may sound but we don’t have a proper mechanism in place where we can gauge the carbon footprints going to be left over by those innocuous tourists. The Thailand model of tourism development is gaining traction with a lot of policy makers. We also need to take into account that the South-East Asian country compelled to rely on tourism as a major source of income was chastised for pushing its children into prostitution by the then visiting American Secretary of State, Madeleine Albright aftermath the Asian financial crisis. It was turned into a tourist destination by default rather than by design. It now earns 70 percent of its foreign exchange from tourism. We need not go into on why Thailand is a popular tourist destination.

A distinguished East Asian and South East Asian foreign policy expert posited in an international conference held recently at the Manipur University that the North-east is the epicentre of the Look East Policy. He also went on to add that India will promote anything in which ASEAN is the pivot drawing attention to American President Barack Obama’s suggestion four years ago during his visit that the country should ‘act’ east instead of looking east. Bertil Lintner’s in his book ‘Great Game East: India, China and the Struggle for Asia`s Most Volatile Frontier’ has insinuated that the region will act as an important theatre of engagement between the new emerging world powers. The two taken together shed light on how India’s foray into the east through the North-east is not only out of a sheer concern for the development of the region but a compulsion made more urgent by Beijing making rapid strides in spreading its tentacles around its southern neighbour. We agree that the country with its ever burgeoning population need to tap into the huge ASEAN and North-east Asian market and many foreign policy pundits find little difference between a country’s foreign policy and economic policy.

The trilateral highway connecting India, Myanmar and Thailand begins in Imphal and many consider it as an indication of the primacy the state enjoys in India’s Look East Policy. But, training young students with proper formal education as masseurs and spa therapists is not a great way to begin with. The new Silk Route may pass through Imphal but we must not reduce ourselves to those travellers across the deserts who are deceived by a mirage for an oasis all too often.
