Q. Dear Madam, this is about my eight years old son. He easily gets distracted during his study, though he will concentrate well when he has the mood. His 11 years sister is quite the opposite. Is there something wrong with his personality? Kamlesh, Wangkhei, Imphal (E).

Ans: Dear Kamlesh, it is very natural for small kids to shift attention very often. There is nothing wrong with his personality. However, if it gets too often then there are some tips which you can follow. Give him enough freedom of space and let him pace up and down while reading his books loudly. He can even engage in an activity he is interested while in study. Let him change position often or even shift subjects when he gets bored. The secret is to make study fun. Lastly, avoid comparing between siblings as they are different individuals with different capabilities and limitations. Comparing only instigates sibling rivalries which are often difficult to manage.

Q. I am a home maker, middle aged. I have had physical problems since the past ten years. Doctors have told me that there is nothing to be worried about as my problems are not serious. But I have doubts. My children are all grown up, reading in high school. My husband takes proper care of me. What is troubling me is that I can’t control myself when I have this problem of sudden irritation without reasons. Should I try sedatives? Please help. Name withheld, Langol Game Village.

Ans: Dear Madam, an exact mention of your age would have been substantially beneficial for giving the right suggestions. The reasons for irritability can be quite an external factor which is dependent on your environment. One of the reasons can also be internal- due to hormonal changes and physiological discomforts. I would advise you to consult a medical doctor and get some routine tests done to rule out the biological factors. Also, psychotherapy which includes training for anger management and stress reduction is most needed for you. Medications are advised only when the situation is too overwhelming for you to handle which I believe is not the case for you right now.

Q. Dear Madam, I have a friend who loves to talk of so many philosophies. We are in college first year. We have been friends since school days. But I have started disliking his talking habits of late. Does he need counseling? Kh. Byron, Loklaobung, Imphal.

Ans: Dear Byron, first of all I’d say you are very lucky to have a friend with whom you can engage in dialogue on philosophies. But I can understand how you are feeling when it won’t stop. I would suggest that it would be much better if you undergo a ‘social skill training’ or an ‘assertive training’ so that you get to handle this situation and many more similar ones to your advantage. Through that I’m sure you will be better able to affirm your point of view or differences without offending or threatening the other person. Furthermore submission by letting him ignore your opinion can lead you to stress and this can be avoided.

Q: Madam, could you please explain what is bipolarity? I have tried looking through the internet but there are full of technical languages that I can’t understand. Is it same with depression? Name withheld, Thangmeiband Imphal.

Ans: Bipolarity or bipolar disorder is a psychological condition where a person experiences both episodes of elevated mood of euphoria- wellbeing and positivism and episodes of depression or sad feelings. Both these episodes are often unrealistic and can affect a person’s daily functioning. Reasons are mainly biological but environmental factors like stress, childhood adversities and dysfunctional family backgrounds can pose a high risk. Very often it is confused with similar conditions like attention deficit hyperactivity disorder, major depressive disorder, certain personality disorder etc. Management of bipolar condition can be done by medication after proper psychological assessment and also psychotherapy by mental health professionals.

Recently, there was an ‘exclusive’ report in a vernacular newspaper Sanaleibak. The story was of an incident which occurred at Loktak lake in which some officials of the Loktak Development Authority (LDA) approached a settlement area on motorboats and tried to dismantle the huts built on the floating vegetation forcibly. It continued that some 50 women ran out of these huts without any clothes on, thus shaming the LDA officials to shy away.

This report was challenged by the All Loktak Lake Fisherman Union of Manipur (ALLAFUM) and a press conference was held in the regard at Manipur Press Club. The irate womenfolk whose subsistence is derived from the lake were righteously irked with the news. They clarified categorically on the impossibility of such an incident taking place at the lake without their notice, plus it was pointed out that the news report had quoted the source of the news as culled from an LDA official. The women told media persons that the image of the women around the Loktak area were tarnished by the news and demanded a clarification from the concerned publication.

Post the conference, the activists saw the morning editions. Most of the reports were toned down to such a level as akin to killing the story and burying it in the inside pages. Some popular publications even left out the news of the press conference. The local media made it a point that the name of the paper was omitted and politely termed it as a “vernacular paper”, which if not for the strictures by the All Manipur Working Journalists Union, AMWJU, in all fairness and natural retribution should have been clearly mentioned.

The media has a role of providing information to the masses and if possible with strict adherence to media ethics. Ethics in the media is always practiced on a self regulatory basis beside the ground rules laid down by the Press Council of India (PCI). One of the main objectives of a free press is to maintain neutrality and the news to be printed after taking both sides of a story. Though, sometimes this may also be problematic according to the type of news to be culled, as for instance; a bomb may explode and one cannot dig out the perpetrator without the latter claiming the incident though a medium of communication.

However, a story which has merit should be investigated in detail and this should remain a major prerogative of the ethical scribe. All reputed media organizations should guarantee this condition. This is so as to avoid nepotism and to do justice to the story, hence leading to democratizing the media.

But, in this land locked state, the advent of mass communication may have come a long way from Hijam Irabot’s cyclostyled ‘Meitei Chanu’ in 1922 to the new wave printing technology of present.

But, despite the quality upgradation in printing machinery, the same cannot be said of the reportage or editing policies. There seems of a certain lacking with the operations of the local media. The aforesaid reportage of the Loktak dwellers which were obviously not in tandem with the finer ethics of media is an example. The fishers of the lake have a legitimate right to voice their grievances to the papers and further publication, as their statement or allegation against said paper holds much water. As a matter of fact, the said newspaper should have been made compelled by the law to publish an appropriate and proportionate apology at exactly the same spot on the front page that the contested news was published. For this to happen, the complainants should have invoked the relevant law by filing a defamation suit, in a relevant court of law. Such a recourse would have ensured a more legitimate, wider and fuller coverage of the event in all newspapers of the state. Once the matter becomes a legal issue, the media would have been bound by the law’s course rather than be restricted by the AMWJU custom. It would have been legally established beyond all reasonable doubt whether the report by the said newspaper amounted to slander or else the women were making unsubstantiated allegation. However, even if the matter was not taken to this length, it still remains a matter of debate whether the rest of the media should have exonerated the newspaper in question so lightly for what is now deemed to be false and damaging on the reputation of these women.

Indeed, killing the story or burying it unceremoniously just points to the obvious that the some of the heads of the editing staff are not up to the mark and their competency level is just mediocre. It surmounts to such a manner that the media remains untouchable and the media houses need to hug up one another despite making inexcusable mistakes. The local rule laid down by the journalist union that the name of a publication cannot be put in another paper borders on nepotism rather than unity. It bogs down the rightful voices and upholds the sordid impunity of a media organization. Such unprofessionalism and the behavior which makes one look at the media as a ‘mafia’ has to be checked and the some of the top editorial ‘cartels’ needs to be ousted to herald in a free and neutral media.

It is felt that the practice of every principled scribe is also to challenge authority, sometimes to usher in development and do away with corruption, and it cannot be said that the media as a whole is untainted. The media houses should learn to be courageous and be capable to confront the devil himself, provided for the right and just cause. The photos of Rubina and Sanjit who were killed at Khwairamband bazar and the photos of Sanjit’s fake encounter appearing in the Tehelka magazine instead of a local publication exemplifies the bravado of the local media head honchos.

There is a saying in Meitei dialect, “Shaheileitabajaga da kae-gaenayumbioi” or roughly translated means that, “In absence of quality timber,one has to make do with twigs for pillars.” Rampant corruption and mediocrity bogs down our society from ushering in quality development. It is time that the zombic silence of the public be broken and the righteous voices of the masses be heard and echoed to all, to herald in a better tomorrow.

Governor takes proactive stance on development during maiden Chandel visit

CHANDEL, June 6: The Governor of Manipur, Vinod Kumar Duggal for the first time visited Chandel District Headquarters and inspected various developmental works taken up in the district today.

The Governor was accompanied by Chandel MLA Nunghlung Victor, principal secretary, Works, Ram Muivah and other officials. Chandel DC Th Chittaranjan Singh, SP, E Priyokumar Singh and other district officials were also present during the Governor’s visit.

“As I promised to visit the District Headquarters only after the government sanctions the amount for repairing the District Headquarter road. I came today because the government has sanctioned the amount to repair the road,” VK Duggal told people of the district.

“And I can come by helicopter but I choose to come by road to experience the hardships faced by the people while traveling the deplorable road and get myself hurt.”

Rs 12 crores have been sanctioned for the development of the Pallel-Chandel Road by the government and work would be started soon, he said when asked about the development work of the road.

The Governor also met with representatives of various CSOs, chiefs, district level officers during his maiden visit. Several organisations also submitted their respective memorandums.

He visited the District Hospital, District Sports complex, Autonomous District Council Office as well as the Mini Secretariat buildings.

At the district hospital, the Governor enquired the chief medical officer about the working condition of the hospital.

The Governor talked with other staff of the District Health Society, Chandel.

The Governor also visited the hospital ward and interacted with a patient.

After inspecting the ongoing construction of the 100 bedded District Hospital, he was assured by the contractors that construction works wold be completed on or before the month of October.

And at the District Sports Complex, the Governor questioned the assistant engineer for the delay in the completion of construction work of the Mini Stadium.

The Governor expressed his disappointment while interacting with staff of the ADC Chandel led by their CEO, on learning that some of them were irregular in their attendance while, many failed to provide satisfying answers to questions related to their department.

The Governor was even more disappointed when during an interaction, a District Level Officer, who had been posted some three months back to the district, was unable to name a river used as source of water for the district.

He expressed hope that his views expressed in the meeting with the DLOs would help them motivate themselves and deliver better services which the people need.

He further stated that things should have change when he comes back in October.

The Governor and his entourage decided to travel by the pathetic and deplorable Pallel–Chandel road to reach the head quarter town.

IMPHAL, June 6: The Delhi Police has set up a Special Cell to address policing issues pertaining to the people of North East with its office at Nanakpura, Delhi to be supervised by Kime Kaming, DCP/4th Bn, informed a press release of the Home Department, Manipur.

It said a special Help-Line (1093) for attending/accepting distress calls from the people of NE has also been made functional.

“It has been reported time and again in recent years that people hailing from North Eastern States who are residing in the metropolitan cities are facing racial discrimination.”

The ministry of Home Affairs, Government of India had constituted a committee with Member North East Council, (retd IAS) MP Bezbaruah as its chairman and four other retd IAS officers as its members, and deputy secretary, MHA S Saha as member secretary, informed the release.

Further according to the release, joint commissioner of Police, Delhi Robin Hibu will also be in the MHA team to assist the committee.

It said, the committee will examine various kinds of concerns, including the concerns regarding security and discrimination against the people hailing from the NE states and will suggest measures to be taken by the government and legal remedies to address the said concerns.

It also said that the Delhi Police have filed charge sheets on four cases during the current year, where the victims had been from the region.

In connection with an incident relating to altercation with girls and boys hailing from Manipur and local residents in the area of PS Kotla Mubarak Pur, South District, a case has been filed under FIR No. 66/14 dated

January 25 u/s 323/352/354/394/427/509/34 IPC PS KM Pur. The charge sheet of the case has been sent to the Court of MM, Saket Court, New Delhi on March 21 for judicial verdict.

In connection with the alleged rape of a minor girl belonging to Manipur, a case has been filed under FIR No 98/14 dated February 8 u/s 363/366A/376(2)(i)/323/342/509 IPC, Section 4 of POSCO Act read with Section 3 of SC/ST (POA) Act, PS Vasant Vihar, it said.

The charge sheet of the case has been sent to the court of ASJ, Patiala Court, New Delhi on February 27 for judicial verdict, further continued the statement.

Further according to the statement, regarding an incident relating to the thrashing of two Manipuri youth by locals in the area of PS Ambedkar Nagar, a case has been filed under the case FIR No. 89/2014 u/s 323/341/34 IPC (South East District). Its charge sheet has been sent to the Court of MM, Saket Court, New Delhi on March 23 for judicial verdict.

The press release of the Home department has also said that the charge sheet for the case of one Khupsiangen alias Gen,22, son of Lt Sh Chinkulin, resident of C-77, Paryavaran Complex, Saidulluajab, New Delhi under case FIR No. 205/14 dated February 11 u/s 394/397 IPC PS Meharauli, Delhi has been sent to the Court of ASJ, Saket Court, New Delhi on March 21 for judicial verdict.

IMPHAL, June 6: Shija Hopsitals and Research Institute (SHRI) under a joint initiative with Sarva Shiksha Abhiyan (SSA), State Mission Authority, Manipur will perform free corrective surgeries for children with special needs.

Ng Bhogendro Meitei, Additional state project director (SSA), State Mission Authority informed the media in a press meet at SHRI that the scheme was initiated by SSA mainly for differently abled children who faced social stigma and for giving them opportunities to attend schools like other children.

“Normal people should treat differently abled children like any other children and should not let them feel inferior for what they are, and society should cooperate, support and change its perspective towards them.”

He also stated that SSA is providing free corrective surgeries for children under 6 to 18 years with post burn contracture, wry neck, cystic hygroma, ptosis, squint, clubbed foot, cong cataract, microtia, bow leg and low vision under the Inclusive Education for Disabled (IED) scheme.

During the press meet, Dr Palin said that 30 children are already approved under SSA for undergoing treatment and surgery, and among them five children have already been operated.

He further added that the free treatment for 2014-2015 has started since April 2014 and will continue till the month of March 2015.

He also said that Shija Hospital will give 20 percent subsidise to all the patients coming under such SSA schemes.

IMPHAL, June 6: A combined team of the Thoubal District Police commando and 2 Assam Rifle personnel conducted house to house search operations at Nongbrang, Ngamukhong and Somrei village under Yairipok Police Station in Thoubal district yesterday from 3pm till 7 pm.

The cordon and search operation was conducted under the supervision of Sarangthem Ibomcha, additional SP (Operation) Thoubal District led by inspector Anand Officer In Charge of Thoubal district commando along with the personnel of 2 Assam Rifle led by lieutenant colonel Naveen.

During the house to house search operation at Nongbrang, Ngamukhong and Somrei village, every villager was verified by the security team.

One person was detained during the operation.

On the other hand, a combined team of Imphal East District Police, 7 Manipur Rifle, 4 IRB and personnel of 30 Assam Rifle conducted search operation at Khabeisoi area under Porompat Police station and detained six persons and handed them over to the Heingang Police Station this morning.

The cordon and search operation was conducted under the supervision of Singhajit additional SP (operation) Imphal East led by inspector Achouba Officer In Charge, Commando of Imphal East district along with the personnel of 7 Manipur Rifle, 4 IRB and 30 AR.

Six persons who failed to produce proper verification identity proofs had been detained by the police team during the search operation and handed over to the Heingang Police Station for further verification.

IMPHAL, June 6: Oil Tankers in the State will start parking at the Consumer Affairs, Food & Public Distribution campus, Koirengei from tomorrow leaving their old parking spaces at the Inter State Bus Terminus, Khuman Lampak.
The step, according to sources has been taken up under the initiative of the CAF&PD minister M Okendro.

Sources informed that under the All Manipur Petroleum Tankers and Drivers’ Union, there are 590 oil tankers procuring fuel for the State from outside.

The tankers include those transporting petrol, diesel and kerosene and without the gas bullet tanker and Air Transport Fuel (ATF).

It is also learnt that while, the gas bullet tankers are parked at the Nongthomband Gas Bottling Plant, ATF Tankers are parked at the Airport.

The process of shifting of parking space for the tankers from ISBT to Koirengei will be initiated from 9am, said sources.

However, several tanker drivers and handymen have been apprehensive due to the size of the CAF&PD Koirengei campus.

Several drivers and handymen said the campus is too small to accommodate the tankers to park there.

They said even though some of the tankers may stay off road, at most time more than 200 tankers excluding the tankers that are on the road to procure fuel will be parked at the campus.

And during bandhs, blockade, general strikes the number of parked tankers will increase, they echoed before complaining that at the most a 100 tankers can park at the campus at one time.

The drivers and handymen also lamented that the shifting of parking lot to be initiated from tomorrow is on trial basis and not on a permanent basis.

They advised that it is better to find a suitable location for once and all, instead of frequent changing of place.

Briefing media persons in a press meet at the Manipur Press Club, KSO president Doumang Haokip said that the students’ body was not against any organisations, adding that Kukis civil societies of Chandel unanimously adopted a resolution on June 4 at Munpi village Sugnu to maintain peace and harmony among different communities.

He, further, stated that the KSO Chandel would remain firm in its stand to bring peace and harmony in Chandel.

The students’ body will work in collaboration with other social organisations in order to safeguard the Rights of the Tribal especially within the Kuki inhabited areas, he said, appealing both central and state government to stop using the divide and rule policy between the Kukis in the state particularly in Chandel.

Speaking to the media at her Langol Tarung Grace Colony residence, Golmei said soon after the gunshots were fired, she heard the sound of a vehicle speeding away.

Locals informed her that the assailants were seen coming in an Alto car and a Pulsar Bike, she said.

She further condemned the attack and appealed to the authorities concerned to look into the incident.

Panti Golmei further appealed to all those involved in the attack to clarify the act and not to repeat such violence in the residential areas.

She further said that any misunderstanding can be settled through talks instead of violence.

Such violence only creates a fear psychosis among the local populace, she added.
