If reports of the Union Surface Transport and Shipping Minister having made an assurance to members of the State BJP recently to sanction Rs 15,000 crores for expediting the development works of the national highways in Manipur is true, a report that this local daily was one of the first to carry, then it is good news for the people of this long beleaguered state.

“American roads are not good because America is rich, but America is rich because American roads are good.” This paradoxical yet profound statement attributed to former American President John F Kennedy lays stress on the socio-economic development that developing the infrastructure of roads could achieve. Nitin Gadkari, the Union Transport Minister credited for creating one of India’s first express highways – between Bombay and Pune – and also responsible for the landmark Bandra-Worli sealink project apparently loves to quote this statement.

The National Highways Connectivity Company Ltd (NHCCL) which was set up specifically for upgrading and widening national highways for regional connectivity in the North-east region by the new government at the Centre will start developing the national highways in Manipur on a war footing from October to coincide with the proposed visit of the Union Minister.

Even if it’s too early to say whether the Union Minister will be able to deliver on his promise of completing the development of the highways within six months but he certainly does exude a sense of commitment and urgency to get things done which is entirely missing from politicians of the State.
The proposed completion of the national highways in Manipur by handing over its development to NHCCL from the Border Roads Organisation is welcome but nobody has mentioned anything about the security risks that travelling in these highways pose. The government also must address this security challenge by setting up a Highway Protection Force, an idea which has long been doing the rounds.

Closer home, the building of smooth asphalt district and inter village roads without bumps and potholes is the responsibility of the Public Works Department. Many major thoroughfares in Imphal are in deplorable conditions. They take the appearance of dust bowls in summer and are a nightmare to commuters during the rains. People are so used to this state of affairs that they have forgotten to demand what is rightfully theirs. It is within the powers of the State PWD to rebuild these long dilapidated roads and create better ones. The usual response to such questions is that the government doesn’t have the financial resources to do so. An alibi simpler than that would be hard to find. But we continue to believe our Ministers and elect them back to power again and again.

Now coming back to the Union Transport Minister, a post-graduate in commerce with a law degree and a diploma in business management, he enjoyed the reputation of implementing ambitious projects and completing them before time at extremely low costs during his tenure as the PWD minister in Maharashtra. It is worth asking why is it that our State elects only semi-literate politicians whose idea of being elected representatives don’t go beyond earning a few fast bucks by using the powers bestowed on them.

State pays fitting tribute to freedom fighter Jadonang

IMPHAL, August 29: Haipou Jadonang had dedicated his life for the people of the State in general, and particularly the Zeliangrong community. It is because of his spirit of defiance that the Zeliangrong are still able to preserve and protect the rich culture and custom. Today’s youths should follow his footsteps.

This was stated by deputy Chief Minister Gaikhangam, during the observation of the 83rd Death Anniversary of freedom fighter Jadonang, today at Jadonang Memorial Park, Keishampat Imphal.

Respected figure of social work in the State, Th Iboyaima, MLA Tamei, Vice Chairman Hills Area Committee J Kikhongbou Newmai, MLA Tamenglong P Janghemlung and former Union Home Minister State K Meijinlung were also present in the observation.

The State leaders, invitees and many people from all walks of life paid floral tributes and observed two minutes silence as mark of respect to the departed freedom fighter.

It may be recalled that Jadonang was born at Kambiron village in Tamenglong district in 1905 and he was a Zeliangrong by birth. He was hanged to death by the British on this day, August 29, 1931 at the present Memorial Park on charges of high treason and waging war against the British Empire.

Gaikhangam today, once again declared the July Cabinet resolution of naming a Railway substation after Haipou Jadonang, which is now undergoing construction. He also said that a nine feet tall bronze statue of Jadonang, with an estimated cost of around Rs 50 lakhs will be ready before the coming anniversary.

Meanwhile, the anniversary was also observed at Langthabal Chingthak village organised by Kalyan Ashram Manipur.

The occasion was graced by Karam Shyam Singh, MLA Langthabal as the chief guest, Kripa Prasad Singh, vice president, Akhil Bharatiya Vanavasi Kalyan Ashram as the president and A Brajakumar Sharma, of RSS an Dr Bilashini as guests of honour.

During the occasion Dr K Lamalu Assistant Professor, Department of Adult Education MU narrated a brief history of Haipou Jadonang and patriotic songs were also presented by the Kalyan Ashram students.

Speaking at the function Kripa Prasad Singh said that all the institutes of Kalyan Ashram in India observed the 83rd death anniversary of Jadonang as he is also one among the freedom fighters of the country who deserves great respect.

The programme committee of Haipou Jadonang Death Anniversary Observation 2014 also observed the 83rd death anniversary at Tarung Committee Hall.

The occasion was attended by J Kikhongbou Newmai, vice chairman, Hills Area Committee, MLA Tamei A/C as the chief guest, K Humaliabou, chairman ADC, Tamenglong as the guest of honour and Ningthaodai Gonmei, former president, All Zeliangrong Students Union as the president and Akham Gonmei, research scholar as the main speaker of the occasion.

Adding luster to the occasion, the Zaliangrong Student’s Union Southern Area Manipur has also observed the 83rd Haipou Jadonang Death Anniversary at Gilgal English High School, Loktak Project under Churchandpur District, said a statement.

With the observation the 2nd Jadonang Memorial Painting Competition which was sponsored by the NHPC Ltd Loktak Project under the theme “Mother Nature: the giver of life” and Beauty of cultural diversity” were also held today. Students from many schools studying in the area participated in the competition.

In the function Dr Thuanreilung Phaomei asserted that Jadonang was not only freedom fighter of Zeliangrong community but also a national freedom fighter too. He was wrongly accused and hanged to death by the British.

In the function Isaac Vungkhunlal Deputy Manager HRD NHPC Ltd , Kabidim Pamei chairman Gilgal English High School were also present. Later prizes for the competition were distributed to the students, added the statement.

According to a DIPR statement, State chief secretary PC Lawmkunga presided over the official function which was also attended by Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam, council of ministers, speaker, chief justice Manipur High Court, parliamentary secretaries, MLAs, DGP and other police and civil high ranking officials.

VK Duggal took oath as the 14th Governor of Manipur in December, 2013, it said.

Meanwhile, the Governor VK Duggal in a press statement said, “It has ben a matter of great honour and privilege for me to serve the nation and the people of India in different capacities with total commitment, dedication and humility for well over four and a half decades.”

He said he is grateful to the government, all the political parties and the people of Manipur for treating him with great love, affection and respect during his tenure in Manipur and wished the State the very best in future.

The Governor also expressed his wish to assist the State and the people to achieve the goals of further growth and prosperity.

“I do believe that effective public service can be rendered not only from high positions and offices but from any individual member of the society.”

“All Indians, indeed, have to do their best in whatever capacity they can, to ensure the country continues to grow and attains the heights it richly deserves,” stated the Governor.

HC rejects ousted RIMS director’s stay order plea

IMPHAL, August 29: A single bench of the High Court of Manipur today rejected Dr S Sekharjit’s plea seeking a stay order of his removal as RIMS director.

Dr Sekharjit had challenged his premature removal citing that he was not informed of the actual cause of his removal and pleaded the court to pass an interim order to stay the removal order.

The hearing of the case (No WP (C) No. 638 of 2014) had started yesterday in the court of Justice N Kotishwar, but the judgement with regards to the plea was reserved by the court.

Continuing the hearing today, the court rejected Sekharjit’s plea citing three grounds.

It may be mentioned that Dr S Sekharjit Singh was removed prematurely from the post of director, Regional Institute of Medical Sciences (RIMS), by an order of the Ministry of Health and Family Welfare (North East Section) issued on August 25. Subsequently, he filed a case before the High Court of Manipur on August 27.

It may be noted that according to an order signed by a deputy secretary of the ministry, Shekarjit was “relieved of his duty as director with immediate effect,” and Prof Chongtham Arunkumar was to take charge of the post.

The court also served show cause notice to the respondents of the case returnable within four weeks.

The new director Dr Ch Arunkumar, officially took charge of the post at 1 pm of August 26, at the RIMS administrative block.
