IMPHAL, October 11: The revolutionary movement launched against India is not only to free ourselves from the colonial yoke, but it is also to join the global race in development.

IMPHAL, October 11: The revolutionary movement launched against India is not only to free ourselves from the colonial yoke, but it is also to join the global race in development. Sovereignty means development, and vice-versa.

A conglomerate of six proscribed organisations, Coordination Committee, CorCom consisting of KCP, KYKL, PREPAK, PREPAK (Pro), RPF & UNLF in a statement signed by its media coordinator H Poirie has stated the above statement in connection with its `National Black Day`™ observation on October 15.

The CorCom in the statement has appealed to the people to support as well as to take part in the movement, reiterating that only collective struggle can decide the destiny of the people.

It continued that `National Black Day`™ will be observed on October 15, as part of the movement and accordingly State-wide general strike has been called on the same day, starting from the midnight intervening night of october 14-15 till 6:00 pm of October 15. CorCom has appealed for people`™s cooperation on the said day. All kinds of activities in government or private establishments, commercial activities, entertainment and movements on the roads are prohibited during the strike. However, medical emergencies, religious rituals and media functioning will be exempted from the strike, said the statement.

Eliciting the genesis of the sovereignty movement, the statement further said that the foundation for democratic political administration was laid, with the institution of the Manipur State Constitution Act in 1947. This was even before the British left

Manipur (kangleipak). And for the first time, democratic election was held in June 1948, followed by formation of council of ministers on October 18, 1948 at the durbar hall of Kangla.

It said this democratic set-up was trampled upon by the Indian government by forcing the then King to sign the `Merger Agreement`™ on September 21, 1949 at Shillong. With the signing of the agreement, Manipur came under the colonial regime of the Indian State on October 15, 1949.

The statement added that the people of Manipur were against the said agreement at the time of signing it, and people have thus stood against it till today, by carrying forward the sovereignty movement.

It continued that there has been lots of public discussion regarding the `merger agreement`™, and the discussions have unanimously agreed that it was forceful annexation of Manipur by the government of India.

Aggression and annexation are not allowed by any of the United Nation`™s systems. There have been instances of countries achieving sovereignty with the assistance of the UN. The right to self-determination of the people has been clearly laid down in the UN Charter on International Covenant on Civil and Political Rights. Till this date, the right to self-determination of the people of Manipur has been trampled by India, added the statement.

Strike out the stroke

Stroke is a medical emergency, which occurs when the blood supply to the brain is stopped or interrupted or severely reduced thus depriving the cells of the brain with its basic food- oxygen and glucose. Within minutes of a stroke, the brain cells begin to die thus causing brain damage. Immediate treatment is of vital importance in order to minimize the damage and probable complications. This condition is treatable to a great extent if medical attention is received on time.

There are some specific symptoms to watch out, to judge if you, or your near and dear one is having a stroke. The duration for how long the symptoms have been persisting will guide possible treatment options. Having trouble walking or maintaining balance, stumbling, dizziness, or loss of coordination etc symptoms along with trouble while speaking or understanding, words slurring with the tongue feeling thick and not moving smoothly to utter words. Paralysis or numbness of the face, arm or leg, sudden numbness or loss of sensation in the face area, arm or leg especially in one side of the body are cause for alarm. While raising both hands together above the head and one arm falls or if one side of the mouth droops on trying to smile, a stroke would have led to them. Trouble with seeing or blurred vision in one or both eyes or seeing double means one must seek immediate medical help. Another indication is a sudden severe headache, which may come along with vomiting, dizziness or loss of consciousness.

A simple acronym that can be kept in mind to mean a state of emergency for immediate medical help is `FAST`™ whose full form means:

Face: which shows signs of stroke, when the person tries to smile but the part of the mouth of the affected side tends to droop.

Arms: When you try to raise both your arms above your head, does one arm fall backwards?

Speech: Does your speech slur when you attempt to talk? Does the tongue feel thick and not move smoothly?

Time: Do not waste time if you see any of these symptoms in yourself or your near and dear ones. Call for emergency medical help. Time is very crucial in such cases and can decide the fate of recovery. The longer the person takes to reach a doctor, the more the damage progresses as further brain cells will get damaged, and may cause irreversible changes in the body.

A stroke may be caused if some blood vessel which supplies the vital nutrients to the brain is blocked partially or completely by plaques of fat etc which is known as an `ischaemic stroke`™. This is most commonly seen, when the blood vessels become narrow or completely blocked thus severely reducing the blood flow partially or completely. It may be caused due to leaking or bursting of blood vessels, which causes a haemorrhage that may have been caused due to an extremely high and uncontrolled blood pressure. This is known as a `haemorrhagic stroke`™.

There is also another variant called as a `mini stroke`™ in which the same symptoms occur but clear out within in a few minutes. But this should always be brought to the notice of the doctors, as it can lead to a certain amount of brain damage.

Many factors increase a person`™s risk to strokes, including being overweight or obese, leading a sedentary life involving minimal physical activity, excessive alcoholism or binge drinking, usage of illegal or non prescribed medications. High blood pressure is one of the commonest causes of a stroke; the risk factor begins when the blood pressure rises above the normal of 120/80mmHg and it is important to keep a check on blood pressure. Cigarette smoking can also cause the narrowing of blood vessels. High cholesterol level can add to the risk factors as it may cause the formation of plaques. Other heart problems can also lead to the increase in the risk of a stroke.

Risk factors not in the control of a person include- a family history of strokes, heart attacks etc, progressing age above 55 years. Also, men have a higher risk of stroke as compared to women.

A stroke may sometimes lead to complications like partial or complete paralysis, memory loss, thinking difficulties, etc. A stroke can be confirmed by a simple physical examination, blood tests, CT scans, MRIs, etc. Treatment options include emergency care by medications, clot removals or surgery. Again, prevention is better than cure, and even more so in conditions like stroke which are very much preventable. Even if the inevitable does occur, correct knowledge and careful assessment of symptoms and immediate medical care may reduce the progress of damage.

Ajay Traders fined Rs 2 lakhs for adulterated oil seized on June 9

IMPHAL, October 11: The Court of Adjudicating Officer (Food Safety)/Additional district Magistrate Imphal East has imposed a fine of Rs 2 lakh penalty against M/s Ajay Traders for violating food safety norms and adulteration of food products.

Ajay Traders owned by Mulchand of Thangal Bazar was identified as the owner of adulterated edible mustard oil and betel nuts worth around Rs 50 lakh seized by a joint team of the Food Safety and Narcotics and Affairs of Border from a private godown at Khambam Lamkhai consignment earlier on June 9.

According to an order copy released by the Adjudicating Officer (Food Safety)/ADM Imphal, Somorjit Salam, the proprietor of Ajay Traders has been directed to deposit the fine under the Health department within seven days from the date of passing the order failing which the amount would be recovered as arrears of land revenue.

The court also directed the concerned food safety officer to dispose of the seized items by ways of destroying at a suitable place and expenditure if any in disposing the seized items shall be borne by the M/s Ajay Traders.

M/s Ajay Traders, if it wishes to continue the business should get itself registered and licensed with the designated officer Food Safety Officer, Imphal East, stated the order.

And once the firm is registered, the ban imposed on their business will be lifted for operation, it continued.

The court said that based on facts and documentary evidence on record submitted by the Food Safety officers Imphal East, the proprietor of the Ajay Traders against whom a case has been lodged (case no. 01/AO(FS)/ADM (IE)-2014), under the Food Security Act, 2006 has committed offence of storing edible mustard oil in violation of Section 26(2)(i)(ii)(iii) & 5 of the Food Safety and Standards Act, 2006 and also violated regulation 2.2.1(6) of Food Safety and Standards (Food products standards and Food Additives) Regulation, 2011.
