IMPHAL, October 19: The Manipur People`™s Party observed during the Hiyanglam by-poll that there is a direct correlation between the amount of money spent by a party and its chances of winning the by-poll, party president Nongmeikapam Sovakiran told media persons.

Speaking in a press meet at the party`™s office today, he said it was of the firm belief of the party that the people of Hiyanglam constituency have faith in regionalism.

However, money power and muscle power managed to influence the people of the constituency during the recent by-poll, he lamented.

He said it is sad that a person stealing a small item is perceived a thief and a criminal, while those who loot the State exchequer in terms of millions are considered leaders.

Alleging the Congress of distributing money to Hiyanglam voters, Sovakiran alleged that the loots from the State exchequer were used by the Congress MLAs and ministers to lure the voters of Hiyanglam.

At the same time, national projects and other important schemes undertaken in the State remained incomplete and neglected for long periods due to lack of fund which have been already siphoned off, he berated.

In such a situation, the future of the State is dim, he expressed concern.

Coming back to the Hiyanglam by-poll, he said the Congress split up the 34 polling stations in the constituency among its 47 MLAs.

There were also stations which were under the watch of two MLAs during the entire by-poll process, he claimed.

If the government was foresighted and considerate enough to divide the entire length of the National Highway 37 for repairing among the 47 MLAs the way it did the Hiyanglam polling stations, the condition of the highway would have been much better, he said.

The entire length of the highway is just about 225 km and if it is divided among the 47 MLAs, each will get only about 4-5 km highway stretch for maintenance, he said.

But unfortunately, the government is not that farsighted, he claimed before adding that it was more interested in the Hiyanglam by-poll rather than get involved with such projects.

Sovakiran also observed that his party had some weaknesses going into the Hiyanglam by-poll.

He regretted his inability to bring the senior leaders of the party to campaign for the by-poll.

Now, that the weaknesses of the party have been ascertained, MPP is hoping to look ahead and bounce back strongly with a vision for the 2017 general election, he said.

Party vice president Ojit said it is unfortunate that the culture of corruption and buying votes during elections is still prevalent, despite of the ECI`™s efforts and strong guidelines for the conduct of a free and fair election.

He further condemned the reported racial attacks on people of the region in other States of the country and urged the Chief Ministers of the region to pressure the Centre to intervene.

IMPHAL, Oct 19: `In order to prevent violent crimes in Imphal Municipal area committed by insurgents who are frequently indulging in extortions, kidnappings and bomb blasts, the Police department has put in place an elaborate Action Plan covering the seven Assembly segments under Imphal East and Imphal West districts,` said State DGP Shahid Ahmad during the 123rd Manipur Police Raising Day Parade ceremony today.

The areas under the Action Plan have been divided into zones and sectors and altogether as many as 105 duty points are being manned round the clock, he said.

About 2500 police personnel have been deployed for effective implementation of the Action Plan, he said before continuing that the plan, which has been in effect for the last few months, has greatly helped in checking the movement and subversive activities of the insurgents and has been successful in instilling a sense of security in the public.

Counter-insurgency operations alone cannot permanently solve the problem of insurgency and militancy in the State, he said before thanking the government for initiating the policy of inviting various UG groups to either surrender or enter into Suspension of Operations agreements as a prelude to negotiations and rehabilitation.

The State DGP also said that the number of UG groups who have come forward to rejoin the mainstream during the last few years is encouraging and about 3000 cadres already joining the mainstream.

He also recounted a brief history of the State police and said on October 19, 1892, Manipur Police originated with the raising of a small force with a strength of just 463 and called the State Military Police under the command of the-then political agent Crawford.

He said this become the 1st Bn Manipur Rifles.

`It was indeed a humble beginning for the State Police which is now considered one of the best police forces in the country and has a sanctioned strength of about 33000,` he observed.

The department is extremely grateful to the government which has despite constraints taken various steps for development and modernization of the force especially during last 10 years he said.

Radical development of the force has taken place not only in terms of numerical strength but also in terms of modernization- both in respect of equipment and training as well as orientation, the Police chief elaborated.

He also said that with an average yearly arrest of more than 1000 insurgents and recovery of about 500 weapons, the State police force is now in a position to handle not only insurgency but also other crimes and law and order problems.

Recently, the Crime and Criminal Tracking Network and Systems (CCTNS), a MHA sponsored project was launch by Manipur Police, he said before adding that with the help of this system, criminal records of one police station will be accessible to all the police stations in the country.

During the last one year itself investigate 3500 cases and finalized and the performance may be improve if the FSL, Manipur is strengthened by filling up all the vacant posts he said.

Truck fired at, handyman injured along NH 37

IMPHAL, October 19: Unidentified persons fired at a loaded truck near Kambiron along the National Highway 37 in Tamenglong district injuring a handyman yesterday evening.

The handyman identified as Konjengbam Roshan alias Phairenjao Singh, 30, son of K Tombi Singh of Khurai Konsam Leikai was hit by a bullet on his right arm while another scratch his right calf.

According to driver Laishram Jemson, 31, son of Boboi Singh of Khurai heikrumakhong, he was driving the truck bearing registration number MN 03/T 1101 from Phularthol carrying cement.

He said there were three of them and identified the third person travelling with them as another driver Budha from Jiribam.

He said just after passing Kambiron while moving towards Imphal they were fired upon from the left side from the hills.

A bullet pierced the windshield; and two more hit the handyman who was travelling with the doors open as it was hot, he said before adding that they had heard at least four gun shots.

As soon as they were fired upon he drove fast towards the Nungba post of the CRPF, where the injured Roshan was provided first aid, he continued.

However due to excessive bleeding, they hired a DI Tata and rushed him to RIMS, the driver continued.

They reached RIMS past midnight, he said but Roshan was again shifted to Catholic Medical Hospital for further treatment.

The truck belongs to S Somorjit Singh of Khurai Salanthong.

A case has been registered with the Nungba Police Station. Further details are awaited.

Of late, there have been criticisms against the remarks made by Nagaland Chief Minister TR Zeliang with regard to the chronic Assam-Nagaland border issues. The Chief Minister seemingly stated that Nagaland lacked documents to settle its protracted border row with neighboring Assam. His remarks soon drew flaks from various quarters.
In fact, soon after Zeliang`™s remarks came up, the Assam media jumped over it and generated fair amount of news vindicating their claims, while many Nagas termed his controversial remarks as capitulating.

The inability to resolve the border row between Assam and Nagaland over the years had cost hundreds of innocent lives, while the relationship between the two has been worsening and people living in either side of the borders feel insecure. The two Governments have miserably failed to instill a sense of security into the minds of their citizens living along the border areas.
As they kept dragging on the border problems with no solution at sight, the issues became more compounded for the simple fact that over the years, outsiders and illegal immigrants kept deluging in these vast border areas. Most of them are not indigenous people. Yet the Assam administration has allegedly provided these people with necessary papers making them as bonafide citizens of their State. This move has literally made Nagaland administration handicapped.
Comments and remarks by many Naga leaders including senior politicians after every unfortunate border clash have also become ritual because they would continue to insist on not holding talks with people living in Assam border. These people, they explained, were not real Assamese people.
Strangely, whenever such issues arose, the real Assamese people or any of their civil societies did not react. Their silence emboldened these people living in Assam border areas to go robust against Nagas living in Nagaland border areas.
Again, when there were any casualties due to border violence, the Assam Government would hurriedly announce ex-gratia for those who died in the unfortunate border clashes and also the injured. One such announcement was recently made by Assam Chief Minister Tarun Gogoi when he visited affected villages in the border areas under Golaghat district of Assam bordering Nagaland`™s Wokha district. Such move on the part of Assam is also a clear manifestation that whosoever living in Assam border areas are bonafide citizens of her state.
Looking at these prevailing peculiarities, can anyone confidently ask as to whether our attempts to justify the non-indigenous status of these people living in their (Assam) border areas carry any weight? Not at all, because the real Assamese people or for that matter the Government of Assam have silently accepted that these people are theirs.
It is worth mentioning that in July 1960, an Naga People`™s Convention (NPC) delegation submitted a 16-Point Memorandum to Prime Minister Jawaharlal Nehru reiterating the Nagas`™ claim over the areas which they said were excluded from the erstwhile Naga Hills district by the British government in 1898, 1901 and 1918. The negotiations between the NPC and the Center led to the formation of Nagaland State in 1963.
Unfortunately, according to sources, the boundary dispute started in 1963 following the creation of Nagaland as the 16th State of the Indian Union. Assam insisted on retaining the constitutional boundaries that are defined by the 1962 State of Nagaland Act. It further explained that the boundaries of Nagaland comprise two units `“ the Naga Hills district of Assam created in 1866, whose boundaries were defined in precise terms through a notification of 1925, and the Tuensang areas as per the Naga Hills-Tuensang Areas Act, 1957. However, Nagaland insists on the restoration of the historical boundaries and demands re-transfer of 12,882 square kilometers of Assam`™s land to Nagaland on the ground that the colonial government excluded these Naga areas from the erstwhile Naga Hills district `without the knowledge and much less the consent of the Nagas.`
An official account of the boundary dispute brought out by the Assam government in 1985, titled `Facts About The Assam-Nagaland Border` however, stated: Absolutely no commitment whatsoever was made to the Naga leaders in the 16-Point Agreement in respect of the reserved Forests falling within Assam according to

The expletives and abuses, the victims said they were subjected to, also clearly indicate hatred on the basis of race. In the Bangalore incident where an engineering student and his two colleagues, all from Manipur were attacked, the victims said they were reminded that this was India and not China when they were unable to speak in Kannada. In the first of the Delhi incidents, the two men from Nagaland were told they were being beaten up because they were from the Northeast and that they and all others from the Northeast must leave the colony or else face the consequences. Curiously, they were also told they were spared death because they were not from Manipur. Manipur it seems is the new Nepal in the larger Indian psyche, and anybody Mongoloid looking is now a Manipuri and no longer Nepali. The second incident, where a Mizo girl was killed in her flat, does not seem to be racial in nature, though little is known yet as the victim did not survive to tell her tale. The needle of suspicion however is on her live-in non-Mizo boyfriend with whom neighbour said she had a quarrel on the previous evening of the day her lifeless body was recovered.

Something obviously is seriously wrong here, and what is even worse is, there have not been enough voices against these incidents from the respectable sections of the larger civil society in these cities. And we say `respectable section` in the optimistic belief this racism is limited to only lumpen elements constituting largely of migrants themselves, who see a threat of losing out jobs and wages to the migrants from the Northeast. It would have been reasonable to presume this was the insecurity leading to these racial hate attacks for indeed Northeasterners are migrating to these cities in a big way, either as students or else to seek low to mid level jobs in the service sectors, and this would be resented by competitors for these same jobs. As always and everywhere, it is also true that migrants who are normally the more desperate job seekers, always manage to bring down wages in the local markets, angering local workers of the same class. This friction is there in the Northeast too, where locals resent the usurping of the local service market by migrants, and in fact this is one of the openly stated reasons for the demand for the ILPS in places where this was not previously in vogue. This would have been a very plausible explanation if not for this deafening silence of the so called saner sections of the society in these places. So far, the only voices reverberating on the matter are those of Northeasterners in candlelight vigils in the metropolises, with pathetic appeals they are not outsiders to seemingly indifferent audiences.

This absence of any strong moderating voice probably is an indication that the racism evident in the recent attacks is not just skin deep, and that the malaise is much more widespread. Unlike in the new and congested colonies where migrants flock to and where these racial incidents are frequent, in the upper strata of the society it is likely the venom is much more nuanced and channelled in manners that make legal interventions difficult if not impossible under the current laws, therefore not easily visible. This possibility should not be ruled out, so that remedial measures, such as those recently recommended by the M.P. Bezbaruah committee, are compelled to take them into consideration, rather than merely respond to the sporadic violent attacks in the lower income colonies. It is quite unthinkable what a remedial recommendation could be if this latter scenario is true, but it is definitely a challenge which nobody serious enough to resolve this scourge can afford to ignore.

Not unexpectedly, as forecast, Modi has won the elections. But it has not been a famous victory.The BJP has a clear majority in Haryana but must partner with the Shiv Sena, with which it broke, in Maharashtra. The Congress has been swept away. Anti-incumbency, in-fighting, corruption, lack of leadership and arrogance brought about its downfall. The verdict is a crushing commentary on the utter non-performance of Rahul Gandhi who has been propped up by Sonia despite his proven incompetence. The Congress will die if the duo continues. The cry to bring in Priyanka has already been heard. But dynastic politics has no future and the tainted Vadra is a millstone around her neck. Now that Hooda is no more there to protect him as Haryana`™s chief minister, the manprobably will be arraigned on the serious charges of malfeasance levelled against him. The political field has changed.

In Maharashtra , tricky, coalition and leadership talks will begin.

The Congress has become so petty as to have removed Shahsi Tharoor as a party spokesperson for accepting Modi`™s nomination to be a `champion` for Swacch Bharator Clean India. He is said to have praised Modi, and not for the first time. Normal civilities should never be abandoned and no Opposition party or critic should damn the Government irrespective of the merits of the issue in hand.

The Hudhud cyclone was handled pretty smartly with mass evacuation of vulnerable populations. If post-cyclone relief was tardy, especially in and around Vishakapatnam, the epicentre, this was partly because of the unprecedented wind velocities. There arelessons to be learnt about post-disaster management as climate change is going to produce severe aberrant events. But there are other storm signals too and it is here that Modi will be tested. He has promised development and reform and is entitled to full support for worthwhile initiatives. But he has to walk his talk of dealing with all Indians equally as Prime Minister.

The madness of love-jihad appears to be dissipating now that the polls are over and charges brought forward have been repeatedly disproved as a pack of lies and malicious plants by an anti-minority HIndutva lobby. The latest round of atrocities has been against young Northeasterners in Bangalore and Gurgaon. These racist attacks by illiterate and semi-or unemployed youth have been widely condemned; but investigation and punishment have been inadequate and tardy. More stringent laws are required. Racism is blood brother to communalism, casteism, fear of loss of identity, economic insecurities, loss of habitat and petty regionalism/chauvinism. There is inadequate understanding of the fact that India`™s racial composition includes Mongoloids and Negritos in addition to Aryans and Dravidians and that this is what makes for our vast cultural and social diversity. Our education has failed to teach us this and many of us live in enclaves of the mind. The foremost among these exclusivist forces is the Hindutva-Sangh Parivar that Modi embraces.

Talented, English-speaking northeasterners are seen as `stealing` jobs from native unemployed youth in much the same manner as the Shiv Sena defends the original rights of the `Marahatta manoos` . In parts of the Northeast, Hindi-speakers are seen as `outsiders` and driven out while J&K and Sikkim haves state subject laws.

Jobs forthe boys is an understandable aspiration. The problem arises only because population growth has outstripped development opportunities linked to investment and skills. WE need to create 10 m new jobs net every year just to absorb the swelling work force. This is a Herculean taskin any circumstances but is rendered impossible by dilatory administrative clearances and by environmental conservatism based on loss of `forest`, submergence and poor resettlement and tribal rights. The latest expert group on tribal rights in development led by Professor Virginius Xaxa is a no-no document. The tribal is so over-protected as to become a hapless prisoner of abstruse virtue that leaves him/her impoverished at the end of the day. These reformers do not look down the road to see what will the tribal condition a decade or two from now.

The State had dramatically failed to improve tribal lives and administration. They have been isolated and left to stew in their own juice. True, there has been exploitation from all sides without redress. The problem is now seen as callous neglect and the need to protect these communities from left-wing extremism through `packages`. The existing legal and constitutional structure under the Fifth schedule has been by-passed and we are today in no-man`™s land. Only a leaked summary of the Xaxa report is available and we must in fairness therefore wait to see what redeems it.

Corporate partnership, as prescribed by the Supreme Court`™sSamantha judgement and sought to be implemented in the Vedanta case, has been proscribed or stymied. A good, independent study of the Vedenta development experience in Lanjigarh-Nyamgiri in Orissa could be instructive. The project has been rudely stalled and tens of thousands of jobs, and downstream benefits and the multiplier effect resulting therefrom have been thrown away. What is the tribal condition in that desperately region minus Vedanta? What is the State`™s record and what a busy-body like Rahul done? What and where is Modi`™s policy, though the BJP rules in Chattisgarh and Madhya Pradesh?

Modi`™s so-called diplomatic coup in getting SAARC leaders to attend his swearing-in in Delhi, never well planned but tom-tommed endlessly, is now in tatters. We are now in confrontation with Pakistan and China on the border, with the BJP having drummed up the idea of a `strong, no-nonsense leader`, stirring chauvinist cadres and commentators to frenzy, squeezing electoral mileage out of this. Neither Pakistan nor China are innocents abroad and the two have probably joined to drum up the latest border tension.None of this augurs well for peace and neighbourhood cooperation.

IMPHAL, October 19: Chief Minister Okram Ibobi has assured to either review or withdraw the Govindaji Temple board (Third Amendment) Bill in the next Assembly session.

He gave the assurance to the volunteers of Umanglai KANBA Apunba Lup in the annual conference on Umanglai Haraoba `Mera Meephamgee Paojel` held at the Iboyaima Shumang Leela Shanglen. The conference was organised by (UKAL).

Ibobi further appealed UKAL to present a proposal which is legally acceptable to the State government.

UKAL takes a vital role in protecting and preserving our rituals. If UKAL is included under the Art and Culture department or has a directorate of its own then various schemes or provisions can be provided for the welfare of UKAL, he said.

He further assured that even if the bill was passed in the last budget session, it is yet to receive the assent from the Governor after the government requested him to keep the bill on hold.

Ibobi elaborated that the State government will not act against public opinion or hurt their sentiments.

He clarified that the controversy erupted after the bill was passed due to the misconception that Umamanglai worshippers need to take permission from the Govindaji Temple Board for performing rituals.

The bill will not affect worshipping Umanglai because the Moirang Thangjing or Nambol Umanglai celebrations have never taken permission from the Govindaji Temple Board till date, he said.

Now, the bill has become a big issue in the State so the government is considering repealing or withdrawing it in the next assembly session, he assures.

Time is important, and real time is really important. The significance of this understanding has really risen and at increasingly fastening pace. In the olden days the speed of the capability to run, the speed of the horses and, more recently, the speed of trains, aeroplanes and satellites were the defining features of social strength and social pride. But all these have undergone a fundamental qualitative transformation. Earlier the speed was defined relative to the static space, but now it is defined in terms of the flows. Further speed is now emerging as the necessary feature of any social, economic and political functioning. Still further, while in the earlier phases of human trajectory and global development transformation speed was applicable only to limited arena, but speed is now to be the basis for any agent, action and product. With the emergence of computers and the related developments in information technology, this feature is getting both widened and deepened to paraphrase the idioms of neo-classical growth theory; by the way, the neo-classical growth theory of Economics had taught us the phenomenon of rising inter-country differences in growth and reinforced by newer approaches in growth theory. Besides, the new emphasis on speed is founded on knowledge, ideas and technology.

Now the implications of this new direction of global competition based on real-time focussed speed are intense and genuine. I have just learned this only this week despite continuous readings on these issues. Personal learning and experience are supreme! A young French Economist, Thomas Piketty, has presented to the world a book titled as Capital in the Twenty-First Century in the beginning of this calendar year; I had reflected on this book twice in this column about four-five months back. Now this book is the most talked about and debated book among social thinkers, academics, philosophers and intelligentsia around the world. There are now journal issues, particularly in Economics, devoted fully to the discussion of this book; surveys are being conducted among Economists in North America and Europe on how many of them have read this book. Now the lesson. This book is now being considered as the most significant book since the Capital of Karl Marx and a book which would impact on social thinking for at least the next two centuries. I saw a copy of this book (in the absolutely traditional sense of printed on paper and bound beautifully) only this week at the bookshop in the Terminal 3 of Delhi International Airport. One thing I just cannot resist is: Falling in love with any book I feel like reading. Despite the prohibitive price, I would have purchased the book in the traditional circumstances at least to show to others that I have a copy of that. But I did not buy it. I have two reasons for this. First, the price was rather high as the additional (we call it marginal in Economics) value of having the book in the conventional form of a book would be nil. Second, this consideration in terms of the marginal value has been caused by the now significant form of communication and relationships and what we call networks. The traditional communication and relationships around the globe were based on formal channels and formality, but these have now been replaced by networks; now these networks too must possess speed and made possible by information technology. Through my personal networks I came to know of the significant book by Thomas Piketty within two weeks of its publication, and, lo, I had a soft copy (anything which can be transferred through the medium of computer and information technology unlike the traditional ones printed on paper and bound) of the book the very next day through the medium of information technology in real time. Until this week`™s experience at the Delhi Airport I did not know the significance of at least two earlier experiences. First, when asked for a copy of his paper, an American colleague had sent me a soft copy of his article by terming it `better yet`; I could never understand the term `better yet` and instead I would have rather liked a hard copy. Second, in an online discussion of the Elsevier on the future of print in the libraries I had opined that the charm of the printed and bound copies could never be substituted.

But today, I find and feel myself foolish on these two very counts. Contemporary competition for advancement is in terms of the race of the red herrings. Speed is paramount in this. Further this has to be founded widely and deeply on knowledge and oriented towards technology deepening. This is exactly where I feel drawn to the realities of Manipur and feel really disturbed by that.

Computers and information technology have now become a fundamental need for addressing social transformation requirements and household well-being. Manipur has missed the bus of development in many rounds. But now it becomes salient that she is going to miss it again in an unbridgeable way. There are two significant digital divides that would make it amply impossible to realise development and restore social peace in Manipur. First, the inter-household divide in the valley on this is real. Second, the valley-mountain digital divide is really acute. While the more or less purely business oriented cellular phone network requirements can be easily met and have been met to a large extent, the developmentally more significant knowledge and technology oriented digital networks are yet to have a foundation.

The impacts and implications of these are really dangerous. This absence of participation in the emerging global network of knowledge and technology have really weakened the social capability of Manipur in relative terms and more hazardously in absolute terms. Despite the presence of Manipuri youths around the globe, the absolute and relative capability of the youths remaining within the soils of Manipur have been precariously weakening at very fast rates within the last two decades or so. IMPHAL, October 19: If people of the State want to witness the political change sweeping all over the country after the BJP assumed power at the Centre, Maibam Dhanabir, the BJP candidate must have to win the lone Hiyanglam bye-election seat, State BJP president Thounaojam Chaoba said while addressing a press meet at its office.

He added that the party is gaining in strength with each passing day even without having an elected representative in the State Assembly.

Judging by the public response towards the BJP till the day of the Hiyanglam bye-poll, it`™s apparent that our candidate will emerge victorious, Chaoba said.

All the villages in Hiyanglam have reached out to the party during the election campaign by giving it the maximum positive response, Chaoba added.

The Modi wave has reached many Indian states which is evident from the fact that the BJP has won the maximum number of seats in the Assembly elections in both Maharashtra and Haryana, the State BJP president points out.

He said Manipur like the other States will witness the Modi wave in the 2017 general assembly elections with the BJP claiming an absolute majority to form the government.

Now, the Congress has suffered heavy defeats in various States of India because people want change and development in their States and public response only shows that Modi is the only leader in India in whom they have reposed faith as the harbinger of change, he said.

Elections in both J&K and Jharkhand are just around the corner. In both these polls also, the BJP will emerge victorious and form the governments as people are fed up of seeing corrupt parties and leaders at the helm of their states.

The third anniversary of the People`™s Campaign for Resurgent Manipur (PCRM) was observed today (18/10/2014). It may be recalled that the Campaign, then known as People`™s Campaign for Assembly Election 2012`™, was launched by concerned citizens of and from the state of Manipur in different parts of the world with a vow to bring about a positive change in the state of affairs in Manipur, starting with an effort to change the political culture and efforts to bring about an issue based electoral politics in the state. The campaign, which was later on renamed in its first anniversary as `People`™s Campaign for Resurgent Manipur`™, was simultaneously launched in different parts of the country, amongst others, in Imphal, New Delhi, Chandigarh, and Chennai on 18th October, 2011 by resolving to work for a new Manipur.

To shape a new political culture and bring about issue based electoral politics in the state, the Campaign marks 15 years as its timeline. Beginning with the Assembly Election of 2012, the Campaign seeks to intervene through public meetings, media and posters. In today`™s observation, it has also endorsed the aims and objectives of the Campaign as well as those resolutions taken during the second anniversary and to further strengthen its network and monitoring of the events and developments in the state and offices, especially the elected representatives.

Keeping its twin objectives of shaping informed discourses on critical issues that confront Manipur and make the democratic process legitimate and vibrant, the decisions to upgrade and strengthen the website of the Campaign was also taken. It was also resolved that the Campaign would carry out its activities in a larger scale in the run up to the next Assembly Election than what was done at the time of 2012 Assembly Elections.

The third anniversary observation today was also marked by a Round Table on `Youth for a Resurgent Manipur`™. Attended by old and new members of the Campaign, students and professionals based in Delhi, the deliberation was moderated by Dr. G. Amarjit Sharma and Dr. Kh. Bijoykumar, faculty members of JNU and three speakers representing the student community, Sunil Gangmei, Azad Babu and Usham Rojio, initiated the discussion. The speakers put forward the issues of unemployment, deteriorating education system, ethnocentric conception of Manipur and consumerist, self-centered and individualist ethos amongst youths as some of the key concerns. Taking part in the deliberations, other members also expressed concern over the shrinking of arable land and tendency to seek private solution, one member citing the culture of private tuition as an example of that tendency. Moderators of the deliberation, Dr. G. Amarjit Sharma raises the issue of what and who constitutes public voice while Dr. Kh. Bijoykumar talks about the movement of youths from rural to urban areas in search of government job by leaving aside the agrarian sector as issues that we must reflect.

IMPHAL, October 19: Chief Minister Okram Ibobi Singh today called upon the people to co-operate with the government and its law enforcing agencies to improve the State`™s law and order situation.

Addressing the 123rd Manipur Police Raising Day Parade ceremony at the 1st Manipur Rifle Parade Ground today, the Chief Minister said once the law and order situation improves, people from outside the State will come to invest and help in improving the financial condition of the State.

He continued as the State`™s law enforcing agencies have been giving full priority to protect the lives and properties of the people, the State government is also giving priority to their welfare.

He further appealed to the men in uniform to carry out their duties with dedication, sincerity and integrity.

At the same time, the police cannot maintain law and order without the support of the general public, he said before adding that they should maintain a good relation with the public.

The State Chief Minister said that during a recent conference at Shillong, it was acknowledged that Manipur had the highest number of tourists in the entire region, which could mean that the law and order situation in the State has improved.

Deputy Chief Minister Gaikhangam who is also the State Home minister said people should not consider the policemen as outsiders, but should understand that they are there only for the safety of the public.

The Home minister also lauded the State force for a commendable job in controlling the recent Ukhrul issue.

During the raising day celebration, 31 personnel including ranking officers and non-ranking personnel received the DGP Commendation Certificates on behalf of their officers/ men of their respective districts/ units. Several other ranking officers and non-ranking personnel also received the DGP Commedation Certificate/ Disc.

The Chief Minister also inspected a 17 contingent strong march past parade which was led by commanding officer 8th IRB (Cdo) Ningshen Vashum as parade commander.
