IMPHAL, March 29: Hackfest Manipur, an employment and community platform for IT educated youth of Manipur concluded today. The festival was held since yesterday at NIT campus, Takyelpat.

One of the organising committee members, Fisher Laishram said around 250 applicants participated in the Hackfest and presented their innovative ideas in group of three each in front of the juries.

The juries include Cubeten founder H Joyremba, Data Scientist Accenture & speaker NASCOM K Rahul Dev Sharma, CEO Inginet Mumbai Tabita Denes, COO/ Co founder Inginet Mumbai Joseph Awungshi.

He said the main objective behind the Hackfest is to promote and render job opportunity for the youths of the state. He said that the state has adequate youths who are good in IT knowledge but they do not have enough job opportunity due to lack of exposure.

He said that the programme was conducted jointly by ten IT Companies of the state and has been incorporated with New York based `Challangpost`™ and Bangalore Base Company `Ohcampus`™.

IMPHAL, March 29: The Kuki Students`™ Organisation, Moreh has stated that it has unanimously decided to implement three educational plans for the academic session 2015 during the emergency meeting held on March 28.

According to a release of the organisation, the plans were implemented for the welfare of the students to bring quantity education to quality education.

The 1st plan stated that all school teaching materials and funds sanctioned for the welfare of the schools, including Mid Day Meal issued and sanctioned by the concerned department should be implemented and distributed properly in accordance with the guidelines made by the higher concerned authority for the smooth and proper functioning of the schools.

The 2nd plan stated that all employees/teachers must be stationed at their respective postings in order to avoid irregularities in offices/schools so as to fulfill their duties sincerely and dutifully.

The final plan was that all government/non-government/boardings/hostels, Managing Board, Village authorities/Chiefs and teaching staffs concerned are to help in the functioning of their Schools/Institutions, Mid Day Meal and other related things for the schools/offices issued by the concerned departments, it said.

The organisation has stated that it will be forced to take up appropriate and stern actions against the defaulters if they fail to comply with the points, it said.

IMPHAL, March 29: The Women Action for Development (WAD) has said that it organized a one day free medical camp at Langathel Shining Academy located at Langathel village under Thoubal District on March 29 to disseminate the importance of the project titled `Humanitarian Support to People Affected by Conflict in Manipur`.

According to a release of WAD, the project is supported by ECHO and ActionAid. WAD aimed to organize several health camps in different villages of Thoubal District in near future.

A day before the health camp, caregivers and volunteer made an announcement through public address system about the health camp. WAD was able to mobilize at least 159 patients including 94 women from Langathel, Phundrei and other adjourning villages. Caregivers of WAD had Screened many patients who might havepsychosocial problems, mental illness etc. during the health camp, it said.

A team of medical officers namely, Medical Officer-in-Charge, Dr. M. Gambhini, Dr. Bikramji and Dr. Brojen including three staff nurse from Primary Health Centre (CHC), Khongjom have rendered their valuable service during the medical camp. Cases relating to back pain, sore throat, fever, dizziness, body ache, headache, general illness, joint pain, cough, stomach burning, loose muscle, chest pain etc. were being reported in the medical camp. Varieties of medicines were also provided to the patients in free of charge. Ayurvedic medicines for H1N1 commonly known as swine flu were also distributed. The health camp also provided general awareness about the psychosocial problems, mental illness and their treatments and methods of prevention, it said.

IMPHAL, March 29: The Sustainable Livelihood Forum Manipur demanded the State government to announce the measures taken up to increase food productivity, the distribution system of PDS item and the definition of food.

Speaking to media persons at a press conference held today at Manipur Press Club its convenor, Sangnaidar Tonthang said Targeted Public Distribution System (TPDS) was introduced in India in June 1997 in order to ensure availability of the minimum quantities of basic essential commodities to the consumers, especially to the poor masses at fairly uniform prices, which is lesser than open market price.

While implementing these schemes in different districts of Manipur, a large number of cases of violation of entitled rights of the poor such as improper selection of beneficiaries, interferences by elected representatives, irregular distribution of PDS items, distribution of PDS items which are not at par with the approve prices, less quality of PDS item, unavailability of proper Fair Price Shops in the remote village, etc are reported.

She further said that the State government is struggling to implement and streamline the National Food Security Act 2013 into action.

The various public welfare schemes launched by the Central Government through State for the benefit of the poor and marginalized people could not reach the targeted population.

Manipur is an agrarian state and due to this fact agriculture is the most important source of economy of the State.

More than 75 percent of the people of Manipur are dependent upon agriculture for their daily living. Agriculture sector in Manipur employs around half of the total workforce of the State.

She stated that statistically the agricultural production of cereals, pulses and food grains of Manipur for the last 10 years do not show an adequate increase to meet the estimate requirement inspite of high increase of daily requirement by the people of Manipur.

Core-member, K Pradip Kumar said that the government must enact Land Use Policy in order to protect the lands which are use for agriculture, by not letting them use it for any other purpose.

IMPHAL, March 29: A man who went to Lamphel Police Station to enquire about the progress of a case he registered at the police station was allegedly assaulted physically and verbally by the officer-in-charge of the police station.

A sit-in-protest was staged today here at the gate of Gaipuinam village (near Inter State Bus Terminus), Dingku Road, condemning the incident.

A protester at the sideline of the sit-in said Agou Phaomei, 50, of Gaipuinam village was beaten by the officer-in-charge of the Lamphel Police Station, Okram Dorendro Singh on March 22 at around 4 pm.

Angou had earlier lodge a complaint at the said police station that his daughter had been kidnapped after she went out of her Hostel at Lamboikhongnangkhong on March 18, the protester said.

He was beaten by the OC when he went to enquire about the case at the police station, the protester said.

He was hospitalized at JNIMS due to the beating, the protester added.

The sit-in-protest was organized by the JAC formed against the alleged kidnapping of the girl.

Kakhomlunglu Kamei is the convenor of the JAC.

The protesters demanded the suspension of OC O Dorendro Singh and to take up legal course of action against him.

The protesters also expressed disappointment saying that a memorandum was submitted to Home Minister Gaikhangam to take up action against the OC but nothing was done.

KANGPOKPI, Mar 29: National Highway 2 along Christian dominated Kangpokpi town witnessed a busy traffic for a few moment since Christian community within Kangpokpi came out on the street shouting `Hosana, Hosana, Hosana` as part of the observation of Palm Sunday also known as Passion Week today.

Coming out from their respective churches young and old, men and women holding twigs in their hand shouting “Hosanna to the Son of David” and “Blessed is He who comes in the name of the Lord” along the Highway depicting scenes and images when Jesus Christ made a triumphal entry to Jerusalem sometime before the third or fourth century AD which marks the beginning of Holy Week, an especially solemn and important week in the Christian calendar that focuses on the last days of Jesus` life and anticipates Easter, the most important holiday in Christianity.

Among many other churches in town Kangpokpi (Kanggui) Christian Church, KBC Centre Church, Kangpokpi (Kanggui) also joined the exuberant procession along the highway today mostly participated by Sunday school students.

In Christianity, Palm Sunday is the sixth Sunday of Lent (i.e. the 40-day period before Easter) and the last Sunday before Easter, the sacred Christian holiday that celebrates the resurrection of Jesus Christ. Palm Sunday is also known as Passion Sunday, Willow Sunday, and Flower Sunday.

Palm Sunday ceremony in the town consisted of prayers, hymns, and sermons recited by Pastor and other Church leaders wherein the Passion and the Benediction are sung.

A Pastor in the town said in the simplest of terms Palm Sunday is an occasion for reflecting on the final week of Jesus` life. It is a time for Christians to prepare their hearts for the agony of His Passion and the joy of His Resurrection.

In biblical times, the regional custom called for kings and nobles arriving in procession to ride on the back of a donkey. The donkey was a symbol of peace; those who rode upon them proclaimed peaceful intentions. The laying of palm branches indicated that the king or dignitary was arriving in victory or triumph, the Pastor added.

A Sunday school teacher said `Palm Sunday teaches us the far more glorious and spiritual nature of Christ`™s kingdom and it reminds us that Jesus went to the cross on our behalf deliberately and willingly.`

She said `Palm Sunday also reminds us that Jesus was about a far greater victory than any earthly battle could afford and it anticipates Christ`™s victory over the greatest enemy of all.`

`There are many people today who may have celebrated Palm Sunday and following week Easter Sunday, but do they really have a clue what it all means?`

Therefore it is a crucial times for the Christian community to ponder that, `Are we a genuine follower of Jesus Christ? Or are we like the multitudes who gave Jesus lip service one day but who wanted Him out of their life the next day? She added.

The revolt by VDF, who went on a strike yesterday, demanding service conditions improvement, including regularisation of their employment by the Government and with it a salary hike from their present emoluments of Rs. 5000 each, is unfortunate but expected. The hasty decision four years ago to raise these village volunteers in a counterinsurgency move was in itself of doubtful legality, now their continuance in the nebulous zone of Government employment is proving a potential danger. It may be recalled, following the unprovoked killing of three people at Heirok Village on March 24 at a Thabal Chongba festival by an underground group, the people of the village rose and demanded the government to arm them so they can defend their village. Jumping to the opportunity, by May, the government started raising the VDF, with the object obviously of raising an equivalent of the infamous Salwa Judum militia in Central India raised to fight fellow Maoist villagers who were waging war against the Indian establishment. The Salwa Judum has since been banned by the Supreme Court, and the militia was subsequently disbanded. In Manipur, probably to dodge the SC ruling, the VDF was ostensibly absorbed as a state force, and this is where the problem is. To keep them as a militia is illegal now after the SC ruling, but if they are to be treated as government employees, then it is their right to demand at least the standard benefits of government employment. The government`™s problem was spelled out yesterday in a press conference by the Deputy Chief Minister, Gaikhangam. How is the government to absorb 10,050 VDF recruits into the regular police constabularies? One, this would be unfair to regular police recruits who have had to go through much more rigorous selection process (and probably have had to pay much higher bribes) to enter the service. Two, the government does not have the resource to meet the extra expenditure overheads. These questions should be posed to the Central government as well. After all, it is unlikely the state government could have gone ahead with the raising of the VDF in without an enthusiastic nod from the Centre. The question also is, if they cannot be absorbed, can they be disbanded? 10,050 young men, trained and armed lethally, thrown out of their jobs in one go can spell big trouble indeed.

There is perhaps a way out. There is another much older precedent of such a militia. In 1835 the British also raised a militia called the Cachar Levy in Assam, which ultimately would become the Assam Rifles. These men were paid less than the military but better armed than the police, as L.W. Shakespear wrote. The logic was, after the comprehensive defeat of Burma in 1826, and the British saw no likelihood of a military threat on Assam anymore, and began to feel maintaining a military was not cost effective in a place where they initially saw little or no revenue potential. So they started withdrawing their regular military to be deployed in more hostile frontiers. But by the mid 1830s, the Bruce Brothers pioneered tea industry began growing rapidly in Assam suddenly making the British feel the need for some security cover again. It was at this point that the Cachar Levy, and so also the Jorhat Militia which ultimately merged with the former, were raised. The solution we envisage for the VDF from this reading of the history of the Cachar Levy is, this levy served as a nursery for Gurkha Rifles recruits. The best militia men from the levy would be absorbed into various Gurkha Rifles battalions. This was a big incentive for the militia men, as well as a convenient strategy for the British administration to have a ready supply of trained recruits for its military. Indeed, during the First World War, the Cachar Levy, then known as the Assam Military Police, supplied so many recruits to the Gurkha Rifles fighting the war in Europe that the levy became acutely short of experienced troopers. This was one of the reasons given by historian Edward A. Gait, for the inordinately long time the British took in suppressing the Kuki Rebellion, which coincided with this war. The VDF too can be given such an incentive as was given by the British to the then AMP. The best cadres of the VDF can similarly be given preferences to be absorbed into the police forces. The caveat is, the AMP was under a colonial administration so the legal allowances the British had may not be available in a democratic legal environment. But this option is something definitely worth exploring.
