IMPHAL, March 29: Chief Minister of Manipur Okram Ibobi has inaugurated the five-day `World Youth Summit 2015 India` at the City Convention Hall Imphal on Sunday.

While addressing the function the Chief Minister said that the theme of the summit `youth for global empowerment` is apt for the future of our society rests in the hands of the youth. Paying a tribute to the summit, he said youth leaders across the globe are gathered today in the interest of the humanity and environment.

He further recalled that The International Club 25 had organized the Global Youth Meet 2014 at MFDC hall Imphal in the month of February last year. In it more than 450 delegates from 40 countries took part he said. The Club 25, he said has been able to collect 2684 units of blood from the colleges, universities, Army Hospitals etc, in its two years of service in Manipur.

The Club has also been endeavouring to raise environmental consciousness amongst children and the youth. The conglomeration of so many youth representing different countries sharing the spirit and joining hands to make the world a better place to live in is indeed a very encouraging step, he said.

It is also equally uplifting to know the main objective of such summit this time is conservation of biodiversity for sustainability, he added.

Citing other objectives of the summit, including disaster risk reduction, tourism development, alleviation of poverty and its eradication, access to quality education and health to the youths, recreation, sports and culture etc, he said these are signs of a collective desire for a better world. The deliberation of such summit will go a long way in transforming the world to be a better place for all to live in, Ibobi further said.

Manipur is rich in cultural heritage, natural beauty and resources, sports talents and tourism potential which have not been explored to the fullest potential as yet. The effort like this from the youth leaders of the State can guide everybody in the effort to attain sustainable, environmental friendly development said the Chief Minister.

The summit was inaugurated by the Chief Minister with the launch of a signature campaign against crime against women and children. Other dignitaries signed after him. Later Chief Minister released a souvenir.

Guest of honour the Deputy Chief Minister, Gaikhangam, said that the rest of the world now recognises the potential and the hidden treasures of Manipur. The role of our youth in minimising the causes for conflicts in our state is vital he said. `We should take the opportunity to explore our potential before gaze of the entire globes. This is an opportunity which cannot come often,` the Deputy Chief Minister said.

He said this is the right time to grab the opportunity for a better future. Manipur`™s dream is now partially becoming reality after Manipur was declared as India`™s gateway to Southeast Asia. The state and its youth must prepare for this epochal change approaching otherwise it will not have the absorbing capacity of all the good things on offer. `Fall in love with the future not with your girlfriend (or boyfriend)` joked Gaikhangm.

While giving the welcome address, president Club 25, M Naobi Devi said that World Youth Summit 2015 focuses on seven thematic areas: conservation of biodiversity, disaster risk reduction of youth cantered urbanization, eco-tourism development in North East India and its linkage to ASEAN countries, realizing equal access to quality eradication and health, preservation of indigenous people and our heritage, youth against hunger-poverty eradication, food and nutrient security, social justice gender equality realizing people reconciliation and ending valance.

According to a release of the party, it is also performing its duty to Proletarian Internationalism as an international contingent of the World Socialist Revolution.

In the first place, Manipur Maoist had shown solidarity to Communist Party of the Philippines which is advancing ahead in the international communist movement by distributing leaflets, holding conference, showing videos on the 8th March, 2015, it said.

In the second place, Manipur Maoist has shown solidarity by fasting on the March 26 in support to the indefinite fasting initiated by many Maoist leaders of Morocco March 23 for the right of political prisoners inside the prison. The members of Central Committee of Manipur Maoist including its Political cadres fasted on the day revealing that they are standing for the comrades of Morocco, it further said.

Besides, the military wing of the party skipped a meal on the same day without stopping their national duties assigned for the party, showing solidarity to the comrades of Morocco, it said.

The protest through fasting as solidarity was a great herald to the revolution of Manipur and most importantly the freedom fighters who are in the prison as political captives in particular, it added.

In freedom struggles it will be a right step to bring the Revolution Movement persistently ahead even when and where they are in the prison, it said.

Prison is neither a resting place nor sylvan-retreat for the revolutionaries, it said, adding the spot itself is a battlefield. It is our duty to turn this battlefield into a political battlefield in a right direction, it said.

There is no single revolutionary of Manipur Maoist who has been imprisoned in the cell of enemy till today. Those who were claimed to be arrested are not related with the party even in the least except two sympathizer and a couple who gave shelter to some of the militia of the party, it said.

Therefore, each and every courageous member who is taking part in the National Liberation Movement of Manipur is appealed to consider and understand the movement of Political prisoner inevitably. The demand made by the comrades of Morocco in prison is much rational and reasonable, it said.

“Free Political Prisoners” is a movement as whole for the globe, it said adding, the inability of this slogan to reach Manipur should be avoided further and this gap should be filled up in no time.

Manipur Maoist is extending its message for the cause to each and every relevant individuals and organizations of Manipur and support the Revolutionary Movement led by Morocco Maoist, it said.

IMPHAL, 28 March: According to 2011 census the state has 54110 persons with disabilities and out of those only 21663 have been given certificates said State Commissioner of Persons with Disabilities, Manipur L Nabakishwar Singh Singh, IAS. He was speaking as chief guest today during a one-day Awareness Programme o the Empowerment of Persons with Disabilities held at NIELIT, Akampat, Imphal East.

The awareness programme was organised by the office of the State Commissioner for Persons with Disabilities in collaboration with National Institute for the Mentally Handicapped & DDRC, Imphal.

The chief guest further said that certificates for disabled persons were first issued from the social welfare department. Later the certificates are issued by State Medical Directorate as this department has much deeper reaches in all the districts of the State.

He said that the Government has in hand many schemes and facilities for the persons with disabilities like three percent reservation of State Government jobs, marriage incentive, education incentives etc.

The chief guest further expressed that among disabled persons, mentally handicapped persons are mostly left out from getting their entitled benefits, hence he urged that concern NGOs or Government staffs to give a bit more attention to the mentally handicapped persons.

He said that social stigma is another thing that the disabled persons have to be aware of. He said that he is hopeful form the NIELIT faculty to produce more innovative ideas and computer softwares for them to level up with normal person.

Faculty member of Special Education Department, NIMH, Secunderabad Dr Padmavathi who was guest of honour said that their institute has stepped extension programmes to reach out mentally handicapped persons at unreached locations.

Padmavathi further lauded NIELIT for their support in extending computer assisted instruction training and awareness programme from their end.

The Congress in 13 years gifted the much hyped Khuga Dam to Churachandpur, which was inaugurated in present of Sonia Gandhi, but Khuga Dam is today a total failure, neither providing power or irrigation to Churachandpur people, he said.

Churachandpur has 24 seats for ADC, this time BJP will fight in all the seats, he said. The BJP has intending candidates for all the seats in Churachandpur District, he added.

`We hoped that BJP will succeed in all ADC seats and this will be the first step to changing the system of entire Manipur and Churachandpur district`, said Th Chaoba.

M Asnikumar General Secretary Administration BJP Manipur Pradesh said that in the last 13 years of Congress rule the state Chief Minister Okram Ibobi have not reached out to Churachandpur District and simply was a mute witness to the grievances faced by Churachandpur district.

The leaders of Congress only express concern for the people of Manipur but these have turned out to be only lip services, seldom meant to be translated into practical reality on the ground.

Failure of Khuga Dam project is the gift of Congress government which displace many villages of Churachandpur but the people still are not getting sufficient portable water or water for irrigation as promised by the Project, he said. The BJP has found some Rs. 24 crores misused in connection with the construction of the Khuga Dam, Asnikumar said.

In this regard a high power committee had been constituted under the chairmanship of Okram Ibobi, but the scam has been effectively hidden from the public, he charged.

The BJP will dig out this multi crores scam which might affect some MLAs or Ministers from Churachandpur, but the BJP never compromises on corruption, he added.

TT Haokip said that in the last 13 years Congress has won elections by using muscle power, money power and EVM manipulation. They have also introduced no sign of development whatsoever in the state, apart from MLAs and Ministers becoming multi millionaires, he added.

If elections were conducted in free and fair no Congress candidate would succeed in election, he claimed.

So now that the people know the foul play of the Congress, he appealed to the people to thrash the corrupted Congress government in this ADC election and in upcoming Assembly Election 2017 in the State.

During the course of the day, the president BJP also meet with the intending candidates of ADC election in the Churachandpur district.

The strike was called by the association in pursuit of their demands related to their allegedly poor service conditions and pitiable monthly remunerations.

At some places on the Tiddim Road, strike volunteers did try to put up road blocks, but police dispersed them before they could seriously affect traffic flow

In Bishnupur district, strike supporters who came out on the roads began pelted stones at passing vehicles, and two vehicles are reported to have suffered minor damages, but police came out to disperse the strike volunteers and take control of the situation.

In the valley districts, strike supporters were able to sporadically impose road blocks, but not for long as police arrived to put an end to their activities.

In the hill district, the strike had no effect whatsoever.

Interstate as well as inter-district passenger services continued normally, and markets every remained open as every day.

Educational institutes and government offices remained open and functioned normally. Even petrol pumps and business establishments remained open.

However, in the afternoon at about 5.30 pm, representatives of the association and their adviser met with the Director General of Police, DGP, Shahid Ahmed, IPS, at his office at the Police Headquarters, and had a discussion about their demands.

The association members said they would be having a meeting amongst themselves, and then decide on their future course of action.

While interacting with media persons this evening, Gaikhangam appealed to the VDF agitators not to continue further as the government is considering their demands for increment of salary to Rs. 10,000 per month, 13 month salary like other police force and separate battalion for them etc.

He however said because of financial constraint faced by the State, considering the VDF personnel as regular police force would have a lot of technical constraints.

He further said VDF personnel calling a strike is very unfortunate, as armed personnel are not supposed to indulge in this form of protests.

The Government is aware of the nature of duty performed by the VDF in state but they cannot be treated as police. It will be better for them to maintain discipline and withdraw their agitation, he further said.

He said their representative had a meeting with the DGP and this should have resolved the matters. We are sure the outcome of the meeting has been a positive one, he added.

Government has recruited 10050 VDF personnel on remunerations of Rs. 5,000 a month, and even if the Government were to increase this by just Rs. 1000 each, the amount is huge, he said. The Government does not have the funds to fulfil their demand, he said definitively.

Technically, the mode of training and recruiting as VDF is different from regular police force. Though they have contributed much in the maintenance of law and order of Manipur, they still have to be treated differently from regular police, he said.

They are like volunteers to defend their villages, but because of the general law and order situation in the State, they are called out for other duties like the State Home Guards, he added.

The government is not exploiting them as they feel and theirs are not regular posts, he said. District SP level can handle their recruitment as well as dismiss them without taking the matter to the DGP level, he said.

State Government needs to discuss their matter minutely with Chief Minister who is also holding the finance portfolio of the State, before anything can be done, he said.

The DGP will report today`™s meeting to the Government and then the Government will see what can be done, in the meantime the VDF association must withdraw their agitation, he cautioned.

Although South Tyrol`™s autonomy model has been exemplarily successful in resolving a vexing conflict situation involving the nationalistic aspirations of the minority ethnic German Italian citizens, some nagging problems remain to be sorted out. Among the two most immediate of these are: The positive discrimination mechanisms factored into the model to appease the minority German sentiment has resulted in creating other situational minorities. The Italians in South Tyrol province have ended up with a feeling of marginalisation, and there has been a natural tendency for Italians in the province to incline towards radical rightwing nationalist politics, threatening to undo all the overt weightages and institutional incentives given to the minorities in the autonomy experiment. Much like I suppose the rise of rightwing Hindu nationalist politics in India in recent times, fed on the fears, real or imaginary, of the majority Hindus getting marginalised. The resounding success of a recent book by Italian author Oriana Fallaci that championed the reassertion of majority rights and justified suspicion of immigrant population is a reflection of this trend. I have not read the book, but a rather uncharitable review of it by Christopher Dickey in the American magazine, `Newsweek` and more interestingly the letters to the editor subsequently in the October 11 edition of the magazine, most of which came out in fervent defence of the author and attacks against the reviewer. The problem, it is also apparent, is not restricted to Italy, but spread to almost the entire Europe.

There is another problem. Of all the 137 measures for ensuring autonomy, it was the ethnic based reservation system, in jobs and other benefits of the establishment, that is drawing unexpected flaks from another quarter `“ children of mixed marriages who were at a loss trying to classify themselves into any of the ethnic categories. These problems are now being sought to be resolved through the establishment of a number of `open` institutions that are ethnicity neutral. The establishment of a Free University, in which courses are offered in both Italian and German is just one example of this effort. Ethnicity neutral non government organisations such as the European Academy, are still some more.

Reservation and other incentives are also multi-layered. For example, the largest circulated German language newspaper in South Tyrol, `Dolomiten` is treated as a minority newspaper and gets a handsome government annual incentive, but so does the local Italian newspaper, `Alto Adige` because the Italian speaking community is a minority in the local context of South Tyrol. (Encouraging language medium is very much a clause of the autonomy structure)

The volume of the incentive depends on the circulation of the newspaper, and the `Dolomiten` which does about 75,000 copies daily on weekdays and nearly double that on Sundays on account of the numerous suppliments and magazines it adds on the day, gets and annual grant of 1.5 million Euros (About Rs 7 crores) from the Italian government. Because the media is considered an important part of the autonomy structure, journalists in the local media are a privileged class of professionals. The entry level salary of a reporter in the `Dolomiten` for instance is about 1,500 Euros. Even journalists in Italy`™s national media is not as priveleged.

What is it that makes South Tyrol rich?

South Tyrol`™s money spinning resources are basically tourism with the ski resorts uphills in the Alps as the major attraction, wine, horticulture and agriculture. It came as quite a surprise to see not a square feet of arable land, as you travel across the district and beyond into Italy`™s other less prosperous regions, lying fallow. Vineyards, fruit orchards, and maize fields in that order of acerage seem to carpet all of the flatlands and all other bits of land with the semblance of a topsoil cover. There apparently is also a prosperous meat industry. An executive from the European Academy, the institute that hosted our conference, traveling on a field trip to the Brennero/Brenner Pass on the Alps told us the maize is basically meant for consumption by the pork industry and very little of it will make it to the South Tyrolean kitchen. Much like, I suppose, the Japanese feeding fish that would have made coveted dinners in poorer countries, to the Tunas in their fish farms for their own more luxurious dinners.

Along the route we had lunch at a mountain village called Selva, inhabited by the Ladins, the other national minority of Italy. Do not equate the image of the village that we generally have with this one or with any of the villages in this part of the globe. These are villages only because their population is small and they are far away from the major commercial centers. All comparisons should end there. Five stars restaurants and bars, high speed internet, extremely expensive, specklessly clean hotels and lodges for big spending tourists are what these villages boast of. It is difficult to imagine that a village like Selva alone sold 3.5 lakh night stays to tourists last year, which is about a sixth of all of the tourists Nepal received in the same period. Tourism is indeed a booming industry in these dolomite mountains. Tourist flock here for the pleasant climate and the scenery in the summers and in the winters for snow sports. The only worry of the industry here is the receding snowline on account of global warming.

The hard working `peasants` have also converted every inch of flat land in the non mountainous region of the province into cash yielding arable fields. As you travel in a bus or train, what you see are miles after miles of fields carpeted by vineyard, peaches and nectarine orchards, and maize.

There is one thing that is common to both the South Tyrolean Germans and the rest of Italy. Ninety five percent of them are Catholic by faith. While the conflict of interest between the Italians and the ethnic Germans exists despite this shared space, there is an interesting indirect outcome that would answer why and how Catholic charitable organisations such as the Caritas, with bases all over the world, are so rich? To many in India, particularly those who are not informed of this background, this abundance of resources of Christian missionaries have always been a matter of suspicion. I had the fortune to be educated on how this money is raised, at least in Italy after a visit to the Caritas regional office. Almost all of the money in the hands of Italian Catholic missionaries come from government encouraged donations from the public. Italy`™s income tax law says that tax payers are allowed to divert 0.8 percent of his annual income tax dues to a religious charitable organisation belonging to a government recognized religion. The tax payers do not have to, but if they do not, the 0.8 percent would go to the government coffer. Most do divert this percentage of their income tax, and most of it go to Catholic organisations, the predominant religion of the nation. There can be no question about it that 0.8 percent of the national income tax of a developed Western country would be more than just respectable.

The first thing that strikes a first time visitor at Bolzano/Bozen is the prosperity of the population and the cleanliness of the city. The atmosphere is that of a hill station, although it is located at the foot of the Alps. Life`™s pace is not at a rush as in the other cities, but definitely not stagnant either. You do not need to worry when you cross the streets, for the cars slow down, and even halt and wait for you, especially if the drivers in them see you are a foreigner and is having difficulty with the traffic. The basic driving courtesy is admirable and simply astounding.

The air is cool and crisp, the streets and pedestrian walkways are dustless. The cobblestones that line them in definite and pleasing patterns have acquired a dull metallic glint through constant contact with the rubber tyres of vehicles or else soles of the shoes of pedestrians. By August middle, the deciduous trees along the avenues and city parks have begun shedding leaves, but this rather than mess up lends texture and warmth to the place. The leaves are also cleared regularly and do not stay to rot.

As you walk into the commercial streets, flanked by well lit showrooms and shops, be prepared to be surprised by pleasant aromas that give you a feeling of homely warmth. At a turn of the street, it may be of oven hot cookies, at another of brand new leather and at still others the fragrance of seasonal flowers etc. As to whether these were from artificial perfumes or from original sources, I did not find out.

Much of the aroma could actually be coming from the numerous eating joints and bars dotting the streets, many of which have signs inscribed in Haettenschweiler type face on wooden boards, and interior decors that give them prominently very Alpine and German looks.

Within the city heart, bicycle is a very popular mode of transport, next only to walking. Indeed, everybody seems to be either on bicycles or else walking, from grandmothers to grandchildren, company executives to housewives. Even company heads come to office on bicycles. Only on out of city travels, people seem to use their cars. I never imagined that the sight of sturdy mountain bicycles in mass use can lend such a health conscious look to the entire town. Nobody messes up the streets either. Middle aged ladies coming out for evening walks with their little dogs carry with them special tissue papers to clean up and carry away night soil that their dogs may decide to drop in public places, dogs being dogs everywhere.

Everything seems to be made of stainless steel too, from the street lamp posts to the railings on the sidewalks, adding to the aura of clean lustre of the place. Every 50 meters there are public telephones `“ near the walls, at a street corners, on the side of the pedestrian walkways, near the bus shed etc. All of them have the stainless steel finish with glass hoods looping over them.

From my hotel room balcony every morning I watched Blozano/Bozen wake up. The hotel maids in specklessly white aprons are the first to be up and about, mopping the floor of the verandas and staircases of the hotel. In the street down below, a young man in denim and white T-shirt, white working gloves, and bright orange working helmet, gets off from his pickup van, collects loads the garbage cans outside the hotel and dumping them into his truck drives away. The dignity of labour, even of the menial variety, is a natural thing here.

Very soon the warm, pleasant sunshine fills up the streets. By 8.30 am, people young and old are pacing the streets on the way to their offices even as the resonance a church bell floats in, riding the cool breeze coming from the direction of the dark and silent Alps in the background announcing another day in the life of Bolzano city.

Four brutally assaulted and injured at construction site on farmland

BISHNUPUR, March 28: Four people who were on night duty at the construction site of Oinam Tangleihada Okshoi Loukon Boundary were brutally injured by around 40 unknown persons carrying weapons

BISHNUPUR, March 28: Four people who were on night duty at the construction site of Oinam Tangleihada Okshoi Loukon Boundary were brutally injured by around 40 unknown persons carrying weapons last night.

Of the 4 injured persons, 2 has been critically wounded. The injured persons were identified as Oinam Moirangningthou, 47, son of (l) Temba, Laishram Basanta alias Inao, 38, son of Ibochou, Ahongshangbam Naoton, 28, son of Brajamani of Oinam Mamang Leikai and Chongtham Bajaoba, 43, son of Ibochou of Oinam Water Supply.

The incident occurred when all four of them were going to Oinam Nagar Panchayat on a tractor carrying tools, implements. However, the tractor was not able to get started.

By around 11.30 pm, apart from Naoton, the other 3 went to sleep on the trailer of the tractor. Naoton who was on talking on the phone noticed some 40 people approaching with torch light. The 40 people whom Naoton thought to be armies/CDO started to attack them using catapults.

When the attack occurred, Naoton and Bajaoba tried to flee, however, Basanta and Moirangningthou remained to reason with the assailants. However, due to continuous assaults, Basanta fled while Moiranningthou was left behind when he stumbled. Moiranningthou lost consciousness when a heavy weapon hit his head.

All four of them survived when Naoton approached the villagers for their help. The assailants also fled when the villagers came to the spot. The injured workers were rushed to the Oinam PHC for treatment. However, due to the severity of the injuries sustained by Basanta and Moirangnigthou, they were referred to RIMS hospital. Moirangningthou received 9 stitched on his head. He was further be referred to Shija Hospital for further investigation and again brought to RIMS and were discharged only today afternoon.

In connection with the incident, a public meeting was held at Oinam Kha Ireima chaired by Chairperson of Oinam Nagar Panchayat, O. Budhi. The assailants were suspected to be from neighbouring village, Naorem. Appeal has been made to the authority to arrest the assailants within 2 days and to met out punishments in which stronger action will be taken up if failed. It was also appealed to finish the construction of the boundary within 3 days.

It may be mentioned that the assailants not only injured the workers, but also set the tractor trailer and 2 water pump set on fire. The Okshoi ground was declared as part of Oinam after Oinam people staged agitation when people from Naorem accused of seizing the land.
