IMPHAL, May 5: Owing to the sheer number of aspiring candidates applying for BJP tickets, the party is unable to satisfy them all, State president Th Chaoba told a group of media persons today.

Altogether 340 aspiring candidates had applied for party tickets, he said.

The party`™s State Election Committee had screened all the aspirants and selected 130 candidates including five women for the 144 seats, he continued.

The huge increase in the number of aspiring candidates fighting for BJP tickets testifies that the Modi wave has also reached Manipur, he said.

In an obvious reaction to allegations of favouritism and bribery in the selection process of party candidates raised by Chandel unit president of the party, Chaoba said there were no favouritism and corruption during the selection process.

Any allegation of nepotism or corruption is baseless, he said.

The BJP Manipur Pradesh president also said that all supporters and members of the party should work together with the main objective of capturing maximum seats.

However, disciplinary actions will be taken up immediately if anyone is found involved in corruption or favouritism in any manner, Chaoba added.

The State government should conduct the election in a free and fair manner, he said adding that the upcoming election will determine whether the law and order situation in the State has really improved.

He further appealed to the other parties against showing money and muscle power in the election.

The BJP will lead all other parties if the election is conducted in a free and fair manner, he continued.

Chaoba continued that Manipur Pradesh Congress COmmiitee Gaikhangam is trying to draw sympathy votes from the public taking advantage of the reported restriction imposed on Congress candidates by some unlawful outfit.

This is shameful for the Congress, he continued.

The law and order situation in hill districts is quite unfortunate he said adding that policemen in the hill district hold sticks instead of guns.

He further continued that the Public Distribution System is a failure in the hill districts and all funds meant for the people are usurped by the MLAs and ministers from the Hill districts.

In the meantime, the rift within the BJP further widens, in the run up to the ADC poll.

Following the resignation of the party`™s Chandel district president and others, a key member of the BJP Tamenglong has tendered its resignation from primary and active memberships of BJP.

The executive member has been identified as R.K Athuan, organisation secretary of BJP Tamenglong district.

In his resignation letter, R.K Athuan said the he is no longer in the position to be in the party any longer under the leadership of Th Chaoba, president BJP, Manipur Pradesh.

President KSO Sadar Hills, Thangminlen Kipgen has said that May 7 being the scrutiny day for the upcoming 5th ADC Election in the state, the proposed 24 hr total bandh has been postponed the next day i.e. May 7 midnight while adding that they respected and honoured the Government`™s constructive policy but will not tolerate it`™s (the Government) communal attitude.

Even after the situation has gone from bad to worse the Government still remained unvoiced and paralysed over Moidangpok incident as well as the unconstitutional act of its police personnel and the New Keithelmanbi Development Association alleged Thangminlen while adding that not a single person involved in the incident have been arrested so far by the Government while no action has been initiated till now to those police personnel and the ASI who allegedly handed over the van driver to the unlawful people at Moidangpok.

He also pointed out that even the misery of the injured victim who escaped death from the clutch of those scandalous people is not addressed and is neither attended nor assisted by the Government so far.

The incident of Moidangpok is an attempt on life which is truly the handiwork of New Keithelmanbi Development Association with the support of Patsoi and Thanglongbung police asserted KSO Sadar Hills President who asked, `Who are the men in uniform who escorted the van driver only to throw him in the pitch of death?

Thangminlen Kipgen further asked whether the police personnel of Patsoi and Thanglongbung PS are Manipur Police or Meetei Police, who opined that the whole incident transparently showed how communal the Government of Manipur i.

ATSUM President, Emboi Serto said that the state Government of Manipur has completely and intentionally failed to address any tribal related issue before thing turn revolting while adding that the unresponsive wave of the state Government over the issue of Moidangpok incident and land allotment for cultural university at L. Tangnaum village is painful for all the tribal community.

Therefore, ATSUM urges the state Government to addressed the issue before it too late and also help the innocent victim appropriately at the earliest.

IMPHAL, May 5: National Games medalists from the State have threatened to lock down the Khuman Lampak sports complex if the State government fails to materialise its earlier assurance to provide the medallists with cash incentives.

Speaking on behalf of the medallists at a press meet held today at Manipur Press Club, Nandeibam Roshan Meitei, a Wushu player, recalled that the Chief Minister announced the incentive award days before the sports delegation left for the 34th National Games at Jharkhand.

Roshan was flanked by other medalists of the 34th National Games during the press conference.

The government had assured cash incentives in different categories including individual event, team event and record holders, said Roshan adding that in the individual event any player who secured a gold medal was to be awarded Rs 3 lakh, silver medalists with Rs 2 lakh and bronze medalists with Rs 1 lakh each.

In the team event the players who win gold medal were assured of Rs 1 lakh each, Rs 50000 for silver, Rs 30000 for bronze medallist and Rs 5 lakhs for record holders, he continued.

Four years has lapsed since the 34th National Games was held during March in 2011, however, the players are left high and dry, lamented Roshan who was himself a gold medalist.

He further asserted that the medalists had apprised the concerned authorities including YAS director, Y Ashokumar; consultant to the State government RK Nimai Singh and parliamentary secretary Pithriviraj but to no avail.

Recently, the Chief Minister had again assured during the `Players Day`™ observation on February 25 to fulfill the earlier promise by the month of April, yet nothing positive has came forth, he added.

Instead of giving encouragement to the players the very act of the Government has not only demoralize the players, but it is also mentally harassing for the players, said Roshan.

IMPHAL, May 5: The State Cabinet has given a nod to sanction the required fund of Rs 4,38,80,850 for keeping 15, 000 metric tonnes of urea as buffer stock to meet the requirement of farmers for the kharif season.

The decision was taken during a Cabinet meeting chaired by Chief Minister O Ibobi Singh which was convened at the CM`™s Secretariat today at 3 pm.

Talking about the meeting, CAF & PD and Education Minister Moirangthem Okendro who is also the spokesperson of the government disclosed that the meeting also decided to freshly fill up 113 vacant posts in District Institution of Teacher Education (DIET) centres according to the need arises.

He asserted that the government will put in earnest efforts to procure 15, 000 metric tonnes of urea in advance from Brahmaputra Valley Fertilizer Corporation Limited, Namrup along Imphal-Silchar road to meet the requirement of farmers for the coming kharif season.

Out of the 113 vacant posts to be filled up in DIET centres in different districts, 49 will be for new centres to be set up in Imphal East under Restructuring and Re-organization of Teacher Education. The Central Government will borne 90 percent of the total amount that will be required in setting up the centres, the Minister informed.

Elaborating that a need has been arisen to make the DIET centres fully functional at the earliest mainly for those Elementary Teachers who had started working though untrained, he further informed that one Principal, nine Vice-Principals, 54 Senior Lecturers and 17 Lecturers are included amongst the 113 vacant posts.

Okendro maintained that the Cabinet meeting also resolved to form a committee to be led by DC Senapati in connection with acquisition of required land for setting up of an IIIT centre at Mayang Khangingthoupham village in Senapati district.

The required land for setting up the centre is around 100 acres which will be purchased directly. A decision has also been taken to constitute DC Thoubal-led committee to directly purchasing of 16 hectare of land for setting up of a 400 KV power Sub-Station at 19-Yaithibi village in Thoubal district, he added.

The Minister also said that the meeting further resolved to directly purchase 12.5 acres of additional land at 91-Kaina village for the project `Development of Integrated Mega Tourist Circuit for Marjing, Polo-Kaina-Khebaching (Khongjom) in Manipur`™

Apart from concluding to directly purchase 98.86 acres of land at (Tera Urak) 34-Tengkhal Khunou in Bishnupur district, 176.7 acres at 59-Kakching Khullen and 223.3 acres at 60-Thoubal Laijing under Commerce & Industries Department, the Cabinet during the meeting also given nod to directly purchase 7.28 acres of land for setting up of a Border Haat at Moreh; Okendro said.

IMPHAL, May 5: Information Centre for Hill Areas, Manipur will support the Mao Students`™ Union`™s demand for the State government to conduct a transparent investigation into reports suggesting encroachment of the State`™s territory by a neighbouring State at Dzuko, ICHAM president N Rajendra said.

ICHAM supports the May 7 deadline set by the Mao Students`™ Union`™s for the State government to produce legitimate reports on the issue, Rajendra said.

He said the student body has warned of agitations if the government fails to meet the deadline.

Speaking at a press conference held today at the Manipur Press Club, Rajendra said the Manipur-Nagaland border conflict at Dzuko has been an issue since the past many years.

ICHAM had earlier conducted an inspection visit of the border area and found that the neighbouring State has constructed a circuit house and tourist huts inside the land of Manipur, he said.

The issue has also been raised in the State Assembly by Andro MLA Th Shyamkumar during which the leader of the House, the Chief Minister had assured to look into the matter seriously, he continued.

In 2008, ICHAM had submitted a memorandum to the Chief Minister seeking the State government to safeguard the territorial boundary of the State, which was not properly addressed by the State government, he added.

He continued that ICHAM will take a media team to inspect at least 7 km of land allegedly encroached upon by Nagaland soon.

He further called upon all civil society organisations of the State and the general public for co-operation on the issue.

ICHAM publicity secretary Ambition Anth said that the beauty of Manipur is in the integrity of the different communities residing in the State.

The 7 km land encroachment by Nagaland is very unfortunate, he said urging the political leaders to think beyond vote bank politics and start acting like true leaders.

He further urged the State government for timely intervention.

The whole world knows that there is a price tag for every government job in Manipur. It is also known that the government is practically the only employer of people looking for jobs in the formal sector. With the very slow expansion or rather stagnancy for employment opportunities in the informal sector, the job in government is the only hope and aspiration of the people `“ youths, and parents of the youths. Simultaneously it is also the envy of all those youths and parents of youths who do not have any space in the quantum of employment in the government sector. This has been the reality`“ governance trajectory and social dynamics – of Manipur for not years, but decades with the quantum reflected in price tags rising without limits.

Globally, the mid-1980s completed the trend of realization of government failures instead of the conventional thinking that it is only the market that fails. The government is neutral and objective whereas the market is driven by the selfish motives of the individuals `“ this was the religious belief of development workers. The global research on development, poverty removal and social justice established by mid-1980s and beyond doubt at that that Milton Friedman has been right all along. Friedman had been saying all along that government is never objective and consists of self-aggrandizing individuals. While mistakes in a market would not be cumulative, mistakes committed by the government would tend to get cumulative because the state defends the government; in fact, the government performs all its activities in the name of the state only. This protection allows the government to keep on committing anti-people and anti-nation activities and all in the name of the state. This would continue without correction and the individuals performing the duties of the government would continue to flourish without any correction mechanism coming forth; while in the market any mistake would emit signals as reflected in the price, there is no such thing in the case of the members of the club performing the government functions.

Manipur is an exemplary example of government failures and the accumulation of the cost of those failures. There is a locational advantage in this phenomenon; the peripheral location allows that the club members of the government can continue with their business unconcerned by the rest of the world and the political voice of the people as well too weak to be cared for. Now the question is: how do the club members sustain this phenomenon for decades? While the whole world are witnessing drastic changes in the transformation of the character and quality of government – India is not an exception to this -, why is it that the club members of the government are able to sustain their activities with the same characteristic components in the case of Manipur?

This is where we need to have a deep look into the character of functioning of the government in Manipur. The governance in Manipur has all along worked only on the principle to ensure that the only means to assured livelihood and growth remains only through joining a job in government by hook or by crook in the real sense. This has been worked through two functionalities. First, the government has so assiduously worked over the decades to see to it that the means to livelihood do not get expanded in the non-governmental sector by imposing prohibitive political costs. Second, the government has all along behaved almost like a controlling authority than as an effective regulator. Oh! Regulation is such a foreign word to the governance mechanism in Manipur. Say control, all the members of the club (read government) would jump out as competent and committed athletes.

Here it would be interesting to quote what Claude Levi-Strauss writes in the very first paragraph of his book Myths and Meaning: : `Although I am going to talk about what I have written, my books and papers and so on, unfortunately I forget what I have written practically as soon as it is finished. There is probably going to be some trouble about that. But nevertheless I think there is also something significant about it, in that I don`™t have the feeling that I write my books. I have the feeling that my books get written through me and that once they have got across me I feel empty and nothing is left.` While Levi-Strauss writes for a very positive outlook to the whole issue of his expression of ideas to the world, paraphrasing him in connection with behaviour of the club members of the government in Manipur is interesting. It is as if they see all their actions as stand- alone actions with no links with the past and no concerns for the future; the present is all that matters. But the present is defined only by what serves self-aggrandisement; rent, rent, and rent, and production and productivity are irrelevant.

This absence of sense of regulation, enhancement of livelihood opportunities, and encouragement of production orientation of the government of Manipur has a latest manifestation in how the pre-office hour market is controlled and suppressed in Imphal. Day in and day out, we would find both the government and the society it serves shouting their respect to our women and womanhood in Manipur. But the character of controlling approach rather than regulatory approach has always got the better of the governance thinking as it serves the purpose of sustenance on non-expansion of livelihood opportunities outside the purview of government and rent-control exercises of the club-members.

There is a temporary market-shed in the Bir Tikendrajit Road. Everybody knows this place is a symbol of dirt, mud and what not. Given the fact that, the activities undertaken in this market shed are the only ones to honourably sustain a family for all the participants. It may be that the government wants to work towards making the participants subservient to government forever.

Second, for the last few weeks, we have been observing the strength of the provincial law and order maintenance force in full play in absolutely stopping the women of Manipur selling their little products on the roadside in the wee hours of the morning. Now all these women are only those putting in all their efforts to make a living for their family and to maintain their children. Remember, we are yet to experience a policy intervention of the government to enhance livelihood opportunities either in the valley or in the mountains. Further, the tax-payers do not contribute their share to have the police personnel employed to curb the activities of the people endeavouring hard to earn a livelihood.

Well, the time is now for the government to recover from nonsense and evolve towards enhancing livelihood opportunities of the people. It is not control but regulation. Please see what is happening around the world in both thinking and policy. Please do not force the people to bear the cost of governance incompetence forever.

IMPHAL, May 5: A girl hosteller of the Thounaojam Ureka Academy Thoubal under Waikhom Police Station had gone missing today from her hostel, igniting a tension at the area.

According to sources, the minor girl from Chairel Ahallup, Thoubal district, was found missing around 4.17 during routine roll call before their morning walk.

The minor girl was studying in Class VII standard and was reportedly enrolled this year.

For a month she has been on leave due to an illness, said the sources, adding that she returned to the hostel yesterday accompanied by her elder sister.

Sources said that the school authority launched a massive hunt besides informing to the concerned police station.

Subsequently, an enraged mob comprising of family members and supporters, stormed the school and had heated argument with the authority there.

In the meantime, AMSU Thoubal District led by its leader Moirangthem Prabin, came to pacify the tension.

Taking serious note of the sudden disappearance of the minor girl, the AMSU leader instructed the school authority to prevent such incident from recurring besides appealed to all the CSO, NGOs to extend their co-operation to trace the whereabouts of the girl.

From all indications, there was a compromise reached with the militant group which was demanding a reservation of 15 percent seats in these schools, and in a less insistent way, in other premier private schools as well, for children of economically weak and underprivileged sections of the society. We do hope whatever the compromises reached to bring the faceoff to a conclusion were, they would not affect these schools adversely, for these are private institutions which run on their earnings, and therefore compelled by the basic logics of economics to live within their means only. But let all be reminded that it is not so much admission into these schools and tuition fees which put the burden on parents, but more so the cost of books and uniforms. Surely the schools cannot be expected to meet these expenses as well.

The spirit behind the demand however was honourable therefore we are happy a solution has been reached amicably. It was meant as a means to bridge at least some of the widening disparity between the well off sections of the society and those left behind by circumstance. But the matter has left bigger question unanswered. If the intent is to have the masses access good school education, why are there no serious campaigns to ensure government schools are capable of providing good education? Unlike private schools, which run on the money they earn, government schools are run on public tax money, and therefore available free or else at greatly subsidised rates to students. Teachers and staffs in these schools are much better paid than their private counterparts, and the funds available for the upkeep and expansion of their infrastructures, at least on paper, are much more liberal too. The vital thing lacking in these institutes however is commitment of the government authorities as well as staffs running them, to the mission of spreading education. These vital qualities are enforced rigorously in private schools by survival needs.

Had this been otherwise, and if government schools were as good as the best private schools, which they can very well be, given the commitment, imagine the benefits, not just for the underprivileged sections, but everyone. Parents then would only have to worry about their children`™s admission to the school nearest to their residences. None would have had to pay more than the taxes due under the education head. The egalitarian society this would have ensured would have been unmatched. In such a situation, opportunities would have been extended equally to all, and whatever differences that emerges thereafter would have been solely the result of the aptitude and industry of the individual students. Such differences would no longer have resulted in any sense of injustice too. This is very much a reality in Communist countries, China for instance, but it is not exclusive to them. Capitalist welfare states too have done well in the regard. In Britain for instance, as in India, government schools are run on public tax money, therefore virtually free. Parents can send their children to exclusive and expensive private schools, but those who do not, have nothing very much to lose. This is the reality in most other developed countries too, regardless of political ideology followed, for they all know improving the quality of education is investment in the future.
Once upon a time, government schools in Manipur were competitive and committed. A look at the alumni of government schools of the first half and mid 20th Century will testify this. An ever growing culture of corruption and nepotism thereafter marginalised talents, and thus sowed the seeds for the present decay. Why aren`™t all those who vow to bring egalitarianism and quality education thinking of revolutionising this sector instead of victimising the privately run institutes? It would not be wrong to say private schools rescued school education in Manipur, so should not the effort instead be to make government schools imbibe the examples this success story set? We also only wish there were the equivalents of Catholic schools in the higher education sector too, to spark another revolution of the nature school education has seen in the state.

SENAPATI, May 4: Suspected supporters of some intending candidates of the ADC election yesterday ransacked the NPF Manipur unit office at Senapati District Head Quarter due to delay of declaration of ticket to certain candidates.

According to police sources, the incident was a fall out of the postponement of declaration of party tickets for a constituency of the NPF Senapati division for the upcoming ADC election.

The frustration of the delay led to a quarrel at the NPF Office, Senapati DHQ at around 3.00 P.M which later turned violent.

It is learnt that the NPF party ticket was not allotted for a particular area under 49 Tadubi Constituency since there were many intending candidates applying for the party ticket in the area.

Though meetings were hold to resolve the solution amicably yesterday, the issue remained unsettled and the quarrel broke out in the afternoon.

Things got worse when the mob became wild.

The outraged mobs allegedly damaged the office`™s furniture and files and inflicted injuries to some NPF members.

Many files were destroyed and drawers, almirah, tables and chairs inside the office were also damaged by the mob.

Later in the evening, local MLAs Dr.V.Alexander Pao and L.Dikho rushed to the DHQ and spoke to the mob and dispersed the crowd.
