IMPHAL, September 21: The JAC Against the Brutal Killing of Ibemhal has imposed a 12 hours bandh within Andro Kendra on September 22 from 5 am till 5 pm in protest against the released on bail of four accused in the murder case of Ibemhal Keina by the Court of CJM Imphal East.

The JAC secretary Pangabam Chaoba lamented that amidst the pressure from Andro people for delivery of justice to the murder of Ibemhal who was found dead on August 18, the court granted bail to the four main accused namely Kangbam Taso, Ramkumar, Nilabira and Kangbam Birachandra alias Bera.

Since the justice delivered by the court is against the interest of Andro people, the JAC decided to impose a 12 hours bandh within the constituency, he said.

He further appealed to various civil society organizations to extend cooperation to the bandh call.

Anybody who violated the call of the JAC should be held sole responsibility if any untoward incident occur during the course of the bandh, the secretary cautioned.

He said that the JAC organized mass torch rally at Keina, Poreikhongjil and Yairipok today against the released of the four accused.

Members of various civil society organizations, clubs and women folk participated in the rally, he informed.

It may be mentioned that the JAC had organized a protest rally against the delay of punishment to the accused in the murder of Ibemhal at Poreikhongjil and Yairipok on September 10 during which the Andro Police Station was stormed.

On the same day, a huge public meeting was held wherein certain resolutions in connection with the murder were adopted so as to exert pressure on the concerned authorities to deliver justice to the murder case.

The JAC had resolved to launch different forms of agitation along with CSOs in case the accused in the murder are released on bail.

IMPHAL, September 21: For the first time in the history of Manipur, a State level society for State`™s male weavers, artisans and entrepreneurs has been formed during the `1st Congregation of Male Weavers and Entrepreneurs of Manipur`™ held at the premises of Shintha Handlooms and Handicrafts, Thongju Part II, Imphal East on September 20.

During the gathering, male weavers hailing from different parts of the State unanimously agreed to name the newly formed society as the State Society for Male Weavers, Artisans and Entrepreneurs, Manipur (SSMWAEM).

Bhubol Sougrakpam from Thongju Part II, Khelen Thokchom from Pheijaleitong, Budha Nongmaithem from Bishnupur Nachou, Hijam Sanatomba from Khongjom, Pradeep Lourembam from Keishamthong and Wangkheimayum Inao Singh from Samurou Awang Leikai have been elected as president, secretary, joint secretary, treasurer, secretary publicity and secretary organization of the society respectively.

The congregation further resolved to register the society under Manipur Societies Act, 1976. Its temporary office will be located at the complex of Shintha Handlooms and Handicrafts, Thongju.

The main objective of the society is to enhance the capacity building of the State`™s weavers, artisans and entrepreneurs.

The term yellow `“ not so much the colour it signifies but the meaning it carries `“ is very familiar in the world of journalism. In an official function to commemorate the National Press Freedom Day some years ago, the issue came up and the men on the dais, including the editor of this newspaper, were called upon to define what it exactly signified. Off hand, the history of the word as in `yellow journalism` was not available, but many of us attempted giving our understanding of what it was all about, and expectedly all the answers were not far off the dictionary meaning which says it is `journalism that exploits, distorts, or exaggerates the news to create sensations and attract readers`. Surprisingly the 9th edition of the Concise Oxford English Dictionary does not have an entry on this, perhaps indicating the term is a dying lexicon in the modern world. But thanks to the internet, arguably the most accessible and inclusive encyclopaedia, most of which is available free to everyone, we have a gist of the history of this broad category of journalistic practice, and we are sharing this with our readers, especially the matter always surfaces in times of chaos and mayhem, as indeed Manipur is once again immersed in today.

The advent of the electronic media, and earlier on, colour printing technology, has altered the significance of the word considerably. But in 1898, the arrival of the technology to use a single colour other than the familiar base of black and white must have appeared startlingly eye catching. And yellow ink it was that first made its impression on newsprints. The colour was used by certain publishers to headline news in the battle for newspaper circulation in America of the time in the midst of the Spanish war. Surprisingly again, the name associated with this term in the new context belonged to someone who is arguably one of the most well-known and respected person in journalism `“ Joseph Pulitzer. Yes, the man who instituted America`™s most prestigious awards for various categories of journalism and photojournalism. Pulitzer purchased New York World in 1883, and set about grabbing the readers`™ attention by introducing a sensationalist style of journalism with screaming headlines and cartoons in bold yellow ink. But competition soon emerged, and in 1895 William Randolph Hearst gave him a run for his money matching him in every move in his Morning Journal. The period saw these American newspapers scale previously unachieved heights in terms of circulation, and editors who objected to the practice coined the term `Yellow Journalism`. And even though the yellow colour has today been replaced by multicolour offset printing, capable of reproducing images with high fidelity to natural colours, a broad understanding of the term `yellow journalism` which has nothing to do with actual colour the name implies, has remained. The colour printing capability of newspapers has altered radically, but the term still signifies the brand of journalism which is in the end is just `a story told by an idiot; full of sound and fury; signifying nothing`. Again, the arrival of the television media has redefined what sensationalism in journalism can be with their `sting operations` stories, graphic accounts of gruesome accidents, close-ups scrutiny of shifting moods and emotions of people in trauma and tragedy etc, making the traditional understanding of `yellow journalism` bland. The internet, social media, and the so called citizen journalism, as we are witnessing, has yet pushed the frontiers of yellow journalism still further.

What exactly should be defined as yellow journalism then? The dictionary meaning is still ethereal for everybody will differ on what should constitute sensationalism, what should be its limits etc. A working definition or rather a working scale, however is available, informally and in the course of a discussion, passed on to IFP by an American journalist colleague. Asking the question: `How much does one `need` to know of any news event?`™ should give a rough idea where journalism has crossed the limits of decency and propriety. In our context, it could very well be, how much do I `need` to know of anybody`™s private affairs? How much should I be concerned of how much somebody else is earning, unless it is stolen money? When such questions do not have a satisfactory answer, but readers`™ interests as well as journalistic passions persist, we may very well have crossed into the territory of `yellow journalism`. And we would also reiterate that is a voyeuristic syndrome that can afflict not just journalists and newspapers, but also their readers in equal measures.

CHANDEL, September 21: Anal Lelruwl Tangpi (Anal Students union) HQ has refuted Thadou Students`™ Association (TSA) Chandel`™s press statement wherein it claimed that Lhukhusei Zou was not a part of the controversial use of Anal traditional shawl as table cloth during the ADC swearing in ceremony.

The union in a press release signed by its president L Manahring alleged that the function was held to form Congress led ADC government of the district. And being Chairman designated, Lhukhosei Zou should own responsibility for events unfolded during the course of the function and its untypical of Zou to disown his staff rather than stand by them.

`May be his ego is too big to apologise on behalf of his departmental staff`™, it said.

ALT used the word `self-proclaim`™ because the so called formation of ADC Chandel took place in Imphal West district, rather than the following normal procedure, that is to form and function in the district headquarters just as ADCs in other hill districts do, it clarified.

Terming TSA`™s claim of Lhukhosei Zou maintained equal treatment in sub division wise irrespective of tribes and communities on education as totally baseless, the union maintained that Lhukhosei was biased and only focused more to appease one community.

Out of the 50 Primary Schools established in 2011, he allotted nearly 30 plus of the schools to one single community whereas only 10 plus of the schools were allotted to the rest of the communities in Chandel , it pointed out, questioning TSA whether if that was what TSA called equal treatment of Lhukhusei Zou.

In connection with the up-gradation of Primary Schools to Upper Primary Schools, the ALT in the release further alleged that Lhukhosei allotted three schools out of the five to one community.

That was when ALT intervened and protested. The union admits thereafter existed an MOu, but the MoU signed was just propagated in paper, yet to materialize till date, though the assurance given to the union was to implement the agreement just in a matter of time, it lamented.

Stating that the union respects TSA`™s personal views and expressions on the present imbroglio, it questioned the TSA`™s wisdom of supporting Congress led ADC government in Chandel.

The Manipur Assembly under the very nose of tribal MLAs and Ministers passed three `anti-tribal`™ bills. Consequently, the tribal people have been demanding the resignation of those tribal MLAs due to people`™s disapproval, the union said.

It also extended invitation to TSA to share opinion on whether there is any difference in principle and ideology between Congress led government and Congress led ADC government in the districts.

While accepting the call for peace and tranquillity in the district, the union said that it has been relentlessly working for a common interest be it fighting a lone battle against district administration for DLOs and departmental offices to function so that tribal from far and near can avail their rights in the district headquarters.

`TSA Chandel has every right to defend Lhukhosei Zou as he best serves their interest , but lets not be so engrossed and deep rooted in our own personal interest that we intend to ignore and hurt sentiments of other tribes which in the long run is detrimental for our societies`™, ALT in the release added.

CHANDEL, September 21: The Committee on Protection of Tribal Rights (CoPoTR), Chandel district has urged Prime Minister Narendra Modi to take up immediate and necessary action for making ADC Chandel functioning from its headquarter office at Monsang Pantha.

Submitting a memorandum in this regard, CoPoTR said, ADC Chandel functioning from Imphal instead of district headquarters has brought many inconveniences to the people; therefore, the ADC should function practically and theoretically from Chandel district headquarters.

The committee apprised the PM of its condemnation over the controversial so called re-election of ADC Chairman at ADC Bhavan Chingmeirong on September 14, saying ADC Chandel was meant for the people of Chandel but not for Imphal west district.

It also said that the people of Chandel fully exercised its franchise, electing their representatives who would make ADC function from headquarters for better development however; the State government under its evil policy snatched their opportunity to run the ADC from the State capital like the previous five years.

The memorandum informed the PM of series of democratic agitation including demand for separate independent administration of the tribal outside the Government of Manipur that would be initiated by the committee in case the Government of Manipur forcefully take up steps to make the ADC function from Imphal.

While expressing good faith on the authority of the PM, the committee urged the PM to address the grievances faced by the people of the district.

Meanwhile, the committee in a notification has appealed to all officers, staff of ADC Chandel to attend ADC office at Monsang Pantha regularly and carry out all office matters related to ADC Chandel within the district head quarter office.

The committee will tag ` Anti-Chandel`™ to any person or individual who violated the notification, the committee cautioned.

LAMKA, September 21: With the unrest over the demand for a Separate Administration for the tribals of Manipur not abating, the a top government official, MH Khan, IAS, Principal Secretary, came to make an assessment of the actual situation on the ground.

Khan held meetings with the DC and SP of the district at the DC`™s residence and then later also met the JAC leaders.

Earlier, when Khan`™s vehicle approached the gate of DC resident, his convoy was blocked by womenfolk who also snatched the order appointing him lead a Magisterial enquiry in the incidents that led to the police firing in the district headquarter in the wake of the violent street protest against the passing of three bills ostensibly designed to prevent influx of migrants into the state by the State Legislative Assembly on August 31.

Later in the evening the JAC issued a press release where they said that they will strongly oppose the State government`™s proposal for a magisterial inquiry in the Churachandpur case, as specified in an order dated the September 9.

The order said the inquiry will be to ascertain the facts and circumstances leading to the incident of August 31 evening which led to arson attacks and subsequently the death of nine people.

The JAC in its release stated that they will not accept the magisterial enquiry as it is unlikely to bring a solution to the problem at hand.

The release further said that `no person/organisations/individual, shall give any statement in connection with this enquiry and spot enquiry by Magisterial Inquiry Team` and anybody seen cooperating will be strongly opposed by the general public.

The enquiry is set to begin and concerned officials are slated to come on the September 23 to Churachandpur to begin the enquiry.

The JAC said the people will not accept any enquiry initiative by the state government. Instead, the enquiry must be instituted by the central government.

Meanwhile, ever since the morning, womenfolk sitting for a dharna outside the DC`S resident shouted slogans like “repeal the three bills”, “we want separate administration”, “Central government help us” even as the state officials were passing through their cordon.

In an effort to strengthen and smoothen the progress of the agitation, the JAC this afternoonsat together with the joint committee of the KNO and the UPF, and held a joint meeting at the KKL complex, attended by the presidents of Kuki Inpi, Hmar Innpui and Zomi Council.

On the occasion of the joint meeting cum a press meet, the conveyor of the joint committee, Calvin, told the media that the committee`™s visit to New Delhi had very positive outcomes.

He said the central leaders they met were sympathetic to their cause. The convenor further said “positive thing are discuss and agreed with the central leaders,` adding, `there are however certain things better left untold for the time being.”

This was also echoed by his colleague from KNO TS Haokip who said that the central leadership expressed their happiness that a tribal unity in Manipur has become a reality

The president of the Hmar Innpui, Kuki Inpi and Zomi Council also express their happiness over the unity particularly amongst the two main SoO group.

Our Northeast politicians are seen struggling in the sea of Indian political arena. Their political wisdom is fast waning. The Northeast is sharply divided on ethnic and tribal lines by wrong policies and programs of Delhi. Even after 70 years of India`™s Independence, Delhi can hardly solve any of the issues of the Northeastern India `“ be it social, economic, developmental or political. The hatred against the Northeastern people by the mainland people keeps increasing and this can be seen from the increasing crimes on them in many major Indian cities. The greatest fear of Delhi is the `UNITY` of the Northeast India as they presume that such `UNITY` will become a major threat to the `UNITY OF INDIA`. But is it logical to keep Northeast people divided for the sake of country`™s Unity? The people of the Northeast steadily and gradually start realizing that Indian democratic system is not working for the growth and benefit of them except creating more haves and have nots, besides systematically destroying the social fabric of them. Now stark reality is the younger generations start hating their representatives thinking that the politics they are playing under the Indian democratic system are not suitable to them. This not a good sign.

Even known and veteran mainland politician like Pappu Yadav, MP, from Bihar could openly threaten to forcibly pull out Manipuri passengers from trains running through Bihar and send them back to Manipur in retaliation of violence against Bihari migrants there. In fact, the MP was misinformed as no Biharis have been targeted as they have been peacefully living and running their business activities in the heart of the Imphal City. But what about open attacks on Utter Pradesh and Bihari migrants in Maharashtra in early 2008 by the Maharashtra Navnirman Sena (MNS) and also in the last part of 2003, there was anti-Bihari drive in Assam wherein nearly hundred were killed and hundreds rendered homeless. This anti-Bihari drive in Assam just happened as the locals felt that jobs in the Northeast Frontier Railway in Assam would be snatched away by outsiders particularly Biharis. The exams were to fill up 2,750 Grade D posts. Of the total 6.2 lakh applicants, 94,533 were from Bihar. Local people in Guwahati feared that Biharis would capture most of the posts and this led to violence against the Hindi speaking people.

But the fact is where the job securities are for the youth of the Northeast. Nothing at all! The Center has terribly failed to frame clear cut employment policies under various major Ministries. No one knows clearly what are the policies and programs being framed for the educated employed youth of the Northeast nor are our MPs aware of the loopholes. Nearly 30 lakh educated unemployed youth are there in the Northeast and the numbers keep increasing every year and what will be the fate of them if the Government does not think seriously on this. Where will they go? The job security will become out of question after some years and there will be fights and chaos in the region if the immediate attention is not paid.

As we know there are no major factories and industries in the Northeast till now. The Center keeps sweetly preaching that the youth of the Northeast should not attempt for the Government jobs only, but they would hardly give an alternative for them. They know there is a lack of industrial establishments in the Region, but never trying to have one for the Region. Some 4 to 5 major factories and industries are in the region and most them were also built by the British when India was under them. See the famous Digboi Refinery which was set up in 1901 at Digboi in Assam. Even Commercial production of tea in India began after the conquest of large areas by the British East India Company, at which point large tracts of land were converted for mass tea production. The widespread popularity of tea as a recreational drink began in earnest in the 1920s, after a successful advertising campaign by the Tea Board and several mass promotion drives by the Government, using railway stations as a base. Even almost all the existing rail tracks, railway stations and services in the Northeast were established by the British and so also many roads in the Northeast.

Now a very simple question is what are the major industrial policies the Center had so far framed for the development of the Northeast India after attaining her Independence in 1947. The thinking that the citizens of this part of the country would get more development and dignified lives after India`™s Independence has become otherwise. Because historically, the British was responsible for many unwanted issues that have been prevailing till today. Why haven`™t the rulers of this country thought of this or whether the new leaderships of this country are planning any? We need an answer from our country`™s leaders at Delhi. What a life the citizens of the Northeast are enjoying?

Yet, one of the most setbacks on our part is also that our elected representatives in their respective States in the Northeastern Region sometimes fail to understand their roles and limits. Our 34 Members of Parliament from the Northeastern Region have been terribly failing to come together even for the common cause of the Northeast people. When we study the allocation of the funds for the Northeast comparing to other States is like a joke. See the Central allocation of Rs 53,000 crore for the entire Northeast (2015-16) is just little more than a half of Mumbai-Ahmedabad Bullet Train Cost `“ Rs 90,000 crore. Yet, not a single MP from Northeast complained of this. Have our MPs ever thought of examining the budgetary allocations not only to their respective States but also the entire Region? Have our MPs and politicians ever sought of taking advices from the experts as to why the huge economic imbalances have been going between the Northeast and the rest of the country? Time has come for the people of the Northeast India to wake up to thoroughly study as to why they are still underdeveloped and far behind others in this funnily `CYBER AGE ERA` before it is too late. It is now or never.
