IMPHAL, October 2: The declaration that a joint meeting of tribal bodies had authorised the Kuki Inpi Manipur to initiate talks with the State government on the three bills is a false propaganda of some individuals with vested interest, claimed the Thadou Inpi today.

An emailed statement issued by its secretary general Thangtinlen Haokip said the media report that claimed a joint meeting of Zomi Council, Hmar Inpui, Mizo Peoples Convention, Kuki Inpi Churachandpur, Vaiphei People Council, United Zou Organisation, Simte Tribe Council, Paite Tribe Council, Tidim Chin Union, Thangkhal Tribe Union, Komrem Union, Thadou Tribe Council, Gangte Tribe Council, Mate Tribe Council and Joint Action Committee was held on October 1 at KIC Office, Tuibuang convened by Kuki Inpi Manipur (KIM) is a false propaganda and is baseless. It is just an intention to malign the unity of tribals of Manipur, it claimed.

So far there is no such assignment given to the Kuki Inpi Manipur for and on behalf of all the tribal to fight against the recently passed three bills which is totally against the wishes and interests of tribal, it continued.

`No tribe council has entrusted or assigned KIM to have a dialogue with the Govt. of Manipur.`

The Thadou Inpi in its Thadou Conclave, Delhi `“ 2015 Declaration No 6 had stated that `Thadou Inpi will not endorse Kuki Inpi and its affiliated organisations as long as Kuki Inpi is not restructured with the participation of all the tribes under Kuki fold, but it will work together with other sister tribes,` it said.

Its explanation/justification is `“`Kuki is a nomenclature and conglomerate of many tribes but there are more than enough evidences that Kuki Inpi and its affiliated organizations are ignoring this fact and openly propagating the unitary concept of `Any Kuki Tribes` which is detrimental to the unity of Kuki nation and Thadou Inpi doesn`™t share such a vicious ideology,` it said.

The statement continued, `the declaration is made to highlight that Thadou Inpi will always espouse the cause of Kuki as a nomenclature along with other sister tribes with equal footings only.`

`Therefore, any such misuse of the Thadou Inpi without our knowledge will not be tolerated in the near future and such appalling, unfounded and senseless press statement by KIM is highly condemned and should not be repeated,` it warned.

This was stated by Chief Minister Okram Ibobi Singh answering to media queries in the sidelines of the Gandhi Jayanti function held this morning at the Congress Bhavan.

The observation was organised by the Manipur Pradesh Congress Committee.

He also informed that it might take some time as the contents of the bills need to be scanned by Home Ministry, Law Ministry and other concerned ministries.

`I think they (GoI) will take the right decision after deeply considering whether the bills can hurt the interest of the hills or any other communities or not.`

Regarding the unrest in Churachandpur, he said `We (GOM) have always been telling them (agitators) to come for talks, as without dialogue it is not possible to bring a permanent solution.`

When asked about some insurgent groups under SoO pact now demanding for a separate State leaving their earlier demand for a separate administration, he replied: `We are living in a democratic country so everyone has the right to demand (or speak out) what they want. Whether they will get their demand or not is another matter.`

`If the things are under the purview of the State government then we can answer to their demands. However if their demands is for a separate State or separate administration, then it is simply not under the purview of the State government,` he said.

`If the demands are legitimate then the State government will also support in pressing the demands to the higher authority who can grant the demands.`

`But if it is against the interest or integrity of the State then naturally we cannot support it,` the Chief Minister maintained.

Ibobi also informed that the construction works of Sanjenthong (bridge) might be complete in a month before the upcoming Sangai festival.

The function was also attended by MPCC president Gaikhangam who is also the State deputy Chief Minister.

The Chief Minister and the deputy Chief Minister had also led in offering floral tributes to the statue of Mahatma Gandhi inside the Congress Bhavan on the Father of the Nation`™s 146th birth anniversary.

Prior to the formal function, the National Cleanliness Day was observed at the Gandhi Memorial Hall in commemoration of the 146th birth anniversary.

KANGPOKPI, October 2: A joint meeting of Sadar Hills CSOs, chiefs and social leaders today resolved and vowed to safeguard and maintained Sadar Hills at Multi-Purpose Conference Hall, Sadar Hills Autonomous District Council, Kangpokpi.

The joint meeting organized under the watchword, `Come let us reason together for our Sadar Hills` was attended by various civil society organizations including Kuki Inpi Sadar Hills, KSO Sadar Hills, KWU Sadar Hills, TSA Sadar Hills, all chief of various village in Sadar Hills and social leaders.

Haokholal Hangshing, chairman, ADC Sadar Hills and Thangkam Misao, vice chairman, ADC Sadar Hills with members of ADC Sadar Hills also attended the joint meeting.

The joint meeting on the onset paid tribute to the nine young bloods who were died during the protest against the alleged anti-tribal bills in Churachandpur by observing a minute silence.

`We come here to reason together for our Sadar Hills and it is very much crucial for all people living within it`, said Seikhomang Khongsai, president Kuki Inpi Sadar Hills.

He continued that it`™s time for the people of Sadar Hills to come together and shield the territorial integrity of Sadar Hills with whatever means accessible to them.

Many other CSOs, chiefs and social leaders also deliberated on various issues pertaining to Sadar Hills in the meeting.

After much deliberation and enthusiastic discussion various resolutions have been adopted moved by the Kuki Inpi Sadar Hills president.

Meanwhile, since Kuki Inpi Manipur has been authorized to initiate dialogue with GoM in connection with the 3 Bills and as per the meeting resolution of CSOs Sadar Hills on September 29, the JAC Sadar Hills formed against the three controversial Bills has been dissolved during the meeting.

The joint meeting also resolved to constitute a committee christened `JAC Sadar Hills` to initiate and streamline the movement of elected Sadar Hills representative in initiating declaration of Sadar Hills districthood by the Government of Manipur at the earliest.

The joint meeting unanimously elected Nehthang Kipgen as the JAC Sadar Hills convener while all president and secretary of CSOs within Sadar Hills are appointed members of the JAC.

It also resolved that punitive public penalty will be imposed upon the elected Sadar Hills representative including MLAs and MDCs if they fail to materialize the cherish dream of Sadar Hills people within October 15.

Speaking with a host of media persons on the sideline of the meeting N. Sehjalien Gangte, Thuching (general secretary) of Kuki Inpi Sadar Hills said that any Acts of Bills whether it is from the State or Centre Government which directly or indirectly affects the territorial integrity of Sadar Hills will be opposed tooth and nail.

He continued that any plan or motive to disintegrate Sadar Hills on the part of the State and Central governments will only invite tragedy while cautioning both the State and Centre not solicit war in Sadar Hills.

The KISH leaders urged the State and Centre to do what is best for the people of Manipur and Sadar Hills in particular.

The newly formed JAC Sadar Hills will have a meeting within two days to chalk out further steps in connection with Sadar Hills districthood issue.

Students`™ leader Pebam Chitaranjan is a martyr, Irom Sharmila Chanu is a living legend and now Sapam Robinhood is Lamjing Meira. Issues exist for each society, but do we really need the people to sacrifice their lives to bring a solution for every issue? Can`™t we think of saving a life instead of taking one?

In Manipur we witness atleast one hero for almost every major issue. Be it the Hunger Marchers Day of 1965, June 18 uprising of 2001, AFSPA, Inner Line Permit System movement and the ongoing anti-ILPS Bill movement in hill areas- someone`™s life has to be sacrificed. The issue seems to gather momentum only when one gives up his or her life. The government too has acquired the dubious reputation of lending its ears only when the mass outburst their extreme anger. Here comes the anthropogenic of bandh, general strike, arson, road blockade and violence associated protest demonstrations in Manipur.

In a year we have 365 days, but looks like having around 1000 bandh and general strikes? To us, bandh and general strike remain as the only/convenient means to register a protest and give an impression to the government. Equally or even more than Manipur, crimes like murder, rape, kidnapping are happening in each and every states of India. But out there, bandh, general strikes are ever so rarely called for such incidents. General strikes are called more often by armed outfits, civil society organizations, JAC (Joint Action Committees) and local bodies in protest against government, department and even individuals. But have we thought about the pros and cons of such deeds?

The economic loss, mental depression and anguish, inconveniences face by the people, slowing down of development due to bandh and vandalism during the purview of general strike is irreparable. No one needs explanation. Thanks to myriad issues and prolific soils that help in breeding organizations/associations/ JACs in Manipur; today the state has multiple bodies- for students, women, children, human rights, cultural, sports, employed, unemployed and all other possible sections and communities of the society. Unluckily not a single organization has come up openly against the `Bandh culture` till date.

If not counted empirically, it is sure that the social unrest and regular bandh and general strike have hugely damaged our poor economy.

JAC CULTURE

The phenomenon of JAC is a unique practice in Manipur which is unhealthy as it is time and energy wasting indulging in mobocracy and more violence.

The JAC does exist in other states in India but why it`™s so prevalent, always sprouting up and popular in Manipur?

During discussion with various stakeholders, it has been reportedly said that there is a unique practice of every rape, murder, accident cases being negotiated by so called JACs at the office chamber of the Chief Minister. And there had also been allegations of some JACs having financial irregularities in managing funds raised for the cause they are fighting for.

JAC often assume the role of police and judge by pronouncing judgment in Kangaroo Courts and has been found often to severely assault the alleged culprit and burn down houses and properties even before being proven guilty.

REASONS FOR BANDH TENDENCIES

By virtue of the prevailing law and order situation, the mutual trust between the state and people has been eroded, and crept into the blood and bones of the mass. The dearth of believing another is even reflected in our everyday life. Due to this deficiency, the populace thinks that they will not receive justice of the demand if they didn`™t resort to bandh, general strike or some striking violent actions.

POSSIBLE TRUST BUILDING MEASURES

The government needs to put appropriate policies to deal with murder, rape, victims of bomb blast, kidnapping, arson etc. because chances of forming JAC, imposing bandh, general strike, and staging protest demonstrations is high if the affected people are not aware about the existence of provisions to address their problems.

In various states, there is clearly written policies which states how much compensation is entitled to victims of rape, accident, terrorist activities, mass movement etc. If the state (Manipur) has such written policies, guidelines and regulations, it should be announced publicly and make the people familiar with them so that they seek judgment and compensation through proper channels instead of blaming the system and resorting to aggressive/ undemocratic means of protest demonstration just to draw the attention of the Government.

At the same time the government and concern departments need to address issues as soon as possible in order to prevent untoward incidents.

Framing clear policies and guidelines on how to deal with recurring volatile situation and repeatedly highlighting them in the media would surely be helpful in controlling crimes in Manipur.

MAKING TIME BOUND

Wherever all such provisions have been made to elevate the suffering of the victims or aggrieved families, the government should have a fixed time frame for fulfilling the provision. This will boost the confidence of the public that they get help within a short period definitely even if they didn`™t resort to road block, bandh, arson and other violent activities.

INVESTIGATORS

The police have been often alleged to be not conducting the investigation properly and consequently the accused gets bail due to non charge- sheeting of the case in the court. This is also another main reason why there is lack of public confidence in the intervention of police in the cases of murder, rape and other crimes. If the police have investigated they would have followed scientific procedure of investigation and such kind of incident would never happen. There is a need to strengthen investigating role of police.

At the same time, the government needs to pay attention to improve the investigation ability of the police so that they are respected as professional force who finds out truth and book the culprit or law breakers.

The Scotland Yard has been respected worldwide for its investigation ability and also the CBI. The Police often complained that they are not often engaged in law and order duties so that they do not have time of investigation. In a state like Manipur where the rate of crime is high, separate investigating wing should be set up apart from the law and order duty personnel.

Hardworking and sincere investigators should be rewarded and promoted as the Manipur Police Commandoes has been done.

ROBUST FORENSIC LABORATORY

There is also the lack of an adequately set up forensic science laboratory with adequate technical staffs and latest modern equipments in the state. Many cases are reportedly lying in police stations for decades due to lack of corroborative forensic science evidences. Setting up of a new and robust forensic science laboratory in Manipur will lead to solving 100s of crimes which will in turn increase the confidence of the public and improving the law and order situation in the state.

This will ultimately led to decline of mobocracy, bandh, general strike, mushrooming of JACs, violent activities, law and order in crisis ridden state like Manipur.

Can development be without price? Much as anybody may wish it, this cannot be so. Hence, the more realistic and pertinent question should be, what kind of price is worth paying for any development project. The basic principle in any walk of life `“ that of minimizing losses and maximizing gains, should very well apply here too. Just as in the law of physics which says matter (or energy) can neither be created nor destroyed, development, or for that matter anything else, cannot be snatched out of nothing. Literally speaking, only God knows how to do that and we are sure He would not be keen to demonstrate. Jokes apart, development must have to be a rational negotiation process in which we weigh the pros and cons of all projects envisaged, and then lean our decisions towards the arguments that are honestly weightier. Often this logic is abandoned in all our ongoing debates on the issue.

The need to pursue this debate has acquired a sense of desperation in our situation. Just the consideration of the example of the acute power shortage should validate our contention. On the one hand we have not enough electricity and on the other we also often put up non-negotiable oppositions to electricity generating hydel projects. It is true these projects will command a price but shouldn`™t the debate be also about how heavy the price would be and how worthy it is to pay the price. If we foreclose the issue and say we should not pay any price at all, whatever the circumstance, then we should also not be complaining the scarcity of electricity, and in fact the absence of the fruits of development in our lives. Our point is, we do not have to sell ourselves and our future just for the sake of development, but all the same, we must also have to be prepared to pay some price at least. As the saying goes, you cannot make an omelette without breaking the egg. Hence if we think it is absolutely wrong to break the egg then don`™t even imagine how the omelette can be relished. We are not suggesting that there should always be a ready green signal to all development projects. We are only saying that the effort must be to seek to strike the right balance between what we end up paying and what we end up getting. To extend the aphorism of the egg a little more, the debate must be about taking care not to cook the goose that lays the golden egg just for one sumptuous meal and then lose a future that golden eggs can guarantee, but also to not deprive ourselves of the simple gastronomical delight of omelette and toast for breakfast when we do want it. As practical optimists, we believe there is such a balance. Maybe high dams are bad, but must we also have to say all dams are bad?

Take another case. Other than electricity, tap water is also in acute shortage in the state. In rural areas, since there are still clean natural sources of water, the problem although bad, is not as desperate. But in the urban areas, say for instance Imphal, what would the people do without treated water. Luckily, there are some very well maintained community artificial water bodies which are an important substitute in times of extreme scarcity, but the problem can only grow in the days ahead. Under the circumstance, imagine what would have been the scenario if the Shingda Dam were not there and Imphal did not receive even the existing supply of tap water. Perhaps, Imphal with its ever growing population would not have been liveable at all by now. Here is, right in front of our eyes, what we may say is a successful, life supporting, small dam, and yet so many still insist on opposing any mention of dams. Of course, even in the case of small dams, the question of compensation and meaningful resettlement of affected population, if any, must be addressed seriously and adequately. In the meantime, our negotiation with the idea of development, as well as giving it material shape, must be in more earnest and governed by a heavier dose of rationality.

Braving the indefinite bandh called in Moirang areas today, a group of the members of the Manipur University Tribal Union came to show their respect and solidarity to the unified tribal movement and contributed Rs 30000 and 10 traditional shawls for the nine who lost their lives.

General secretary of the union Dr Gaikhansiam Riamen also issued a condolence message stating that MUTU had come to expressed their profound condolence to the grieving families of the victims.

He also stated that the union salute the supreme sacrifice of the nine heroes which he termed as `exemplary sacrifice`™ and said it will bring about a bright future for the tribal community of Manipur.

The condolence message also said that MUTU appreciates and acknowledges the role played by the Joint Philanthropic Organisation (JPO), JAC Churachandpur and ATSUM for keeping the movement moving on with great enthusiasm and irrespective of the hardships.

We asked them to continue the good work he said and added that the almighty will give strength and fortitude to the bereaved families.

In another news the JPO issued a press release signed by HSA GHQ president Laldawnlian Varte, YMA Manipur group president Mangcha Thangzom, ZYA GHQ president S Lianzalal, KKL, GHQ president Kamthang Haokip stating that they are extremely happy with the co-operation of the different groups that had contributed for the victims of the resent protest though financial, material and physical help and also for the day to day functioning of the JPO.

The press release also stated that the JPO is also deeply appreciative of the different organisations /church/groups/individuals etc. who had provided financial and material help.

Meanwhile, the annual observation of Gandhi Jayanti when people used to clean their campuses and the streets was barely witnessed accept for some Village Authorities in Churachandpur organising social work in their own villages also due to unprecedented unification of the tribal movement that swept the tribal dominated or hills of Manipur.

In the period of relaxation of the public curfew from 5am to 1:00 pm today, some individual and VA cleaned their campuses notably the District BJP office at Hmar Veng and the immediate campus areas of the office led by their president J Haokip during the morning hour.

Most offices enjoyed a holiday today.
