Mao Council under the aegis of the United Naga Council (UNC) observed the 6th Anniversary of the Martyrdom of (late) MeliChakho and (late) DikhoLoshuo at the Martyrs Park, Mao gate on Friday.
The observance is held in the memory of two students who lost their life at the hands of Manipur Police on this particular day during 2010, while trying to control a large agitators in Mao Gate of Manipur, bordering Nagaland.
The imposition of AFSPA in all the Naga inhabiting areas by government of India, is an implicit idea to end all the Naga peoples and the then Prime Minister Jawaharal Nehru was the main proponent of the ideas, said UNC (United Naga Council) president Gaidon Kamei while speaking at the observance.
“Naga National Problem is a political issue, so cannot solved through other means. And, Naga got its Independence a day ahead of India’s independent from the then British Rule, the president of Naga CSO added. The Naga efforts for “peace process”, he stated that the neighbours are trying to hijacked and sabotaged it.
The Naga apex CSO president also said that the Manipur CM O Ibobi and his deputy Gaikhangam is harassing the Naga People to protect their interest.
“The Naga are not save under the communal government of Manipur”, the UNC president Gaidon Kamei stated criticising in a veil manner.
President Gaidon Kamei said also criticised three Bills in the state assembly by terming it as “Anti-tribal Bills” and stated, “Manipur government introduced and passed the “anti-tribal bills in the Manipur Assembly”. And he also strongly challenged the reported statement (of an MLA in the assembly) that there is no Naga in the Manipur state by adding that this may not be end of the Manipur Government and they have determined to sabotage the Naga Talk.
Calling the attention all Naga people, he asked to prepare physically and mentally to defend the Manipur government and “Naga will not compromise its history, culture, identity,and national at any cost. Naga have to stand together for this cost”, Gaidon Kamei said.
Naha Hoho President ChubaOzakum called for Naga Unity in his speech at the Martyrdom Observation.He said time is not far away for the Naga political solution, which Naga has been waiting for the moment for more than past70 years.
He said, “let’s not lose the hope for the solution” and made appeal to all Naga not to fight among themselves”. He said the people Naga did not recognised the artificial boundary between the Nagaland and Manipur.
He expressed hope that Naga leaders will not betrayed the people of Naga, unlike the past. He also said that the historic framework agreement that was signed between NSCN and Government of India on 3rd August 2015 will fulfils the Naga aspirations.
“Though we have not known the exact contain of the agreement, we have heard from different angles that some of the main point of the agreement is to recognised the unique Naga history, recognised the universal principal of the democracy that sovereignty lies with the people”. He added that the frame also proposes to agreed the settlement according to the wishes of people, showing sovereignty and both (GOI and NSCN) agreed to maintain co-existence.
Leaders from All Naga Students’ Association Manipur (ANSAM), Mao Students’ Union, Naga Students’ Federation, Naga Women Union, NMA, NPMHR, ZB attended the observace and marked the respect to the departed students by offering solidarity messages, florals tribute along with two minutes silence observation. Family members of the two students were also present in the observation and large numbers of students from Mao area also attended the observation function.

DIPR, Imphal 6th May 2016:The Department of Social Welfare under the State Government has taken up various welfare programmes in the social welfare sector especially for the weaker sections of the society, the Department of Social Welfare, provides welfare programme and services towards realizing goals and objectives through (I) Social Defense (Prohibition and social security for the Aged), (ii) Welfare programmes for persons with disabilities , (iii) Integrated Child Protection schemes, (iv) Women and Child Development including supplementary nutrition programmes and other development schemes.

The Department is implementing National Social Assistance Programme and Manipur Old Age Pension Scheme under which old persons are given monthly pension.

Apart from the other programmes initiated by the Dept., the Women Welfare Programme implemented from the year 2011-12 provides (I) Financial Assistance and Support services to victims of Rape. A scheme for Restorative Justice provides financial assistance and services such as shelter, counseling, medical aid, legal assistance , education and vocational training to the victims. The rate of assistance ranges from Rs.70,000/- to Rs. 1,20,000/- per victim. (ii)Financial assistance for the Needy Widow Women Scheme provides security by way of giving one time financial assistance @ Rs. 2000/- to widows in the age group of 18-40 years.(iii) The Welfare Training Institute ,Takyel, provides capacity building for self employment for destitute women in trades like embroidery, tailoring and cutting. Sewing Machines are provided to trainees on subsidy. (iv)The Protection of Women from Domestic Violence Act, 2005 has been implemented in 2007.So far, 597 cases have been taken up by Protection Officers designated under the DAV Act, 2005.

The Department initiates to provide education to differently abled persons by running 2(two) Special Schools for providing education upto 10th standard for the Blind and the Mute at Takyel. One Braille Press was commissioned and inaugurated in the year 2011.

Four schemes – Unemployment Allowance to educated unemployed person with disabilities, financial assistance to the persons with disabilities, Grant-in- Aid to the Associations formed by the persons with disabilities or parents of persons with disabilities and Marriage Incentive Award have been implemented by the Department.
Under Central Sector, the department had launched the Integrated Child Development Services (ICDS) at Ukhrul TD Block on 2nd Oct, 1975. The Scheme has been expanded throughout the entire state covering 42 CD/TD Blocks. The 43 ICDS Projects sanctioned by Govt. of India are functioning in full swing through Anganwadi Workers and Helpers in each Anganwadi Centre.
Under the Integrated Child Protection Scheme, two Shelter Home for girls in need of care and protection are established at Imphal West and Thoubal. Four NGO run Open Shelter provides Schooling and other alternative for Vulnerable Children in Urban Areas to protect from abuse and negligence. Under the provision of Juvenile Justice (Care & Protection) Act 2000, there are five State Government run Specialized Adoption Agency in Imphal East, Bishnupur, Ukhrul and Chandel with a total capacity of 50 children who are orphan, surrendered and abandoned children and one NGO run SAA with an intake of 10 children in Imphal West District
The state Bal Bhavan, affiliated organization of the National Bal Bhavan, New Delhi, was established at Khuman Lampak with an aim to provide development and participation opportunities among children. 14(fourteen) children from the State had received National Awards.
