IMPHAL, June 21: Reacting to his reported involvement in the whisking away of a suspected KNF cadre injured in a gun fight from a hospital in Imphal, IFC Minister Ngamthang Haokip has today clarified that he had no hand whatsoever regarding the issue.

Speaking to media persons at his office chamber this morning, the Minister said he had no idea about any militant cadre admitted at the Kuki Christian hospital, Deulahland, but he was only visiting a relative who is a doctor at the hospital, whom he met outside the hospital and as such he did not step inside the hospital.

It may be mentioned that a cadre of the Kuki National Front (P) cadre with a bullet injury on his right elbow believed to have sustained during a shootout with troops of the 15 AR on June 19 was admitted at the hospital and was reportedly whisked away by MLA Nemcha Kipgen in the evening yesterday.

The Minister said that he had not even met MLA Nemcha Kipgen or any other MLA during his short visit to the hospital.

The KNF cadre identified as Sikholen Kipgen alias Brendal was admitted at the Kuki Christian Hospital, Deulahland with a bullet injury on his right elbow purportedly during a shootout between KNF cadres and the 15 AR at Bongbal Khullen on June 19. However, he had entered his name during admission to the hospital as Thangboi Kipgen (27), son of Satai Kipgen of Haibung Khul, Senapati, a corporal of the SoO signatory KNF (P).

When asked by a group of media persons during his stay at the hospital yesterday, he had said that he was injured when a team of AR suddenly attacked his group of around 10 cadres which he was leading at the time at Bongbal Khullen.

He said they were resting when the AR team suddenly attacked them and said he was injured in AR firing though he managed to escape from the place.

Meanwhile, state police officers who had visited the hospital yesterday had instructed the hospital authorities not to discharge the militant cadre without the consent of the police, however later in the evening, MLA Nemcha Kipgen had come and allegedly whisked him away from the hospital.

IMPHAL, June 21: 16-Sekmai Assembly constituency under Imphal West District is a reserved seat for Scheduled Caste but it is surprising that there is no SC village recognised by the government in the constituency.

This was stated by MLA Th Shyamkumar of 7-Andro Assembly constituency during question and answer session of the Manipur Legislative Assembly today.

How many government recognised SC villages are there in Manipur? If there is any, under what districts are the villages? This was the question asked by MLA Shyamkumar during the question and answer session today.

Replying to the questions, Chief Minister Okram Ibobi Singh who is also in charge of the Minorities and other Backward classes (MOBC) said that there is no scheduled caste village recognized by the Manipur government in Manipur.

Expressing displeasure and surprise over the Chief Minister’s answer, the MLA said that it is cited in the report submitted to the Ministry of Home Affairs (MHA) of the government of India on June 18, 1965 that there are eight SC villages in Manipur.

The villages are Sekmai, Andro, Kwatha, Leimaram, Phayeng, Koutruk, Kwatha Lamkhai, he continued.

Besides the report, 16-Sekmai Assembly Constituency is the reserved seat for Scheduled Caste; he informed and asked how come there is no scheduled caste village.

He raised the matter on the floor of the House that 2500 scheduled caste certificates were issued in Thoubal District alone.

Participating in the question and answer session, MLA Khwairakpam Devendro Singh of Sekmai A/C said that it is cited in Manipur Gazette published in 1994 regarding SC villages.

After hearing the statements, Chief Minister Okram Ibobi Singh who is also the leader of the House maintained that what the members of the House said was true before adding that there is a total of nine scheduled caste villages including Thoubal Khunou. But the said villages are not revenue identified SC villages, he informed and expressed his desire about a joint public forum to be formed and holding of discussion to adopt a resolution.

IMPHAL, June 21: Police have today clarified that the three URF cadres including its s/s home secretary Moiyamba were arrested by a team of Lamphel police in connection with a FIR registered on the basis of a complaint lodge by the president of the All Manipur Petroleum Tankers’ Union with the DGP.

A press statement of the Superintendent of Police, Imphal West has said that mobile number 8414066926 which was used in extortion and intimidation to the president All Manipur Petroleum Tankers’ Union was also recovered and seized from their possession.

It said, “the so called URF cadres (later on identified as those with signed agreement with Govt. for peace talk) were arrested by a team of Lamphel P/S in connection with case FIR No 133(6)2013 u/s 307/364/384/506/511/34 IPC & 16/17/20 UA(p) A Act of Lamphel PS”.

It further said that the case was registered on the basis of written complaint lodged by the president of the All Manipur Petroleum Tankers’ Union with DGP, Manipur on May 4, 2013. “Accordingly, the Officer in charge of Lamphel Police Station had been directed to conduct inquiry and after inquiry, a formal regular case had been registered at Lamphel PS under the aforesaid FIR No and arrested the involved persons who later on were identified as cadres of URF, namely one Puyam Ruhini alias Moiyamba alias Biren Meitei (51) son of P Indu Meitei of Khurai Chingangbam Leikai, one Huidrom Shantikumar alias Pamel Meitei (37) son of H Konungjao Meitei of Yumnam Huidrom Makha Leikai, one Yumnam Shantikumar alias Raja Meitei (36) son of Y Shyamjai Singh of Irom Meijrao Mamang Leikai, one Konthoujam Premjit Singh alias Nimai alias Konthouba Singh (32) son of K Nipamacha Singh of Thiyam Khunjao Maning Leikai.

“The incriminating mobile number 8414066926 which was used in extortion and intimidation to the president All Manipur Petroleum Tankers’ Union was also recovered and seized from their possession and one Tavera Car vehicle bearing registration number MN04 A5001 in black colour registered in the name of one Kh Lukhoi Singh son of (L) Kh Bidhu Singh of Nagamapal which was used by the cadres in their illegal activities was also seized in the case”, it said.

IMPHAL, June 21: The House passed four separate demands amounting to Rs. 156, 12, 87, 000 on the 10th day of the 5th Session of the 10th Manipur Legislative Assembly which commenced from June 10.

As usual, the Chief Minister who also holds the Finance portfolio tabled the demands to be passed on the floor of the House.

The demands passed on the floor of the House are Demand No. 15 for Consumer Affairs, Food and Public (CAF and PD amounting to Rs 21, 24, 89, 000; Demand No. 18 for Animal Husbandary and Veterinary including Diary Farming amounting to Rs. 81, 61, 61, 000; Demand No. 26 for Administration of Justice amounting to Rs. 21, 58, 36, 000 and Demand No. 37 for Fisheries amounting to Rs. 31, 68, 01, 000.

When the demands were presented for discussion to be passed, five opposition MLAs raised the motion of Disapproval of Policy cut on Demand No. 15 for CAF and PD. The MLAs who moved the cut motion are Dr. I. Ibohalbi Singh, RK. Imo Singh, Th. Biswajit Singh, Kh. Joykisan Singh, and P Brojen Singh. The cut motion raised by the MLAs concerned failure to adopt a concrete policy for distribution of PDS items to the public, failure to adopt a policy for checking distribution of BPL/AAY cards, irregularities in distribution of PDS items to the general public failure to check increase in the price of rice/food grains, and failure to check/control leakage of PDS items in unwanted sectors.

Three MLAs made their observations on Demand No. 18 for Animal Husbandary and Veterinary including Dairy farming and moved the motion for disapproval of policy cut on the demand. They are MLA Th Bisawjit Singh, Th. Shyamkumar and Dr. I. Ibohalbi Singh.

During the discussion on Demand No. 26 for Administration of Justice, MLA, RK. Anand Singh of the ruling party made his observations in the House. When Demand No. 37 for Fisheries which was today’s last demand was under discussion, MLA. Th. Biswajit Singh, P. Brojen Singh and Dr. I. Ibohalbi Singh raised the motion for disapproval of policy cut.

The cut motion moved by the three MLAs was on failure to promote fishery/pisciculture farms, irregular production of indigenous breed of fishes in meeting the demand/supply of the state and failure to provide sufficient financial assistance to the fisherman/fish farmers of the state. MLA Th. Shyamkumar raised the motion for token cut on the demand.

However, the concerned Ministers gave the detailed replies to different cut motions raised by opposition MLAs and an observations made by a Ruling MLA on the floor of the House. Following the clarifications made by concerned Ministers, cut motions on demands were withdrawn from the House and four demands amounting to Rs. 156, 12, 87, 000 were passed.

IMPHAL, June 21: Normal life was partly affected in Imphal today during the 12 hour state wide bandh called by the Communist party of India (CPI) state unit from 5 am to 5pm against the state government failure on various issues and against the police action on workers of the party yesterday during a rally taken out by the party marching towards the state Assembly.

There were however no reports of any untoward incidents, though most inter-state and inter-district passenger vehicles remained off the road.

The number of women vendors at the three main market shed in Imphal were also low, while most shops in both Paona and Thangal bazars remained shut for the day, though some remained open.

While some schools remained closed, government offices remained open as usual and the bandh failed to make much difference to the employee attendance in the government offices.

Early morning, bandh supporters came out on the street at Lamlong area and asked all shops to remain closed.

Kuki Inpi expresses concern over burning down of 23 houses

SAIKUL, June 21 (NNN): The Kuki Inpi, Saikul Gamkai has expressed deep concern over the burning down of 23 houses of Thingjang village by the villagers of Khongbal Tangkhul on June 14.

“The incident was a very unfortunate one which was a result of a dispute over a piece of land between the two villages,” said the Kuki Inpi, Saikul Gamkhai.

“The burning down of houses/ huts and extermination of standing crops by spraying pesticides was an uncivilised act which has no place in this civilised world. The Kuki Inpi, Saikul Gamkai, therefore urged both Thingjang and Khongbal Tangkhul villages to reason it out and solve the land dispute in good faith according to tribal customary laws for the sake of peace, communal harmony and good neighbourly relations,” advised Thangkam Lupheng, president of Kuki Inpi, Saikul Gamkhai.

On June 14, headman of Thingjang village under Saikul in Senapati district of Manipur had alleged that a large number of armed people from the neighbouring village of Khongbal Tangkhul had torched around 20 houses and destroyed standing vegetable crops grown in the field measuring about 20 acre in the former village.

Tangkhohao Haokip, chief of the Thingjang village had told Newmai News Network that around 20 houses in the village were burned down by armed persons from the nieghbouring village who later destroyed the standing crops by smearing poisonous substance in the field.

He had claimed that the properties lost in the arson including the devastation of the crops worth around 20 lakh.

The village chief then urged the concerned authorities to look into the matter at the earliest and demanded that the Government pay proper compensation to the victims of the incident.

He also warned that launching of intense agitation might become the only choice of the Thingjing villagers if the Government fails to act on time.

LAMKA, June 21: A portion of a room collapsed yesterday at the Children’s OPD of the Churachandpur District Hospital, while three Doctors were attending to approximately 80 to 100 children.

A part of a beam in one of the rooms meant for children’s room collapsed.

Staffs of the hospital on conditions of anonymity said that this is the second time that a part of the beam has collapsed in Room No 19 in as many months.

The adjacent room nos 14, 15 and 16 of the Medicine, Surgical and Mini OT`S OPDs are also developing cracks which can give way any day, they complained.

Doctors who were on duty when the incident happened said the collapse was due to use of sub-standard material in the construction of the building.

The doctors continued that one of the doctors attending to a child patient inside the room had a narrow escape with the collapsing part missed him by a whisker.

People who were outside the room said there was a loud noise as if the whole building had collapsed.

It was pure luck that no one was injured during the incident, they said.

This kind of collapse is not new to the hospital which is ironically an  ISO certified hospital with its foundation stone had been laid by  the then Minister Chaltonlien Amo on May 31, 1997.

Recently, the ceiling of the OT had been in the news for falling flat down and the situation is no better now with the ceiling of the major part of OPD already about to fall and starting to curve.      

After the incident, the doctors continued with checking their patients at the ground floor while attendants and workers tried to clean up the debris left by the fall.

IMPHAL, June 21: MGNREGS Workers Welfare Association, Kyamgei has today demanded full remuneration of all working days under the MGNREGS for all job card holders of the Kyamgei Gram panchayat.

Speaking to media persons at the Manipur Press Club, today, spokesperson H Loidang Devi said that the job card holders are made to work only for a day and paid only Rs 144 each.

She continued that the Pradhan has collected their bank passbook and has paid only Rs 144 to each job card holders.

Rs 1008 were found credited in their passbooks, she said, however since the passbooks are with the Pradhan, they cannot withdraw the amount, she claimed.

Meanwhile, pressing another allegation, she said that the members of the Kyamgei Zilla Parishad have collected their remuneration of all the job card holders for the construction of the eastern side of Kyamgei Youth Pioneer Club and handed the 207 job card holders only Rs 300 each though there has been no construction work at the club premise.

The bank passbook of all the job card holders are in the possession of the Pradhan and the members, she said before adding that altogether there are 8 wards and 1100 job card holders in Kyamgei Gram Panchayat.

She further appealed the concerned authority to look into the matter before it goes worst of MGNERGS.
