In harmonious with NCERT guideline for holistic approach to education , CBSE and Council of Higher Secondary Education Manipur have declared their respective class X and XII exam results without mentioning the names of the rank holders broadly grouping the students into A1, A2, B1, B2 and so on. This system is known as Cumulative Grade Point Average scoring. This teaching-learning shift has been introduced in India in phase-wise manner so as to make educational activity more enjoyable to the students with a slogan of ‘learning without burden’ irrespective of high graders or low graders. The earlier system only recognises rank holders as students thereby sidelining the low achievers which in turn produce socially disengaged youths and anti-social elements. However, the galaxy of prominent and literary personalities around the world and also in India has are comprised of the low school achievers and average performers. The revised National Curriculum Framework – 2009 opens with a quotation from Rabindranath Tagore’s essay, Civilisation and Progress, in which the poet reminds us that ‘creative spirit’ and ‘generous joy’ are keys in childhood, both of which can be distorted by an unthinking and imaginative adult world.

The holistic approach to education develops students to be critical and confident which aims at making learning more interesting to students as well as to the teachers. It is a process of self-improvement that recognizes the self and the social context of learning and teaching by recognising the needs of the students in the interaction. It recognizes that the exchanges that take place within social action are the foundation for developing critical learning including that of experiential knowledge of learners and teachers to improve the quality of the teaching situation and levels of learners’ achievement. Holistic education is a philosophy that each person finds identity, meaning and purpose in life through connections to the community, to the natural world and to humanitarian values such as compassion and peace. Holistic approach to education aims at calling forth from people an intrinsic reverence for life and a passionate love for learning. Through holistic learning, one will find personal interpretation of the world.

Contrary to the National Curriculum Framework, many private schools of Manipur have been publishing the names of the rank holder students in an advertisement bid to attract students to their respective schools. One can find such advertisements in many local dailies. In the advertisements, the school authorities publish the photos of the rank holders along with the notice of admission opening of their schools. The school authorities never think of the unsuccessful and low grade students. They never express their concerns for such students but a major portion of school income comes from these students. So, customised learning system and necessary academic counselling should be provided to the poor graders. Moreover, the school authorities must give a certain portion of their income to those students whose photos and achievements are used for admission advertisement. In this connection, the concerned students can also claim their share as a right for using their photos and names in the admission advertisement.

On the other hand, the government schools in the state need a magic hand from the government to perform at par with the private schools. In this matter, the management of some selected schools of the existing Manipur govt schools could be transferred to Navodaya Vidyalaya Sangathan or others which have good record of school management. Such school could be run on PPP model but non-residential unlike the residential JNVs as residential schools demand more funds. What is needed is to evolve a new system.

Imphal, June 13: Passing out parade of 569 women constables of the 9th Indian Reserve Mahila Battalion, inducted for the first time was held today at the parade ground of Manipur Police Traning College, Pangei, Imphal East.

Home minister Gaikhangam took the salute of the march-past contingents after conducting the oath taking ceremony with director of MPTC ADGP P Dongel.

Speaking on the occasion, Gaikhangam said though Manipur Police Training Collage Pangei lacks in infrastructure; the training college has conducted several trainings of SI, jemmandar and constable in the last many years.

The successful of training was due to the hard work of the director and other MPTC officials, he said.

Gaikhangam further said that women take a very important role in the society.

They are highly dedicated and have more sacrificial spirit in comparison to other state women. Moreover, within the family women also shoulder big responsibilities.

It is very unfortunate that crime against women has been escalating in the state in the last few years.

Rape and molestation have become routine. Women are used and forcibly involved in various cases of crime in Manipur. In such situation women need to learn self-defense training like martial art etc., he said.

Gaikhangam expressed his optimism that the women battalion can help in eradicating crime against women and children, and also help in controlling crimes committed by women.

In his speech, director MPTC ADGP P Dongel IPS said the training was commenced on May 28, 2013.

The women constables have been given training on Human Rights, along familiarisation with weaponry such as using AK rifles, INSAS rifles and many others.

DGP Shahid Ahmad, PHED minister I Hemochandra, chief secretary Lawmkunga, IGPs, DIGs and SPs were also present in the function.

IMPHAL, June 13: Oriental College, Takyelpat has become the first and the only autonomous college of the state.

Briefing media persons at a press meet, Dr Th Biren, the principal of the college stated that the college has been granted the status of an autonomous college by UGC on January 20 with Manipur University giving its assent on the college’s autonomous status on May 19 and the State government giving its approval on June 9.

Continuing that granting the status of an autonomous college poses a new challenge to the lecturers as it would create a new academic atmosphere and a rigid system, he said the new academic system would provide opportunities to lecturers to take a more creative, innovative approach towards teaching which can produce good results in the long run.

The aim of the college is to provide students quality education after getting the autonomous status, he said.

“Under the new dispensation, students will have the ability to concentrate and reflect more on their respective subjects, to actively pursue an innovative spirit of independent learning, and learn self organisation and self evaluation.”

He stated that under the new system, the approach of the college is to cultivate students with autonomous learning abilities, shaping them into people with good personalities, to stimulate them to develop creative thinking and to reform the teaching method.

He also elaborated that the new system will discourage lack of professionalism, encourage dedication and dynamism among lecturers and will also instill commitment with a good work ethics in higher education.

Respondents failed to appear in hearing of WP against HC

IMPHAL June 13: The third hearing of the writ petition lodged against the High Court complaining of irregularities in the conduct of recruitment exam for the post of District Judge (entry level) in Manipur Judiciary Service in the cadre of High Judicial Service, was held today.

As in the previous hearings the respondents, failed to submit the counter affidavit asked by the court against the complaint lodged.

The respondents of the case included Registrar General, High Court of Manipur, Registrar, High Court of Manipur, Joint Registrar (Admn/PM&P), High Court of Manipur and Deputy Registrar, High Court of Manipur.

The writ petition was lodged by Sanjenbam Abung Meetei, 45, son of Manimohan Singh of Sega Road Takhel Leikai, an advocate practising at the High Court (WP (C) No. 219, 2014) against the High Court itself complaining that his answer sheet was wrongly evaluated.

The petition filed on March 27, 2014 has pleaded to conduct fresh evaluation of the petitioner’s answer scripts.

Meanwhile, during today’s hearing the counsel of the respondent posed that an expert opinion must be seek before the court give its ruling in connection with complaint.

Further the same counsel also gave its assurance to allot necessary marks if the charges frame against the respondent is true.

Having heard from both the counsels, a single bench of N Koitshwor, High Court of Manipur has fixed the next round of hearing after the court vacation.

It may be noted that in the first hearing the court asked the respondents to submit counter affidavit returnable within 4 weeks however failed. Similarly, in the second hearing the court again asked to submit the affidavit returnable within three weeks.

The recruitment exam for the post of District Judge (entry level) in Manipur Judiciary Service in the cadre of High Judicial Service was conducted on July 21 to 23, 2013.

DSO gifted Sareng with grenade inside

IMPHAL June 13: A Chinese made hand grenade was found inside a Sareng (Wallago attu) presented to family members of district supply officer, (DSO) Consumers Affairs, Food and Public distribution

IMPHAL June 13: A Chinese made hand grenade was found inside a Sareng (Wallago attu) presented to family members of district supply officer, (DSO) Consumers Affairs, Food and Public distribution (CAF&PD), Thoubal at Wangkhei Ningthem Pukri Mapal under Porompat Police Station today.

According to the family of the DSO Laitongjam Somorendra, 60, son of (L) Babu of Wangkhei Ningthem Pukri Mapal, three persons came around 4pm and left the fish along with a mobile phone number.

The unidentified persons also asked the family members to give the fish, which weigh around 4kg to the DSO, they said.

However, unaware of any bad intention, the family members had started cutting up the fish for cooking, when they found a hard object which turned out to be the hand grenade, they said.

The bomb was later safely retrieved by a team of the concerned police around 4.30.

Police have lodged a case regarding the incident.

On the other hand, a rusted hand grenade was recovered from the residence of Kangabam Gopal of Lamdeng Khounou under Lamshang police station at around 3 pm today.

The bomb was reportedly recovered while digging the kitchen garden of Gopal’s residence.

Later police retrieved the bomb and safely detonated at a nearby paddy field of Lamdeng at around 4.30 pm.

The college which is the second in the State, with the first being inaugurated at Churachandpur on Thursday has been approved and funded by the University Grant Commission, UGC and the Ministry of Human Rights Development.

P Vaiphei, commissioner, Hr and Technology Education and SCERT government of Manipur presided over the function.

Speaking at the function Moirangthem Okendro said setting up of such colleges in the State is the need of the hour as it will not only help in provide education but also in employment of the unemployment educated youths.

He further said the main priority of such community colleges is to give the students opportunity to study in the State and learn more about one another which will eventually bring unity and integrity among the people and get the best quality education.

He also appealed to the people of Manipur to cooperate and to the teachers to produce the quality education.

P Vaiphei said that in such a state like Manipur where there is no industry, with limited natural resources, setting up such projects mainly in higher education sector will help in solving the big problem of unemployment in Manipur. He further said that the biggest challenge for the department is to improve the student giving quality education.

He said the State is also planning to open a State Engineering Institute soon.

IMPHAL, June 13: The Bharatiya Janata Party, Manipur Pradesh has stated that the Parliament of India has enacted the Protection of Human Rights Act, 1993 in recognition to the International Covenant on Civil and Political Rights and also pursuant to United Nation General Assembly Resolution and in order to have an effective method of dealing with the administration of Justice in all issues relating to Human Rights in a greater accountability andtransparent manner, the state unit has summited a memorandum to the Union Home Minister, Rajnath Singh, who is also the national president of the party, according to a statement.

The BJP has stated that Under the Protection of Human Rights Act, 1993, a Human Right Commission has been established in every states of India. However, the commission has remained defunct w.e.f., May 9, 2010 due to non-appointment of its Chairman, Member, etc, in the State of Manipur. Despite the then Gauhati High Court vide a judgement dated October 19 passed in PIL No. 15 of 2010 directed the State of Manipur to constitute the Manipur Human Right Commission as expeditiously as possible and within a period of 4 months from the date of receipt of a copy of the order, no commission constituted by taking a plea that there is no person qualified/eligible for appointment as chairman/Member in the state, it said.

In the release, it has been pointed out that there are persons who can be appointed as Chairman, Manipur Human Right Commission who are the retired Supreme Court Judge or retired Chief Justice of a High Court in India and abundant retired Judge High Court, Retired, District and Session Judge and Social Worker are available for other members. The Commission can even start its functioning even without the Chairman in public interest, it said.

It further stated that it is a well-known fact that Manipur is a terrorist infested area and there are several complaints of violation of Human Rights, including the cases of enforced disappearance of many people by unknown armed personnel alleged to be the Security Force People or Terrorist elements. It seems that the ,State is not willing and not ready to constitute or install the State Human Right Commission, it said.

Let the State of Manipur be forced to constitute of the HRC immediately and said that the issue be included in the 100 days program of the present NDA Government led by Narendar Damodar Das Modi said the president of BJP, Manipur unit in the memorandum, according to the relesase.

IMPHAL, June 13: Local residents of Bijoypur (Kuraopokpi) village in Thoubal district staged a sit in protest against the eviction of the villagers for setting up of Industrial Estate & Timber Park under Department of Commerce and Industries, Government of Manipur, today.

The sit in protest was organised following the issuance of eviction order by the Sub-Divisional Magistrate Kakching, Th Charanjeet Singh.

The order has instructed voluntary removal of the encroaching structures on or before 4:30 pm of June 13, failing which all such structures will be removed on June 14, 2014.

While holding placards which read “Save our village”, “Save our agricultural land”, “Save Manipur”, the protestors unitedly resorted to sloganeering against the acquisition of homestead land for setting up of Industrial Estate and Timber Park.

Speaking to the media on the sideline of the sit in protest, a woman protester said that the concerned authority came to their village yesterday without prior notification and suddenly issued an eviction order to vacate their homes by June 13.

She also questioned that how can the villagers vacate their houses in such short notice as they don’t have an alternative place to stay.

If the government wants us to vacate the homestead, it should provide the villagers an alternative place to live in, she added.

Meanwhile, during a meeting held today in connection with the eviction order, the villagers of Bijoypur (Kuraopokpi) village resolved not to allow setting up of Industrial Estate and Timber Park in the village.

And the villagers also consensually declared not to abide the eviction order issued by the Sub-Divisional Magistrate to vacate by June 14 as the villagers have no knowledge of land demarcation for setting up of the Timber Park.

During a press conference held today at the Mahabali Temple Hall spokesperson of the committee G.A. Ravichandra who is also a former councillor of IMC said the people will not allow construction of the diversion bridge after destroying the forest area.

However the people welcome construction of the diversion bridge at another location no disturbing the forest he said before adding under the government rule of 1980, this forest should be protected.

He further warn to cease all works immediately.

Speaking to the media councillor of the Ward No 19 Y Ratikanta said the department is taking up the work without consulting the local MLA and councillor.

He appealed to the Chief Minister to look into the matter. Mahabali Forest is the only forest that exist inside the town, he observed.

He said without consulting the Mahabali Seva Samiti, the contractors destroyed the wall of the forest area. The committee is ready to file a case against the people involved.

The large people of the Mahabali area and palace compound were gathered there and asked to stop the construction work.

IMPHAL June 13: The 3rd State level Watermelon Festival kicked off today at the campus of Iboyaima Shumang Lila Shanglen, Palace Compound.

The festival was organised by The Nahakpam Foundation for Development (NFD) under the initiative of MIDH, Department of Horticulture.
Delivering his key note address, NFD secretary, N Santa said that farmers in the state earlier did not realised the value of watermelon with the failure of the concerned department to initiate proper step. The revolution of watermelon began in 2012 when farmers across the state started planting the crop at vast.

Briefing on the objective of the festival, he opined that it was a platform to bridge the gap between farmer and buyers.

He further informed that as a part of the festival the organizer is due to conduct painting competition under the theme “Our Farmers and Farm” for two category including class three to six and seven to eight.

AAO Horticulture, Kh Upendra Singh in his guest of honor speech, pointed out that it was first introduced to farmers in the year 2010-11 of the commercialize value and initially cultivation began in Uchekon and Tokpaching areas. Since its introduction watermelon plantation has been gradually growing.

He appealed the farmers to cultivate the crop phase by phase to allow the consumer to enjoy the fruit throughout the year.

Delivering his chief guest speech, Thanga MLA, T Mangibabu lauded the organisers for conducting such festival which not only serve as an encouragement to the farmers but also acknowledging the hard working farmers.

Such initiative can give a boost to the farmer thereby helping the economy of the state, added Mangibabu.

AO, Soil Conservation, K Jugeshchandra Sharma claiming watermelon the most appropriate crop (Rabi crop) he said that farmer can take up watermelon cultivation in the entire valley district.

He further suggested the farmers to cultivate hybrid seeds inorder to increase production.

Altogether 16 stall were open during the festival with participants (famers) from various places of valley district including Tokpa Ching SHG, Terakhongsangbi Development Farmers Club, Naodakhong Progressive Farmers Club, Wangoo Naodakhong, Uyungpok Mamang Leikai, Uchekon, Irengbam, Kakching Khunou, Wangoo Sondakhong, Keirenphabi Farmers Club, Keibi, Serou, Maklang, Langmeidong and two stall from Heirok Part II.
