IMPHAL, January 19: The family of a patient who died at the Raj Poly Clinic today around 7.30 am has alleged negligence on the part of the doctors.

The patient has been identified as one Oinam Livingson, 19, son of Oinam Nando of Oinam Sawombung Mayai Leikai.

Following the death, a joint meeting was held at Oinam Sawombung presided by the concerned Gram Panchayat Pradhan, Prabha Devi and formed a JAC in connection with the death.

During the meeting Oinam Dina was appointed as the convenor of JAC and Elangbam Leibakmacha as the president.

The JAC members informed that the patient Oinam Livingson was admitted at RIMS on January 10 following varicose vein under the supervision of Ksh Kala professor of Cardio Vascular and Thoracic RIMS.

As per the advised of Prof Kala, the said patient was admitted to the Public Hospital for treatment on January 12 and operated on his right calf.

Following complication post operation the patient was referred to Raj Poly Clinic at around 6 pm on January 14. The patient was accompanied by Prof Kala himself and admitted at the ICU ward, the JAC members said and added even after the treatment Lovingson died this morning around 7.30 am.

Alleging that the death was caused due to malpractice of the said Professor and the two private hospitals, the JAC has demanded legal action against the said hospitals and Prof Kala.

Failure of which they stated the body of the deceased will not be claimed until the demands are met.

IMPHAL, January 19: Locals of Kanglatongbi and Saikhul area today staged a sit in protest in their respective areas against the kidnapping of three workers by suspected Kuki militants from separate work sites.

Two labourers engaged in black topping work of the National Highway 2 at Kanglatombi were allegedly kidnapped on January 17, while another labourer engaged in similar work at the Imphal-Sugnu road was kidnapped on January 16.

Womenfolk of Kanglatombi area staged a sit in protest at their locality demanding the safe release of the two workers kidnapped from the area around 9 pm of January 17.

The protestors while, condemning the kidnapping of the two workers identified as Tata DI driver Maibam Tomba, 33 of Thoubal Nepra Company and Thongam Shanta 40 of Thoubal Athokpam, also appealed against kidnapping of people for ransom.

On the other hand, a similar kind of sit in protest was staged at Shaikhul area decrying the other kidnapping.

The labourer identified as Asem Tomba, 35 son of Kala of Thoubal Leishangthem Leikai was allegedly kidnapped on January 16 around 6.30 pm from the workers’ make-shift camp by suspected armed Kuki militants who came in a Tata Magic Van.

Sources further said that the Tata Magic van was also hijacked by the suspected Kuki militants from Leitanpokpi area before using it to kidnap the labourer.

KANGPOKPI, January 19: Sensing the alarming rate of crime and violence against women and children in the state, Miss Kut 2013 Lhingjanei Kipgen today voiced the urgent need on the matter.

Speaking at her residence at Hengbung village Lhingjanei Kipgen asserted that crime and violence against women and children is one of the most widespread and pervasive violations of human rights in the world, one of the least prosecuted crimes and one of the greatest threats to lasting peace and development.

“Now the time has come to address this urgent matter and it is time on the part of the general public to join hands for human rights, democracy and the common values of humanity”, noted the reigning Miss Kut while adding that it is the time to initiate stronger and better action from the part of the government.

She said that crime against women and children has tremendously affected the public well-being, health and safety, productivity and law enforcement of communities, nations and societies.

These human rights violations pose serious consequences for the present generation and future generation, she added.

Lhingjanei, whom her parents fondly know as Neinu assumed that the rights of women and children to live freely from crimes and violence depends on the protection of their human rights and a strong chain of justice before adding that ending impunity means law must be enforced.

Countries or states that enact and enforce laws on violence against women and children have less crime against them asserted Neinu while adding that response to violence must be immediate, coordinated and effective so that crimes are punished and justice is secure.

Neinu further voiced that court and justice system must be accessible and responsive to criminal and civil matters relating to crime against women and children and they must be informed of their legal rights and supported to navigate the legal system as well.

Economic empowerment is the most important and the best prevention strategy asserted Neinu before adding that it is also vital to promote a culture of equality between men and women through institutional and legal reforms, education, awareness-raising with full engagement of men.

Crime against women and children can be also be prevented by working systematically and consistently with male leaders and by further strengthening women`s economic and political participation suggested Neinu.

The Miss Kut 2013 beauty pageant title holder while sensitively talking on women empowerment asserted that around the world, healthy, educated, employed and empowered women break poverty cycles-not only for themselves, but for their families, communities and the countries too.

IMPHAL, January 19: A symposium on Free and Fair Election for a meaningful democracy organised by the Senior Citizens for Society (SCS) Manipur in association with the people’s campaign for a resurgent Manipur was today held at Manipur Press Club, Majorkhul at 11.30 am.

RV Mingthing, Prof L Sadananda, Prof IS Khaidem retired VC of Manipur University, Dr Ch Jamini Devi, former chairperson of Manipur Woman Commission were the presidium members of the inaugural function.

94 year old, Thokchom Pakchao Singh, the oldest member of the Senior Citizens for Society who sponsored the symposium also shared the dais.

As a mark of honour, the presidium members were presented rosettes at the start of the programme.

The concept note of the symposium was presented by Prof L Sadananda in which he mentioned that the discussion for free and fair election is timely as the Lok Sabha polls are just round the door.

The programme aims to develop the consciousness of the electors of the state, as democracy in India has somewhat become meaningless, he said.

Politics has become an exclusive zone for the elite and there is no room for the common people, he continued.

Addressing the function, Dr Jamini narrated her experience of attending an international conference held in Nepal sometime in 2011 during which she had voiced for more woman representation in electorate political system.

RV Mingthing advocated for unity in the state.

He said that there is no reason for disunity adding that senior citizen has the responsibility to teach the younger generation about the oneness of the people of the state.

He further elaborated that the people of the state are of the same stock and family.

The symposium started with Prof IS Khaidem as the moderator.

During the function, B Deben Sharma, coordinator of People’s Campaign for a Resurgent Manipur delivered on ‘crisis in the present electoral practices in India’ while the president of All Manipur Bar Association Khaidem Mani Singh talked on ‘ensuring free and fair election in Manipur’.

The editor of the Imphal Times, Ringku Khumukcham spoke on the ‘role of media in ensuring free and fair election’ and lastly Leena Dabine, a representative of Campaign for Electoral Reform in India (CERI) lectured on the ‘need for a better electoral system in India.

At the end of lectures by the resource persons, Bimol Akoijam, associate professor of JNU, New Delhi made his critical observation of the symposium as well as his experiences of the electoral politics in India.

IMPHAL, January 19: The problem of alcohol consumption which has largely affected the state could only be controlled by the parents, as it would be hard for the government or the NGOs alone to control it, said assistant commissioner, Excise department, K Joykumar.

Speaking at an awareness campaign against drugs and alcohol consumption at Pishum Lampak, the assistant commissioner said that parents on their part should prohibit and prevent alcohol consumption inside their house and periphery areas.

Today’s program was organised jointly by Coalition Against Drugs and Alcohol (CADA); Chingamathak Young Learner’s Club (CYLC) and Chingamathak Meira Paibi Lup (CMPL).

Alcohol consumption during religious ceremonies has increase manifold during the past few years, he observed.

He said the parents need to take the initiative to find out the root cause of the issue and responsibility to guide their children in the right way.

He further warned that the parents showing overtly love and affection to their wards and allowing them anything, as it will only encourage their wards to bad habits.

The excise department has destroyed more than 200 cases of alcohol in just one month and had also imposed fines against such owners, nevertheless, the import of IMFL into the state is yet to be controlled and stopped completely, he observed.

He further pointed that mmore than 3000 litres of local liquor into the state capital alone.

CADA which was established in the year 2009, has ever since work against drugs and alcohol and organized various workshops and campaigns in the state, said a member of the official.

NEW DELHI, January 19 (Vision Communications): The centre has issued a stern warning to Manipur based United Naga Council saying it will not tolerate any disturbance of national projects – Trans Asian Railway line and 400 KV power grid transmission line in the state.

Talking to the Vision Communications in an exclusive interview on Sunday, the joint secretary, Ministry of Home Affairs, Shambhu Singh also ruled out any immediate talks with the Naga outfit.

Reacting to the UNC threat of agitation, Shambhu Singh declared “Centre will come down heavily on the UNC and take recourse to various stringent provisions of law, if they dare to disrupt the ongoing construction work of the Trans Asian Railway line and 400 KV power grid transmission line in Manipur.”

The UNC has announced three pronged protest programmes — mass rally in all four Naga dominated hill districts of Manipur –Ukhrul, Senapati, Chandel and Tamenglong on January 23; boycotting Republic Day January 26, and ban on construction work of the Trans Asian railway line and 400 KV power grid transmission line from February 3.

The Naga outfit however exempted electricity, health and drinking water supply offices from the six day protest.

MHA joint secretary took serious objection to boycotting the Republic Day by the Naga outfit.

“This has serious implications.  Either they don’t consider themselves to be Indian or they call our Republic Day function as Indian Republic Day programme. This statement has secessionist overtones and they should be very cautious before making any such statement,” Singh said.

The government is ready to face any eventuality. The 400 KV transmission line is being built for Naga people living in the hilly interiors and not for the people residing in the valley area.

“Now Naga people should judge whether the UNC is working for the interests of Naga people or against the interest of Nagas”, Singh observed.

Clarifying the delay in holding political level tripartite meeting with the UNC, Singh said “the process has already started.

Manipur government has to discuss with all the political parties and talk to all the MLAs before holding talks at the political level.”

“Everyone has to be taken into confidence before initiating next round of talks to be held at the political level as promised by us in the last round of talks held in New Delhi on August 30, last year. Meanwhile, Lok Sabha elections are approaching. Delhi Assembly elections were held and the Chief Minister has to come to Delhi to attend the AICC session. All these developments have further delayed the process.”

The MHA joint secretary continued, “I am really perplexed after seeing the press release issued by the UNC. I was waiting all this while. They did not bother to communicate with me before chalking out such a harsh agitational programme. And they mentioned that even if we invite them now for holding talks, the agitation programme will continue as per the schedule. Then, what is the point of inviting them now? Let them continue with their agitation. People of Manipur, particularly people living in the hill districts will suffer. UNC’s decision will lead the Nagas nowhere. And we are not to be blamed for the consequences. It is their unilateral stand.”

On the killing of innocent civilians in Assam’s Kokrajhar area, Singh asserted that “the state government has been asked to take all possible measures to flush out terrorists from within the state.”

Singh continued, “Since there was no designated camp for the NDFB (R) faction who had recently signed Suspension of Operation (SoO) agreement with the Government of Assam and the Centre, it was difficult for the security forces to identify the NDFB (Songbijit faction) cadres.”

The camp is now ready and all the NDFB-R cadres and commanders would take shelter in the designated camp within next few days’ time. Soon after the security forces would go all out to exterminate these criminals who have unleashed a reign of terror in the Bodoland area, Singh asserted.

Confirming the report of execution of anti-talk ULFA cadres and top leader Partho Baruah by its self-styled commander-in-chief Paresh Baruah for their move to surrender to the Assam government, joint secretary Singh said, “ULFA leader Paresh Baruah has become totally bereft of human values. His collaborators had recruited some youth saying that they would be given job in Bangalore, Hyderabad and some other big cities. But later they found themselves inside Myanmar training camp. Youth of Assam should look at the real face of Paresh Baruah and refrain from joining his outfit.”

Singh also revealed that the MHA has cleared the cabinet note sent by the Meghalaya government on the increase of existing 29 seats in the Garo Autonomous District Council to 40 seats to pave the way for signing the long-awaited peace accord with the ANVC outfit. ANVC underground signed Suspension of Operation agreement way back in 2004. Once the state cabinet approves the proposal, surrender package would be finalised and subsequently a final date for arms laying down ceremony would be announced by the state government, Singh added.

IMPHAL, January 19: State Health Society, Manipur State Mission Director Dr Okram Ibomcha Singh launched the first round of the Intensified Pulse Polio Immunization at the Family Welfare Services, BT Road today.

The programme was also attended by addl director, Family Welfare Services Dr K Rajo Singh as the president and addl director of State Health Services Dr A Ibochaoba and JNIMS gynaecologist Dr Ch Nabakanta as the guests of honour.

The programme is jointly organised by the directorate of Family Welfare Services and the State Health Society, Manipur.

Addressing the key-note address, Dr Ph Rameshwar Singh said India has been free of polio cases and will soon be declared a polio free country by March.

However, Pakistan and Afghanistan has still polio cases, while in neighbouring country China that has been free of polio but in 2011, polio cases began to reappear again, he said.

He said the target of the first round immunization is to provide polio drops to 360911 children between the age of 0-5 year, with 3609 booths, and more than 100 camps at bus stops, market areas, etc opened for the day.

If a child is affected by polio, the child will be affected lifelong, so the parents need to be extra careful of their babies, said Okram Ibomcha.

The three-day nation-wide Intensified Pulse Polio Immunization was inaugurated in Thoubal district today by deputy commissioner, T Ranjit at his office complex.

Speaking at the programme, the DC said that the target of the campaign is to vaccinate a total of 57000 children in the age group of 0-5, for which 462 vaccination booths have been opened in the district with 1848 vaccinators available.

On the second and third day of the campaign, the vaccinators will move door to door to vaccinate the children who could not come to the booths on the first day.

The campaign was also launched today at Jiribam sub-division by the Community health Centre, Jiribam with a target of covering 6000 children.

74 booths have been opened with 12 supervisors in the presence of MO i/c Dr G Sonachand Sharma and Dr M Amarjit Meitei.

The District Health Society Bishnupur also launched the campaign at the District Hospital campus.

The campaign was launched by DC Jason A Shimray.

The target for the district is to cover 30955 children for which 263 booths and 25 transit booths with 1052 man-power have been opened.
