Discussion on Zo Indigenous Nation (Chin-Lushai-Kuki)’s Problems in Northern Region of Zo Territories

Members Present: Representatives of Mizoram Chief Council, MHIP, MUP, MSU and the representatives of Kuki State Demand Committee of Manipur.

After having self-introduction from the various organisations present in the meeting, the representatives from Manipur i.e. Kuki State Demand Committee (KSDC) explained their problems and asked for the support of the peoples of Mizoram.

The meeting decided to have a resolution supporting the Kuki movement as follow:

Resolutions:

The consultative meeting under the aegis of ZORO represented by the Mizoram Upa Pawl (MUP), Mizo Chief Council, Kuki State Demand Committee, MHIP and MSU adopted the following resolutions with regard to the demand for statehood for the Kukis in Manipur by the Kuki State Demand Committee on this day the 6th February 2013 at F. W. Savidge Hall in Aizawl.

1. The meeting unanimously resolved after threadbare deliberation of the atrocities committed by the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), Meitei underground’s killing of the Kuki people and the then indifferent attitude of the government of Manipur towards development of Kuki to put up at the United Nations Human Rights Council.

2. Resolved to fully give moral support to the KSDC demand for Kuki state in Manipur.

3. Resolved to pressurise the government of India and government of Manipur for political solution of the Kuki problems before any political settlement is given to Naga or NSCN-IM in the present administrative area of Manipur state.

5th Round of tripartite talk of the Government of India(GoI), Government of Manipur(GoM) and United Naga Council(UNC) on the demand for an alternative arrangement outside the Government of Manipur scheduled for the 12th February, 2013 at Tahamzam(Senapati) District Headquarter,Manipur – invitation for coverage

The fifth round of tripartite talk of the GoI, GoM and UNC on the demand for an alternative arrangement for the Nagas in Manipur outside the GoM, pending settlement of the Indo-Naga issue has been scheduled to be held at DC’s office, Tahamzam (Senapati) District Headquarters, Manipur at 11. AM on the 12th February, 2013.

It may be recalled that the demand was registered in the 1st July, 2010 Naga People’s Convention, the highest decision making platform of the Nagas in Manipur. The demand is based on the unmistakable facts that it is impossible to protect our right to life, land, time-honoured institutions, customary practices and values, land and resources under the administration of the dominant and communal Government of Manipur and that our history with it has clearly confirmed the harsh reality that it has never recognized and respected the identity and dignity of the Naga people. The democratic process of dialogue of the GoI, GoM and the Nagas in Manipur, under the aegis of the UNC was thus initiated by the Government of India in the form of tripartite talk. Four rounds have since been completed, the last of which was held at Delhi on the 31st August, 2012.

The total cast of the additional deputy commissioner complex was 11.01 crores and it was constructed under the financial assistance of 12th finance commission SPA funding. The guest house which was constructed at an estimated cost of Rs. 3 crores, has six VIP suite and six ordinary room. Kh. Joykishan MLA, Y. Iboyaima ADC Jiribam also attended the function. The works minister also inspected the road condition of Borakhan on Jiribam to Tipaimukh road, Borakhan is situated about 41 kms away of Jiribam.

SHILLONG, Feb 7 NNN: In a sudden development ahead of the February 23 Meghalaya Assembly elections, the Election Commission of India (ECI) on Thursday ordered for the removal of incumbent Meghalaya Director General of Police (DGP), Kulbir Krishan.
Krishan was immediately replaced by Director General (Prisons), Prem Singh who has been appointed to head the State police during the elections. Singh will take over on Friday as the new DGP.
The transfer order issued here on Thursday came in the wake following several complaints by political parties to the ECI against Krishan who just took over as DGP not even two months back.
Sources revealed that the sudden transfer was a result of several complaints received by the Commission from political parties as well as individuals claiming that he was failing in the discharge of his duties.
According to an ECI central observer who is camping in Shillong, the decision of the ECI to replace Krishan was taken after some political parties and politicians had complaint to the ECI about their apprehension that Krishan is not likely to be neutral during the elections.
Krishan had been appointed as the new Meghalaya DGP on November 30 by the Congress led coalition government of Mukul Sangma.
“It is not once but couple of times we got complaints from political parties as well as individual politicians of their apprehension that the conduct of elections might not be neutral, so the ECI decided to replace him with Prem Singh,” an election official said
Prem Singh who had earlier served as an acting Meghalaya DGP is seen as one of the most upright officer whose integrity is unquestionable. He does not curry favour to anyone within and outside the political circle.

IMPHAL, Feb 7 NNN: Hunger striker Irom Chanu Sharmila, who is on fast for the last 12 years demanding the repeal of Armed Forces (Special Powers) Act, 1958 (AFSPA), was produced before the court of Chief Judicial Magistrate (CJM), Imphal East on Thursday.
Sharmila was presented in the court for further judicial remand of another 15 days.
Briefing reporters, including a special correspondent of Washington Post outside the court, Sharmila accused the Government of totally ignoring the Jeevan Reddy Commission which recommends a review of the controversial AFSPA.
She said her struggle against AFSPA also aims to bring a revolution in Manipuri society, asserting that the struggle would take some more time in awakening the leaders as well as the public.
Sharmila, also known as ‘Iron Lady of Manipur, said a Sociology Professor from New Delhi had informed her in a letter that he would like to pay Rs 50, 000/- form his own salary every year to students studying in the national capital from North East states who have been affected by the military Act.
She further informed that the Assamese ‘Kurunga Nayani’ Award has been offered to her.
The social activist also alleged that it seems many people in Manipur are taking pleasure seeing at how she is being rearrested and released time and again and the way she lives on nose-feeding.
She maintained that she does not like to be given awards except the support of the people in her more than a decade-long campaign against AFSPA.
Sharmila informed that she would be produced again in the same court on February 21 and also in the Patiala High Court on March 4.
Showing her serious concerned over the crimes against women in the country, she expressed shock and unhappiness.
Sharmila has been on fast since November 2, 2000 to demand that the Indian Government should repeal AFSPA.

His mind is befuddled so he dared challenge Chief Minister of Manipur O. Ibobi, who led Congress party to victory continuously for three terms. Such type of victory is not a mean achievement; no party will be able to perform this feat in the years to come. In the manner the frog of a well that has never seen the world bluffing the inmates Rio thinks of challenging with Manipur Chief Minister. What he does not know is that Manipuris consider Ibobi as hero in real life. Ibobi’s steadfast stand not to succumb to pressure was hailed by all. He could say boldly in solving the problem of a community no fresh problem should be created for other community. Manipur is different from other states in NE region. It nurtures up pan Manipuri culture for all people living in this state. The state of Manipur belongs to all people living in this state. Can Nagaland Government say that the state belongs to all communities? Nagaland is a failed state. It has no future. Manipur is far ahead of all the neighbouring states let alone Nagaland. The state is the reigning champion of National Games. If services do not join this National Games sports meet, there is no state in the country, which can beat Manipur in medal tally. What more we have Olympic medallist and gold medallist in Asian Games. Manipuris are moving with their head held high. In politics too the people of the state have felt the need for producing political heavy weight. In the recently held state assembly election Congress party won 45 candidates under the leadership of Ibobi. That message is loud and clear. The people of the state have put confidence in the ability of the Congress Government to protect territorial integrity of the state. Shaky and unstable Government which knuckles at the slightest pressure will not be able to take the kind of stand he has taken in the face of stiff challenge thrown against the state from all angles. Chief Minister O. Ibobi can face challenge. This was known when he lifted Armed Forces Special Powers act from seven assembly segments in the state capital despite warning against doing so by the top executive of the country. Omar Abdullah of Kashmir cannot do what Ibobi has done in Manipur. Centre does not count Neiphieu Rio seriously. He knows that so he banked on the NSCN Government of India peace talk and reflected the views of NSCN. He will continue to murmur for minus NSCN his party NPF stands nowhere in electoral politics. After the end of February 23 Nagaland election NPF will be exposed. His future in Nagaland politics is grim so he started biting the Chief Minister of a neighbouring state like the mad dog biting even the owner. Manipur will remain intact; because we have committed leaders, who are ready to sacrifice even the posts they are holding to protect territorial integrity of Manipur. Rio is a villain and Ibobi is a hero.

The fifteen day long National Integration Tour to Delhi – Dehradun being conducted by 30 Assam Rifles of 9 Sector under HQ IGAR(S) arrived at Delhi .
On their first day of the tour the group interacted with RPN Singh, Minister of State for Home at Ministry for Home Affairs.
The interaction lasted for half an hour in which the students showcased the culture and tradition of the state of Manipur with a group song and presented the minister with a small token of remembrance. While interacting and speaking to the students, the minister praised the initiative taken by Assam Rifles in bringing the children of Manipur to the Northern part of India which will help them in learning about the varied culture and tradition of the country. He further asked the young students to follow the path of Truth, Righteousness, Secularism, Communal Harmony and Nationalism.

Imphal, Feb7 : Today Imphal ushered in adoption of green technology in road construction domain by initiation of a prototype & live demonstration of environment friendly Cold Mix Technology in Takyel Maning Leikia, West Imphal on Thursday.
The event was attended by N Babuchand, Chief Engineer, Manipur State Rural Roads Development Agency (MSRRDA); S Sundar Singh, SE, MSRRDA; Gopendra Singh, SE (Planning) MSRRDA;Akoijam Inaocha Singh (Proprietor) (AKI Supply Agency) Channel Partner of BITCHEM; Y Thoiba Singh, Contractor (PMGSY).
Given the importance of roads in development and maintaining ecological balance it is imperative for North East to embrace new alternative and superior technologies of road construction including cold mix, public waste and jute. This would not only ensure enhanced rural connectivity but will also give a much-needed push to the Central Government funded scheme Pradhan Mantri Gram Sadak Yojana (PMGSY), which aims to provide connectivity to all unconnected habitations in the rural areas in a time bound manner.
Dr PK Jain, Senior Scientist of CRRI, the nodal body for roads research in India, said, “Today there are many new environment-friendly and sustainable technologies available for roads construction, which are especially suited to hilly, cold or rainy conditions like in North East and it is imperative that we use these to enhance rural connectivity and prosperity by increasing the construction season.”
N Babuchand, Chief Engineer, MRRDA, said “Roads can play an integral role in the development of the society and overall growth of the state. Manipur state has good potential for Cold Mix Technology. It is worthwhile to mention that it has already been incorporated in DPR (Detail Project Report) up to black topping packages of PMGSY-IX and already 2100 kms of DPR has been made for Cold Mix Emulsion.
Subrata Nandi, AGM, S&M, Bitchem informed that Assam had taken a lead in introducing the environment-friendly cold mix technology in rural roads construction and over 1500 km of rural roads have been built, it’s time for other states including Imphal in NE to follow.
Cold mix technology is considered greener, safer and facilitates faster roll out suiting the climatic and terrain conditions of the north eastern region. According to National Rural Road Development Agency (NRRDA) of Ministry of Rural Development, road construction and repair work done using hot mix is often sub-standard and there is a need to use cold mix for the same.
The terrain in and around 70 percent of the North East Region is hilly and mountainous and the entire region gets very heavy rainfall ranging from 2500 mm to 6000mm which makes communication difficult. Unlike plains, the construction of roads in hilly areas is different, extremely difficult and much expensive and hence it important to innovate and use new technologies for faster and enduring roll out of roads.
