The flagging-in ceremony for the ‘National Integration Tour’ as part of ‘Op Sadbhavana’ was organised by 36 Assam Rifles of 28 Sector under HQ IGAR(S), Maj Gen UK Gurung, YSM, flagged-in the National Integration Tour which came back yesterday from Kolkata to Imphal. This was the first-ever outing of the children.
The tour consisted of 28 students and two teachers of the various villages from the Samtal area and was flagged-off from Kakching on 27 November 2012. The children were shown various historical and modern attractions of Kolkata. They also interacted with Governor of West Bengal Shri M K Narayanan and Lt Gen Dalbir Singh, AVSM, VSM, GOC-in-C, Eastern Command during their stay in the city.
Maj Gen U K Gurung, YSM, IGAR(S) interacted with the students and teachers after their arrival to Imphal. The young students displayed a marked desire to work together towards the progress of their state and contribute towards the nation building process.

IMPHAL, Dec 12: The Joint Action Committee (JAC) seeking justice in the alleged murder case of Lourembam Ongbi Memchoubi Devi has decided to demand judicial inquiry into the killing. The JAC was formed yesterday at the native village of the 48-year-old victim at Changangei after a public meeting attended by hundreds of local people was organized at Changangei bazaar during which they decided to launch agitation in case the state Government fails to nab the culprits involved in the crime within seven days, S Roma Devi, secretary of the JAC told a press meet at the Manipur Press Club.
Four decisions were taken at the public meeting, apart from organizing a protest meira rally (torch rally) last night in the locality and its surrounding areas, she said. She said an 11-member JAC has been formed regarding the alleged murder case of Memchoubi and the JAC will submit a representation to the state Chief Minister, Deputy Chief Minister, Chief Secretary and Deputy Commissioner, Imphal West to take prompt action to book the culprits.
She, however, warned of serious agitation if the Government fails to act in accordance with the demands of the JAC within seven days. The JAC will submit the memorandum to the concerned authorities after staging a huge public rally tomorrow, she further announced.
Notably, Memchoubi was found dead with her throat slit on a roadside leading to both Langol and Lamdeng in Imphal West early morning of December 1.

New Delhi, Dec 12: There is no proposal for deployment of defence forces for anti-naxal operations in the LWE theatre. However, the Indian Air Force has deployed some helicopters to provide logistic support to the Central Armed Police Forces/State Police, but do not directly take part in operations. Further, the Indian Army carries out some training procedures in the Narayanpur area of Chhattisgarh.
All measures in the LWE theatre are implemented after mutual discussions between the Central Government and the State Governments concerned.
The Central Government has a holistic two pronged approach to combat LWE. It supplements the efforts of State Governments through security related and development related interventions. In security related intervention, apart from directly deploying CAPFs the Government of India provides assistance for capacity building by the states through schemes like the security related expenditure scheme, special infrastructure scheme, construction / strengthening of fortified police stations scheme etc. In the development front, the central Government is implementing special scheme for LWE affected areas like the Integrated Action Plan (IAP), Road Requirement Plan-I etc. It is the belief of the Government of India that a combination of calibrated police action, focused development efforts and improvement in governance will yield the desired results against LWE.
This was stated by Shri R.P.N.Singh, Minister of State in the Ministry of Home Affairs in written reply to a question by Shri N.K. Singh and Dr. Janardhan Waghmare in the Rajya Sabha today.
The CPI (Maoist) is the largest Left Wing Extremist Organization operating in India. It is responsible for almost 80% of the total naxal violence reported during the current year. The CPI (Maoist) vision for its so called ‘protracted people’s war’ against the Indian State is elucidated in its strategy paper titled ‘Strategy and Tactics of the Indian Revolution’. Briefly stated, this document contains a comprehensive plan of action to capture political power and usher in a so called ‘New Democratic Revolution’ in India. The strategy for ‘New Democratic Revolution’ is a combination of military and political tactics involving the creation of ‘base areas’ (liberated areas) in the countryside and gradual encirclement and capture of the urban areas. This objective is sought to be achieved through armed warfare by the ‘People’s Liberation Guerilla Army’ cadres of the CPI (Maoist), political mobilization through its ‘front organizations’ and alliances with other insurgent outfits active in different parts of India, which in CPI (Maoist) parlance is called the ‘Strategic United Front’. The CPI(Maoist) seeks to organize a ‘joint front’ against the Indian State and in pursuance of this objective, it ideologically supports the secessionist movements in Jammu & Kashmir and the North-East. It has also developed close organizational ties with certain insurgent groups in the North-East for procurement of arms and ammunition.
There are stretches to the extent of 101 km of border length approximately in West Bengal along Indo-Bangladesh border, where fencing work is pending due to land acquisition issues. However, efforts are being made by MHA/BSF for early acquisition of land for erection of border fencing wherever feasible.
Due to porosity of border, there are instances of illegal migration and smuggling activities on Indo-Bangladesh border. However, all possible efforts are made to plug the gaps along Indo-Bangladesh Border, with the erection of fencing and installation of floodlights. As approved the above works were targeted to be completed by March, 2012. However, these works have spilled over.
This was stated by Shri Mullappally Ramachandran, Minister of State in the Ministry of Home Affairs in written reply to a question by Shri Ishwar Singh in the Rajya Sabha today.

SENAPATI, Dec 12 NNN: After the United Naga Council (UNC) and the Zeliangrong Baudi, Manipur (ZB-M)’, the All Naga Students Association Manipur (ANSAM) has decided to boycott the forth coming Manipur State Level Orange Festival to be held on December 17 and 18 at Tamenglong district headquarters.
According to the ANSAM, it had taken this decision on Tuesday in its meeting.
“Nagas are not against the spirit of festivals which promotes reconciliation and harmony and goodwill among the people. But when the government of Manipur sponsored festivals are used as platforms to dilute and negate the very political position of the Nagas and undermine our rights, it is the moral responsibility of the people to abstain from participating in such programmes. State sponsored festivals such as the Orange Festival seek to present the fallacious picture of a responsible State Government promoting horticulture and social harmony in the state when in reality it has consistently deprived the Naga people of real development benefits through diversion and corruption and created irreparable rifts between the communities through its communal policies and actions. The cosmetic pretensions are designed for perpetuation of the hegemony of the communal government of Manipur over the Nagas and the tribal of Manipur. The proven mission of Mr Ibobi, the other Ministers of government of Manipur and MLAs of the ruling Government and also the unmandated Autonomous District Councils (ADCs) has been to oppose the demand for an alternative arrangement for the Nagas in Manipur pending settlement of the Indo-Naga issue and for derailing the much awaited settlement of the Indo-Naga issue through their machination, as manifested in the recent posturing of some groups without any basis or history. To receive and welcome such individuals would be partaking in our own humiliation in our own home and hearth and would be most unbecoming of any Naga person, groups or organisations,” ANSAM said today.
Having deliberated on this issue at length in the 3rd Presidential Council meeting of the ANSAM on December 11, it has been decided to boycott the State sponsored Orange Festival as already declared by the UNC. It was also decided that all constituent units and sub-ordinate bodies of the Association will be involved in giving effect to this decision.
“We, therefore also appeal to all Nagas to stay away from the state sponsored Orange festival scheduled to be held on December 17 and 18 at Tamenglong HQs and other such programmes so that the political position of severance of ties with the government of Manipur is maintained in pursuance of our inherent and democratic aspirations,” the Naga students’ body stated.
According to ANSAM, the Nagas in Manipur have declared their political position of severance of all political ties with the communal Government of Manipur based upon the ‘unmistakable’ facts that it is impossible to protect our right to life, land and resources, time-honored institutions, customary practice and values; have our identity respected and live with dignity and honour as a people under its administration. The unmistakable facts are corroborated by the sharp social divide on communal lines, manifested in all spheres of life – be it in the media, in work places or in the daily social intercourse.
“By the declaration of severance of political ties with the government of Manipur, the Nagas in Manipur had established the political position that it does not recognize the government of Manipur. This political position has been registered with the Government of India and thereby, at the instance of the Government of India(GoI), the democratic process of dialogue in the tripartite talk of the United Naga Council(UNC), the government of Manipur and government of India on the demand for an alternative arrangement for the Nagas in Manipur has been put in place,” ANSAM added.
