IMPHAL, Dec 10 NNN: The Indian National Trade Union Congress (INTUC) is seriously discussing with the concerned ministers to make available rice at Rs 4 per kg to people working in unorganized sector consisting of rickshaw pullers by providing them a special PDS card besides giving Rs 30,000 per head working in such sector for hospitalization, INTUC, Manipur branch president and MLA MK Preshow, said Monday.
Preshow was addressing a function: “Trade Union Rights and Human Rights” organized by INTUC, Manipur Branch at the State Head Office, Main Building Conference Hall of Manipur Electricity Employees’ Union here.
MLA Preshow admitted that success comes to your door if you maintain discipline and work culture well while suggesting that timely payment of salaries to employees will facilitate regular performance of duty.
Saying there are about 40,000 employees of work charge, master roll and contract in various Government departments in the state, he pledged INTUC will urge the concerned authority to give them similar rights enjoyed by regular employees.
INTUC has started discussing with the state concerned ministers to make available rice at Rs 4 per kg to people working in unorganized sector consisting of rickshaw pullers besides providing Rs 30,000 per head working in such sector for hospitalization, the INTUC president disclosed.
Talking on the issue of Armed Forces (Special Powers) Act, 1958, he said that the efforts on removing AFSPA from Manipur will be possible only when the people of both the hill and valley struggle together to achieve it. He also highlighted on the need of organizing workshops regularly on ‘rights’ in order to understand them properly.
Working president, INTUC and MLA Z Kikhonbou Newmai was also present at the function, while MN Salam, Regional Director, Central Board for Workers’ Education, Ministry of Labour and Employment, Government of India, delivered a speech on the topic ‘Responsibility of State Government,’ and Elangbam Dolendra, senior vice president, INTUC spoke on ‘Human Rights and Obligations.

New Delhi, Dec 10 : The Special Judge for CBI cases, Saket, New Delhi has convicted Ram Kumar, the then Officer, Oriental Bank of Commerce, Mataur Branch, Meerut (U.P) and two private persons – Uma Bhatla, resident of Vikaspuri, New Delhi & Manjeet Kumar, Proprietor of M/s Shivani Jewellers, Karol Bagh, New Delhi, for cheating the bank during 1999-2000 to the extent of Rs.7.98 crores (Approx) in the fraudulent manipulation of Demand Drafts. The convicted accused Ram Kumar was sentenced to undergo one year imprisonment with fine of Rs.20,000/- while other two accused persons were sentenced to undergo three years imprisonment with fine of Rs. 25,000/- each.
The investigation revealed that Ram Kumar, the then officer of Oriental Bank of Commerce used to provide stolen book of blank DD’s to Uma Bhatla who used to fabricate/forge these DDs with high value amount and Manjeet Kumar used to get the amount of these DDs credited in his firm’s bank account.
Two more accused i.e. an Officer of Oriental Bank of Commerce and another person were also charged and prosecuted. Presently they are absconding. The Court declared them Proclaimed Offenders.

Imphal, Dec 10 : Discovering the movement of UG cadres in Lousang Khong Mayai Lekai, troops of 30 Assam Rifles of 9 Sector under HQ IGAR(S) launched operation in the areas and apprehended one UNLF cadre on 9 Dec 12. The apprehendee was identified as Y Wairakpam Roshan Singh, 48 yrs, s/o L W Ibochouba Singh, r/o Lousang Khong Mayai, Imphal West, The apprehendee was handed over to Lamlai Police Station.
In another incident, troops of 9 Assam Rifles of 26 Sector launched an operation at Khudengthabi and apprehended one PREPAK lady cadre on 9 Dec 12. The apprehendee was identified as No 80120(Batch No .8) SS 2nd Lt Keisham Sana Devi, 28 yrs, w/o SS Capt Keishan Sagar Singh (PREPAK), r/o Patsoi Part-1, Imphal West. One 9mm pistol with mag, four lives rounds and one Samsung mobile with sim card were recovered from the apprehendee, who along with recovered items handed over to Imphal West Police station.
A team of 30 AR arrested two cadres of UNLF from their houses last night.
These arrested were identified as Wairokpam Roshan (48) Keibi Leishangkhong Mayai Leika, Thounaojam Sana (39) Keibi Heikak Mapal. They were handed over to Lamlai PS.

Addressing a public meeting at Hapta Kangjeibung here today the scion of the Nehru-Gandhi family said political leaders should try to “hear the voice of as many people as possible”. He said he dreams of India with every voice being heard.
When Mary Kom of Manipur won the bronze medal in London Olympics it became a voice of the country he said. Each and every state should be treated as the centre of the country and all should be equally treated he added. Voice of the people will come through education, proper roads, job and a villager getting benefit of PMGSY road means his voice was heard he added.
Millions are getting benefit of job security under MGNREGS and RTI, Food Security have benefitted all he further said. The mission of the government is to ensure that the local bodies are given full power he further assured. In states like JK, UP, Jharkhand powers are not properly devolved to local bodies. What is the point of holding local body elections if power are not given to them he asked.
Representatives of local bodies are in touch with people at local levels than MP, MLAs and they should be given powers he said. After RTI, food security , MGREGS the new tool given for the people is, “direct cash transfer” he added. He said Rs 2 lakh crore would now be directly transferred to the people. He reminded that his father, former Prime Minister Rajiv Gandhi said only 15 paise out of Re 1 meant for the people reaches the people.
As India moves forward we have to understand that India is strong of its different languages, cultures. After addressing the public meeting he addressed Congress youths and discussed various issues. He said there is a tendency for leaders to distance themselves from the people as they go higher. They should try to reach out to people more after they move up he said.
Congress Gen Secy, Faliero said 60 percent of India’s population are youths and people of the country are looking on Rahul Gandhi to lead them. Chief Minister, O Ibobi singh said the region has fond memories of the Gandhi, Nehru family however the problems the region is facing has to be dealt with properly he said.
He said Manipur has a unique history of over 2000 years and it became part of India in 1949 . He further said there are serious efforts to solve the problems of the region but we should be cautious that we do not create another problem while solving a problem he added.
Hundreds of people had started trickling in to attend the meeting though the meeting was slated to begin at 11 am. Due to inclement weather the plane carrying Rahul Gandhi arrived late and the meeting started about one and half hour late. The 20,000 chairs were all filled up with large numbers of people standing near the barricades. Security was tightened around the premises and new traffic regulations were made for the day in and around the city. Rahul Gandhi left Imphal after attending the function.
“The local bodies (Panchayati Raj institutions and other local bodies) are closer to the common man. They know better about the problems at the grass root level than those of MLAs and the MPs and so devolving powers is important because you are the one who can deliver goods better.” Rahul Gandhi pointed out that in many states of India including Jammu and Kashmir and Jarkhand powers have not been given to the local bodies. “Devolving of power to these local bodies is very important,” the AICC leader re-iterated.
Rahul Gandhi expressed his regret that majority of the politicians often fail to apply ethics and principles in their work.
He then stressed for the building of a strong future of India. “We need to build the country’s future with the participation of every citizen of India—the strong, the weak, the small and the big—all are equally important in building a very strong future of India,” Rahul Gandhi said.
Harping on the unity front Rahul Gandhi said, “I love coming to the North East region. You are here today and for many it is the north eastern part of India, certainly. But for me, this part of India is the centre of our crountry. When I visit Tamil Nadu, it is the central part of India for me. I may be in Mumbai or in Rajasthan, they are the central parts of India for me. This is my politics.” The AICC leader said that every citizen of India should feel at home in every part of India. “We are proud that large number of young boys and girls are working in Delhi,” Rahul added. He also expressed that he feels proud for boxer MC Mary Kom.
He then said Congress party stands for India but other political parties work for one community or for one religion. “But the Congress party stands for India, the united India,” Rahul Gandh exhorted.

IMPHAL, Dec 10 (MNS/NNN): The house of former Pradhan of Chingnungkhok Gram Panchayat came under heavy gun attack yesterday night from suspected militants but no one was injured in the attack. It was the third such attack in recent months. The heavily armed unidentified militants numbering about four attacked the house of Leishangthem Tarpon, former Pradhan, Chingnungkhok Gram Panchayat in Nongrain Maning Leikai, Imphal East with heavy gunfire around 7:40 pm. They indiscriminately fired around 45 rounds in the attack. However, no one was reported suffering injury in the gun attack.
He was in the bathroom when the attack took place while other members of his family were in the kitchen having food, Tarpon told the media.
Revealing that the Kangleipak Communist Party group of Maoist had demanded Rs 10 lakh from him about five months ago, he said Sunday’s attack was the third such attack in recent months.
A team of Lamlai police station have recovered 45 empty cases of M-16 rifles from the spot and a case has also been registered in connection with the incident, police sources informed.
Meanwhile, local meira paibis of Nongrain Maning Leikai staged a protest dharna at the locality on Monday condemning the gun attack carried out by suspected militants at the house of the former Pradhan, Tarpon.

The programmes were held in different districts of the State. The main programme was held in Aizawl at Legislative Assembly Annexe Conference Hall participated by Mizoram Governor Vakkom B. Purushothaman and chief minister Lal Thanhawla as chief guest and guest of honour respectively.
Governor Vakkom B. Purushothaman, in his speech, invited everyone in the State to regard the International Anti Corruption Day as a reminder to their own responsibility. He said that the world is much concerned with the fight against corruption as it is a hindrance to the progress and strength of a nation. The Governor lauded Anti Corruption Bureau and Vigilance Department for organising today’s programme.
The Governor also expressed his appreciation to the chief minister and his team for the huge steps they have taken for uprooting corruption in the State. He also appreciated the NGOs and students who participated in the essay and debate competitions, which had been organized in connection with the Anti Corruption Day.
Chief minister Lal Thanhawla said it is a happy change for Mizoram as it could observe the Anti Corruption Day along with the rest of the world. He said, “Whenever we speak of corruption, we only acknowledge misuse of funds by the government; but even outside this, disinterestedness in one’s work, insincerity, negligence, laziness, bribery, and the mindset of seeking more and working less- these are all parts corruption.’’
The chief minister then said that corruption began from the biblical Eden, and added that the government has been doing its best to uproot it. “Therefore, for uprooting the stumbling block of the state i.e. corruption, we need to work together”, the chief minister said. He also lauded the NGOs who take steps in fighting against corruption. “In order to have a transparent government, the people also need to make useful of the newly launched ACB website as well as RTI Act,” Lalthanhawla said.
Lal Thanhawla then released the ACB manual and inaugurated the new website twww.acbmizoram.gov.in.
