Imphal, June 7: The Action Committee on Tipaimukh (ACTIP), Citizens Concern for Dams and Development (CCDD), Centre for Organization Research and Education (CORE), and Forum for Indigenous Perspectives and Action (FIPA) have reliably learnt of the visiting team of 13 Bangladesh nationals led by Bangladesh External Affairs Publicity Wing Deputy Director Mohammad Zashimuddin invited by the Government of India to study and assess the effects of the multi-purpose hydro-electric Tipaimukh project at the tri-junction of Assam, Manipur and Mizoram.
While appreciating the visiting team from Bangladesh to study and assess the ground realities, what is clear is that the teams’ (including that of the previous Law Makers’) aerial survey of the site is guided hydro-power tourism by the government and the dam proponent. They inevitably will go back with stories that back the dam. What can be really learnt from a day’s token aerial flight over the dam site? An earnest assessment of the environment and social impacts of such hydro-power projects would take considerable time, including a study that encompasses the annual seasonal changes of the river, its catchment and downstream areas.
Moreover, we note once more the unfortunate absence of neither intimation nor any encouragement from the Government to also invite representatives from the States of Assam and Manipur that have the highest stake in the whole project to also study and assess the effects of the multi-purpose hydro-electric Tipaimukh project with full sanctions from the government. Far from doing just that, any attempt at such studies and assessments by the peoples have rather been often viewed suspiciously, if not negatively, by the government.
Indigenous and tribal peoples directly and indirectly to be affected by the project have been excluded in all the consultations and decision making processes. The few public meetings and hearings held by the authorities on this issue have been so far a farce, and ended in total failures with the trademark absence of transparency, accountability and inclusivity.
Groups who have been protesting against the dam for more than 15 years now are being sidelined while trying to appease Bangladesh. The present visit is not the first as other dignitaries from Bangladesh have also been airlifted to Tipaimukh in the past to ‘survey and assess’ the proposed project. While consent from Bangladesh is necessary, that too for the sake of India’s international image, the government must also get consent from the mentioned States and concerned grassroots indigenous peoples along with the organizations that represent them. Not doing this is a clear violation of both national and international laws and an unjustifiable act on the part of the Government of India in depriving the indigenous peoples of their rights to Self Determination, Participation and Free Prior and Informed Consent, negating every commitment to sustainable development.
We would like to underscore that ignoring the crucial linkages of a river’s upstream, midstream, and downstream flows can endanger not just the river, but human communities and ecology sustained by it. According to experts, a disregard of environmental flows, by construction of dams, has already harmed many rivers in the Western Ghats, giving rise to protracted political as well as environmental issues.
The unrelenting denial of the rights, roles and participation of the indigenous peoples and organizations in their development, future and the proper recognition of indigenous peoples and tribal peoples as custodians of their resources once more proves that politicians and government, no matter how democratic they may appear to be, never really cared for the peoples, especially the marginalized indigenous and tribal peoples even though welfare, inclusivity and participation are always their rhetoric in development and administration.
The people of Bangladesh and their present government must take a responsible decision at this juncture where their decision must not lead to India going ahead with the dam. The upstream population will also not jeopardize the life and future of Bangladesh.

Imphal, June 7: ‘Friendship Cup’ Football Tournament being conducted at Kangpokpi village, Senapati district under the aegis of Red Shield Division, came to a spectacular end today with the winning team-’Saikul Club’ beating ‘KYU Club’. A total of 10 teams belonging to Kuki, Naga and Nepali communities participated in the event which was conducted from 29 May to 07 Jun 2012. The event was conducted, in collaboration with the Sadar Hills District Sports Association to hunt local talent in the remote villages of the region.
The venue for the event was the ‘Thomas Ground’ at Kangpokpi named after Brigadier Thomas, who was an ardent sports enthusiast and a strong promoter of local talent. Major General Binoy Poonnen, VSM, General Officer Commanding (GOC) of Red Shield Division was the Chief Guest for the closing ceremony.
The GOC then distributed prizes to the winners and the runners-up amidst great cheers and festivities within the crowd. Major General Poonnen, VSM congratulated the victorious team for their fine performance and encouraged the runners-up to work harder for the next event.
In his closing address, he emphasized on the importance of sports in building a strong nation and appreciated the youth for the talent displayed by them. The GOC also appreciated the efforts of the organisers and the troops of the armed forces who worked shoulder-to-shoulder to make the event a grand success.

Imphal, June 7: 10 Assam Rifles under the Red Shield Division, continuing its Sadbhavana efforts, conducted free medical camp at vill Haochong on 07 Jun 2012 and provided a free medical checkup and medicines to locals including adults, newborns and school going children of the villages Haochong, Ijerong and Chingchen. A total of 653 pers attended the medical camp of which 349 women, 107 children and 197 men were benefited. Most of them were found suffering from gastritis, worm infection, anaemia, skin infections, respiratory tract infections & gynecological problems.
The huge crowd of locals at the medical camp was itself giving a proof of a long awaited wish. The ARMO of the unit and his medical staff relentlessly provided medical care to the people during camp.
On 07 Jun 2012, 33 Assam Rifles of Red Shield Division organized a free medical camp for the villagers of Moirang Khunou at Keibul Lamjao. The medical camp started from 09.00 AM in the morning and was carried out till 01.00 PM in the evening. During the camp more than 285 persons (Male107, Female 138 and Children 40) were examined and treated. Medical prescriptions and free medicines were distributed for diarrhoea, dysentry, respiratory tract infections, Malaria, viral fever, skin diseases, arthritis and Myalgias etc. The team comprised of two doctors and three nursing assistants who attended to the people. The medical camp was also aimed at bringing awareness regarding prevention of HIV/AIDS.

New Delhi, June 7: Manipur Agriculture and Fisheries Minister Abdul Nasir urged the Union Ministry of Minority Affairs to sanction the Prime Minister’s package amounting to Rs 200 crore meant for welfare of minority communities in Manipur at the earliest.
He was attending the two-day National Conference of State Ministers for Minority Welfare held at Vigyan Bhavan here today, on behalf of the Manipur Chief Minister who held the portfolio of Minority Affairs. He stated that the Department of Minorities and Backward Classes(MOBC) of Manipur was doing well to take up many welfare measures for minority communities in Manipur as the Chief Minister was looking after the Department. He informed the conference that he was advised by Manipur Chief Minister to attain the National Conference as he could not take part it because of his tight schedules. He drew the attention the Centre to provide special attention towards the minority communities in Manipur in the sectors like Skill development, Health and Education.
Inuagurating the two-day National Conference of the State Ministers for Minority Welfare this morning, Union Minister of Minority Welfare Salman Khurshid told the state ministers that the government did not include any new caste in the OBC list nor increased any percentage for OBC Muslims, who were already entitled to this much reservation under the 27 per cent quota for OBCs as per the recommendations of the Mandal Commission. In fact, the sub quota was not provided on the basis of religion but that of backwardness, the Minister said. He informed that the Bill for creation of an Equal Opportunities Commission would be brought out in the next session of Parliament.
Union Minister of State for Minority Affairs, Vincent H. Pala was also present in the conference. Principal Secretary/ MOBC, W.L. Hanshing and Director/MOBC,Kh. Dineshchandra Singh accompanied the Manipur Agriculture Minister Addul Nasir in the Conference.

Issues of tax evasion and Exchange of Information have been incorporated in G 20 communiqué due to efforts of India in the recent ministerial meetings.
India is playing a key role in Global Forum on Transfer Pricing and Exchange of Information for tax purpose, as Vice Chairman of Peer Review Group.
Joined FATF, Task Force on financial integrity and Economic Development and Eurasian Group.
India is participating in policy groups of OECD and UN on Exchange of Information, International Taxation and Transfer Pricing as observer and member respectively.
Creating an Appropriate Legislative Framework
Started renegotiation with 75 countries to broaden the scope of Article concerning Exchange of Information, and negotiation of DTAA and Tax Information Exchange Agreement (TIEA) with new countries and 22 priority countries/jurisdictions (no tax or low tax countries/jurisdictions) respectively.
India has signed the OECD Multilateral Convention on Mutual Administrative Assistance in Tax matters on 26 January, 2012. This Convention shall expand the scope of India’s treaty network on tax matters.
Enacted legislation incorporating counter measure against non-cooperative jurisdiction (section 94 A in Finance Act 2011).
Tightened provisions of transfer pricing.
Proposed GAAR and reporting requirement of foreign asset in the Finance Bill, 2012.
28 of existing DTAA also contain article for assistance in collection of taxes including taking measures of conservancy. Government is trying to have this Article in other treaties as well.
Setting up Institutions to Deal with Illicit Funds
Ten Income Tax Overseas Units in various Indian Missions abroad have been created and out of which two are already functional.
The remaining 8 Units shall be made operational very soon. Creation of more ITOUs is under active consideration.
To effectively handle the increase in tax information exchange and transfer pricing issues, a dedicated Exchange of Information unit (EOI Unit) has been set up.
Developing Systems for Implementation
New policy for deployment of manpower to Directorate of Transfer Pricing and International Taxation is implemented.
Manpower of FT&TR Division in CBDT has been doubled.
Imparting Skills to the Manpower for Effective Action
Officers are being imparted specialized training abroad in field of International Taxation and Transfer Pricing.
International seminar on transfer pricing was held in India in month of June 2011.
India played a major role in G-20 discussions and highlighted the importance of automatic exchange of information and importance of obtaining past banking information. India has also obtained useful information about Indians having bank accounts in Swiss bank.
This is under investigation. Further a dedicated Exchange of Information Cell has been created to handle the work related to exchange of information in line with latest international standards. (PIB Features.)

New Delhi, June 6: The Annual Plan for Manipur for the year 2012-13 was finalized at Rs.3, 500 crore at a meeting held at Yojana Bhavan here today between Planning Commission Deputy Chairman, Montek Singh Ahluwalia and Chief Minister of Manipur, Okram Ibobi Singh.
In his comments on the performance of the State, Montek Singh Ahluwalia said the State had been performing satisfactorily. He suggested that the infrastructure gap in the State needed to be bridged on priority. The State should encourage private participation in infrastructure development. He said the GSDP at current prices of the State had increased from Rs.5,133.66 crore in 2004-05 to Rs.7,184.09 crore in 2010-11.
Recent analysis revealed differing levels of growth rate of different sectors of the Economy, during the period 2000-2009. Of the sectors considered, electricity, gas and water supply and public administration were found to have grown slowly. Fishery, Manufacturing with its sub-sector Unregistered manufacturing and Transport, storage & communication with its sub-sector communication had grown faster.
Education and Health indices threw up a mix of the good and not so good. Literacy rate, standing at 70.50% in 2001 had improved significantly to 79.85% in 2011. Overall, in Male literacy rate had increased by about 6% to 80.33% in 2011 while female rate had gone up by 12.64% from 60.53% during the same period. Health indicators are good with Crude Birth Rate (CBR) and Crude Death Rate (CDR) estimated at 14.9 and 4.2 respectively as against 22.1 and 7.2 respectively at All-India average (SRS-2010), and Infant Mortality Rate (IMR) of 14 per thousand at (SRS-2010) as against 47 at All-India average.
The State Government had identified particular sectors for faster growth of economy and provision of services. Those were: of providing better road connectivity improving availability of power and drinking water; expanding the network of health care facilities, and better schools throughout the State. Other focus areas included irrigation facilities and youth development through promotion of sports.
Briefing the Commission on the development strategy of the State, the Chief Minister Okram Ibobi Singh said that the main thrust would be on reducing Infrastructural deficit and expanding and strengthening capacity of key social sectors – Health, education, women and child welfare, nutrition and food security.
He said there was a need for closing the gap between the deprived local population and the rest of the country. He emphasized enough investment for expansion of social infrastructure for covering the disadvantaged section, backward, remote and border areas.
He said skill development programmes would be expanded to meet growing demand of industry and service sectors. He said greater powers would be devolved to the hill areas and new policy initiatives will be taken to encourage investments in these areas.

The Union Cabinet today approved setting up of an Autonomous Organization named ‘North East Centre for Technology Application and Reach‘ (NECTAR) at Shillong, Meghalaya as a Society under the Societies Registration Act 1860, under the Department of Science & Technology w.e.f 2012-13. The total expenditure involved will be Rs.292 crore during the 12lh Plan period. The Ministry of Science and Technology proposes to establish a nodal centre in the North Eastern Region in the form NECTAR as a society under the Societies Registration ACT 1860. NECTAR would promote deployment of carefully selected technologies, emanating from the public funded research institutions under Government of India and State Govts, in consultation with the respective state governments, after assessing their application potentials.
