New Delhi, Dec. 30 (ANI): Amid the nationwide protest over the brutal gang-rape of a 23-year-old girl, the Bharatiya Janata Party (BJP) on
Sunday reiterated its demand to convene a Special Session of Parliament and amend the laws so that the harshest punishment is given to those accused of the heinous crime.
Lashing out at the Congress-led UPA Government, BJP spokesperson Mukhtar Abbas Naqvi alleged that the Centre has failed to address the people’s outrage after the horrific incident that took place on December 16.
“This is high time that the government and the whole system should ensure the people and make them believe that such crimes will not occur again in the future.
That’s why, we are demanding a Special Session to amend the useless and expired laws,” said Naqvi.
“The culprits have no fear of laws, they are moving freely and the people protesting against such crimes are afraid of police and the government. The government will have to come out with a strong political will and determination to make strong laws and ensure stringent punishment for such crimes,” he added.
The Congress Party, however, rubbishing the BJP’s demand said that the UPA Government has already constituted a high-level Committee, headed by Justice (retired) J.S. Verma to look into the matter, and added that a decision in this regard will be made only after the three-member committee gives its recommendations.
“It is very unfortunate that the BJP doesn’t allow the Parliament to function when the session is in process, and now they are demanding a special session,” Congress Spokesperson Rashid Alvi said.
“The government has already constituted a high-power committee headed by former Chief Justice of India, Justice J S Verma, which will submit its report within three months. The government will act according to their recommendations,” he added.
The Left parties and Trinamool Congress had earlier on Saturday made a similar demand of convening a special session of Parliament to enact a strong anti-rape law to ensures death sentence for those guilty of committing sexual assault against women.
Leader of the opposition in Lok Sabha, Sushma Swaraj, had also earlier reiterated her demand for death sentence for all those guilty in rape and murder cases.
The three-member committee headed by former Chief Justice of India constituted to give recommendations on amending laws to provide speedier justice and enhanced punishment in sexual assault cases, has sought suggestions from the general public by January 5.
The committee has issued a notice seeking suggestions from the public in general, particularly eminent jurists, legal professionals, NGOs, women’s groups and civil society members in a bid to provide quicker justice and stringent punishment for crimes against women.
The committee, which was constituted after public protests erupted over the Delhi gang rape case, will look into possible amendments to the criminal law for faster trial and proper punishment for criminals accused of committing sexual assault of extreme nature against women.
The other members of the committee, constituted by the government, are Justice (Retd.) Leila Seth, former Chief Justice of Himachal Pradesh High Court, and Gopal Subramanian, former Solicitor General of India.
The body of the 23-year-old medical student, who was brutally gang-raped in a moving bus in Delhi, was flown to the national capital from Singapore early this morning and cremated within hours.

IMPHAL, December 30: The United Naga Council has in a press release acknowledged the cooperation and solidarity of the Naga public towards the successful observation of the 72 hours bandh with effect from the midnight of 26th December, 2012 and which ended at midnight of 29th December, 2012 which had been called in Naga areas.

It further said that the peaceful and democratic response of the people in spite of the Christmas season and many scheduled community programs speaks loud and clear of the sentiments of the people.

Regretting the bandh which was called at short notice, thereby inconveniencing various activities and observations of the people, it further said that the spirit of sacrifice and involvement with which inconveniences and difficulties had been borne by the people has sent out a clear message to the world.

IMPHAL, December 29: The Manipur Pradesh Congress Committee, Women Action for Development and Centre for Social Development, in separate releases have condoled on the demise of the Delhi gang-rape victim today.   

The release from Women Action for Development (WAD) expressed its shock and said that it was saddened by the death of Damini, the 23-year old girl and gangrape survivor of Delhi at Mount Elizabeth Hospital, Singapore this morning. It said, “We are grieved that the life of this young girl who was learning how to save lives as a doctor should be snuffed out in this gruesome and inhuman manner by the six rapists. We salute her courageous and indomitable spirit of fighting against all odds. Even in her last days from her hospital bed she fought to make her voice heard and justice.

IMPHAL, Dec 29: A  meeting of the ongoing three men enquiry committee into the death of journalist of Thangjam Dwijamani was held today at the officer chamber of Principal Secretary (Home), South Block, Secretariat.

The statement of two persons who were present at the site where the slain journalist body was recovered was recorded at the meeting. The post mortem report of the deceased was also examined at the meeting today which is the last sitting of the committee and it is expected that it will submit a report to the government on December 31.

So far the committee has recorded the statement of three police personnel, nine VDF members, three journalists and two individuals. The committee has also examined three different video clippings of the incident besides inspecting the place where the incident had happened.

IMPHAL, Dec 29: Women Action for Development rescued a woman after an elderly woman called them up and informed about the woman who was roaming aimlessly.

Speaking to media persons at its office, Secretary of WAD Sobita Mangsatabam said Kangjam Sonia @ Echan @ Sharmila (39) has been rescued after Maibam Nganbi (70) w/o (L) M Temba of Lamphel Yaipha Leikai found her roaming aimlessly on the road and called up WAD. .

Sonia appeared incoherent and is said to be the daughter of (L) K Modhumangol and Bimola of either Uripok Khaidem or Huidrom Leikai according to her. She was handed over to state social welfare shelter home this evening. A social welfare official who came to pick her up said the woman looks slightly mentally unbalancved and that a temporary arrangement will be made for her stay.

Looking at the nature and tone of the public protest in Delhi against the brutal rape of a 23 year old medical student who has now succumbed to her injuries and the way things unfolded in the streets of Imphal and other valley districts in Manipur following protests over the brutal assault of a young film actor, brings home the very nature of differences in approaches, participation and content. Protests in Manipur have been loud, vocal and yes, often violent. On one side are protestors who explain their actions of extreme forms of protest as being the only resort to waking up the Government and its various machineries. On the other side of the protestors are the security personnel who are only ready to get cracking literally with laathi sticks and ready to shoot with tear gas shells, mock bombs and even real bullets. Even if we are to look at other protests taking place in the country and then at those taking place where there is deep militarization, we will see that the deep seated insecurities and angst of people gets reflected in extreme ways of protests like burning and damaging public property that one gets to see so often in Manipur and stone pelting that started in parts of Jammu and Kashmir and adopted in the recent protests in Imphal.

Compare the scenario to the protests that take parts in other parts of the country where the norm is to have large turn-outs that congregate peacefully and light candles. Since the nature of protests are different the responses, too differ. It is not too common to see police resorting to brutish ways elsewhere. The presence of the national media spotlight on protests in the country except of course, the ones that happen in the north eastern region also means that authorities are well aware of the need to be less violent in cracking down on protests. The recent protests in Delhi which took place at the most security sensitive areas of the country- India Gate, Parliament Street and the official residences of the Delhi CM and other leaders for days on end only saw barricades, water cannons being used to keep protestors at bay and on the occasions where protestors broke down barricades, they were fired with tear gas shells. Manipur on the other hand, has seen a lot of physical casualties over the years during the course of public protests that have included serious injuries and death by firing.

A popular Hindi film showed a novel way of protesting against government apathy. When officials refused to entertain complaints from the public, they would be handed red roses. One famous scene had a senior citizen whose pension process was being stalled as he had no money to offer as bribe, taking off all his belongings and even his clothes and offering them in lieu of the money. A term ‘Gandhigiri’ was coined keeping in Gandhi’s concept of showing the second cheek to the one who slaps one cheek to begin with. Not surprisingly enough, this reel form of protest was soon adopted in real life with success. Where protests filled with strong words and aggressive actions were not working, the change to shame people into taking action was seen to be working. In neighboring Nagaland, young people reached out to one another on social networking sites and through personal contacts to take a stand against pot-holes in the streets of Kohima and Dimpaur. When numerous complaints to civic authorities failed to bring in any positive action, the youths took to the streets and made a strong statement by merely making fun of the state of the roads: some youths brought out their fishing rods and acted like they were fishing in the water that filled in the pot holes while many others ‘planted’ saplings of plants. Maybe just maybe, there needs to be some serious thought on how public protests should be shaped for maximum impact and one with minimum casualties with no harm done.

Manipur has been having problems with entrepreneurship in the cause of serving the national purpose of advancement. We have been rather characterised by unproductive and destructive entrepreneurs in every arena of social, political and economic life. Productive entrepreneurs are hard to find, and in most instances whenever they embark on something the unproductive and destructive entrepreneurs have always seen to it that they (productive entrepreneurs) do not flourish. But it is always the productive (positive) entrepreneurs who have been responsible for causing development, sustaining social advancement and serving the fundamental purpose of nation building anywhere in the world.

Whenever we talk of entrepreneurship in Manipur, two persons always come to mind immediately. I always perceive of these two personalities as belonging to the productive entrepreneurs category. They are Ratan Thiyam and Dr. Palin. These two personalities shine in the civilizational and welfare related aspects of entrepreneurship. We have heard about them a lot for good reasons and I am sure we would continue hearing good news about them. But the social needs for entrepreneurs are in diverse arenas. We now see promising entrepreneurs in school education sector, and I have also been made aware of some women entrepreneurs by a lady friend of mine.

However what is most important and missing most for the present stage of development trajectory in Manipur is the role to be played by the productive entrepreneurs of the industrialisation kind. It is exactly from this perspective that I cherish the recent encounter and meeting with two young entrepreneurs. Meeting these two individuals in person and interacting with them have been absolutely enlivening and spirit enhancing for a person always concerned about the development scenario of the land. One is the person who has slowly but surely started inserting Manipur in the green tea manufacturing map of the world. With whatever little knowledge of the flavour and the manner of enjoying green tea, I can say for sure that so far there is no green tea manufactured in India worth getting addicted yet. But in the green tea produced and marketed by the Sui Generis, we now have a green tea worth enjoying, enjoyable and globally competitive. When it comes to green tea, there is none on this planet to beat the Chinese.
I know the Sui Generis product cannot make the Chinese run for their money, but I am as well sure that it would certainly be able to carve out a place for itself in the global tea market, provided the present quality endures. 

In the second case of SM Motors, we encounter an entrepreneur who is not satisfied with the run of the mill services of private car sector caring. A chance encounter with him and a single visit to his workshop has confirmed the emergence of productive entrepreneurs of the industrialisation kind in this land. An interaction with him has confirmed the impression generated by the interaction with the Sui Generis proprietor. Entrepreneurship of the industrialisation kind is definitely now a sure characteristic of the economic fabric of Manipur.

Now it is incumbent on my part on how I have arrived at this conclusion and there is justification for every development spirit to feel enlivened. Ratan Thiyam and Dr. Ratan are absolute professionals who have turned entrepreneurs with the professional competence they have. But in the case of Sui Generis and SM Motors, the picture is different. In these cases, we have two young souls bubbling with the enthusiasm to do something new productively in the midst of large social mass of unemployed youths, with the socially uneducated banking sector and absence of policy environment for encouraging new activities. They are entrepreneurs – the productive kind – at the core. Whereas it is possible that there could be others feeling like them, the question is why they are different and making a difference. There are some key characteristics. First, they are entrepreneurs who are committed to professionalism and the qualities associated with it. In whatever they do, they look for perfection. Secondly, this professionalism is founded on a technological orientation founded on contemporariness. Professionalism founded on dated technology would not last long and would not enable emergence as competitive players in the market place. In the case of these two, we observe a strong commitment to serve the best globally competitive way and founded on latest technology in whatever little they have put their hands on. Third, in both we see a trait of quality consciousness. This is important for preserving their place in the market and ensuring customer satisfaction. This is the only way to retain first customers and generate new customers through the information channels of the customers themselves. Fourth, we observe in both the entrepreneurs the strength to be patient in waiting for the fruits of their labour and in a context of absolutely unfriendly to new entrepreneurs. Here I would like to make a strong comment on what is generally called “work culture” in general parlance. The British society also had to wait for long for this cu
lture to emerge and take roots. I now see under the patronage and surveillance of these two hard workers the taking of roots of such a culture. While in the case of administrative heads of Manipur, including of universities, we see the administrative heads behaving rather like controlling heads and not as activity-conveniencing heads, we see in these two entrepreneurs two administrative heads committed to enhancing productive performance. The future of Manipur can be ensured only with the multiplication of such entrepreneurs.

The challenge before us is how to make the multiplication a reality. For sure, we now need a policy environment for facilitating the growth and expansion of productive entrepreneurs. Further, we also need a social environment where all are committed to not disturb the functioning and performance of productive entrepreneurs. We must realise that there are now individuals committed and oriented to take the society in directions different from the ethnicised articulations of interests. They are the foundations for future economic transformations of Manipur. Encourage and support them in every possible way.

In the end, I wish the soul of the Delhi rape victim rest in peace, and the rapists who exercise their entrepreneurship in raping go to hell sooner than later.

The days are running fast and we are now standing on the cusp of welcoming another new year. I am sure that this New Year 2013 will bring with it a sense of hope and new life. Most of us take this time to look at ourselves and make commitments or resolutions for what we consider a better life. It is important that we do this and tell ourselves that we try to get rid of the old negative ways and adopt positive new ones. Let us pledge to be careful of how we live. Let us stay firm that we will not live like fools, but like those who are wise. Let us make the most of every opportunity in these evil days. Let us not act thoughtlessly, but understand what good things we ought to do for ourselves and for other people. Let us try to acquire the ability to discern and judge what is true, right or lasting. As the world becomes selfish and corrupt, we have to shun the wrong and do what is right. True wisdom lies in knowing the true God. So the good religion is the good way to know and do what is true. If we are to live wisely this year 2013, the first thing we must do is to realize that there is truth and that the ultimate truth is the will of God. Therefore, we need to identify and realize the ungodly things we have committed in the past year. Let us try to live like those who are wise and do good things. Not only we are to live wisely but also make the best use of every opportunity because life is very short and we have few opportunities. So to achieve good things for the nation, country, state,community and ourselves, we need to try our best to build good spiritual character to contribute to the welfare of other people.

To be a good person, we have to have the following: (i) Upward growth, (ii) Sideways growth, (iii) Downward growth and (iv) Inner growth. Let us see briefly one by one-

1. Upward growth: That we need to set our heart on things above- heaven. We also need to set our minds on things above not on earthly things.

2. Sideways growth: That we need to love our neighbours who are around us because we cannot live alone all the time in our life. We need family, friends, relatives to share and receive our love and affection. As a tree/plant keeps growing by its sideway growth, so also we become mature when we grow older every year.

3. Downward growth: This is the best of all growth. Our upward growth and sideways growth depend on our downward growth as when the roots of trees/plants go deep down, the plants become strong and able to grow for a longer period.

4. Inner growth: Outer physical growth is also important but the inner growth is the most important because inner growth in us decides our future and life. This inner growth comprises of love, joy, peace, patience, kindness, goodness, faithfulness, gentleness and self control. This inner growth represents our character development.

Let us put away all the bad thinking, negative attitudes and evil practices. Let us try our best to shun the wrong things we have committed in the past year to become good citizens of Kangleipak (Manipur). Let us not think only for ourselves but let us think to do good things for everybody beginning from the 1st January of 2013. May God bless all the Kangleichas (Manipuris).

PRESS STATEMENT
Dated Tahamzam, 30th December, 2012

The United Naga Council acknowledges the cooperation and solidarity of the Naga public towards the successful observation of the 72 hours bandh with effect from the midnight of 26th December, 2012 and which ended at midnight of 29th December, 2012. As earlier made public the bandh had been called in Naga areas to register our protest against the unabated communal attacks on Nagas in the Imphal valley starting from the midnight of 21st December, 2012 and for which reason to reiterate the established political position of the Nagas for immediate intervention of the Government of India(GoI) with an alternative arrangement outside the communal Government of Manipur, pending settlement of the Indo-Naga issue.

The peaceful and democratic response of the people in spite of the Christmas season and many scheduled community programmes speaks loud and clear of the sentiments of the people. The unbridgeable differences- historically, culturally, socially and even in religion between the Tribals in Manipur and the Meiteis has been brought out most distinctly by the success of the bandh.

The dislocation of programmes particularly for Christmas celebration, jubilees, conference etc which were scheduled much ahead of the sudden bandh is regretted but we assure the Naga public that the spirit of sacrifice and involvement with which inconveniences and difficulties had been borne by the people has sent out a clear message to the world and it is for the GoI to take cognizance of the same for early intervention as demanded by the people.

The same measure of involvement and participation of the general Naga public will be indispensable for sustaining the people’s movement till our aspiration is realised. Given the situation that is being created by those who do not wish well of the Nagas and their aspirations, our rights have to be fought for in greater intensity through peaceful and democratic means. The Naga public is therefore informed to be in constant readiness for united engagements in the coming days.
