Imphal. May 14 NNN : A 48 hour bandh would be launched in Manipur on May 24 and May 25 if the concerned authority does not distribute the post matric scholarship 2010 – 2011 of scheduled castes students of Manipur by May 22.
This was stated by the secretary of representative of Lois and members of post matric scholarship affected guardian committee,
Mayanglambam Manglem Singh in a press meet at Manipur Press Club today.
The post matric scholarship of scheduled caste students of the state of Manipur is totally sponsored by the union ministry of social justice and empowerment and is distributed annually to scheduled caste students studying in various fields and trade, said Manglem.
But distribution of the scholarship has been stopped from the year 2010 and it is not known whether the fund meant for paying the scholarship of students has been misused by the state government, added Manglem.
The United Lois Students’ Union Manipur had already submitted a memorandum to the then minister of backward classes and scheduled castes on December 13, 2011 regarding the distribution of the post matric scholarship, and more recently the representatives of Lois, Kakching had also submitted a reminder to the chief minister of the state on April 3 this year.
Finally on May 13, an ultimatum had been submitted to the chief minister of Manipur requesting him to issue necessary orders to distribute the post matric scholarship of the scheduled caste students within May 22, failing which a 48 hour general strike in Manipur would launched on May 24 and 25, said M. Manglem.
If the general strike fails to get the attention of the government regarding the post matric scholarship of scheduled caste students, several other forms of agitations have been lined up by the students, said Manglem.

Imphal. May 14 NNN: “The government of India will be held responsible if the Kuki militants who have signed suspension of operation (SoO) agreement with the government go back to insurgency”, said a protestor on Monday in Churachandpur demanding Kuki State.
On the second day of the 72 hour bandh called by the Kuki State Demand Committee (KSDC), normal life in Kuki dominated areas of Manipur was completely paralyzed, though there was no visible effect of the general strike in Imphal.
Windshields of two Tata Magic and one Alto car were smashed by supporters of the general strike at Churachandpur town, a Kuki dominated area and tyres were burnt on National Highway 150 (Tiddim road) to stop vehicular movement along this road.
International border town Moreh is reported to have a deserted look on the second day of the general strike and no vehicles could be seen plying on National Highway 102 (Imphal – Moreh road).
All types of educational institutions, markets, business establishments, shops, were closed down in Kuki dominated areas.
Inter-state passenger buses, and trucks carrying various types of goods coming to Manipur are stranded at Senapati and Jiribam, said police source.
Jampao Lungdim, a supporter of the general strike said that the government of India do not want to give a chance to the Kuki people for a peaceful political talk to their demand of a Kuki state and so they have been left without any other choice except to protest, though they did not want to disturb the normal life of innocent people in the state.
It may be mentioned that the general strike began from 6 pm of May 12 and will end at 6 pm on May 15, from which the economic blockade will start till 6 pm of May 19 demanding a Kuki State.

New Delhi , May 14(ANI): The Delhi High Court on Monday asked veteran Congress leader N D Tiwari to inform it within two days as to whether he wants to voluntarily give his blood sample for a DNA test in a paternity suit or should police force be used to obtain it.
The court also prohibited Tiwari from leaving the country till he provides his blood sample for the DNA test in the matter.
The former Uttar Pradesh and Uttarakhand Chief Minister was earlier directed by the high court and the Supreme Court to furnish a blood sample for the DNA test.
Justice Reva Khetrapal, while announcing his diktat to Tiwari also directed the Hyderabad -based Centre for DNA Fingerprinting and Diagnostics (CDFD) to send “requisite kits” for the DNA test to the registrar of the court.
“It is deemed expedient that the time of two days be granted to defendant no. 1 (Tiwari) to inform whether he voluntarily wants to give blood sample for the DNA test or the court will have to take recourse to police force. List the matter on May 16,” Justice Khetrapal said.
The court also dismissed the plea of Tiwari’s counsel to grant him a week’s time to obtain further instructions on this matter from the 86-year old.
“I cannot keep the matter pending as the issue has finally been decided by a division bench of this court and by the Supreme Court and nothing remains to be decided,” the court said, adding, “Either you make a statement that Tiwari will not leave the country or I will restrain him.”
The court’s directions came on an application of 32-year-old Rohit Shekhar seeking to compel Tiwari to furnish his blood sample at the earliest to decide a four-year-old paternity suit.

Imphal, May 14 : 30 Assam Rifles of 9 Sector under HQ IGAR(S) organised a medical camp on 14 May 2012 at Sairemkhul Palangsoi village in the Imphal West district. The idea of camp was conceived due to poor medical infrastructure in the villages which are away from the main hinterland. The camp was organised on a large scale to render the basic medical aids to the villagers residing in the area surrounding Sairemkhul Palangsoi village. Approx 184 patients were rendered medical attention and free medicines were also distributed to them
In another occasion, 35 Assam Rifles of 26 Sector under HQ IGAR(S) organised a lecture on ill effects of liquor and drugs at Khullen village on 13 May 2012. More than 143 persons including representatives from various organizations attended the event. A team of medical officers and paramedical staff of 9 Assam Rifles of 26 Sector under HQ IGAR (South) organised a Medical Camp at Moreh of Chandel district on 12 May 2012. More than 180 persons from Moreh and nearby areas were benefited from the camp.
An interactive session was also organised with the villagers and they were educated about various diseases including AIDS, Dental problems, malaria and precautionary measures. The camp was a huge success and including children and women patients were rendered medical attention and medicines were also distributed to them.

New Delhi, May 14 (ANI): The Bharatiya Janata Party (BJP) on Monday demanded a clarification from the Central Government about media reports that a high-ranking bureaucrat was behind the leak of the letter written by Army Chief General V.K Singh’s to Prime Minister, in which he mentioned about shortage of equipment and ammunitions and possession of obsolete weapons by the armed forces.
BJP spokesperson Mukhtar Abbas Naqvi told media that the circumstances under which a confidential and sensitive document got leaked must be made clear.
“The information that is being unravelled points suspicion towards the complicity of the (defence) ministry, the Prime Minister’s Office, and the central government. The Prime Minister and the government will have to explain the circumstances under which such a sensitive and confidential letter was leaked,” Naqvi said.
BJP lawmaker Tarun Vijay said that while he would not like to comment on the denials by the government, it was important to take note of the issue raised by the army chief.
“The issue raised by General V. K. Singh must be investigated thoroughly. It is a matter of national security, and the people of the country have great faith in General V. K. Singh,” Vijay said.
Meanwhile, Nationalist Congress Party (NCP) leader Tariq Anwar said that it was inappropriate to arrive at a conclusion before the final report is out.
“The matter is being investigated by the CBI and as long as there is no concrete proof, one should not draw any conclusion. We should wait for the CBI report, and then whoever is found guilty should be punished,” Anwar added.
However, Law Minister Salman Khurshid said that there was nothing more to add after the government had already made its stand clear on the issue.
“Since this matter pertains to the Prime Minister’s Office and a clarification has already been issued to all of you. I don’t think that there is any scope for further comment on this,” he added.
General Singh had written a letter to Prime Minister Dr. Manmohan Singh in March, in which he had said that the world’s second-largest standing army was devoid of ammunition, elite special forces were “woefully short” of essential weapons and air defence was 97 percent obsolete, rendering the armed forces at a disadvantage.

There is not a single day when we have stopped celebrating our achievers in multi-faceted fields in the recent months, which is indeed encouraging for the health of our society. And it should continue, as such celebration reflects the inner strength of our society and the inherent urge to achieve more and more, soar higher and higher. If we do not celebrate our heroes, who will. Manipuri film actor Leishangthem Tonthoi won the Best Supporting Actress in the 59th edition of National Film Awards. What a remarkable feat. And why her felicitation should should be left to her native village alone. She should be feted everywhere in every nook and corner of the state. She is the pride of the state. And the film ‘Phiji gi Mani’ won the best regional film. Shouldn’t we be proud of these achievements and why shouldn’t we celebrate their achievement? The idea behind the celebration is to invoke more achievers in the film world. We weep with joy when our talented sportspersons excel in various disciplines. And we weep in despair when they are defeated. The rebel in us had rebelled with joy when our boxer Dingko Singh returned with laurels from the Bangkok Asian Games way back. We bask in the glory of our boxers Mary Kom and Sarita Devi. We are so involved with our sportsmen that we sway as they sway. We are proud of our sports heritage and martial tradition. We dare the Indian state with our sports achievers. There is also a talent spillover to other states that do not have enough sportspersons to represent them in various disciplines’ of which we should be immensely proud. So many Manipuri sportspersons are representing other states in national events. It is because our state is brimming with talent and like water it has to find a way. They are brand ambassadors of a once regional power in these parts and a martial state called Manipur. Not only in the field of sports, our people excelling in the arts like the theatre and the films. We have giants like Ratan Thiyam and Kanhailal who are respected worldwide. We have film icons like Aribam Syam Sharma. We are indeed fortunate that we are walking alongside them. Peoples of other states envy our rich cultural tradition and artistic expressions. Our boys are excelling in the field of education also. Come results season, the newspapers would be full of news of our boys and girls achieving first class first with distinction from different universities of the country and abroad or for that matter achievements of our scientists in the country and abroad. We sometimes lament about the brain drain and the lack of adequate space for our excellent scientists and sportspersons. Yet we should be glad that our achievers are rubbing shoulders with peers coming from other states with far better infrastructure and academic atmosphere. People outside the state are always surprised by the achievements of the Manipuris in different fields, despite the reports of violence and conflict situation they constantly read in the newspapers. ‘How could your society produce so many achievers in such a chaos?’
They used to ask out of ignorance. And we used to say, it is the combination of latent energy in our youth and the chaotic condition in the backdrop of thousand years civilizational history which had effected the release of immense talent in diversified fields. The latent energy is there and it has to find a way out, be it in sports or education or the arts or other alternative careers. In the pure martial tradition, he picks up a weapon of choice or a gun either for the state or the non-state for it is in his blood.
