CHANDEL, October 9: Local residents and fire tenders in Chandel were busy battling a blaze that broke out inside the kitchen of a dwelling house in Lambung Village in Chandel Thursday morning.

Sr Wanghring Anal, elder brother who lived next door to the house said his younger brother a Subedar of 3rd Naga regiment Sr Elvenson Anal`™s wife (owner of the house) Alony and their three sons were inside the house when the fire broke out from unknown source in the kitchen at about 1:29 am.

However, none of them suffered any injuries, he said.

Chandel fire brigade was called to the scene around 2am as the locals had already started battling the fire.

The flames had engulfed the entire house and destroyed properties worth Rs 20, 84,000 as told to police by Wanghring in his report.

There is no word yet on what may have caused the fire.

The Chandel police led by Ts Anghring, in the early morning visited the spot and registered a general diary for investigation under GD No.16/cdl/PS/2015.

Later, speaking to media persons, SR Wanghring said his sister- in-law Dy Alony alerted him after spotting a fire that broke out from the kitchen at about 1:29 am.

He said he alerted the neighbours following which neighbours gathered to douse off the fire.

Even though the fire was put under control with the help of the neighbours, fire brigade and the Assam rifles, the house turned to cinders thereby destroying properties worth Rs 20, 84,000.

Wanghring on behalf of his brother, thanked the locals, well-wishers and relatives, fire brigade, police, Assam Rifles and the Lambung village chief St Ngamrung for their timely help.

TSA Chandel clarifies to ALT allegations

IMPHAL, September 27: The Thadou Students’ Association Chandel has reiterated its claim that ADC Chandel chairman Lhukhosei Zou was not a part of organizing the controversial ADC swearing in function,

IMPHAL, September 27: The Thadou Students’ Association Chandel has reiterated its claim that ADC Chandel chairman Lhukhosei Zou was not a part of organizing the controversial ADC swearing in function, wherein an Anal traditional shawl was used as a table cloth.

Reacting to allegations of the Anal Lelruwl Tangpi (Anal Students Union), it said keeping in view the unprecedented unity movement of the Hill Tribals against the three bills passed on August 31, the Thadou Students Association (TSA), Chandel will try its best not to hurt the sentiments of the ALT but will only expose the crux of the ground realities point by point.

A statement of the TSA Chandel said Lhukhosei Zou was invited as a candidate only and nothing more than that to the swearing in function.

It said at the said function and at that point of time, it was one of the staff who happened to lay Anal Shawl as a table cloth out of sheer ignorance.

“Hence, he is not responsible for the use of Anal Shawl.”

However, when a hue and cry was raised unexpectedly, the competent and appropriate authority, CEO/ ADC/CDL intervened in the matter as demanded by ALT at the Anal Customary Court in Chandel and the matter was thus settled according to the custom of Anal Tribe, it said.

So raking up the issue again and again after settlement of the matter is viewed as malicious, the TSA claimed.

It prompted one to think that, it has been designed to make the issue not only out of proportion but also to use it as an opportunity to make personal attack on the legitimate and mandatory chairmanship of Lhukhosei Zou, it claimed.

“The ALT alleged the formation of the ADC as “self-elected” as its formation took place in Imphal West district. This statement shows that ALT is in confusion and unaware of the government order/notification. Election of Lhukhosei Zou as Chairman of ADC, Chandel was done in accordance with all the norms and procedures for election of Chairman as per Act & Rules of the Council with the full backing of 14 Chandel ADC members out of 24″ the statement pointed out.

Moreover, he was elected as Chairman of ADC, Chandel uncontested as he was the lone candidate, it continued.

So, the question of “self-elected” is baseless and unfounded, it said.

“Matter regarding holding of the said election at Imphal West District was related to security reasons unlike ADCs in other hill districts.”

It said the ALT had maintained that regarding to education system, Lhukhosei Zou focuses more to appease just one community. This statement is viewed as very communal, misleading, baseless and fabricated, it said.

As a matter of fact, Lhukhosei Zou during his tenure as chairman in the 4th ADC,

Chandel maintained fairness and equality to the best of his wisdom.

Regarding to ALT’s allegation on establishment of 50 unrecognized Primary Schools, it is clarified that it was done within the Council administration on need basis and not on community-basis it continued.

“A very good number of villages particularly of the Kukis located in the interior and far-flung areas are totally bereft of the benefits of primary education of the children.” “Such being the backward circumstance, when allocation was made on priority basis, it happened to be naturally more in the Kuki areas than Anal areas. Mention may be made that when this allocation was made, Vice Chairman and CEO of ADC, Chandel were Anal.”

Regarding upgradation of Primary Schools to Upper Primary Schools, ALT alleged that 3 out of 5 schools was allotted to one community (apparently referring to Kuki Community). Allocation was made on the basis of reports from AI, DI and officials concerned, it clarified.

When the matter was misunderstood by the Anal Naga Student Union, Chandel, it was explained to them in detail, it said.

The matter was finally settled by making agreement between the Council authority and leaders of Anal Naga Student Union, Chandel on the condition that the Council will include in its work programme “construction of Barrack Type Staff Quarters” at Unopat primary School under the District Council, Chandel in the 2nd Phase Work Programme List-2015 which is to be materialized sooner or later.

ALT also alleged that TSA supported the Congress led ADC in Chandel amid the sensitive issue regarding the three “anti-tribal” Bills. On this matter, TSA neither supports nor is against the Congress led ADC in Chandel as it is not involved in politics, neither did Lhukhosei Zou served our interest but made the statement on the issue on the basis of the veracity of the Chairmanship of Lhukhosei Zou in the best interest of fairness and justice so that the tribals of Chandel district can avail equal justice of development, peace and communal harmony, it said.

It continued in the HQ of ADC Chandel, while there are only four staff from Kuki community (comprising of several tribes) 23 belong to Anal community. But in the case of Departments like PWD, Medical, Agriculture and Veterinary, there is not even a single staff from Kuki Community. With regard to 12 regular posts of School Chowkidar/Mother, only one is from Kuki community, it said.

In the case of 919 teaching & non-teaching posts, hardly 104 are from Kuki community whereas Anal Tribe alone has 366. Out of 129 posts of Chowkidars, only 40 posts are from Kuki community. In respect of 129 Schools under ADC, Chandel, the Kuki community has only 45 while Anal Tribe alone has 29, it said.

On closer examination of the facts and figures stated above, the Kuki community, comprising of several tribes is far behind Anal Tribe in terms of posts under various Departments of ADC, Chandel, it continued.

Killing of 21 people due to flash flood and landslides in Manipur was not Headline news in National Newspapers, but the death of 1 or 2 people in heavy downpour in India’s major cities or submerging Mumbai City by heavy downpour captured Headlines of all the National Dailies.

 

Killing of 18 Indian soldiers in Manipur by NSCN (K) continued to remain lead and front page stories in all the leading National Papers for more than a week. But shutting down of educational institutions over a month in Manipur following the agitations by students and other civil societies demanding for introducing Inner Line Permit (ILP) system in Manipur still fails to capture Headlines of National Dailies. But few hours agitations by students or any civil societies in major Indian cities will dominate National Dailies.

 

The mainland media tried their best to twist the unfortunate ambush on Indian Army on June 4 at Manipur’s Chandel district and afterwards even to the extent of saying that India Army’s surgical strikes could kill 100 Naga militants, sometimes 80, sometimes 60, sometimes 40 by crossing International boundary in Myanmar. They could even use the photograph of the Indian Army helicopter taken during Nepal relief service in 2013 as if it was taken in surgical strikes in Myanmar territory in 2015.

 

Of late, again many mainland media started their news bombardment soon after the signing of the “Framework Agreement” between the Government of India and the NSCN (IM) was over. Several unfounded issues totally unconnected with the Naga issue by wrongly mentioning many historical chapters and names have been incorporated in their stories. Before the two parties spelling out of the nature of “Framework Agreement,” they have started giving all sort of speculative stories even at times look like they know everything of the contents of the “Framework Agreement.”

 

Our National Media need to change their mindset towards Northeast and seriously study on issues prevailing here. Only then will the leadership of this country start thinking something positive towards the people of the Northeast. Then change for better can be expected.

Massive landslide buries 20 people alive; houses washed away in Chandel

CHANDEL, August 1: Atleast 20 villagers of Joumol Village under Khengjoi Sub-Division in Chandel District have been buried alive and several houses swept away in a landslide due to incessant rain for the past few days in the State.

According to reliable sources, 20 villagers of Joumol Village have been buried alive while 12 houses were swept away by landslide early this morning around 6:30.

However, a villager survived the fury of nature and reported the incident to the Assam Rifles post of Hengshi Village.

Joumol Village is located around 98 km from the Tengnoupal HQ (83 km of motorable road upto Holenjang and 15 km of non-motorable road from there on).

The State Relief and Disaster Management department has also instructed the Chandel district administration to depute district disaster rescue team to the spot and co-operate with the villagers, according to official sources.

Several houses of Hollenjang, Wayang and Tuitung Village under Khengjoi sub-Division have also been swept away by landslides in the past few days.

But there are no reports of loss of human lives from these villages till the filing of this report.

The State government has dispatched a team of State Disaster Response Force to rescue the villagers.

But the team could not proceed to their destination due to several landslides near Tengnoupal and had to return to Chandel district Headquarters.

It is also learnt that the bodies of the villagers buried underneath are yet to be retrieved, as no rescue team is able to reach the village yet.

Meanwhile, another landslide wreaked havoc in between Bongyang to Lokchao along the Imphal-Moreh section of the national highway and Tengnoupal-Sangshak road in Chandel district.

Some of the villagers of Senam and Tengnoupal fearing similar devastations in their villages have started vacating their houses and shifting their belongings to safer places.

The fear has been ignited by the appearance of cracks in their villages due to the landslide.

Major cracks have also appeared on the Imphal-Moreh highway in between Chahmol and Tengnoupal.

In between Tengnoupal-Sita Junction to Tengnoupal Power Sub-Station landslides have occurred at four locations blocking the Tengnoupal-Sangshak road.

A portion of the road has also been washed away by a landslide in between Chehlep Lamkhai and Phalbung Village.

Speaking to the media persons, Daniel Mate, president Kuki Students`™ Organisation Tengnoupal said that owing to the incessant rainfall, landslides have occurred at many places in and around Tengnoupal Village.

And the village has been cut off from the rest of the State due to landslides since the last few days, he added.

While appealing the State Government to provide relief assistance, he also urged the general public and traders to suspend vehicular movement along the Imphal-Moreh road temporarily due as precautionary measures.

Meanwhile, the Vaiphei Peoples`™ Council, Gen HQ has also expressed its deep and heartfelt anguish at the landslide.

A statement of the council said almost all the villagers of Joumol Village lost their lives in the massive landslide, with the exception of one who managed to survive under extreme circumstances.

With the village still inaccessible due to incessant rainfall, the Vaiphei community would like to call on the State government, Army, paramilitary forces and non-governmental organizations to expedite relief operation and ascertain the veracity of the extent of damages, and carry out relief operation without further delay, it said.

The loss of human lives is painful enough. And the lost of an entire village due to natural calamity calls for a joint united effort, and the Vaiphei Peoples`™ Council, on behalf of the Vaiphei community, would like to appeal to all to lend a helping hand in this hour of distress and great need, the press release signed by Khatkhotong Baite, president VPC and Khamneithang Vaiphei, general secretary said.

Chandel, June 28: Trade activities with Myanmar have been affected during the last six consecutive days due to the indefinite economic blockade called by the All Tribal Students`™ Union Manipur (ATSUM).

After the volunteers of the Students body enforced the economic blockade along the Impha l- Moreh section of National Highway 102, trade activities with the neighboring country came to grinding halt for the last 6 days.

Blockade supporters continue to pull down goods after checking vehicles plying along the Imphal – Moreh road in between Thamlapokpi and Bongjang Village.

And a generator set belonging to Moreh Government Higher Secondary School was also burnt down by the volunteers of the students`™ body after pulling it down from a vehicle today.

Speaking to the media persons, Valan Aimol, Social and Culture secretary of All Tribal Students`™ Union Manipur (Maun Tombing) said that the students`™ body also acknowledge the hardship faced by the people due to the economic blockade, but we were compelled to launch the blockade as the State government has failed to address our grievances even after submitting several memorandum and serving an ultimatum to fulfill our charter of demands, he added.

He further told that after enforcing the blockade for the last 6 days, the state government did not response positively till date. If the State government did not response positively at the earliest, the student body will intensify our agitation including total blockade/bandh in the near future, warned the students`™ leader.

A misleading calm hung over leafy Parolon in Manipur’s Chandel district on Friday 5th June, 2015, 24 hours after 18 soldiers of the 6 Dogra Regiment were gunned down here in an ambush by militants from three different groups – NSCN(K), KYKL and KCP.

A live Improvised Explosive Device (IED), placed inside a pressure cooker, lay on the side of the road, about 20 km away from the Myanmar border, with parrot green sandbags placed in front to mark the area. The handful of soldiers guarding the spot halted the little traffic filtering in, sending them back. They were waiting for the bomb disposal squad.

“The bomb is still live. We arrived after the incident was over and have been here ever since. We are conducting searches. But the insurgents could very well have left for Myanmar. It’s difficult,’’ said a soldier from 6 Dogra Regiment.

Next to the IED lay an grenade that’s yet to be defused and the remains of the battle day before — the skeletons of two completely charred trucks, and two empty burnt RPG shells.

On 5th June, New York Times reported: “At least 20 soldiers were killed and 11 are injured,” said Col. Rohan Anand, an army spokesman in New Delhi. “The army convoy was first blasted using improvised explosive devices followed by rocket-propelled grenades and small-arms fire.”

Full-State honour accorded to soldiers killed in ambush

IMPHAL June 6: A full State honour was accorded on the 18 soldiers of the 6 Dogra Regiment who sacrificed their lives in the June 4 ambush in Chandel district.

IMPHAL June 6: A full State honour was accorded on the 18 soldiers of the 6 Dogra Regiment who sacrificed their lives in the June 4 ambush in Chandel district.

The ceremony was held at the Tulihal International Airport on Saturday morning.

Their bodies were later flown home in an Indian Air Force Special Flight.

Governor Dr Syed Ahmed led the solemn ceremony with Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam and GOC 3 corps lieutenant general Bipin Rawat, IGAR (S) Major General SN Srinivas and GOC 5 Mountain Division major general PN Rao in attendance.

The Governor also led in laying of wreath to the coffins of the soldiers which were adorned with the national Tri-colour.

Speaking to media persons after the ceremony, Chief Minister Ibobi said the government is open to talks and negotiation with any outfit if they lay down their arms.

The Chief Minister was replying to a media query on a feasible political solution and possible ceasefire with the perpetrating outfits.

It is the most unfortunate incident which every citizen of the country should condemn in the strongest term, he said.

We honour the soldiers who have laid down their lives for the country, he continued.

Taking a firm stand on the issue, the Chief Minister also said the NSCN (K) and some valley based UG groups are responsible for the ambush and we will fight against such groups.

No talk with such groups involved in inhumane acts is possible unless they lay down their arms, he continued.

He said we will also appeal to the Centre that it is imperative to closely monitor the international boundary shared with Myanmar which is around 300 km of hilly terrain and steep jungle.

He said we can also request the Myanmar government to assist us in crushing such anti-national elements.

Myanmar has been a safe abode for such groups, he added.

On the issue of border fencing, the Chief Minister said the State has been pressing the Centre to settle the dispute with the neighbouring country.

Combined operation in the area of the ambush will continue as long as deem required, he answered to a query on the duration of the ongoing combing operation in Chandel district.

IMPHAL, June 4: Heavily armed militants ambushed an army convoy in Chandel district this morning, killing atleast 17 personnel including an officer and injuring 16 others in one of the deadliest ambush since the attack on the Sikh Regiment by a hill-based militant outfit some years ago along the Imphal-Ukhrul road which killed 21 personnel.

Meanwhile, the NSCN/GPRN, KYKL and the KCP have claimed responsibility for the attack.

The convoy of the 6 Dogra Regiment was ambushed in between Charlong Village and Paraolon Village, 35 kms from the Tengnoupal Police Station along the New Somtal Road in Chandel district.

An unsigned joint statement of the three outfits said `A combined team of the Elite Strike Unit of Naga Army, KYKL and KCP assaulted five vehicle convoy of the 6thDogra regiment on June 4 at Tengnoupal `“New Somtal Road under Chandel district of Manipur and slain 20 personnel including one JCO and critically injured more than a dozen soldiers.`

`The assault started around 6 am and lasted till 9 to 10 AM.`

`The joint offensive has been launched in sync with each corresponding assertion for self determination and sovereignty.` the statement said.

According to the police, the 6 Dogra Regiment of the Moltuk post was being replaced by the 4 Assam Regiment and they were moving towards their Imphal divisional headquarter when the attack happened.

The personnel were in four vehicles and came under the sudden powerful ambush from the militants just 5 km far from their Moltuk post, police said.

The militants first triggered a powerful Improvised Explosive Device to damage the first vehicle of the convoy and block the way of the other vehicles and then fired RPG shells damaging two other vehicles, according to the police.

The attackers also used sophisticated weapons killing 17 army personnel including a Junior Commission Officer on the spot. Another 16 personnel were injured during the ambush.

Police also said some of the 6 Dogra Regiment personnel retaliated for sometime killing a suspected militant.

The bodies of the killed and the injured personnel were shifted to the Leimakhong Military Hospital in three helicopters.

It is also said that the militants took away weapons from the army, although the exact number of weapons and ammunitions is yet to be officially confirmed.

Soon after recieving information of the ambush, a Chandel district Police team rushed to the spot. Assam Rifles personnel from the nearby post also arrived at the scene.

People from different sub divisions and blocks came in buses, canters, shaktimans and DIs in spite of the heavy rains to take part in the peace rally.

Churches and Christian leaders, representatives of frontal organisations including tribe hohos, women and student body leaders, NGOs, village chiefs, youth leaders, students and general public has been demanding from the GoI for expediting an acceptable and honourable settlement of the Indo-Naga issue.

The rally which proceeded from Maha Union Govt Higher Secondary School ground also registered protest against the militarisation of Naga areas particularly Ukhrul district by GoM with Manipur State forces.

Another two assertions of the rally was to register protest against the GoM’s disrespect for the democratic process of tripartite talk on alternative arrangement which was progressed to a logical stage.

Unabated aggressive policies of the GoM to encroach upon the ancestral lands of the Nagas and tribals through laws, acts and notification to subvert the protective provisions of the MLR & LR, Act 1960 was also protested.

Before the rally was kicked off a public meeting was held at the Maha

Union Govt Higher secondary ground where in chairman of the

Alternative Arrangement, Paul Leo and others including the CNPO president addressed the crowd.

The rally was by and large peaceful and no untoward incident occurred.
