Two days without newspapers. That happened in Manipur. Dharna was also launched by scribes to protest against the restrictions imposed on the functioning of newspapers and media houses. Such incident is really unfortunate. Such incidents happen quite often in the strife torn state like
ours. Nobody can tackle it. Media houses are left to solve the problem on their own. Niceties of democracy were thrown in the wind. Minus powerful free press democracy has no meaning. The right to expression is safe guarded when the media houses both print and electronic can function independently without facing intimidation and infringement. It should be the duty of all to keep a vibrant media in Manipur, for minus powerful media the down trodden will remain trampled upon by the high and mighty groups of people. Do not do anything to curtail the freedom of speech. That however should not mean one should be given the liberty to utter blah blah on the roads. By freedom of speech we mean the ability to shout down the wrongs done by the high and mighty people. Keeping a vibrant media in a state like Manipur has become a difficult job. Working in the press is just like walking on the tied rope unless you move straight you
will fall. An editor quipped if one should be shot for moving backward, side ward or forward, it would be better dying standing erect without moving. If the editors have taken a stand it must be for the betterment of the society, another editor quipped. But who cares attitude has been shown. Something needs to be done to check the erosion into the freedom of press. It is time everyone realises that in keeping media houses in shambles nothing will be gained. That will pave the way for onset of chaos and confusion. Remember when the newspapers ceased publication abnormal things happened. Rumour mongers churned their mills and to sow hate and hatred between man and man. What we are hoping against hope is that better sense should prevail without delay to restore the normal functioning of the media houses. Confusion if any between man and man can be thrashed out through negotiation. Are you prepared for that? Wherever you are listen the voice of the masses and try to act in accordance with the expectation of the masses. One must be able to correct oneself. Until that happens we all continue to lead hellish way of life.

Just as Sudarshan chakra is to the Lord Vishnu, supreme God of Hindus and the Trishul to Lord Mahadeva, Food security Bill, which will become an act after it is passed by Rajya Sabha and assented by the President of India, will be a weapon of the Congress party. Congress party will use the provisions contained in the bill to attract the voters on the Congress side. Heavily armed with all these policies and programmes that had been declared in the past one decade all the people oriented in the party will take on the opposition parties in 2014 Lok Sabha elections. If MGNREGA could ensure smooth sailing of the Congress party to power after 2009 elections, there is no reason as to why the bill will not ensure the return of the party to power. Congress is making all out efforts to emulate the record set by the same party under leadership of Pandit Jawaharlal Nehru winning continuously three terms. Since then no party let alone Congress party has been able to win continuously for three terms at the centre. Food security bill envisages to help nearly 81 crore people in the country. No one will go to bed without food; hunger will be a thing of the past. This is a big claim of the Government. Such a vast dream is going to materialise in India having one billion plus population. The other nations in the world might be looking to Indian Government enviously for doing something that they cannot even dream of doing it. Congress leaders heaved a sigh of relief when the bill was passed by Lok Sabha the other day. Manipur Chief Minister O. Ibobi understands that the bill will increase the burden of the state Government in transforming the provisions contained in the bill into action. But he has decided to play pro active role for the smooth flow of the benefits to the people. He has asked the officials concerned of the department, which will be playing key role in making the dream a reality. Chief Minister O. Ibobi having swept the assembly elections continuously for three terms understands how the party can return to power at the centre also. Let him do what he wants to.

The time it seems now is ripe for all leaders of all political parties for doing calculation, how much a party will win after 2014 elections. But one must be wise and able to absorb all that is expressed by politically conscious voters for miscalculation will mean falling self in to the zone of no reckoning. Psephologists are readily available for extending helps to the leaders for doing calculation of numerical strength a party will garner. It is gambling time. One thing is certain 2014 Lok Sabha elections will see mixture of parties coming together for formation of Government at the centre. Congress party despite framing various policies for the poor and helpless people is not likely to cross the magic figure of 272 on their own. It will require the support of other likeminded parties. Which party will happily extend support to the Congress party in the event of formation of Government at the centre? There is no question of Trinamol Congress and AIADMK giving support to Congress party. The other parties barring Shiv Sena, Akali Dal can be approached. If Congress alone wins not less than 200 it need not move with begging bowl for getting support. All of them will come rushing for extending support. Narendra Modi factor is counted as a morale booster for BJP. Modis’ personal psephologist has predicted the victory of BJP in UP alone in 45 seats much ahead of ruling Samajwadi party and BSP if Modi would be declared as prime ministerial candidate of BJP. With Modi at the helms of affairs the party is expected to win 180 seats across the country. If BJP wins 180 seats formation of Government at the centre will be easy with the support of allies. But Arun Shourie put BJP’s victory figure at 230 under the leadership of Narendra Modi. More leaders, who have already faded from the political limelight in the past one or two decades, will be coming out to do the forecast. There is reason behind that. If their calculations get closer to the reality who knows they may be reckoned by the leaders of the political parties and they may remain in the good book of the leaders. However it is a difficult task. One should be able to feel the pulse of voters. Making calculation without weighing the mood of the voters will be like diving into the one feet deep pond from 15 feet high diving board. You will end up with the head smashed. Be cautious and avoid doing calculations for if it goes awry politicians concerned may end up getting more enemies.

Therefore what will be interesting to know is the motive behind the killing. It seems law enforcing agencies are clueless as to why he was killed. The manner in which he was killed reveals that he was not killed for money. Because the killer did not deprive of the victim the wallet, which had some thousands of rupees. According to the eye witness report the killer escaped by a car. The report reveals the killers were on hot chase of the driver. It was a cold blooded murder. They had a car as a backup team for escaping. How long it will
take to arrest the killers. This question is being asked now. If the police can solve the mystery shrouding the murder of Gyanendro it will put a feather on the cap of the law enforcing agencies. But police will face handicap. Manipur people are not cooperative with police in making investigation of the crime of such nature. We have heard the story committed police officer solving intriguing cases of disappearance of man and woman. It took several days and months. But the cases were solved and killers given punishment. Investigation into the killing of Gyanendro can be started just from deputing a simple constable at Moreh van parking site. His duty should be to hear what van drivers talk about the killing. Surely some clues will be found. Long distance van drivers always come in contact with variety of passengers; some are of good nature and others of evil mind. Wiser drivers can avoid landing in trouble by just looking to the face of the men and women when they came for hiring their vehicle. The killing of the van driver cannot be left uninvestigated. Unless proper investigation is done more will fall as victims of merciless killers. Large numbers of educated unemployed youths are doing van service. They need protection. Show sympathy to them. Do not kill innocent man and woman, who are toiling hard to make a living on their own. Unfortunately
the killers have different mind and heart. They do not listen. If they listen Manipur would have been free from all these unnecessary killings. Are you listening?

Myanmar side has started playing menacing role at the border areas of Manipur. Having seen the manner in which the controversial fencing walls are erected abandoning a vast portion of Manipur land the Myanmar military cooked up false hope that Manipur land are up for grabbing at any point of time. So far they have not faced any kind of resistance from Indian side when they make intrusion in our land. Frankly speaking they have not realised the military might of India of which Manipur is a part. Myanmar side needs to be taught a lesson or two by telling them to move away from where their presence is not required. They have turned out to the habitual offenders shifting the border pillars from one place to another. Manipur showed restraint. If the same act of illegal felling of trees was perpetrated by Manipur citizens they would have landed in the three and half feet tall one and feet wide jail. Neither you can bend nor can you stand erect. Myanmar side is ignorant of the rules of the international boundary. If they wanted to set up military base camp they could have done it in their own land. Their thinking has been shaped by a false notion that Manipur would not be able to influence the higher up at the centre to act against the military chauvinism shown by Myanmar. They depicted their high handedness when they entered Manipur and attempted to set up military base camp. It is amazing Myanmar, which survives with help from neighbouring countries think of making military adventurism even in one of the most powerful countries like India. They have underestimated military might of India. The military adventurism made by Myanmar side cannot go unpunished. They must feel the sting of the mighty force called Indian army. The faulty step made by Myanmar authority must be paid in the same manner they deserve. Use the military might and push away all of them from our soil. Body language of the Myanmar official, when he was talking to the officials of the Government of Manipur, who went to the site where felling of trees was done by Myanmar citizens hired by the military was indicative of the ignorance of the Indian might. He did not tremble when he saw the officials of Manipur. As if he was right and Manipuri officials wrong he spoke with his hands waving from one direction to another. The delay in taking action will send wrong signal.

Congress and main opposition party BJP are making all out efforts to get maximum number of seats in the Lok Sabha elections slated for early part of 2014. If BJP alone sweeps the poll crossing the majority mark of 272 it will create a history that will mark the onset of a new political culture in India. BJP had formed the Government at the centre in the past with the support of allies. Will this party be able to repeat the feat it performed nine years back. The people all over the country are anxiously looking to know what 2014 elections will be. This year the country is going to witness the dance of democracy in five states before the Lok Sabha election is thrown upon the masses. Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram will go to polls in November this year. The outcome of the polls in these five states will be the indicator of what will happen after 2014 elections. Since Narendra was made the chairman of the campaign committee of the BJP the party workers are having upbeat mood. They think BJP will do well in UP and Bihar also. Narendra Modi factor may be doing magic in Hindi belt area but elsewhere in other states the party will continue to maintain status quo. That had been known in Karnataka. When elections were held BJP was ousted from power despite Modi making hectic political campaign. Narendra Modi’s independence day speech was also flayed by its strong ally Shiv Sena. The manner with which Nitish Kumar led JD (U) moved away from NDA when Modi was made chairman of the election campaign committee was indicative of what is in store for the BJP. 30 percent Indian population belong to minority community. This minority group will not support BJP. Plus there is Left Front, which will in no way commit the mistake of the supporting BJP in the formation of Government. Similarly SP, BSP will take the same stand as it has taken now. If BJP gets the absolute majority on its own all these calculations can be put to rest. But 272 is too big a number for a party like BJP to get. Therefore the possibility of BJP forming Government at the centre is remote no matter whether it gets support from Shiv Sena, AIADMK and other likeminded parties. Because these three or four smaller parties will not be able to contribute more than 30 members in the house of 500 plus. At the best BJP will improve its strength. Come November everything will be known.

Chief Minister O. Ibobi opened his heart when he delivered speech on the occasion of the celebration of 67th Independence Day in the state capital. The message that he gave was loud and clear. The Government will not allow further division of the state on communal line. He boldly said no force can divide Manipur. His Government will face head on all the divisive forces that threaten to smash the unity and integrity of the state. Manipur is safe in the hands of the Congress Government. Shri Ibobi has taken a firm stand that was revealed when he said his Government would not succumb to the pressure given by the forces detrimental to the well being of the state. Having ruled the state continuously for 12 years, a record of sort, he can take hardened stand on matters of protection of territorial integrity of the state. His message had reached within the pale of hearing of all sections of the society. None attempted to defy his stand. Ibobi knows a powerful Government is respected by all sections of the state. So he revealed it by speaking in the manner as he spoke on the auspicious occasion like the celebration of the independence day of the country. Independence Day speech is important for it allows even the common men to delve into the minds of the men in power. No organisation howsoever powerful it may be will not think of disturbing territorial integrity of the state. The Government stand is really firm. It will not compromise territorial integrity of the state. Brave sons of Manipur had shown in the past they were prepared to lay down even their own precious life for protection of the land. That feeling is sweeping in the mind set of all the people of the state. Therefore none should think of carving out land of Manipur for creation of homeland. Manipur was created and protected by our forefathers. Present generation will be considered as coward if they cannot protect the land handed down to them by the forefathers, who fought against the mighty British forces. Manipur also fought against the invaders from Myanmar. Now the state is intact. And people of the state are proud of inheriting the big legacy. Now the focus should be on the further development of the state. By development we mean keeping well shaped roads and bridges. This is one area, which requires immediate attention of the Government.

The long queue for getting a few litres of petrol or diesel plus spiralling price hike of essential commodities are really disturbing sight. Improvement of the situation in next week is a distant possibility. To add to the woes facing the people of the state two groups representing two different communities have called 48 hour bandh in Manipur to air their views diametric to each other. Deputy Chief Minister Gaikhangam has boldly stated that no state can be created on communal line. Manipur belongs to all people living in this state. Where lies the necessity for creation of Kuki land within Manipur? Similarly how can land inhabited by Nagas be carved out of Manipur for creation of another homeland. These are unreasonable demands which will find no takers. Drop all these unreasonable demands and try to live peacefully extending cooperation to each other. History has told us how our brave forefathers fought fiercely against the invaders to protect the boundary of the land. Future generation will ridicule all of us if we allow Manipur to be made smaller by giving its land away to those demanding it. The question arises who will be able to advise all those demanding separate state within Manipur the futility of the demand. This is one demand, which will cause social unrest and wastage of time and energy. Moreover where lies the possibility of the demand seeing the light. It will perish under the cover of darkness. There are miles to go for making such demand. All the highlanders have to be united. This is one area where they have failed. If Nagas’s demand for greater Nagaland was rejected out and out why should not Kukis’s demand for separate state be given similar treatment? The thinking is superficial. Deeper thinking needs to be done. Not all communities have separate state. Learn to be happy with what you have got. We are not living in dream. In the dreams man can fly without anything. Even the highest seat can be occupied easily in the dream. Reality is different. Do not attempt to increase possession without having anything. Let us allow Manipur to live peacefully. Manipur has suffered a lot. Everyone should contribute the little they can to make Manipur a place worthy for living. Show generosity to the land where you are living. This is our state. Let us not spoil our land.

As the fall out of Union Government led by Congress party agreeing to create Telangana state, there is hue and cry for creation of more states in different parts of the country. Can India afford to have 50 states in the same pattern US is having. Former UP Chief Minister Mayawati demanded bifurcation of her state in to four, which can ensure delivery of administration in every nook and corner of the state. Manipur has only eight district and one sadar hills district. Even in such a small state like ours there is public complain about absence of governance in the remote and interior areas. They say everything has been centralised, nothing can be done without the approval of the highest executive of the state. Even tree plantation needs to be approved by the higher level, they say. Roads are not constructed unless it is inspected by people’s representatives. Engineers cannot identify the spot for placing culverts. But the demand for creation of state on communal line cannot be accepted. Manipur cannot be fragmented. The demand for creation of Kuki state carved out of tiny Manipur sounds unreasonable. Kuki statehood committee leaders are advised to drop the demand. The energy and time spent in making a demand, which will never materialise can be used in making the demand for promotion of arts and culture and language of the community. More needs to be done to scale higher level. If Manipuris died for protection of territorial integrity of the state they will do the same when the forces detrimental to the well being of the state make plan to divide the state. That is a warning. Every political party be it ruling or opposition had pledged in the past to protect the boundary of the state. That promise cannot be shattered. But it remains to be seen whether the Union Government will think of making Karbianglon in Assam and Darjeeling in West Bengal separate states. No separate state however is formed owing to pressure from the agitationists. Telanggana is different. Congress cannot shirk the duty of fulfilling the aspirations of millions of people living in Telanggana region. This however does not mean all the demands made for creation for separate states will be fulfilled by the ruling party at the centre.

A massive tree plantation programme is going where there is little space. This is a good awakening. Everyone it seems has realised the importance of tree plantation. Roads have been widened after evicting the roadside dwellers. Plans are also afoot to widen national highway roads passing through Manipur. But these highway roads look barren. No trees are planted along the roadside. Our MLAs can be asked to take up tree plantation programme all along the highway roads passing through their respective constituencies. Allocation of party tickets for the election should be done on the basis of number of trees planted by aspirants. A person, who shows care for the betterment of ecology of the land, will find time to work for the betterment of the society. No matter how so big they are they will be accessible to the common masses. What we need is the true representative, who can think for the masses, who will work for the upliftment of oppressed lots. Every year vanmahotsav festival is held in the country. Nevertheless the significance of this festival is diminishing as the political class remain busy doing something that will give direct benefit to the masses. But these
trees are for future generation. The present generation have the bounded duty to make the earth safe for future generation. Ecological imbalances have been noticed in every part of the country. Manipur cannot be the exception. Warmness during summer and coldness during winter has been increased manifold. The hotness is so piercing that one cannot move out during the summer. AC was not required earlier in Manipur. Now it has become an essential part of a room. After one or two decades the maximum temperature during summer will cross 40 degree Celsius. The time is now in our hand, which can be utilised in plantation of trees. If 10,000 trees are planted in a single year the number of trees planted in 10 years will be one lakh. Do it to make Manipur a place safe for living by all living things. Our representatives can be asked what they can do to make the state for which they are working what they can do for the living things.

Public awareness has been created, a change will be seen. Two days back a discussion was held to make Imphal a safe place for living. The nature of discussion was really interesting. Everyone present aired their views. Focus of attention was mostly on infringement on the right of pedestrians, who constitute majority of population. Footpaths are not properly maintained. Even the few stretches of footpaths constructed in the heart of town have been used by roadside hotels or shops for parking vehicles or for showing the shop materials. Pedestrians are angry they say the roads and lanes are not for two wheelers and four wheelers only. How can space be made available for cyclists and pedestrians? The discussion continued. When the public transport system is improved after introducing latest model buses, which can be used by middle class family a change may be seen. But the low floor transport system failed someone pointed out. Will privatisation help then? The numbers of four wheelers, two wheelers and three wheelers are on the rise. If the problem is uncontrollable now, imagine what will happen after five years. That will be a hell like situation. Addition of parking spaces at the public place will not be the solution. Someone from planning group said, plans are afoot to fix the rate of parking fee according to the time taken by a vehicle. This is a wonderful idea. This will go a long way in easing traffic congestion. As per the reports available the owners of shops and those working in the shops are playing nuisance on the road parking their vehicles on the roadside from dawn to dusk leaving no space for the consumers to park their vehicle. According to the new rule the parking fee will reach three figures. When that rule is applied no owner will unnecessarily occupy the vacant portion available in front of the shop. That rule should be applied without delay. Then there are employees of banks and public undertakings who also park their vehicles in front of their office during office hours causing hindrances to the users of the road. They too will not like to part away one quarter of the pay in giving away parking fee. If the parking fee is increased they too will think of coming to offices using private vehicles. They will start using public transport vehicles. Therefore it will not be wrong to say that the traffic congestion on the important roads in bazaar areas can be eased by increasing parking fee. Do it without delay.

We need boundary wall to check tres

But the manner with which the boundary fencing is done on the Manipur side bordering Mynamar is unacceptable for the fencing was erected after giving a huge portion of land to the neighbouring country. There is no specific rule that the fencing wall should be erected atop the hills only. It can be erected at the deep gorge if required. The wall is erected in the middle of the alley bifurcating a locality. The highlanders or villagers pleaded with folded hands to change the course of the wall for once the wall is erected they will be left on the Myanmar side. But they are Manipuris. They were born and brought up as Manipuris. It is heart warming to know that the Chief Minister O. Ibobi has assured to intervene into the matter. The walls that had been erected without doing proper survey of the land records and physical occupation of the land should be dismantled. The contractors and the agents assigned the task of erection of walls should lose money for they had hurt the sentiment of the masses with their carelessly done work. Manipur Government particularly Congress led Government had been ceaselessly scoffed at for showing non-challant attitude to the gradual losing of land at the border area. Congress Government is blamed for integration of Kabow valley to Myanmar side. Then there is Dzuko valley, which is encroached upon by Nagaland Government. Similar complaints are there from all the border areas of the state. But there is no fencing at such areas so the matter remains subsided. Once the fencing with barbed wire has been erected the land even if it is ours cannot be reclaimed. The lands will be lost forever. Hence the call for showing extreme care in taking up the construction of wall at the border areas. Now the construction of fencing at border area in Chandel has been brought to the knowledge of all by a ceaseless campaign made a section of the society the mind of the thinking men had been alerted. Political parties too have shown readiness to fight to get the lost portion of the land. The wall will crumble much the delight of the people of the state.

Unfortunately those giving information in the form of press releases or through verbal communications expect all that had been written or uttered to come out in the next publication or broadcast. Our reply is straight, that cannot be done. That marks the beginning of the distrust between the media and all those concerned. Law enforcing agencies have a big role to play in safeguarding a state and also in making a better society for all to live peacefully. But there are certain areas in which both police and media men work together. Investigative reporters work in the area reserved for law enforcing agencies. What do reporters do in such areas? Extremely wise reporters make friends with the agents they have chosen carefully. Police have investigative tools and contact. Reporters lack those facilities. Wise reporters attempt to win the trust of the agents. Police investigators want to corner wrong doers and they can do that with the enormous power they enjoy. Investigative reporters can reap the benefit by putting the information available in their report. Police like other organisations also want their organisation’s name to appear in the newspaper or electronic media. So they want reliable men for giving the information. Our thinking however is very simple as long as police attempts to carry out their duties judiciously, sincerely and honestly showing respect to the common masses the issue whether there is a good relationship or the worst relationship between police and media is immaterial. Police have a gun. Reporters too have pen. Realise the power and responsibility within you, a change will be seen. Shakespeare said “A soft answer turns away wrath, but the harsh word stirs up anger.”

For many people the world over, reading the newspaper is a ritual that signifies that the day has started. Over the years, the look and feel of the newspaper has changed and with the advent of TV news channels, the newspaper industry has been chastised by various sections of the readership saying that the breathless nature of TV reporting has crept into the print media in the form of sensational news and what is now increasingly becoming a fixation to the point of obsession with the rich and the famous. On another tangent, the inroads made by the ‘news on the go’ section of the media today in the form of online news outlets is leading to a situation where some newspapers have simply shut shop while internet sites have crept in their place. While the traditional followers of the media may well frown upon online portals taking their place under the category called ‘media’, the truth is that even social networking sites are now contributing to media output. This comes with its own share of issues in terms of veracity and other journalistic ethics but the truth is that more and more, the nature of reader interest is changing globally. There is an increasing interest on what celebrities of every hue are doing. At one point, called the celebrity watchers journalists who covered the rich and the famous were given a tag called the ‘papparazzi’ while newspapers had a page that devoted itself to the going ons of celebrities: the Page 3 people. The demand for more on the Page three people has in a sense, also contributed to tabloid news that sells itself on ‘exclusives’ which would be nothing about any growing issues about the world and the society that one lives in but filled with the latest designs about clothes, shoes, homes, cars and gadgets. The fixation of celebrity watching as a global phenomenon is best seen in the amount of media imprints on the latest birth of the Royal Family of Britain. Print and TV media and online media had only the ‘latest’ updates on the birth of the child to a point of near hysteria. In India too, celebrity watching in the national media is picking up with more and more attention on what actors and then cricketers are up to in their lives both personally as well as professionally.

The smaller media is spared the celebrity phenomenon thankfully mainly because smaller media are based in small towns where celebrity-hood is not granted easily. But having said that, the local media here has its own blinders when it comes to news. Over and above media being caught in between the devil and deep sea crisis, given the nature of the push and pull between various state armed forces on one side and non state armed forces on the other, there is the endless array of civil society groups and students groups who will all decide what is news and not. If celebrity watching is the popular favourite the world over for media followers, in Manipur it is mostly a tendency to keep a watch for blood and gore. There has been no in depth study of the nature of media readership in the state so far but suffice to say that the one main news that almost all sections of people want to know about for varying degrees is on whether there is going to be bandh or roadblock or both somewhere in the offing. Another important focal point that readers want to know is when the LPG gas cylinders can be filled in and where. Everything else is secondary. The news on bandhs are indicators for where one can venture out while updates on blockades can trigger off panic buying for essential items but mainly, to stock up petrol, either for use or for selling at inflated prices. Apart from news on bandhs and blockades and keeping tabs on gas stocks, what occupies the mind of people and become the subject of intense discussions and debates is the nature of social crimes in the state, which is where one needs to look at whether the media is failing the public in terms of what it is handing to them as news or whether the level of readership and the media consumption is falling down in terms of interest, credibility and acceptance.

There is talk of deepening or widening of Waisel Maril to control water logging at different areas of the state capital. This a good progrmme, which will go a long way in controlling flood menace. But the question remains, who will come out for doing the work. IFCD Government of Manipur has gained notoriety of withholding contractors’ bill amount. A massive river embankment programme was launched in Manipur under the Brahmaputra project and the work had been successfully done. Whoever in charge of the project might have collected hefty income in the form of cut from the little amount released to the contractors. The worst sufferers for launching the project have turned out to be the contractors. They spent huge amount of money on the project. But the payment had been withheld. Can one imagine the consequences of such inaction might have left to the affected parties? In future even the fools will not think of doing contract work under IFCD. Social trauma had been created by the much hyped up programme called Brahmaputra project. The youths wasted their hard earned money on the project thinking the project being central the payment would be prompt. Many of them mortgaged the family homestead land and jewelleries of their better halves. Now they cannot recollect the mortgaged properties? They blame friends and foes for enticing them to take up the project. Before long they took up the retaining wall construction they sought advice from engineers whether the payment would be prompt. They were made fools giving false advice that the payment would be prompt though it is taken up by the IFCD. A Government exists to serve the interest of all not only the employees. But the contract work has turned out to be tormentors of the unemployed youths in Manipur. Think for the people belonging to this section of class. Our simple suggestion is a work programme should be taken up only when there is adequate fund for taking up a specific programme. IFCD Minister very recently pleaded the inability to continue with river embankment programme due to paucity of fund. That is a matured statement. The department had had a minister who makes too many assurances, which were never followed up by action. Such Ministers are responsible for ruining the department. When one makes an assurance he or she should weigh its merits and demerits. When a minister pleads the inability to take up a construction programme he saves the unemployed youths from landing in the pit of sorrow. Do not do anything if you will not be able to repay all that you owe to others.

There have been cases where police have failed to file charge sheets in cases of rapes even after years of FIRs being submitted, but stipulations under the Criminal Law Amendment Act 2013 which was passed in March this year have now ensured that charge sheets are filed within 90 days of the FIR. Despite the stipulation for directions to file chargesheets, there are numerous cases languishing under the explanation of `forensic results awaited`. Many cases in the state are in fact, being in cold storage and waiting for families of affected victims to lose interest in pursuing the elusive chimera. Till the time the political leadership wakes up to institute a state of art facility where the most scientific forensic tests can be done, most samples will continue to be sent to Kolkata though it is strange that the same are not being sent to a nearer place: Guwahati. To get back to the Criminal Law Amendment Act 2013, it came about following the recommendations of the Commission led by Justice Verma that was instituted to look at ways and measures to address rising crimes against women in the country following the brutal gang rape and subsequent death of a 23 year old para medical student in New Delhi in December last year. Interestingly, the Act stipulates the punishment for rape and sexual assault cases with seven years of rigorous imprisonment of either description for 7 yrs to life and fine with the quantum of punishment increasing to 10 years for the same case of rape and sexual assault if committed by a public servant including police personnel. The Criminal Law Amendment Act 2013 also addresses other crimes on women including stalking, eve teasing. The later has in fact come to be clubbed under sexual harassment in a public place since eve teasing is in effect a form of sexual aggression that ranges in severity from sexually suggestive remarks, brushing in public places and catcalls to outright groping. Once considered a mild social youth related behaviour, there is no doubt that the term ‘eve teasing’ in itself sets the tone for women (the ‘eve’ in question) are mere objects to be made a public spectacle of with women having to bear the brunt for it for being the ‘weaker sex’. The inclusion of this social behaviour by men against women in fact goes a long way in encouraging or giving leeway to men to ‘get away’ with ‘serious crimes’.

Meanwhile, even as strong legal and police action on crimes against women will go towards deterring such incidences in the future, what is more important is for attitudes towards women to change. Till the time, those in the police and the legal system refuse to entertain complaints or discourage women from lodging complaints related to crimes being committed against them, till the time proper investigations are made and appropriate penal codes put in the charge sheets, not much can happen. And while the Criminal Law Amendment Act 2013 has indeed come to the rescue of the many women in the country who have endured various crimes of a sexual nature against them, there is a strong need for social support systems and a shift in attitudes. While strong legal and police action on crimes against women will go towards deterring such incidences in the future, what is more important is for attitudes towards women to change.

In Manipur, we have instances on a regular basis where various civil society groups under the garb of social reform go for what are commonly known as ‘restaurant drives’ rounding up couples in what they describe as ‘compromising situations’ and then giving away names and details of the women. In the process, they not only violate laws of confidentiality but also commit a wrongful action by getting into a sphere where there may be strong grounds for consensual sexual activity or a harmless social meeting, which by dint of social disapproval of such meetings take place in isolation or in restaurants that supposedly give privacy. Many ‘social workers’ and public leaders have in fact also gone on record saying that crimes against women of a sexual nature are the result of provocation by women in terms of what they dress in, where they are going and with whom. Such unwarranted aspersions on the character of women in fact give the men involved in the perpetuation of such crimes the leeway to be emboldened and also get away. But rather than look at character certificates, the focus to prevent the rising sexual crimes against women is to ensure that justice is brought when they do take place without affecting the dignity of the women involved and for various stakeholders of the society to look at ways and means to ensure that men can begin to think of women as their equal. If women are accepted as the weaker lot, men will only continue to suppress them through various ways and means, including taking recourse to sexual crimes.

Parents plead inability to send their children to the private schools, which charge exorbitant fee. Education for all is the claim made by the Government. But here in Manipur education has become unaffordable. The absence of properly functioning Government schools has put Manipur in such situation. All other programmes can be put to rest for a while. Think for the future. After all where lies the difference between private school or Government school. If one is doing well in examination it is purely shaped by the parents and private tutors. In the morning the gate of the private tutors will see parents with vehicles waiting for their children to come out. The same scene will be repeated in the evening also. A student, who will be appearing in the matriculation examination, will attend at least three private tutors’ class in a single day. Those parents, who cannot manage with the pressing hectic time schedule required for accompanying their children to such classes, call private tutors at home. The fee for such visit by private tutor is staggeringly high. Minus private tutors’ extra class the children will flop in the
examination, the parents know that. Private school is really great no doubt about it. But if one appears in the examination without earning extra knowledge from private tutors the possibility of one doing well in examination is remote. Yes there are geniuses. Their cases will be different. Nobody wants to undermine the activities of the private schools. Our suggestion is simple Government should make efforts to put Government schools at par with the private schools. No student can be left out without giving the ample opportunity to try the trade of his choice. Brilliant students opt for MBBS, BE and other courses, which are job oriented. Mediocre opt for general line. Manipur must have lots of secondary level Government schools. If this year too many students could not get admission in the Government schools the problems will multiply next year. What ails this year? Find the remedies. If the students get better place for learning they will think for making Manipur a better place. Let them feel the delightment of pursuing academic activities without any hindrance. The students, who cannot get admission at private schools should be absorbed by the Government. Play the role of saviour.

The much discussed mid-day meal in Government schools owes it origin in the 1960’s when it was introduced in Tamil Nadu with a mandate to protect children from hunger, increase school attendance and enrollment and mitigate malnutrition. It would later be adopted across the country following a direction from the Supreme Court in 2001. The scheme, as with many other well- meaning welfare schemes designed by the Central Government has run into rough weather on various counts. When it was found that State Governments unwilling to allocate budgetary resources were passing off grains that came for the scheme to parents, the 2001 Supreme Court direction specified that cooked meals be served to school children studying in all government and government assisted primary schools. Not many are aware that in the wake of a right to food litigation by the People’s Union for Civil Liberties (Rajasthan), the Mid day meal scheme became a legal entitlement, the violation of which can be taken up in a court of law. Without doubt, the introduction of free meals in schools across the country have led to more attendance of school children and drop outs getting back to classes. Aided by provisions under the Right to Education Act under which Government school going children get free books, school uniforms etc, the mid day meal scheme has worked its charm on children from lesser well off families. But even as this aspect is true, the other side of the story is also that the scheme has brought in a lot of room for siphoning of funds and malpractices with many cases being reported and placed before the public domain. On the other hand, there are states that have put in other mechanisms to aid the objectives set for the free mid day meal schemes. For instance, the state of Gujarat includes regular provision of iron tablets to counter anaemia and provides de-worming tablets once in six months. De-worming tablets are also provided in Tamil Nadu while Bihar has incorporated a management information system using web based technology that reflects monthly consumption of grains and funds on regular, thereby keeping a check on malpractices.

Much before the currently discussed mid day meal poisoning incident at a primary school in Bihar’s Dharmasati village in Gandaman, there have been many other cases earlier where children became seriously ill after eating the meals cooked at schools under the scheme. A spate of such incidents across the country in fact led to a phase where there was much debate whether handing out food grains, meant to be cooked for meals was facilitating corruption and malpractices. The Government was on the verge of calling for high nutrition level biscuits and dry supplements, but the idea was shot down by child specialists, nutritionists, educationists and Government officials. In Manipur, the National Human Rights Commission (NHRC) asked the state Government in May this year to submit reports regarding the progress achieved in implementing the midday meal and also institute a high-level probe into the implementation of mid-day meal scheme in schools. The directive from the NHRC came after an NGO working in the child rights sector drew the attention of the Commission. The NGO incidentally quoting a survey by a body of various NGOs also pointed out the quantity of rice being distributed to schools was less than the actual allocation.

Not many want to go on record with the exact amount of foodgrains that end up going missing in between the area from where the grains are distributed, on to the school authority and then, to the actual plates of school children. But the whisper on the ground is that over 30% of the total allocated foodgrains are being taken by various non-state armed forces. With majority schools of the state not having proper storage facilities for foodgrains, school authorities tend to take them in to their own homes and conveniently forget about them while the lack of adequate information about the stipulations and provisions under the scheme fosters ground for its misuse and ineffective functioning. While school authorities are only too willing to invite the state media on the days that mid day meals are being provided, the reality is that the meals are not being handed out on a daily basis as is mandated by the scheme and the Act under which it is being rolled out. The Dharmasati incident is most unfortunate and the fact that it has taken place in a state where mechanisms in place to ensure the scheme being implemented shows that it is equally important to see that attention is paid to how food is cooked and where.

But their image has been dragged down when some of them make themselves available for doing illegal business like transportation of drug. Then there are fake encounters, which are galore. If police personnel are properly utilised after giving them necessary instructions Manipur will become one of the safest places for living. But who will do that? Police personnel are not selected on merit basis. The amount that one offers shapes the destiny of all. Similarly the other employees working under different departments of the Government of also need to be told that they are paid by the Government for doing their duties honestly, sincerely and regularly. If a surprise check is carried out all that is happening in a Government department will be known. Employees do not attend office in time. They reach office around 12.30 and return home around 2 pm. File movement is as laggard as the movement of a tortoise. Unless a few hundreds of rupees are kept on the table the file will not move at all. The employees shamelessly mention the amount for entry of the files. Once their desire or appetites have been fulfilled they will start smiling from ear to ear. They will all of sudden turn out to be cooperative with the visitors. But the visitors have a complaint. They say the file reading or entry could have been done without waiting for the grease amount. After the work had been done the amount that they expect can be given. That will speed up the work. Unnecessarily visitors are kept waiting making the offices jam-packed by visitors. Everyone is busy. If the visitors are treated with due respect they will talk of the good image of the Government. An employee has the bounded duty of uplifting the image of the Government under which he or she is working. But many of them forget why they are working under the Government. Hence the call for giving instruction to all these employees like Lord Krishna dictating his friend Arjun the dos and don’ts of life in Mahabharata. Once these employees have been made to understand what they are they will start working gleefully in the larger interest of all. They need to be told again and again why they have been absorbed by the Government.

For many parents, family members and loved ones of people killed in the country under what are being called ‘fake encounters’ whose claims that the ones who died were innocent have been ignored and rather portrayed as false, the announcement of ‘fake encounters’ from legal agencies and by investigating systems are but just the beginning of long struggles to justice. The families of seven men in the prime of their life who were killed by state and central armed forces have only begun the difficult journey to see that those involved in the killings gets their just due. And while the seven families do have the consolation knowing that their loved ones were indeed caught in the trap of encounter killings, there are over thousands of others who are still to be heard. When, the Extrajudicial Execution Victims’ Families Association, Manipur (EEVFAM), a body made of family members of those killed by various state and central security forces as encounters, referring to a situation of armed firing filed a PIL to the Supreme Court listing 1528 cases of fake encounters, referring to staged versions of encounters and seeking for the setting up of a Special Investigation Team (SIT) and direct inquiry into all cases, the Apex Court had announced a three member Commission led by Justice Hegde. During the course of the inquiry Commission’s sittings in Imphal and then New Delhi, the loopholes in the versions of the ‘encounters’ given by security personnel came in glaring spotlight, not to mention the liberties that were taken in the process of investigations and police inquiry. Since the Army personnel involved in the 6 cases were examined in New Delhi on the grounds that many were posted in different parts of the country, not many in the state would be aware of the nuances that emerged in the narratives of events with literally ‘trigger points’ being pointed to the state police personnel who are not protected under AFSPA. The Commission after examination of witnesses and hearing out depositions said all six cases in which seven people were killed were indeed fake encounters and have now listed its recommendations to the Apex Court on ways and means to see that justice is served and the state police are reined in. Not surprisingly, the Commission’s report has also pointed out that the imposition of AFSPA and the impunity that it gives to the Armed forces are an important crux in the nature of encounter killings taking place in Manipur.
