Society’s development is not decided by industries but by the quality of human thought: Heptulla

Governor of Manipur, Najma Heptulla today addressed at 4th annual convocation of NIT Manipur and urged the young, dynamic and talented graduated student to contribute to the society with the ideas and knowledge they earn in their life.

Speaking as chief guest, the governor congratulated to all the graduated students and their parents and said that convocation is necessary as it would acknowledge the hard work and perspiration made by the students during the course of their study.

She lauded the role of teachers in shaping a society and stated that without endless effort and dedication of teachers it would not be possible to bring out good students. Convocation is not just to honour the degree of the student but also reflect the sacrifices made by teachers in shaping student’s life, she added.

She also pointed out the interdependence between human mind and technology.

‘It is not the technology that transforms the society but the human mind which operates behind it. Development of a society is not decided by the number of industries and factories but by the quality of human thought’, said Heptulla.

She further advised all the students to have a sharp ambition so that success may triumph in their life and quoted that ‘If there is a will, there is a way’.

MD and CEO of Bombay Stock Exchange (BSE), chairperson of Board of governors (BOG), NIT Manipur, Ashishkumar Chauhan gave the presidential speech in the function. While praising the beauty of Manipur, he said that the students of NIT Manipur are very fortunate as they got the opportunity to educate themselves with the help of highly qualified teachers and professors by staying in a wonderful place like Manipur.

He advised all the students not to leave any curiosity in the campus and asked them to learn more once they leave the campus.

The guest of honour of the ceremony, faculty in Finance, SJM School of Management, IIT, Bombay, Varadraj Bapat said that since time immemorial India has scientific knowledge, however there are more to explore, which it can be successfully done by young, talented and energetic students of present days.

In his welcome address, Prof. S. Birendra gave a brief report on the activities and achievement of the institution during 2016-17 and pointed out that NIT of Manipur has ranked in 7th position, out of the

172 students were conferred degree, in which 101 were Bachelor of Technology, 41 were Master of technology, 28 were Master of Science and two were Doctor of philosophy.

Jiribam celebrates 1st districthood day

1st Jiribam Districthood Day Celebration Committee Jiribam has organised the celebration of the 1st Jiribam Districthood Day Celebration today at the JIMPAL hall of Jiri Ima Meira Paibi Apunba Lup (JIMPAL).

The occasion was attended by president, AJUCA, former convenor, Jiribam District Demand Committee (JDDC), Jirbam, Mutum Maipaksana Mangang and president, JDO, Jiribam, Lamabam Romen Khuman as presidium members. 

The programme began with the lighting up of the candles by the presidium members. The welcome note and keynote address was given by general secretary, AJUCA N. Dharmendra Meetei.  He laid out the details regarding the purpose of the programme.

The resource person and the invitees gave their speeches about the programme. The speakers were assistant professor, Jiri College Jiribam, Dr. Arun Kumar Mangang, former advisor, Jiribam District Demand Committee, assistant professor, Jiri College Jiribam, L. Jaminikanta Singh, former advisor Jiribam District Demand Committee, assistant professor, Jiri College Jiribam, Th. Somorendra Singh, president, All Jiribam Meitei Panggal Progressive Society, Md. Badain, and chairman, Borobekra Sub-Division Development Organisation, P. Giten Singh. 

The speakers stressed about the struggles and hardships faced to make Jiribam become a district. President, JDO Jirbam, Lamabam Romen Khuman said the people of Jiribam faced many difficulties to make Jiribam achieve the status of a district, but it was worth it and now they are happy as their efforts have become fruitful. 

This day of Jirirbam achieving districthood makes us really happy and the people shall not ever forget it, he said. Today we are able to celebrate the day as a result of the efforts made by the people of Jiri and their leaders who came out, ready to sacrifice everything at the public meeting that took place on September 9, 2011, and the subsequent turn of events that led to granting of districthood, he added.   

One must never forget the struggles and hardships faced to achieve this, he said. Many slogans were raised, many who took to fasting went to jail. After a meeting held with the government on November 9, 2016, the prisoners were released from jail, he added.    

President, AJUCA and former convenor, Jiribam District Demand Committee said he was truly happy that Jiribam had achieved the status of districthood and today marks the arrival of its first anniversary.

The goal of becoming a district has been achieved but the facilities needed to a district have not provided at all, he said.  Even if all the requirements are not met, it is requested that Hosptial of Jiribam be made into a well equipped and better place at least, he added.

The former leaders of JDDC were honoured by presenting modest gifts.

Main fear is that framework may affect state’s administration: Joykishan

MLA, Kh. Joykishan said that the main fear of the people of the state is that the framework agreement may bring two administrations in the state which will break the relationship between the people of hills and valley.

He was addressing protesters today during a sit-in protest organised by Thangmeiband United Club demanding the government to assure with proof that  framework agreement will not affect the interest of the state today at D.M. College gate, Imphal.

The MLA said that he believed the framework agreement might not break the territorial integrity of the state but have the fear that it might affect the administration of the state.

He said that union minister of state for home affairs, Kiren Rijiju saying that the agreement is not disclosed as it is a sensitive issue gave more panic to the people of the state as it contains the word “sensitive issue”.

The people of the state support the framework agreement between the NSCN-IM and central government but will not compromise if it affects any single interest of the state, he added.

He announced that he will even leave his MLA seat if required to fight for safeguarding the territorial and emotional integrity of the state.

It is a must for all the people of the state to join hands and stand together as one leaving parties aside to save the integrity of the state, added the MLA.

He said that President Ram Nath Kovind’s statement during the Horn Bill festival “the solution for lasting peace is very near” gave more fear to the people of the state as no one knows the contents of the framework agreement.

As a ruling party, the BJP-led government is responsible to pressure the central government to disclose the contents of the agreement so that steps to modify the agreement can be taken before it is finalised, Joykishan added.

Seminar for orange growers held as part of orange festival

As part of the ongoing 14th State Level Orange Festival 2017, a seminar was held for orange growers at Indoor Stadium Tamenglong today. As many as 285 orange growers attended the seminar.

The seminar was attended by executive member of ADC Tamenglong, Pouhotlung Panmei as chief guest. It was also attended by deputy commissioner of Tamenglong, Armstrong Pame, SDO of Tamei, Robertsem, SDO of Tamenglong, Kachamthai Pheiga Gangmei along with other dignitaries.

As the resource persons, assistant agriculture officer of Manipur Organic Mission Agency (MOMA), Horticulture and soil Conservator Department, S. Donal Singh spoke on ‘Organic farming and value chain’ while district development manager of NABARD, Tamenglong, P Boicha Meitei spoke on ‘Role of NABARD in rural development with the special reference to horticulture’.

Assistant professor of Department of Soil Science, Central Agricultural University, Imphal, Herojit Singh also spoke on soil management for sustainable production of Tamenglong orange. While, associate professor, Department of Horticulture, Central Agricultural University, Imphal, RK Dilip Singh, spoke on ‘Cultural practices for sustainable production of Tamenglong Orange and chief technical officer (Plant protection), KVK Thoubal, M Thoithoi Singh spoke on ‘Plant protection for sustainable production of Tamenglong orange’.

In his speech as chief guest, Pouhotlung Panmei said that he planted oranges in his farm but all his efforts went in vain as he could not control the plant disease.

He urged all the participants to listen carefully while attending the seminar and produce more oranges in the next orange festival.

Armstrong Pame and chairman of Village Authority Chairmen Council, Tousem sub-division, Ringthengning also spoke during the occasion.

In the meantime as part of the orange festival, various traditional games were conducted for men and women of Tamenglong.

Lilong Haoreibi students’ union demand principal’s suspension

General secretary of Lilong Haoreibi College Students’ Union, Md. Sabir Ahamed alleged principal of Lilong Haoreibi College, Ushoipokpi, Thoubal district, Md. Sahidur Rahaman of pocketing college funds.

In a statement during a press meet held today Manipur Press Club Sabir said a total of 1760 students who took admission in the college for the session 2017-18. The fees for admission forms forms along is Rs. 92,42,815, and this has been withdrawn by the principal without the consent of college cashier, the student leader claimed.

He said this became known when the students’ union checked the details of official accounts of the college the banks.

“These kind of corrupt practices have become the tradition of the college since long back,” he proclaimed.

Most of the former principals of this college also follow the same corrupt tradition that  Sahidur has embraced, he also charged.

Past students’ union of the college had also made several complaints to the state authority to take action but all to no avail, he further claimed.

At the time of form submission for admission for 2017-18 session, Sahidur brought his own private person to do the official works instead of relying on the college’s own clerical staffs, Sabir alleged.

He further said the principal not only failed to take action against irregular staffs but he himself does not attend college regularly.

“At the time for submission of scholarships forms sponsored by University Grants Commission, UGC, he charged Rs. 50, and then for form verification he charged another Rs. 500 from the students,” Sabir charged.

“Most of the non-government funds of the college are not deposited into the college bank accounts. These instead are diverted to the principal’s personal account,” Sabir further claimed.

Sabir said most of the students studying in the college are of minority community but instead of extending the subsidies minorities are constitutionally entitled to, he charged Rs. 350 more for admission, and this extra went into the principal’s pocket.

If these rampant corrupt practices are not taken note of and stopped by the authority concerned, the careers of students of the college face total elimination, he lamented.

Sabir claimed students have decided to boycott Sahidur from today, and also warned the principal to return the college fund of Rs. 92,04,815 on or before December 9.

He also urged the government to appoint a regular principal soon, and this must be a clean man interested in the welfare of the college and its students. “If our complaint is not heard, we will resort to intense agitation,” Sabir warned.

Minister of forests and environment and horticulture and soil conservation, Thounaojam Shyamkumar, today expressed satisfaction at the work of the officials and staff of forest department in nurturing saplings in Tamei, Tamenglong district.

During his visit to Sonpram village, which is located 24 km from Tamenglong district headquarters, the minister along with MLA Tamei assembly constituency, Awangbow Newmai, checked 22,000 saplings and plants which were planted in July, under the state compensatory afforestation fund management and planning authority (CAMPA), and under the supervision of DFO, Tamenglong forest division.

Speaking to media persons, Th. Shyamkumar stated that boosting bamboo harvesting will not only aid the economy of the Tamenglong district but also provide sustainable livelihood to the farmers and help in reducing the practice of Jhoom cultivation.

In this effort, with the consultation of the chief minister, his department intends to send a project plan to the North Eastern Council (NEC), he added.

Further, he mentioned that the state government has already sent a proposal to the Wildlife Sanctuary of India to declare ‘Bunning’, which is located 14 km from Tamei headquarters, as a wildlife sanctuary. To achieve this vision, in consultation with the chief minister, local MLAs and concerned authorities, the forest department will be taking up necessary measures, he continued.

During this visit, minister Th. Shyamkumar also inspected the status of the trees which were planted at Palong, during the Vanamahotsava 2017, by the concerned department under the western forest division, Tamenglong.

On the occasion, MLA Awangbow Newmai expressed his gratitude to minister Th Shyamkumar for visiting Bunning, and also mentioned that as per survey records and reports from the locals, the Bunning area is abundant with a variety of wildlife, such as Black Monkey, Hornbill and other rare animals and birds.

In the two-day visit at the Tamenglong district, besides inaugurating the 5-day long 14th State Level Orange Festival 2014 at the Lower Ground, Tamenglong yesterday, along with MLA Tamei, Awangbow Newmai, the minister also visited several areas under Tamei Assembly Constituency, Tamenglong district.

Nagaland legislators want Naga issue settled before elections

The Nagaland Legislators Forum (NLF) comprising the sitting MLAs of the Nagaland Legislative Assembly in its ‘consultative meeting’ held today resolved to urge the Government of India and other “stake holders” to resolve the Naga political problem well before the next assembly election of the Nagaland Legislative Assembly. The NLF also resolved to “request” the Election Commission of India to conduct the Nagaland Assembly election only after “an honourable and acceptable solution is reached in regard to the Naga political problem”. Today’s consultative meeting also resolved to “request” the legislators to pass a resolution on similar lines in forthcoming Nagaland Assembly Session to be held on December 14 and 15. 

Meanwhile, the Chief Minister’s Office (CMO) in a statement said that the issue dominating every political discourse since Statehood has been settlement of the Naga political issue and till date, it continues to be the main focus of the Government, past and present, and every political party in Nagaland.

Considering the present moment as the most opportune time for the Nagas and the Government of India to resolve the seven decades old Naga political issue, Chief Minister TR Zeliang today called for ‘one vision, one mission and one goal’ in finding a lasting solution to the vexed Naga political problem at the earliest,” the CMO added.

The Chief Minister was speaking at the Consultative Meet of the Nagaland Legislators Forum with Ex-Parliamentarians on Naga Political Issue today at RCEMPA-Jotsoma, Kohima.

Lauding the efforts of the Church, civil societies and the NGOs in facilitating the resolution of the Naga political issue, the Chief Minister recalled that with their contribution and co-operation, the DAN Govt since its installation to office in March 2003, had accorded highest priority to the Naga Political Issue and continues to do so.

“Efforts at bringing about better understanding between the different NNPGs and drawing them closer to each other has been made while numerous resolutions were passed by the Nagaland Legislative Assembly and other forums to give the right impetus to the Peace Process from time to time,” he said.

Terming the approach of the six Naga National Political Groups (NNPGs) that had recently entered into dialogue with the Government of India as ‘truly encouraging’, Zeliang said that the credit for bringing the various factions together on a common platform went to ‘the tribal hohos and its apex bodies, the Church, Civil societies, NGOs and the NNPGs.’

To bolster efforts in facilitation of the peace process, mention may be made that an all Member Democratic Alliance of Nagaland (DAN) Cabinet led by the Chief Minister had gone to Delhi to urge for an early settlement of the Naga Political issue especially in view of the upcoming Assembly Elections.

Though the delegation could not meet the Prime Minister owing to his busy engagements and tour programs in connection with Assembly elections in Himachal Pradesh and Gujarat, the Team met Union Home Minister, Rajnath Singh; Minister DONER, Jitendra Singh; National Security Advisor, Ajit Doval; Deputy NSA & Interlocutor for Naga peace talks, R N Ravi; Secretary to Prime Minister, Bhaskar Khulbe; 6 Naga National Political Groups (NNPGs) and NSCN (IM) Leader, Th. Muivah.

Soon after returning from Delhi, the State Cabinet, in its meeting on November 11 took a decision to submit a Memorandum to the Prime Minister, Narendra Modi on the political issue. This was followed by a meeting of the Parliamentary Working Committee (PWC) in which a 5 Point resolution was adopted.

During the recent visit of the President, Ram Nath Kovind, a representation was submitted portraying the imperative need for resolving the protracted Naga political problem before the ensuing State Assembly Elections. A similar representation is to be submitted to the Union Home Minister, Rajnath Singh who will be arriving at Kisama for the Hornbill Festival 2017 on December 8.

The Nagaland Legislators Forum (NLF) comprising the sitting MLAs of the Nagaland Legislative Assembly in its ‘consultative meeting’ held today resolved to urge the Government of India and other “stake holders” to resolve the Naga political problem well before the next assembly election of the Nagaland Legislative Assembly. The NLF also resolved to “request” the Election Commission of India to conduct the Nagaland Assembly election only after “an honourable and acceptable solution is reached in regard to the Naga political problem”. Today’s consultative meeting also resolved to “request” the legislators to pass a resolution on similar lines in forthcoming Nagaland Assembly Session to be held on December 14 and 15.

Commander of Eastern Army visits state

The eastern army commander, lieutenant general, Abhay Krishna arrived in Manipur on a two days visit from December 7-8, said a release.

He was accompanied by general officer commanding 3 corps, lieutenant general, Anil Chauhan, AVSM, SM, and VSM, it added.

During his visit, the army commander was briefed on the prevailing security situation in the state by the head of Assam rifles in Manipur, major general, Virendra Singh, the release mentioned.

Further, lieutenant general, Abhay Krishna reviewed the operational preparedness of the formations and appreciated the endeavours of security forces in ensuring peace and tranquillity in the state and also urged them to continue their good work in the true spirit of the “Friends of the Manipur”, the release continued.

The release also mentioned that the army commander accompanied by lieutenant general, Anil Chauhan also called on the governor of Manipur, Najama Heptulla, and conveyed his warm greetings and good wishes to the people of Manipur, besides congratulating the state on the successful conduct of the Sangai Festival.

During the said interaction, the close coordination between the state government and security forces with regard to the security of the state was highlighted and well appreciated, the release maintained.

Lastly, general Chauhan, while conveying the unstinted support of his forces for ensuring the well-being of the state, he also emphasised that both the army and the Assam rifles are focused on empowering the children, women and youth of Manipur, the release concluded.

KSO condemns 37 AR’s actions against villagers

The Kuki Students’ Organisation (KSO), Jiri – Tamenglong branch vehemently condemned the activities of 37 Assam rifles personnel in which they allegedly arrested innocent villagers, including mentally challenged person from Longphailum under the sub-division of Nungba, Tamenglong.

A statement released by president, Kuki Students’ Organisation (KSO), Jiri-Tamenglong branch, Haokhosiem Singson said the villagers Kapminthang, Nemneihat and Baby Thangpilun was allegedly arrested by personnel of  37 Assam rifles.

The organisation has called for the attention of the concerned authorities against such inhuman act of arresting and detaining a child of one and half month old, along with the parents while on their way to vaccinating their child, it said. The KSO will be compelled to take necessary steps in case of responsible authorities failing to take proper action, it added.

KCP (MC-Progressive) puts a ban on Biramangol College

The proscribed Kangleipak Communist Party (Military Council-Progressive) said the Standing Committee of the party has decided in a meeting that the organisation will put a ban on Sawombung Biramangol College under Imphal East district.  

A release signed by chairman Chingkhei said until the college and the party come to terms under a proper understanding, the ban will stay.  The party has been undertaking measure to root out corruption in Manipur, especially in the education sector as a part of the party’s Operation Mangal (OM), Kangliepak, it said. The party said that the mentioned college was found to be existing under a truly deplorable condition, and discovered that the place has been allegedly turned into a den of corruption by some of the teachers going hand in hand with few MLA’s, the release alleged. 

The party has previously given stern orders that the bribe money collected from the teachers must be returned back, it said adding the incident of collecting such bribe money had happened before during the rule of congress government.

The party has not yet come to any terms with the principal of the college, contrary to what has been claimed by the principal, it continued. Upon meeting the principal on December 4, she allegedly called in the Indian army and Manipur police commando by sending of some people and the area and the commander of Operation Mangal (OM), Moirangthem Paikhomba Meitei alias Prem, who was sitting beside the principal, was allegedly turned over to the police, it said. This has been confirmed by the party, it added. 

The party has not only has put a ban on the college but decided to take actions regardless of any place of time, against the corrupted teachers and the principal of the college, the release further said.  The release appealed that no obstructions are given to the decisions of the party and give united efforts to root out corruption. If any challenges are made to the party by ignoring the provided statements, then they will be solely responsible for the outcome, it added.  The government must also stop taking bribes from educational institutions, it said adding the party is fully prepared to take up intense measures.

Manipur model of Saubhagya the best: Union minister

Union minister for Power, RK. Singh today hailed Saubhagya (Pradhan Mantri Sahaj Bijli Har Ghar Yojana) model launched in Manipur recently under the initiative of power minister of Manipur, Th. Bishwajit as the best model so far.

The Union minister stated this during the conference for Power and Renewable Energy of Ministers of states and UTs held today at New Delhi organised by the Ministries of Power and NRE, Government of India.

The new policy introduced by the Manipur Government, which aimed at maintaining quality has able to bring down the loss from 44.5 percent to 28.6 considerably contributing in the power sector, he said.

Singh further assured the gathering to sanction maximum funds for Manipur besides deputing REC officials to expedite pending paper work to ensure that the state gets 24×7 power supply before claiming that the power system in Manipur is the finest in the country.

Th. Bishwajit, said that the DDUGJY, IPDS and Saubhagya scheme would be completed by 2018.

The conference was also attended by managing directors MSPCL N. Sarat and MSPDCL, Priyokumar Singh.

Chief engineer, PWD and ADB Director Y. Jokumar will also take part in the “New Technology for road construction” due to be held tomorrow at Lucknow.

In a heroic public gesture, several firms and organisations extended a financial assistance to Chandoi Shanoi, a Tarao boy who sustains severe burn injuries when he came in contact with a high tension, HT, electric wire accidentally on October 20, in his rented house at Poumei colony.

The crowd funding effort was initiated by Nimol Ningombam, chief editor of Phijigi Mani Laktagi: A hidden Treasure, a bi-lingual half yearly journal especially published for differently-abled person.

Nimol partnered with former chief resource person of the Centre for Tribal and Endangered Languages under ministry of Human Resource Development Th. Chandramani in this noble project.

Speaking as a chief guest in today’s informal simple meeting held at conference hall of Raj Medicity, managing director of Imphal Hospital and Research Institution Salam Maipak Singh who donated one lakh from his own pocket said “We organised this meeting with a commitment to humanity. We felt saving the life of Chandoi Shanoiwho belongs to one of the endangering tribe Tarao is the appropriate beginning.”

Recalling the history of Manipur, he pointed out that the Tarao mainly confined in the Chandel district of Manipur was recognised as a distinct tribe of Manipur by the then Maharaja Ching-Thang  Khomba.

But today unfortunately the population of Tarao tribe has dropped to less than 800 and classified, and has been classified as an extinct tribe by UNESCO in the year 2009.

“Since that day various concerned sections in Manipur have been trying to identify the cause for this dwindling population in order to prevent any further shrinkage,” he added.

As this minority community belongs to our state it is our prime duty to protect and safeguard the Tarao tribe at any cost, he emphasised.

Managing director of Raj Medicity acknowledged the commitment of doctors, nurses and staff of Raj Medicity in saving the life of Chandoi Shanoi in his presidential speech said “the blessings of almighty God along and the tireless effort by doctors and nurses of Raj Medicity, the critically injured boy is now safe and will be ready for discharge soon.”

“We had to do everything in our power to save the life of this young Tarao boy”, he added proudly.

The MD of Raj Medicity also declared he would contribute Rs 50000 towards the post hospital recovery of the injured boy.

The lists of other contributors are Relief Centre for the Welfare of Differently- abled Person Manipur Singjamei Chingamathak, Imphal Hospital and Research Institution, RIMS Road, Information Centre for Hill Areas of Manipur (ICHAM), Care Financial Institute Sagolband Tera Lukram Leirak, Salai Holdings Private Limited Sagolband Tera Loukrakpam Leikai, UNESCO Club Manipur Chapter and Maichou Taret and Birdharjh Memorial Charitable Trust, Chennai.

State TB officer (STBO), Dr. Y. Gopalkrishna said that TB HIV co-infection is the commonest cause of progression to AIDS and death, and in every one out of three persons who has died of AIDS, tuberculosis is the disease which kills them.

He was speaking to media person today at Manipur Press Club as a part of Revised National Tuberculosis Control Programme (RNTCP) Manipur organised by State Health Society.

The STBO said that central government has set the target of eliminating TB from the country by 2025 though it is currently the TB Capital of the world.

But eradicating TB from the country will not be an easy task as the government will need the help of private health care sectors, professional associates, NGOs and communities to spread awareness as it is one of the most importing tools in eradicating TB, he added.

He continued, in order to detect TB cases from remote areas where people are deprived of medical facilities the government has introduce a new strategy of home to home visit.

During August and September, 37 new TB case were detected during the home to home visit in five districts of the state. Home to home visit is going on in Imphal East, Chandel and Churachandpur, currently, added Gopalkrishna.

As for the year 2016, a total of 1918 new cases of TB were detected, out of it 1564 was detected in the public sector and 354 in private sector. For the year 2017, a total of 2175 was detected till November; out of it 1310 was detected in public sector and 865 in private sector, claimed the STBO.

Stating that the state TB Training and Demonstration Centre has the latest lab and equipment to TB testing and it is done without any charge, he asked the public not to waste extra money by testing in private labs.

He further mentioned that the anti TB drugs of RNTCP, which is given free of cost, is not less in quality with the drugs sold in chemist and pharmacy and it is approved by the WHO the STBO. He requested to use the drugs supplied by RNTCP to save extra money.

On the other hand, the state government has implemented Scheduled H1 medicines under Drugs and Cosmetic Rules from last month to curve over the counter sale of anti TB drugs preventing drug resistance, he added.

Giving a brief insight on the strategies adopted by Hollywood film-makers like Stephen Spielberg, the director of the blockbuster movie, Jurassic Park, M.C.Binod expressed that taking into consideration the deteriorating scenario of Manipuri films at present, film-makers in the State should try to be passionate like them in whatever they do and success will follow suit.

UNC chief makes clarion call to strengthen Naga cause

United Naga Council (UNC) president Gaidon Kamei, has called on the Naga frontal organisations, tribe leaders, politicians etc to strengthen the Naga cause during advent Christmas celebration organised by the Naga body at Ramrei village (Lamlai Khunou) Kamjong district.

The UNC today organised advent Christmas for showing their appreciation to various frontal organisations, tribe leaders, Hohos etc for their contribution for the Naga cause.

“We have organised this programme to show our appreaction to various frontal organizations, tribe leaders, Hohos etc their sacrifices and contributions”, he said.

People of hills particularly the leaders were deprived of their rights to celebrate Christmas as a result of the communal politics of the previous government, he continued.

“Naga leaders raised their voice and vehemently opposed the communal politics of government by resorting to agitations for the interest of the Nagas”, asserted the UNC president.

He further appealed to the leaders to not forget the commitment and confidence shown towards the Nagas.

Leaders of 16 Naga tribes of Manipur, villagers of Ramrei, civil body, ADC members of leaders etc attended celebration.

Veteran politician, BD. Behring, vice president of Naga Hoho, Samson Remei, president Zeliangrong Baudi, Athon Abonmei, president TNL, Weapon Zimmik were amongst the leaders present during the celebration.

Man stabbed to dead

THOUBAL | Dec 6

One person was found stabbed to death last night at Lillong  Chajing  Mamang Leikai under Singjamei police station. The body was found at around 10.30 pm on Monday by locals of the area. The deceased  has been identified as one Elangbam Shyamo, 48 son of late Kumar of Khangabok Khullakpam Leikai.

Police has arrested a person in connection with the crime and presently held at Singjamei police station today. The identity of the person has not been disclosed by the police as of yet, sources said that the arrested person is a co-worker of the deceased. They both work at a nursery farm located at Lillong Chajing of Thoubal district.

The highway was blocked at Khangbok market along the national highway 102 at 11 am today by locals demanding that the culprit be booked. Later, the family members met the Thoubal SP and after an understanding lifted the blockade at around 2 pm. The members of the JAC also met the Chief Minister in the evening.

Rural Development and Panchayati Raj Minister Thongam Biswajit Singh maintained that serving the poor and downtrodden people when we are well and healthy is the most important virtue in life. The minister stated the statement on the 22nd foundation day of International Handicapped Welfare Mission (INHAWEM) Manipur which was held at Lamyanba Shanglan,Palace Compound, Imphal today.

He further said that to serve the last man in the queue is the ideology of the present government. Recently, the state government has launched Chief Minister Gi Shotharabasinggi Tenbang, a scheme mainly for the differently abled person and old aged people. Minister said people should take benefit of the scheme as it includes scholarship to students with disabilities, free travel & concession to persons with Disabilities, benefits for old and aged, to name some.

Minister also assured to look into the demands of the International Handicapped Welfare Mission. He also announced to provide pension to hundred (100) disabled person every month from his end. Apart from this, Minister Biswajit also assured to increased Khomdram Angou Memorial Bravery Incentive Award from Ten thousand (10000) rupees to Twelve Thousand (12000) rupees.

He also asserted that the state government is keen in providing suitable Vocational trainings for the disabilities.

In connection with the 22nd Foundation Day of International Handicapped Welfare Mission, five families were the recipients of the Khomdram Angou Memorial Bravery Incentive Award (B.I Award) 2017 awarded for their sacrificing spirit and for leading a normal with a differently abled person. The award carries a cash prize of ten thousand rupees (Rs.10000) and a citation. Monthly pension for disable persons were also distributed.

Padmashri L. Nabakishore (Pension Donor), K. Sharat Singh Singh, (Pension Donor) Ex MLA, A. Guni Devi (Award Donor), L. Dhaneshwor Singh, Child Welfare Officer, Social Welfare Dept. were amongst others who attended this auspicious function.

On the occasion of the 14th State Level Orange Festival, horticulture and soil conservation minister, Thounaojam Shyamkumar announced Rs. 50 lakh assistance today for setting up of a cold storage in Tamenglong district, under the mission for integrated development of horticulture (MIDH) for the year 2017-2018.

The minister also announced Rs. 13.75 lakh grant for setting up of rural markets in Tamei and other suitable areas in the district. Further, Rs.12 lakh assistance in aid of primary processing unit for farmers was also declared.

In his inaugural address, minister, Th. Shyamkumar expressed his happiness at being able to attend the Orange festival for the first time although he had visited the district three times in the past. Stating that progeny orchid farm needed to be revived, he stressed the necessity for a series of awareness program to increase the production of oranges in Tamenglong.

Furthermore, he stated that the horticulture and soil conservation department is sending a proposal for procurement of fund up to Rs. 15 crores for 2018-2019 from North Eastern Council (NEC) for the production of Tamenglong orange, Senapati kiwi, Kachai lemon, pineapples of Imphal East and Churachandpur. That, the department received Rs. 14 crore NEC fund for floriculture projects in Sendra, Andro and Shirui, for the year 2017-2018, he added.

The minister also mentioned that budget will be allocated from the next financial year in order to promote bamboo production in the district.

Additionally, he assured to increase the prizes for the best orange growers with Rs. 2 lakh, Rs 1 lakh and Rs. 75,000 for the 1st, 2nd and 3rd position, respectively and Rs. 6000 each as consolation prizes for all the participating farmers.

In the said function, DC Tamenglong, Armstrong Pame requested the minister to help the farmers of the district in getting organic certification as they do not use fertilisers. He also informed the gathering that more than 120 stalls are displaying 2 lakh oranges in the festival by farmers from all corners of the district.

On the first day of the festival, MLA Tamenglong AC, Samuel Jendai, flagged off a cycling race, ‘Tour de Tamenglong’, which 28 cyclists took part.

The highlights of the entire festival which will be held from 6-10 at the Lower Ground, Tamenglong, include rock shows, talent competitions, Orange Queen competition, seminars and many others.

ATSUM unearths discrepancies

 All Tribal Students’ Union Manipur (ATSUM) today said the organisation has unearthed alleged discrepancies to prove their earlier allegations against the recruitment process of college Principal conducted by MPSC as fraught with lapses, discrepancies and blunders to make ways for nepotism.

Secretary education, ATSUM, Kakai Singsit maintained that a candidate who was included among the recently announced, recommended candidates by MPSC on November 24, reportedly failed to produce any Ph.D student, as claimed by the candidate which completely violates the stipulated educational qualification.

He pointed out that the stipulated educational qualification as mentioned in the application form, clearly states that a candidate should be a research guide and produce a Ph. D. student.

 “The matter came to light after a thorough investigation was done by a team of ATSUM at Manipur University and other equivalent universities of India so as to unearth the discrepancies that has inflicted the recently announced principal candidates for the colleges of Manipur”, asserted secretary education, ATSUM.

 He alleged that in fact the person in question had submitted his thesis after it was hastily compiled with the help of some professors from Manipur University and submitted to his guide but was eventually rejected and returned to him.

 “One fails to understand how the MPSC could entertain such candidate who has failed to fulfil the prescribed educational qualifications. If proper verification had been done at the time of the screening process many of the recommended candidates would have not made the cut”, Singsit asserted.

 He said that the notification issued by MPSC on November 24 wherein, it recommended 13 candidates for the post of the Principals for colleges within the state was circulated with three riders.

 Rider one clearly indicates that Dr. Meisnam Binota Devi had not completed her 15 years mandatory regular service. He asked how was she included in the short-listed candidates and inquired where are the eyes of MPSC.

 How MPSC brazenly failed to notice that the person in question despite her liability was allowed to sit in the interview; is this not cronyism, he further asked.

 He also pointed out that the API calculation is also shrouded in mystery as it has come to light that Manipur University reportedly has only one qualified expert for the calculation of Academic Performance Indicator (API) of research scholars but he was not included among the member of the screening committee.

 The director of the internal quality assurance cell (IQAC) who was the competent expert on the matter was allegedly also not invited; Kakai Singsit maintained while adding that since the API calculation was done in the absence of experts, ATSUM highly doubts the authenticity of the academic antecedents of the recommended candidates.

 ATSUM had earlier slammed MPSC terming it as ‘Mockery’ Public Services Commission while tagging it as ‘Mother of all controversies’ stating that every recruitment conducted by the commission are endemic with controversy.

Nemcha pays surprise visit

Social Welfare and Cooperation Minister, Nemcha Kipgen today paid a surprise visit at the head office of the Directorate of Social Welfare, Government of Manipur.

 During the visit, Minister Nemcha checked and inspected all the rooms of the department and strongly urged the employees to consider the office campus as their own home and maintain cleanliness all around. As there is a famous saying, “Cleanliness is next to Godliness,” one can efficiently and smoothly complete any task successfully if one’s work in a clean environment.

 Kipgen also stresses punctuality to be of utmost importance to run any organization effectively. She appeals all the employees to complete the official working hours (8 hours) every day. If need be, she encouraged the staff to even extend the working hours with an aim to complete the tasks. There should not be any pending tasks, she asserted.
