Community radio powerful tool for social development: Heptulla

Community radio powerful tool for social development: Heptulla

Our Bureau

IMPHAL | Sept 21

Community radio serves as powerful tool for community empowerment and social development, especially in regions that are hard to reach, have low levels of development and social parameters.

This was stated by governor, Najma Heptulla, speaking on the opening day of the first community radio awareness workshop, organised by the ministry of information and broadcasting, government of India in collaboration with SMART (Steering Modern Applications For Real Transformation) at Classic Grande Hotel, Chingmeirong here today.

Governor Najma Heptulla and P.D. Sharma, deputy director of ministry of information and broadcasting, attended the 3- day long workshop as distinguished guests.

Continuing her speech, Heptulla said she first familiarised with the concept of community radio in Australia and Canada which are huge land areas and where physical communication is a big problem.

She assured the participants that she will write to the minister of information and broadcasting, Smriti Irani to promote community radio in a big way in Manipur.

“Let’s see if we can have a community radio at Raj Bhavan so that the public can share their grievances, happiness and experiences with me,” she said.

In her welcome address, Archana Kapoor, Founder, SMART said, “The presence of governor is an endorsement of her commitment to empower marginalised and vulnerable women. This is the first community radio awareness workshop being organised in Manipur though the government of India.”

The purpose of community radio is to provide access, control and ownership of a media platform that helps them to share, talk and discuss their issues of importance which are largely ignored by mainstream media, she added.

Paying thrust on the role of community radio for community development and bonding, preservation of local culture, and local identity, Archana explained that the main idea behind the workshop is to sensitise the participants about the potential of the community radio.

Concerning the Northeast region, P.D. Sharma said, the total Letter Of Intent (LOI) issued is 35, GOPA signed is 8, the total CR stations that became operational is 4 while new applications in process is 7. Stating that the ministry has recently introduced grants for content creation by CRSs, he hoped that the participants of the workshop would apply for a CR license very soon.

Pinky Chandran of Radio Active-90.4 MHz, Bengaluru, said that community radio stations are increasingly becoming core linked civic institutions by reflecting and engaging with different communities.

Further she said community radio is recognition of the diversity in our country and is a clear reflection of the heterogeneity of communities and the multiplicity of dialects.

Amit Dwivedi, assistant project manager, PMU, ministry of information and broadcasting and Khuswinder Singh Bhatia, manager, Broadcast Engineers Consultants India Ltd (BECIL) gave a detailed presentation on the key areas relating to CR policy guidelines, eligibility criteria and the elements of demystifying the process-application, Lol, SACFA & GoPA as resource persons

NEFIS stages protest at UP house

NEFIS stages protest at UP house

IMPHAL | Sept 21

Demanding justice against the suspicious death of Pravish Chanam, activists of North-East Forum for International Solidarity (NEFIS), along with civil voluntary groups and student organisations protested outside the U.P. Bhawan in Delhi today.

A release said NEFIS petitioned the chief minister of Uttar Pradesh decrying the failure of the U.P. government and Union ministry of home affairs, government of India to constitute a CBI inquiry into the death of Pravish. At the same time Manipur chief minister, N. Biren deputing an ADGP for collection of information on the ongoing Noida Police’s investigation is inadequate, it said.

NEFIS has in a separate the memorandum submitted to Union home ministry demanded a CBI inquiry into the case should be conducted, since the UP Police’s inquiry is bound to be heavily biased since its own personnel are implicated in the case, the release continued.

NEFIS also demanded that the inquiry should especially probe the connivance of police personnel with the criminals and hospital authorities, it added.

The release recalled that Pravish had come to Delhi on a visit and had been residing in Safdarjung, Delhi with his friends. On September 8, he went to Knowledge Park in Noida to attend a music concert with his friends and went missing after the concert.

It has been reported that he was taken in an injured condition to Bhim Rao Ambedkar Hopspital around 10:30 pm, where he was given first-aid by a doctor. It is not known that whether after the first-aid he was discharged or forcibly taken away, said the release.

On September 9, at 6:30 am Pravish left the hospital’s emergency ward, the release claimed, adding the following day a call was received by the PCR of an injured person in Sector-31 Market.

The PCR personnel took the injured youth, Pravish to Bhim Rao Ambedkar hospital around 5:30 pm, where he subsequently died, it maintained. His postmortem was done on September 11 and after waiting for 72 hours, the hospital authorities disposed (cremated) the body as there was no one to claim the body, it added.

The release also recalled that a complaint in connection to his disappearance had already been lodged at Knowledge Park Police Station, Gautam Budh Nagar on September 9. The laxity on behalf of the Noida Police and civic authorities is shameful and reeks of conspiracy, it claimed.

24 hour bandh affects normal life in state

By A Staff Reporter

IMPHAL | Sept 21

Normal life was affected in the Imphal area today due to the 24 hour bandh called by an armed group, National Revolutionary Front, Manipur (NRFM).

The bandh was called as a protest against forcing the then Manipur Maharaja, Gambhir Singh to sign the merger agreement with the Union of Indian on September 21, 1949.

Business establishment, educational institutes, petrol pump, shops and market remained closed however hospitals and medical stores were opened.  But later in the late afternoon some few shops started opening.

Only few private vehicles were seen moving during the day time and later in the late afternoon some passenger auto-rickshaw were seen plying along different pockets of Imphal.

Though government offices remained opened, the attendance turnout was reportedly very low.

However there was no sign of any bandh supporters and protester in the street.

Mention may be made that today’s 24 hour bandh called by NRFM is the first most effective bandh affecting the normal life after the formation of the new BJP led government.

As an annual observation, “Manipur Kanba Numit” was organised today at Irawat Memorial Park, Chalou (Lamlai) marking the day for Irawat’s outstanding firm stand to save the territorial integrity of Manipur from the hands of the then Nehru led government.

The event was organised by Irawat Celebration Committee (ICC). On this day, 1948, Irawat and his associated organisations stood like a rock against the then disastrous proposal of forming the “Eastern Province” (Purbanchal Pradesh) propounded by Nehru led interim union government in order to establish an Indian state.

It was on this day that Irawat proved his worth in the eyes of both the Indian government under the leadership of Nehru and the king of the Manipur, Maharaj Kumar PB, he said, adding this was the day that Irawat went totally underground when the movement led by him was banned by the then king. One officer-in-charge was killed in an encounter between the Manipur police and the protestors, he recounted.

Nara continued this is a historic day which later came to be known as Pungdongbam Ghatna. This day is worth commemorating and coming generations should be taught the good deeds done by our revolutionary leader, he maintained. Veteran communist leader, Moirangthem Ibohal, chairman ICC Manipur, Thokchom Tomba, secretariat member MSC-CPI, Langol Iboyaima, deputy secretary of MSC-CPI, Leishangthem Thoirem, among others attended the function as presidium members.

  1. Nara led the people in paying floral tributes at the celebration. A march past contingent also gave the observation a grander look with its beats, skills and uniformity.

The observation was also attended by representatives of All India Students’ Federation, All India Youth Federation, and Manipur Women Council of CPI among others.

Convener of the JAC formed for burial of (L) Ritah Haorei at Leingangching and president of All Manipur Catholic Union (AMCU), Aloysius Zangkhosei Mate while briefing the media at a church at Leingangching said the agreement between the two parties was arrived only yesterday.

It may be recalled, Ritah Haorei wife of Yangmi Haorei of Leingangching, Kamjong district, aged 42, died on August 7 and was denied burial at her own village as her family was excommunicated from the village seven years ago for converting into Catholic Christian. Leingangching or Litan allowed only Baptist Christian to inhabit at the village.

The village headman’s refusal for burial in the village provoked condemnation not only from the catholic Christian community but other from across the country have also joined to express their disapproval over the village rule.

“We are glad at least that we have reached this agreement to bury Ritah in her village area, but not totally satisfied as we are not allowed to bury in her village itself,” said the convener. “We have compromised with the judgment of the village authorities so as not to create any more chaos from this conflict,” he continued.

Five families of village who converted to Catholic were outcaste from the Leingangching and they live in the nearby villages as mere refugees, and among them was Ritah’s family too.

President of AMCU said that this is the third instance that the villagers did not allow burial and the other two were forced to be buried in Hundung, Ukhrul district.

He continued saying that only parts of their JAC’s demands have been met, he urged the resettlement of five families and compensation for the losses of the said families that were excommunicated from the village in 2010 for converting their denomination of Baptist Christian to Catholic Christian.

He also said that “one village, one denomination” rule of the Leingangching village should be abolished terming it as against the Constitution of India.

Ritah’s body was kept at Hundung till the recent agreement between the two parties was made (which took 43 days). The late wife of Yangmi Haorei was buried with proper burial ceremony today at Sikhibung, outskirts of Leingangching and Catholics from over the state came to witness the grand funeral service despite bad weather.

UCM offers Langban Heisoi to 18 martyrs

By A Staff Reporter

IMPHAL | Sept 20

Langban Heisoi (Tarpan) were offered today to the 18 martyrs who had made supreme sacrifice during the June 2001 people’s movement to protect the territorial integrity of the state by the United Committee Manipur (UCM) at Kekrupat memorial complex.

Speaking to media persons, UCM president, Johnson Elangbam said that the indigenous people of the state is at a crucial juncture as the number of non-local is increasing day by day.

Electing a non-local as MLA in the Jiribam district clearly shows that the state is being slowly taken over by the non-local, he added.

Johnson continued that in order to safeguard the indigenous people of the state many civil bodies and student bodies have taken up many forms of agitation and steps.

But a civil body “All Jiribam Linguistic Minority Organisation” standing against the action taken up by civil bodies to safeguard the indigenous people of the state is very unfortunate, said Johnson.

He asked the political leaders of the state to give pressure to the central government to amend the article 371 (C) and  to give special provision to safeguard the indigenous people of the state before it is too late.

The president claimed that steps taken up to safe the indigenous people of the state by civil organisation cannot be termed as “anti-nation” by non-locals.

Water scarcity hits Sugnu hard

THOUBAL | Sept 20

People living in areas under Sugnu Assembly constituency, which has been flooded by the heavy rainfall since the past few days, are facing scarcity of drinking water. The locals have appealed to the government to immediately extend help.

At present, Chairel and Nungoo villages under Sugnu assembly constituency are lying submerged under water that reached up to waist level. Around 150 houses from both the villages including ponds for drinking water are all submerged. Paddy fields of around 200 hectares are also lying submerged.

The villagers are helpless to face the situation as the submerged paddy fields were recovering after they were being sown again since the recent flood that destroyed most of them. To add to their woes, the villagers are facing scarcity of drinking water. They have appealed to the government and NGOs to provide immediate help.

Meanwhile, the keirak Wabagai roadway at Wabgai Keirak is lying under water due to the flood caused by the overflowing of Sekmai river. It has affected the people in a large scale while travelling down the road. The locality came out in the morning today to assist the travellers passing by.

‘Loktak must be saved from city effluent, funds for Flying Doctors in pipeline’

By A Staff Reporter

IMPHAL | Sept 20

The Manipur governor, Najma Heptulla, in an interaction with local media at the Raj Bhavan today said she is personally concerned but not directly responsible for invoking Schedule 10 of the Constitution to initiate up disqualification motions against seven Congress MLAs who have flocked to the folds of the ruling BJP.

She also implied that the disqualification procedure would have to be set into motion by the Congress party against its defector MLAs, only then an arbitration process on the matter can begin.

“In any case, this is not my responsibility” she said.

The governor was answering a query whether she as the Constitutional head of state, is not distressed by the manner in which the provision of the Constitution which defines the Anti-Defection Law was being rubbished and turned upside down in Manipur.

Asked whether allowing defecting MLAs to sit on the Treasury Benches in itself does not amount to giving a nod to defection on the part of the Assembly, she said it is essential for the Congress to first make a complaint, otherwise legislators crossing the well of the House will not be deemed as defection.

On being pressed whether she felt bad about the development, she said she has stopped feeling bad about the matter as there are too many more important things to worry about in the nation in recent times.

She also explained how she herself was a lawmaker when the Anti-Defection Bill was passed therefore is well aware of its intricacies.

Touching on another matter, the governor said her earlier plan of introducing a “Flying Doctors” project to ensure health facilities reach even the most remote corners of the state in time is ready to take off.

She said she has spoken to the Prime Minister as well as the DoNER minister on the matter and already Rs. 25 crore to get the project rolling is in the pipeline.

Heptulla also briefed the gathering of her plan to put into effect the cleanliness mission of the Prime Minister, Narendra Modi.

“I was touched when the Prime Minister from the familiar grounds and spoke of the need for the return cleanliness in every walk of life in India in his first ever Independence Day speech from the ramparts of the Red Fort in New Delhi three years ago,” she said.

“The Prime Minister’s idealism in this regard is also in keeping with the vision of Mahatma Gandhi, the Father of the Nation,” she added.

She said she herself is also going to take up the initiative and launch a cleanliness drive in the Imphal area beginning from October 2, the birth anniversary of Gandhi.

“I will be inviting children to the Raj Bhavan on the day to launch the drive in a symbolic way,” Heptulla added.

“This is essential not only for the health of Imphal city but equally to save the magnificent Loktak Lake from further degeneration”, she further said.

“Loktak today is being choked by the filthy effluent of Imphal city washed down to the lake by rivers that flow through the city,” she said adding, “Venice could be our role model in management and nurturing of a healthy aqua culture.”

She said she once considered the idea of having plastic water bottles banned as they are a big contaminant of the Loktak environment but was advised by an expert working on plastic waste management that rather than ban, they can be recycled into plastic foams to make mattresses, pillows and cushions, adding she has asked for details on what would be needed for such a project.

In the meantime, she said she will ask the government to introduce more dustbins in the city. She will also put in her mite to ensure the state is able to acquire state-of-the-art machineries for waste management and disposal.

She however said all such projects can only succeed if the people too were made conscious of the need of the time and cooperated. “As for instance, they must deposit their bio-wastes and plastic-wastes at different bins so that either can be sent to their respective disposal or recycle plants,” she explained.

She said her other dream is to green Imphal and the rest of the state ever further. Towards this, she said Eucalyptus trees must be banned from the state, for these are non-indigenous and not suitable for the place.

She also said she is exploring ways create more jobs in the state by the use of its rich bio-resources without causing any damage to its natural environment. “The way to do this could be to set up manufacturing plants for ayurvedic medicines in collaboration with well-known companies dealing with such products. My mission will be to generate jobs as well as augment people’s income in an environmentally sustainable way,” she explained.

Asked whether she is working for the decommissioning of the Ithai Barrage to help revive the Loktak eco system, she said she has  been in consultation with experts on how this can be feasible or desirable.

The governor said she is also pained whenever she sees people not respecting the national anthem. “When it is being sung, everybody must stand in attention till the song is through. This includes cameramen covering ceremonial functions of the state.”
