New Delhi, Aug. 5 (ANI): Days after the UPA Government gave its nod for the formation of Telangana, the Bodoland Members of Parliament staged a protest outside the Parliament here on Monday for creation of a separate state.
“Today we have deiced to stage a demonstration in front of the main gate of the Parliament House to raise the long pending demand for the creation of a separate state of Bodoland so that the people of the whole nation may come to know about the Bodoland. Bodoland demand is a very very ancient demand, very genuine demand, much decade old demand. It is very must justified, legitimate and democratic right of the Bodo people of Assam,” said Bodo People Front (BPF) MP Sansuma Khunguur Bwiswmuthiary.
Bwiswmuthiary further said if the UPA Government headed by Prime Minister Dr. Manmohan Singh can give its nod for the formation of Telangana then it should also take a decision to create a separate state of Bodoland.
“We want similar kind of justice, equitable kind of justice. We would like to urge upon the Government of India to take appropriate positive political decision to create a separate state of Bodoland carving out of the present state of Assam in order to help ensure survival and existence of the Bodo people,” he added.
Another Bodo People Front MP Biswajit Daimary said that they would raise their demands for a separate state of Bodoland in the Parliament.
“We are staging a protest here and want to raise this issue in the Parliament.
They are giving Telangana then should also give us Bodoland. Why they are showing the sympathy to Telangana people and not us,” he added.
The Bodo People Front has also sent a notice to Lok Sabha Speaker Meira Kumar to raise the issue in the House.
Thousands of people of the Bodoland Territorial Autonomous Districts (BTAD) gathered in Assam’s Kokrajhar town yesterday, and slogans ‘No Bodoland, No rest’ and ‘Divide Assam 50:50’.
The All Bodo Students’ Union (ABSU) has called for a 60-hour shutdown in Assam to press its demand for a separate Bodoland state. The trains services to the northeast in Bodoland have been disrupted due to the shutdown called for separate statehood. Assam CM Tarun Gogoi has said that people have the right to agitate, but no one can take laws into their hand.

Lina Lamneilhing Chongloi on 24 June 2013 won the tiara as Miss Bharat 2013 at Hotel Ronak Plaza, Bhopal, where Dr Mahesh Aman Gandhi has been the Event Director and it was Power by Aman Gandhi Film Production Mumbai. A month after, on the night of 28 July 2013 at ITA Machkhuwa Hall, Guwahati, Miss Lina L. Chongloi made the people of her village and the entire Manipur state in general proud once again by winning the tiara of “4th Miss India North East”.

Haijang is a remote village of Kangpokpi sub-division under Sadar Hills, located just 5 Km. away from Kangpokpi Town.
But as far as development is concerned the village has been left out from many developmental works. A small Inter Village Road is the only road that connect he village to the outside world. But this remote village produced many youths who contributed various credits to the State and the Nation in different fields.
The 21 years old Lina Lamneilhing Chongloi is a loving daughter of Lhunkhopao Chongloi and Phallhing Chongloi of Haijang Village. They are farmers. She was born as the fifth children to her parents on 16 March 1992.
Lina L. Chongloi competed with 26 stunning ladies from the North East states except Sikkim and Tripura at the 4th Miss India North East 2013 at ITA Machkhuwa Hall, Guwahati on 28 July 2013. While Lina L. Chongloi won the 4th Miss India North East 2013 title, Ipsheeta from Jorhat, Guwahati was crowned the 1st runners-up title and Kiran Laishram born and brought up in Guwahati became the second runners-up at the Pageant power by t2 in association with hotel gateway grandeur and sponsor by hero Honda. The Event Director was Mr Pratishyam Das.
While speaking with the UNA, Lina L. Chongloi said that, “Today’s pageant contestants are more educated and competitive than the past. Earlier, there were a high school students contestants but we have a bunch of better contestants nowadays.”

Imphal, Aug 1 : 27 Assam Rifles under the aegis of Headquarters 28 Sector Assam Rifles and Headquarters IGAR (South) organised a ‘Know your Assam Rifles’ Camp at Govt Secondary School, Wangu and Don Bosco School, Sugnu. The camp was organised with an endeavour to acquaint the students with the multiple facets of the Indian Army and the Assam Rifles.
The event included a lecture cum presentation on career options in the Armed Forces, the various options to join the Indian Army and Assam Rifles, an interactive session with the students and the faculty, a cultural programme presented by the students of the school and presentation of sports amenities to the school by 27 Assam Rifles.
The highlight of the Camp was a weapon cum equipment display and the response was overwhelming with the young generation wanting to know about the various options available for entry into the defence forces. It was indeed heartening to see the future generation take such a keen interest in issues confronting the nation.
Officers of 27 Assam Rifles during their interaction with the students exhorted them to focus on their studies in order to pave a concrete path to pursue their dreams and to put their best foot forward in the service of the community and the nation.

IMPHAL, Aug 1 MNS NNN: Newly appointed chief secretary of Manipur PC Lawmkunga has affirmed that he will focus work for the equal development of the hills and the valley districts. He also said that functioning of offices in all the districts will be strictly monitored so that no room is given for misgovernance.
Talking to some journalists at his new chamber today, PC Lawmkunga said he will give maximum effort for the all round development both in the hills and the valley without any bias.
PC Lawmkunga had succeeded DS Poonia as the chief secretary of Manipur.
Several tribal based organisations have been elated after another tribal has been appointed as the new chief secretary of Manipur after a long gap.
It has been almost 20 years now that a tribal was the chief secretary of Manipur in H Jelshyam.
PC Lawmkunga has assumed office for the first time as the chief secretary of Manipur today succeeding DS Poonia. He appointment was announced late yesterday.
PC Lawmkunga is a 1979 Manipur-Tripura Indian Administrative Service cadre. He was born on October 1, 1955 in Mualthuam village, Mizoram.
Meanwhile, Committee on Protection of Tribal Areas, Manipur (COPTAM), Indigenous Democratic Front (IDF), All Manipur Tribal Students Union, Manipur (ATSUM) and All Manipur Tribal Union (AMTU) while congratulating the new chief secretary, have expressed gratitude to the government of Manipur and chief minister O Ibobi Singh for having had appointed a tribal as the chief secretary of Manipur.
These tribal based bodies expressed optimism that a tribal becoming the chief secretary of Manipur, will ‘soothe the wounds’ of the hill people.
COPTAM, ATSUM, AMTU and others have been urging the government not to skip the senior IAS officers who are tribals while appointing a new chief secretary of Manipur in the last few months. These bodies have been saying that there are lots of tribal bureaucrats who should be given their due shares while alleging that tribal IAS and IPS officers have been overlooked while appointing the chief secretary or the director general of police (DGP) in the state. However, the appointment of PC Lawmkunga has satiated them to certain extent.
UNA adds the Kuki Inpi Manipur expressed its heartiest congratulations and warm welcome to the recently sworn in as the first citizen of Manipur Dr. Ashwani Kumar, the Governor of Manipur and high profile pen pusher person Pu P.C. Lawnkunga, IAS as
the new Chief Secretary of the State.
The general secretary of Kuki Inpi Manipur (KIM) Khaimang Chongloi, on behalf of the KIM lauded the Chief Minister O.Ibobi Singh, and his SPF Government for doing justice in the administrative affairs by appointing P.C. Lawnkunga, the senior most and deserving IAS officer to the prestigious top post of the government.
“The appointment of P.C. Lawnkunga as the new Chief Secretary of the State without any partiality shows a delivery of justice and transparency of the O. Ibobi Singh led SPF Government”, Khaimang Chongloi added.

IMPHAL, July 31 NNN : A delegation from Knowledge Exchange Networks (KENs), an organisation of Manipuri Diaspora, on Wednesday met Chief Minister of Manipur O Ibobi Singh and urged him to take steps to enhance the human value of the people of the state.
The delegation included Mr World 2013 Ngangom Shantikumar and his wife Chen Nan Tai from Taiwan, and Prof N Bidhan from South Korea, and Dr L Jibon KS, Director in-charge, Manipur Institute of Management Studies at Manipur University.
The team told the Chief Minister that the human value in Manipur is much lower than other countries of the world and urged Ibobi to set up an emergency service in the state to provide quick response to any emergency situation.
Ibobi welcomed the suggestion while stating that such emergency service for the public will be successful in the state like other countries if initiative is taken by the Government with the cooperation of the public.
Later, the delegation handed a book ‘Emergency Service in Manipur’ to the Chief Minister during the meeting.

Imphal Jul 28 MNS/UNA: Manipur chief minister O Ibobi Singh Sunday stressed the need for a serious introspection to the solve the problem of smuggling and abuse of psychotropic substances in the state, asserting that inspite of stringent laws and Acts, “many unscrupulous and selfish people appear to be still indulging in smuggling of such substances.”
Addressing the inaugural function of a one-day seminar cum workshop on relationship between police and media held at the banquet hall of the 1st Battalion Manipur Rifles Sunday, the chief minister said that inspite of the stringent laws and Acts enacted by the government there appeared to be rampant misused of this (psychotropic) substance.
Reiterating that many unscrupulous and selfish people were still appear indulging in smuggling of such substances, the chief minister said that the law enforcing agencies like police and the Army are no exception to such illicit trades.
As a result of this, “We failed to see its reduction,” he said, adding “should we go for its profitability unchecked without caring for its ill effects to the society.”
“We need a serious introspection to solve the problem before more damage is done,” the chief minister said, observing the problem becoming so pervasive and stressing the urgent step to stop this menace.
The seminar cum workshop jointly organized by the Manipur police and All Manipur Working Journalists’ Union (AMWJU) mainly concentrated on the role of media and police in dealing with crime against women, mob justice and smuggling and abuse of psychotropic substances which were on the raised in Manipuri society.
In his address at the inaugural function, the chief minister asserted media working in tandem with the academicians and law enforcing agencies was the need of the hour.
“The role of media in bringing awareness of these social evils to the general public and persuade even the crime prone persons to desist from committing crimes may perhaps be possible when media in tandem with the academicians, law enforcing agencies like the police is the need of the hour,” he said.
Media, academicians and law enforcing agencies were the moist powerful stakeholders in the society and they have to evolve a means to confront this menace concertedly, he added.
The seminar cum workshop was organized under the theme, “how police and media can work in tandem o deliver better justice to the people.”
Speakers and panelists including the chief minister defined “mob justice” as taking the law into one’s own hand without going into the allegations of crimes by the mob. In the process the lives and properties of alleged perpetrators were inflicted or destroyed then and there without cross checking the alleged crimes.
“Very often such justice violates individual’s human rights.
Initiation of such action without going to through the legal process of police investigation often resulted to the acquittal of the criminals in the courts,” chief minister O Ibobi observed.
The seminar observed a raise in the crime against women in Manipuri society. Despite widespread media coverage and public disapproval, incidents of such crimes against women are increasing and seriously affecting the society.
Image of the society which was once considered very respectful to the womenfolk in the past has been tarnished.
“Unless something is done in time our society will not be safe for the womenfolk to venture out alone and in lonely places. Ways to check this crime is the need of the hour,” Ibobi said, sharing his opinion during the seminar.
State revenue and law minister Th Devendro and president of the All Manipur Working Journalists’ Union’s Wangkhemcha Shamjai attended the function as president and guest of honour of the inaugural function which the chief minister attended as chief guest.
In the first session of the seminar talkers namely K Sarojkumar Sharma, correspondent of The Times of India, M Rajen, additional SP Imphal East, Dr Homen, Prof of Bodhachandra College delivered speech on mob justice. Dr M. Mohendra, former member of steering committee, NER Vision 2020 moderated the session.
In the second session which was moderated by state DGP Y Joykumar, women journalists Anjulika Samom and Ratika Yumnam and women police officer Laishram Sarda talked on crime against women.
The third session discussed on the topic police-media relationship.
Talkers of the third session were Salam Bharat Bhushan, founding editor of Hueiyen Lanpao, SP Th Radheshyam of Bishnupur district and assistant prof Natasha Elangbamof Mass Com Department of MU. Editor of Manipur Mail N Sanatomba was the moderator.
The menace of psychotropic substance in the state was discussed in the fourth session of the seminar cum workshop. Rinku Khumukcham, editor of Imphal Times, IGP Clay Khongsai (IPS) and Chinglen prof Meisnam of Economics Department, MU were the talkers of the fourth session. Prof. L. Lokendra Registrar, MU attended as the moderator.

The Kargil war, which began in May 1999, lasted more than two months before Pakistan soldiers withdrew from the mountain tops they had occupied overlooking the Srinagar-Leh highway in Operation Vijay. The day is being observed every year on this day to commemorate the heroism displayed by the soldiers who laid down their lives during the Indo-Pak war in Kargil.
Addressing the function chief minister O Ibobi Singh said that the day is being observed to salute the martyrs of operation Vijay and the heroic soldiers of the Kargil war.
He reminded brave soldiers from Manipur who had sacrificed their lives to defend the country in the war and said that heroic those Manipuri soldiers who had died defending the territorial integrity of India and their sacrifice would remain forever in the mind of the people of the state.
Manipuris were proud of their sacrifices, he said urging the people of the state to remember the sacrifice made by the brave soldiers.
The chief minister said “We all are citizen of India and that we as an Indian Citizen must safeguard the unity and integrity of the country at all times.”
He further recalled the freedom that India got from the British after a long struggle and said the sacrifices made by the heroic soldiers must not go in vain. “We all must unite together and defend our country,” he called for.
(BJP), Manipur Pradesh observed the day at it’s office with its president Th Chaoba in the chair.
Floral tributes were given to the martyrs with speeches extolling their sacrifices and bravery being made by the dignitaries.
Seven jawans from Manipur was martyred in the war and the BJP made special tribute paid to them.
The party also issued an open letter addressed to the President of India on the Food Security Ordinance, terming the move by the centre to implement it only in Congress ruled states as a gross violation of the constitutional principle and raising the question as to why the same should not be implemented in all the states. The seven martyrs from Manipur as followed Ch. Nicholash, Ng. Bening Moyon, S. Genneithang, S. Daikho, Jamkholet Vaiphei, Kaleshwor Kom and K. Asholi Mao.

Imphal, July 24 : The third Indo-Myanmar Regional Border Committee Meet between India and Myanmar was organized from 23-25 Jul 13 by Red Shield Division at Leimakhong under the aegis of Spears Corps of Indian Army. Several high ranking officials of the Myanmar delegation led by Commander of North West Command with top ranking representatives from Myanmar Army and various departments of the Government attended the meet.
The Indo-Myanmar Regional Border Committee Meet is a landmark event which provides an opportunity for representatives of Security Forces and government officials of both nations to discuss and resolve crucial issues relating to border management, bi-lateral cooperation and counter terrorism strategy. This forum also offers an opportunity to the delegates to exchange views which assist in further strengthening the bonds of co-operation and friendship among both the countries.
On 24 July, Lt Gen AK Sahni, General Officer Commanding, Spears Corps also handed over Seven Bailey Bridges to Myanmar Army at Leimakhong to the Myanmar Army.
The Myanmar delegation was represented by Maj Gen Soe Lwin, Commander, North West Command who accepted the Bailey Bridges. IMPHAL, July 24 : Manipur Chief Minister Okram Ibobi Singh said on Wednesday sportspersons of the state need to take part in game and sports in the interest of the nation by using their excellent talents to succeed easily.
Ibobi was participating in a function marking the 7th anniversary of the National Sports Academy (NSA) at Khuman
Lampak Sports Complex here. He said, “Let us work hard together to fulfill the objective of the academy which was established in the interest of the nation.”
He said it is the sheer pride for both the state and Central Governments when this academy makes the young sportspersons of the state good personalities possessing fine character and discipline.
Ibobi said if they are really playing for the nation, success will come to them with flying colours.
Parliamentary Secretary for Youth Affairs and Sports, M Prithiviraj who was also present at the occasion, said, “We should preserve the sports culture of the state which is also known as ‘sports powerhouse’ in the country.
The academy was established on July 24, 2007 under the sponsorship of the Ministry of Development of North Eastern Region (DoNER).
It aimed at generating world class young players besides giving education to them. The academy trains players in six different disciplines—archery, boxing, judo, tae-kwon-do, wrestling and weightlifting.
Students can pursue their academy career from class 6-12 at the academy which is affiliated to CBSE.
Dr RK Nimai, Commissioner, Sports, N Ashokumar, Director, Youth Affairs and Sports (YAS), members of NSA School Management Committee and Principal of the academy, staff and students also took part in the function.

IMPHAL, July 23 NNN: A large number of enraged young candidates seeking to appear in MBBS, BDS entrance test 2013 stormed Manipur Health Directorate office here and ransacked it.
Candidates who have prepared for the Pre-Medical Test (PMT) are demanding the state government of Manipur to hold the entrance exam after the Supreme Court quashed the Medical Council of India’s (MCI) notification for holding common entrance tests for MBBS, BDS and post-graduate medical courses on July 18.
Around 6000 candidates were to appear in the MBBS, BDS entrance test, but a Manipur Cabinet decision cancelled it and announced that the state nominees for MBBS, BDS courses would be selected from the National Entrance Eligibility Test (NEET) merit list.
On Tuesday, enraged MBBS, BDS candidates including members of the Manipur MBBS, BDS 2013 Entrance Exam Guardians’ Association numbering about one hundred stormed the Health Directorate office at Lamphelpat in Imphal and ransacked it.
The protesters later met Health Director A Bijoy in his office. The test cannot be held without the consent of the state Cabinet who had earlier cancelled it, K Arun, secretary of the guardian association quoted Bijoy as saying during the meeting.
The protest was organised to put pressure on the state Government to take steps to conduct the entrance test soon.
Separately, the parent association of the NEET UG 2013 selected candidates of the state urged the Government to conduct counselling for the successful candidates for their medical college allotment.
S Raghubir, president of the guardian association for NEET UG 2013 talking to newspersons at the Press Club here said the counselling has already conducted in other states and UTs like Rajasthan, Punjab, Goa, Delhi Assam, Uttarakhand, Nagaland and Kerala.
He appealed the state Government to conduct the couselling immediately.
TEET which is well known among medical students as CBSE NEET is a Medical Entrance Exam which was conducted first time on May 5, 2013 by Central Board of Secondary Education (CBSE), as a qualifying exam for admissions in full time medical courses like MBBS, BDS.
Starting of this exam on May 5 replaced CPMT/ AIPMT- All India Pre Medical Test.
Every year various Medical Universities and states of India conduct the qualifying entrance exam of Pre Medical to find suitable, eligible and interested candidates for the field of medical who want to pursue Medical as career. Now, CBSE is inviting qualified candidates for NEET UG 2013 Counselling for their medical college allotment through NEET result score card 2013 which students got on June 5, 2013 after the result declaration of NEET 2013.

Imphal, July 20 : A man who was kidnapped and confined by NSCN (IM) for about three months managed to escape. HG IGAR N said in a press hand out today that 37 AR under the aegis of HQ 6 Sector AR/ HQ IGAR (N) assisted in rescuing an innocent civilian who had been kidnapped by NSCN (IM) on 18 Jul 13, near Heningkunglwa, Peren Dist. The victim who identified himself as Amon Sanjao, age 44 years is a resident of Bishenpur, Manipur and is a timber merchant. As per the victim, he was kidnapped from Senapati by the cadres of NSCN (IM) on 16 Apr 13, as he was not able to pay extortion amount of Rs 1,50,000 demanded by the group. He is believed to have been kept in captivity for almost three months in an isolated house near Jalukie. He narrated harrowing tales of confinement, torture and maltreatment by NSCN(IM). The victim managed to escape from the captivity on the night of 14/ 15 Jul 2013 & had been wandering in the forest for almost three days till he was spotted by a AR patrol and rescued.
On 18 Jul 13 at approx 1430 hrs the individual was found by the patrol of 37 AR, near Heningkulwa while he was wandering in the forest.
On realising the plight of victim, personnel of AR provided him immediate first aid required to negate the onset of dehydration. The AR facilitated the victim being able to contact his family and thus reassure the family with regards to his safety. The victim has been handed over to the Police on 19 Jul 13.

Of Immunohaematology & Blood Transfusion, RIMS, Imphal at Keithelmanbi on 20 Jul 2013. Dr. A Meina Singh, Head of Department gave an awareness talk on blood donation to the troops before the blood donation. A total of 50 personnel including officers from No 4 Wksp Assam Rifles, 40 Assam Rifles and HQ 9 Sector Assam Rifles donated a total of 50 Units of blood and the same was handed over to Dr. A Meina Singh by Lt Col S Bhatia, Commandant, No 4 Wksp Assam Rifles to be used by the Blood Bank, RIMS, Imphal for the needy people undergoing treatment at RIMS, Imphal.

Imphal, July 19 : Chief Minister O Ibobi inaugurated Thoubal session court today . He said he was happy that ThoubalDistrict has got its own District and Session Court today. With this a new chapter has begun in the re-organisation of the District Judiciary System in Manipur. His Government always supports that the Judiciary and the Executivework togetherto build a strong justice delivery system in the Manipur State.
He recalled the speech of the Prime Minister Dr.Manmohan Singh at the inauguration of the Joint Conference of Chief Ministers of States and Chief Justices of High Courts, held recently in New Delhi,where he had assured that the Union of India would increase appropriately the quantum of funding for the scheme under which they provide support to the State Governments for the creation of infrastructure for subordinate judiciary.
He said he was conscious of the enormity of the task wewould encounter in giving every District of the State to have their own District and Session Courts in a phased manner within this short period of five yearsto which his Government had already taken decision recently. The Cabinet decision was taken in view of the State having now its own High Court as well. All these endeavours certainly involves financial expenditures. The State on the other hand, though not in a sound financial position because of the limited revenue resources and other factors, duly consider the proposals for the Judiciary as the Government has its obligation to build a strong judiciary system.
He was confident that establishment of District Courts in all the Districts will enhance not onlyquality and capacity building of the judicial officers but also for the practicing Advocates so that the State gets a quantum jump in justice delivery system.
He said he was aware that the social issues are drawing attention ofboth the Centre and the States to rising crimes such as rape against women, children etc. The numbers of cases instituted in all the Courts are still low. Speedy disposal of cases is the vision statement of the nation. The faith of the public in the Judiciary depends on the speedy disposal of cases. To achieve all these goals, nevertheless, co-operation from all sections of the society is also required. He hoped that the Thoubal Session Court is empowered by the High Court to deal with cases under special laws such as the Family Courts Act and Narcotic Drugs and Psychotropic Substances Act.
Besides, there is a lot to be done for the Juvenile Justice System. This is another area where my Government is concerned with cases of missing children. The system needs improvement and if necessary, workshops or seminars at the State level with the participation of senior civil and police officers, the judiciary, the prosecution and stake-holders give the concrete recommendations for implementation at the earliest.
He said he was aware that the High Court of Manipur has also undertaken to bring in the practicing lawyers for training on their capacity building in the programme of the Manipur Judicial Academy. He believed that the practicing lawyers will take opportunity of such training since the improvement of the Justice Delivery System needs improvement for both the Bar and Bench.
Justice Abhay Manohar Sapre, Chief Justice, High Court of Manipur was also present in the function. He emphasized the importance of court in every district to ensure the benefits of judiciary system in the state.
Th. Debendra Singh, minister of Law and Legislative Affairs, Dr KhRatankumar, Works minister, Justice N Kotiswar Singh, Judge, High Court of Manipur and ThIbohal Singh, Advocate General were also present on the occasion.

IMPHAL, July 19 NNN : A litre of petrol has cost now Rs 120 and that of diesel is Rs 90 or more in black market in Imphal. Prices of other essential commodities too are sky-rocketing.
Due to the massive landslide at Phesama in Nagaland, supply of commodities to Manipur has been choked since July 8.
Just after the four days agitation of the Kuki State Demand Committee (KSDC) since July 8, the massive landslide had occurred at Phesama area of Nagaland and since then Manipur bound goods trucks have been stranding in Nagaland.
Since the damaged portion of the National Highway 2 will not be repaired during this rainy season as per the authorities’ decision, there have been panick buying of essential commodities in the state capital Imphal.
Oil pumps have closed their business since yesterday save for a couple of pumps, black marketeers are doing brisk business with the state government choosing to close its eyes on the development.
Reports said that a filled LPG cylinder has been sold anything between Rs 1000 and Rs 1500 in black market. Speculations are doing the round that in the next few days the cost of the same commodity may cross Rs 2000 mark. The availability of the cooking gas is also a matter of concern now.
In the next few days, all the activities are likely to be affected due to non-availability of fuel.
Whenever there is long blockade, functioning of schools and offices too are usually badly hit as transportation has become a big problem.
Meanwhile, it is the poor section of the society that is going to be hit hard as the prices of essential commodities are fast shooting up.
