MPHAL, April 8: A 20-day workshop on “Moirang Prava” organised by the Repertory for Performing Arts of Manipur under the aegis of the Ministry of Culture (CFC), government of India, New Delhi has begun on Monday at Manipur Dramatic Union here.

The inaugural function of the workshop was attended by S Videshshwor Sharma, secretary, Manipur State Kala Akademi, Imphal as chief guest, Kshetri Jugindro, director, Manipur Ensemble as president and S Jati Singh as guest of honour.

Speaking on the occasion, Videshwor said it is the task of all the artistes and directors to promote Moirang Prava and other art forms of the state.

He also said he was thankful to the organizer of the 20-day workshop and underlined the need of joint efforts and cooperation in promoting Moirang Prava.

Videshwor also said only practice can lead an artiste ahead and that success is impossible without proper practice, and appealed the people of Manipur to contribute in promoting and saving the Moirang Prava form of art.

IMPHAL, April 8: A recent sitting of the Advisory Board on National Security Act has approved the detention of 20 under-trials under the act.

According to a source, the 20 UTs include Maibam Ratan Meitei, 42, son of M Ibohal Singh of Hiyanglam Makha Leikai, Arambam Bisheshwor Meitei alias Abung Singh alias Nanao Singh alias Chaoba 30 son of A Isheihanba Meitei alias Chaoba of Langdum Maning Leikai, Yensembam Romeo Singh, 29 son of (L) Y Thoiba Singh of Langdum Awang Leikai who have been detained since February 16, 2012.

Others include Asem Momon Singh, 41 son of Matum Singh of Langdum Makha Leikai who has been detained since February 20, 2012, Kangabam Bor Singh, 43 son of K Ibobi Singh of Langdum Lairembi Leikai detained since February 16, 2012, Takhellambam Nobo Singh, 34 son of T Iboton Singh of Sandrok Mayai Leikai detained since February 20, 2012.

Further according to the source, others also include Shijaurumayum Mocha Sharma alias Momocha alias Manglim, 32 son of (L) Sh Ramkrishna Sharma of Branhapur Aribam Leikai, detained since February 18, Okram Arbind alias Herachandra alias Yaiphaba Meitei, 31 son of O Shamungou Singh of Lilong Chajing Mairenkhun detained since February 20, 2012.

Further according to the source, the others also include Keithelakpam Tiken Singh alias Jiten, 44 son of (L) K Anganghal Singh of Naoremthong Khullen Leikai detained since February 23 and Thono Poumei, 29 son of Lono Poumei of Liyai Khullen village, Tadubi and Athisei Mao, 30 son of Lohrii Mao of Chawainamei Khunou village, Tadubi both detained since February 24.

Others include Elangbam Surchandra Singh, 32 alias Khanganba son of E Nityai Singh of Pukhao Naharup Makha Leikai and Snajembam Sunita Chanu alias Lemchang, 27 daughter of Bomcha Singh of Khhotodamei, Bangladesh a/p Uripok Tourangbam Leikai both detained since February 23, 2012.

The remaining are Gurumayum Inao Sharma alias Nanao alias Khugamani alias Bamon, 32 son of G Ibomcha Sharma of Wangkhei Pukhrambam Leirak, Seram Sanatomba Singh alias Seraba, 42 son of Khellendro Singh of Chajing Karam Makha Leikai, Paonam Santa Singh, 42 son of (L) P Gandhar Singh of Lilong Chajing Karam Makha Leikai, Koijam Jeeten Singh alias Jiten, 41 son of (L) K Koireng Singh of Kiyamgei Mayai Leikai, Chongtham Bobbycha Singh alias Bobicha, 40 son of (L) Ch Manglem Singh of Singjamei Chingamathak all detained since February 28, Asem Thoiba Singh, 47 son of A Tomei Singh of Liwa Lambi Oinam Leikai and Khaidem Indrakumar Singh alias Indra, 36 son of (L) Kh Manihar Singh of Yumnam Leikai Lairembi Maning Awang Leikai both detained since, February 29, added the source.

IMPHAL, Apr 8: The preliminary round of district level written quiz competition of the third “Khangminnasi Iramdam Quiz 2012” sponsored by HERICOUN was held at GP Women’s College, Imphal.

At the written quiz competition participated by around 100 teams from different districts of Manipur, CC Higher Secondary School, Tiny Tots Unique School, Dewlaland, Sacred Heart School, Porompat and Model Academy, Uchekkon bagged the first, second and third position respectively for Imphal East.

For Imphal west, Jonstone Higher Secondary School, Herbert School and Little Master English School, Shamurou secured the first, second and third position respectively.

For Thoubal district, Martin Grammar School, Kakching, Jenith Institute of RK Muktasana Higher Secondary School, Thoubal and Jawahar Navodiya, Umathel got the first, second and third position respectively.

For Bishnupur district, Loilam Public School, Moirang Khunou, Public School, Ningthoukhong, and Wangoo Government School, Wangoo and ST John English School, Nambol secured the first, second and third position respectively.

Teams for the final round to be held on April 16 have been selected from among the winners of the preliminary round, HERICOUN informed in a release.

HERICOUN also expressed gratitude to all the individuals who extended a helping hand to organize the preliminary round of the quiz competition.

The institution of a separate high court for Manipur has been a long-standing demand of the state legal fraternity. And it is justified considering all the practical problems faced by litigants and in the interests of timely justice delivery. Besides, it is provided in the Constitution of India. Article 214 of the constitution clearly says ‘There shall be a High Court for each State.’ The issue could have been resolved when Manipur attained statehood in 1972. For example, a separate high court was established in Uttaranchal when it became a full-fledged state. But at that point of time the situation was such that creation of a separate High Court for Manipur was not possible, despite the fact that Constitution of India provided for the same. It was much later that, a separate Imphal Bench was created under the Gauhati High Court. As time passed, all the north eastern states in India started having a separate Bench, with the Gauhati High Court as the principal seat. In the present case of Manipur, the physical infrastructure has come into place with the inauguration of functioning of the Imphal bench of the Gauhati High Court in the spacious new complex at Chingmeirong. The Imphal Bench has been functioning out of the erstwhile Manipur Hotel complex for the last so many years. Now, the problem of inadequate courtrooms and of space constraints has been solved. On the other hand, there is no dearth of good lawyers and other legal professionals in the state. So, what excuse is there for the government of India to deny such a demand? We think not. The state Chief Minister Okram Ibobi Singh has also made his move by seeking the support of the Supreme Court and High Court judges present at the inauguration. His next move should be taking into confidence all the political parties and the entire political class. The support of civil society is also very essential. There are other justifications of a separate high court as well. Manipur’s population had increased manifold since the attainment of statehood and the number of litigants are increasing day by day. Besides the difficulties and practical problems faced by the litigants while seeking appeals at the principal seat at Guwahati in terms of costs, there are many administrative problems as well at Imphal. The registry at Imphal Bench is controlled from Guwahati. This is also one of the most important factors causing high pendency rate. Although the number of pending cases in Imphal had come sown in the recent times following the Uma Devi vs Karnataka case, 6000 pending cases is still huge for the bench. Even with the introduction of IT connectivity, there are still many practical problems in the administrative set-up. With the passage of time, the backlog of cases which need immediate hearing and disposal, is multiplying. Certain factors appear to be emanating. Many cases cannot be heard by Benches presided over by the local Judges for some reason or another. Therefore, many cases had been transferred to the Principal Benches as there was unavailability of Benches at Imphal and the same has been a costly affair for the litigants. The amount of time and financial resources spent can now be curtailed with the establishment of a separate High Court for Manipur. The Chief Justice of the High Court is the administrative head and is the first amongst equal among the Judges of a High Court. The Chief Justice sits in the principal seat at Gauhati and it is on very rare occasions that the Chief Justice presides over the Bench at Imphal, mainly for the reason that time does not permit as the Chief Justice of Gauhati High Court has to see the affairs of all the North-Eastern States of India. The superintendence befitting the administrative function of the lower Courts at Manipur has never been satisfactory by any standard as the State of Manipur does not have a separate High Court or a Chief Justice of its own, who can understand, ensure discipline and meet the requirements of the lower Courts in Manipur. In short, a separate high court should be established in Manipur.

New Delhi, Apr 7: Reports have been published in a section of the media regarding CBI investigation in the Dara Singh alleged fake encounter case and other investigations pertaining to the State of Rajasthan . Facts published therein are unsubstantiated and require clarification.
CBI clarified that it has investigated number of cases in the State of Rajasthan, on being entrusted by the Supreme Court / High Court of Rajasthan or on the request of Govt. of Rajasthan. The CBI investigation of the cases was conducted in professional, fair and transparent manner to unravel the truth.
In the Dara Singh alleged Fake encounter case, the Supreme Court of India, vide its order dated 09.04.2010 had directed the CBI to investigate the Case,on a petition filed by wife of deceased Dara Singh . Dara Singh was killed by the SOG police officials of Rajasthan on 23.10.2006 in an encounter. It was alleged by the family of the deceased that the encounter was fake.
The CBI accordingly registered the case on 23.04.2010 and took up investigation after a gap of more than three years on the orders of Supreme Court. After painstaking and thorough investigation, CBI filed charge-sheet on 03.06.2011 against 16 accused persons and kept the investigation open against the then Minister of Rajasthan u/s 173(8) CR.P.C. In spite of efforts made by interested parties to obliterate and destroy the evidence before & during the investigation, CBI could detect the case. During the course of investigation, accused persons were examined and given sufficient opportunity to present their plausible explanation / defence.
During the period of further investigation, accused persons were interrogated as well as statement of witnesses was recorded. All of them shed light, not only on the incident but also the conspiracy. A clear picture, thus, emerged about the entire case and CBI filed supplementary charge sheet on 05.04.2012, against the former Minister(presently an MLA), after full investigation including interrogation of the arrested accused.
Taking someone into police custody depends upon the requirements of investigation. Police custody of an accused is generally required when some material fact is to be ascertained from an accused, which was not so in this case, as the accused joined the investigation and had submitted facts desired by CBI.
Moreover, it is generally a requirement in the Courts of Rajasthan that the accused has to be forwarded to the Court along with the charge-sheet.
Further, this case is being closely monitored by the Supreme Court of India. Till date, CBI has submitted four Status Reports as per the directions of the Court. Court had given direction to the CBI to complete the investigation by 6.4.2012 in all respects which the CBI could comply. Matter is already listed before the Hon’ble Supreme Court on 13.4.2012.
Contrary to reports published in the media, CBI has had an excellent track record in investigations conducted in Rajasthan. The Bureau has filed exhaustive chargesheets in the Bhanwari Devi alleged Abduction & Murder Case after completion of a difficult investigation. A Former Minister of the Rajasthan Government and another MLA & others were arrested and chargesheet was filed revealing the role of all the accused. Further investigation u/s 173 (8) CrPC is still continuing.
The cases relating to Gopalgarh in Bharatpur district of Rajasthan were registered by CBI on 11 October 2011 on basis of notification by Department of Personnel & Training, Govt. of India, on the request of the State Government of Rajasthan. On 13 September 2011 ,over a land dispute at Gopalgarh Village,there was altercation between two communities , which led to rioting and some lives were lost.
During CBI investigation, 15 accused were arrested, and a chargesheet against 10 accused persons, were filed for rioting and other relevant offences.
Investigation is still continuing as 18 more cases with regard to incident in Gopalgarh have been registered in Feb 2012.
It may be further mentioned that High Courts all over the country and the Supreme Court of India have time and again reposed faith in the CBI by entrusting investigation of complicated & sensitive cases. This is the best appreciation that the CBI can get for its professional ability and also the reflection of the motto on which CBI stands- Industry, Impartiality and Integrity.
