Imphal, July 2 : Chief Minister, O Ibobi Singh today presented a budget estimate of Rs 8434.64 cr for 2012-13 in the State Assembly. Mr Ibobi who also holds the Finance portfolio said of the budget estimate Rs 3500 cr is under Plan, Rs 4366.12 under non plan and Rs 568.5 cr under various central government schemes. He said the government will start with a deficit of Rs 600 cr.
The total revenue estimate is about Rs 6158. 63 cr while capital expenditure is estimated at Rs 22376 cr. Salary expenditure is about 52 percent of total non plan expenditure he said. The expenditure for police is Rs 689 cr, for education Rs 548 and health Rs 134 cr. Pension expenditure is projected at Rs 680 cr.
Total receipt for 2012-13 is estimated at Rs 8232.66 cr. The state plan will be financed by centre at about 98 percent, Rs 450 cr is assigned to take up priority projects under special plan assistance.
The Planning Commission has not taken into account the negative opening balance of Rs 600 cr and hence we have to extra cautious he added. To monitor plan expenditures the government has introduced third party monitoring system. Evaluation study on central projects will be done by an independent agency.
This year Rs 80 cr will be sanctioned for tribal areas, Rs 15 cr for barrack construction. For upgradation of roads Rs 120 cr has been assigned.
Outlay for agriculture has been increased to Rs 139 cr. As there is shrinkage of land, erratic rainfall the government has allocated Rs 608 cr for irrigation department and Rs 549 cr has been made under Accelerated Irrigation Benefit Programme (AIBP) he added.
Expenditure on state police and para military forces has doubled during the last two years. Expenditure last year was 21 percent of total non plan expenditure.
To improve power sector Rs 130 cr has been allotted and for social, education, sports, arts and culture Rs 187.73 cr has been approved. Main thrust of the plan would be on reducing the infrastructure deficit and expanding capacity in key sectors.
The state government’s vision for the 12th five year plan is faster, inclusive and sustainable growth.
Home Minister, Gaikhangam said he would pursue the Ministry of External Affairs to open an office in Imphal as people were facing hardship to get passport.
Gaikhangam said six personnel were assigned to take training on pass port related issues as asked by External Affairs ministry. The directive of the ministry to take signature of the applicants at the office itself has caused lots of problems he said. People of the state are compelled to go all the way to Guwahati for passport related matter he said.
Earlier, Dr I Ibohalbi moving a call attention motion on the issue said the Guwahati office caters to the needs of the entire north eastern states and half of the applicants are from Manipur. A counter was opened at the Imphal post office to collect passport applications but it could not serve any purpose as people had to go to Guwahati which wastes lots of money and time he said.
There are lots of cultural, sports, arts, education, official and other activities in Manipur which require immediate opening of a passport office in Manipur , Dr Ibohalbi said.
Chief Minister, O Ibobi also presented the budget estimates for 2012-13, report of the Manipur Public Service Commission and State Vigilance Commission.
During question hour, Dr L Ibohalbi said Village Defence Force (VDF) personnel were used for police and insurgency related works though they were paid just around Rs 3000 a month. Gaikhangam, Home Minister said there are 10,050 VDF personnel in the state.

The four cadres of KNA killed in an encounter with a team of 44th AR at Phiko Village about 35 kms from Chasad PS yesterday were identified as Thangboi Mate (23) Mongjang Village, Chandel, Lunongam Haokip (42) Lamcha Village, Ukhrul district, Jankhojang Haokip (31) Phungtha village, Ukhrul and Mangtilen Haokip (25) Mongjang village, Churachandpur.
In another incident, a youth who was found shot dead with his hand and feet tied at Utubi Loukol under Yairipok PS on June 28 was identified as Khumanthem Sunil alias Nanao (21) Awang Khunou Lamkhai under Patsoi PS.
He was arrested as cadre of KCP from Jiri on March 24 and came out of jail in May and worked as second driver in a bus plying between Imphal and Ukhrul. He called his younger brother over money for marup.
Meanwhile the post mortem of three persons killed in a clash between two villagers at Lunghar village, Ukhrul were conducted today.

Imphal, July 2 : On 02 July 12, HQ IGAR (South) undertook a plantation drive under “GO GREEN FORTNIGHT” with an aim of saving and regenerating flora in Manipur .The project aims to reclaim the natural setting of yester years and preserve ecological balance in Manipur. The “GO GREEN FORTNIGHT” is planned over the area of responsibility of IGAR (S) from 01 Jul 12 to 15 Jul 12 and will cover area around Mantripukhri, Pallel, Tengnoupal, Somsai, Chassad, Shangshak, Keithalmanbi, Thoubal, Kakching, Sajik Tampak and Churachandpur. A large number of ornamental plants/trees, (Gulmohar, Ashoka Tree, Sagun, Morphankhi, Arjun Tree, Palan Tree, weeping hellion), Fruit trees/plants (Jack fruits, Mango, Litchi, Guava,Banana Jamun),
Medicinal trees,(Kapoor, Neem, Pine, Eucalyptus, Peepal, Generic) will be planted during this green drive. Maj Gen U K Gurung, YSM, IGAR (S) inaugurated the event by planting the first sapling. Speaking on the occasion IGAR(S) said “It is matter of serious concern that the forest cover is depleting rapidly and the plantation drive is a big leap forward towards, greener & eco friendly Manipur. While highlighting the environmental benefits of trees, he also expressed concern regarding the adverse climate change in Manipur due to deforestation and exhorted all to preserve the bio diversity of Manipur. Guwahati, July 2 : Prime Minister, Dr. Manmohan Singh, made an aerial survey of flood affected areas of Assam today. He along with Sonia Gandhi, Chief Minister Gagoi made an aerial survey of the flood affected areas of Jorhat, Dhemaji and Lakhimrpur districts. He witnessed the extensive damage that the floods have caused. The people of Assam are facing one of the worst floods in recent times. These floods have led to loss of lives and have afflicted considerable damage to crops, embankments, roads, and other infrastructure. About 77 people have died and 5 are missing and more than 2,000 villages and over 19 lakh people have been affected.
Till today, 77 people have been killed and nearly 20 lakhs people have been affected by the floods in Assam as the state continues to experience the worst calamity since the second week of June. The present calamity is said to be the worst since the 1998 floods.
All Assam Students Union (AASU) is not happy with the Prime Minister for not declaring the present Assam floods as ‘national calamity’ while the All India United Democratic Front (AIUDF) and Asom Gana Parishad (AGP) lamented that just Rs 500 crore is too small an amount for a big magnitude calamity like the present one.
Besides the human casualties large number of animals have also been killed by the floods including domestic and wild mostly from Kaziranga National Park (KNP).
Nearly 20 lakh people are rendered homeless from over 2000 villages in Assam since mid June.
Assam has since mid-June been experiencing the worst floods since 1998. Incessant rainfall across the state and the surrounding hills has deepened the crisis leaving 77 people dead and 19.5lakh people homeless in more than 2,000 villages.
Assam government has opened 768 relief camps for thousands of flood affected people.
Army and National Disaster Relief Force personnel have since June 27 rescued more than 8,000 marooned people. In some areas of Tinsukia and Sonitpur districts, the flood-affected people had to be airlifted.

The NSCN-IM and the government of India have been engaging in formal dialogue since 1997.
On Monday, the Naga Hoho said they had met the Opposition leader of the Lok Sabha and the ‘Naga negotiator’ in New Delhi during their trip in the national capital in the third week of June.
“In pursuance of the decision of the consultative meeting convened by the Naga Hoho on 8th May, 2012 at Kohima, a five member team led by Mr. Keviletuo Kiewhuo, President, Naga Hoho visited Delhi in the 3rd week of June, 2012 and met responsible authorities of the Government of India engaged with the Indo-Naga peace process, the opposition leader of the Lok Sabha and the Naga Negotiator to impress upon them the need to hammer out an honourable settlement of the Indo-Naga issue at an early date,” the Naga Hoho has said today.
It then claimed that the responses were positive and encouraging and the Naga Hoho was assured of the seriousness and sincerity for working out a settlement that is workable, honourable and sustainable at the earliest possible time.
The Naga Hoho team also had a consultative meeting with members of the Delhi Cell of the Naga People’s Movement for Human Rights and the Naga Students Union Delhi to update them on the Delhi visit before returning to base.

The assembly deliberated on a range of issues such as, the KSO office plot located at Kabo Leikai in Imphal; the KSO’s Study Centre at Manja, Assam; KSO’s education policy with theme,” Teaching Free Education” etc.
The assembly resolved not to compromise the KSO plot without the consensus of all the Kuki students.
The study centre at Manja, Karbi Anglong in Assam shall function at the earliest time possible. The education policy adopted by the KSO shall be pursued vigorously with likeminded student body.

MNS: The Naga Peoples Movement for Human Rights (NPMHR) express its deep condolence on the death of K. Lyton, K. Rawung & K. Pamleiyo of Sihai village who were killed on 30th June 2012 at Phangrei, Ukhrul District.
NPMHR understands that there is a longstanding land dispute between Sihai and Lunghar villages. However, what appears to be premeditated violence and brutality that resulted in the killing of the three young men and gravely injuring another is totally and absolutely uncalled for and NPMHR condemns the same.
NPMHR urges people from both villages to exhibit restrain and refrain from further violence. It appealed to the leaders and elders from both villages to exercise their collective wisdom in resolving the dispute and to prevail upon their respective villagers to abstain from violent means and acts.
NPMHR further ask Tangkhul civil societies and other organisations to help and assist both villages in finding peaceful means to settle the dispute which has the grave potential to flare up again. The incident has profoundly shocked and outraged the sentiments of people; NPMHR envisions a future generation who do not have to inherit such history of hate and conflict and prays that wisdom will prevail upon both villages.
