Based on specific intelligence a search operation was carried out in general area K Gamnom village near Khuga Dam under Churachandpur District. During the search operation, one UPPK cadre was apprehended by 1/11 Gorkha Rifles under the aegis of “Red Shield Division” on 05 Jul 2012.
The individual was later identified as Pvt Shamjai @ Abung, s/o (Late) Neganglung of Thangmeiband, Imphal. One 9mm Pistol of Chinese origin with magazine was recovered from his possession. The apprehendee alongwith the recoveries was handed over to Imphal West Police Station.

Imphal, July 7 (MNS/NNN): The three premiere higher secondary schools in Manipur will commence normal class by July 9, T Pramodini Devi, Principal, TG Girls’ Higher Secondary School announced Saturday.
Pramodini announced this while addressing a press meet at the Manipur Press Club which was also attended by Principals and staff of Tamphasana Girls’ Higher Secondary School, Johnstone Higher Secondary School and CC Higher Secondary School.
Pramodini expressed heartfelt gratitude t o the state Education Minister M Oken for construction of new class room buildings and initiation for expansion of science laboratories in the three premier higher secondary schools and introduction of a new means of executing office works through a website.
Session for the year 2012 has been delayed as more students were admitted to these three schools beyond capacity, she cited, adding that the expansion of class rooms are now completed so normal class will be commenced by July 9.
The new hostel building of TG Higher Secondary School whose construction works started back in 2008, has not yet been completed till date, Pramodini lamented. She also urged upon the government to look into the matter in the interest of the student community.
The Kuki students Organisation in a letter to the Education Minister said there is shortage of teachers in hill districts. Classes have started and there will be problems if teachers are not immediately sent. There is shortage of 2152 teachers. Government should re engage 772 teachers on contract basis it was demanded.
The minister was appealed not to deny education to students in hill areas.

Imphal, July 7 NNN : Manipur Aids Action Net (MAAN) has appealed to the state government to endorse the Revised AIDS Policy during the ongoing monsoon session of the Manipur Legislative Assembly today.
As the effort to control HIV and AIDS without answer to the problems of the People Living with HIV/AIDS (PLHA) and attempt to prevent and control it without the active participation of the PLHA has been a futile, Lalpu Hmangte, general secretary, MAAN told a press conference at the Manipur Press Club.
He said in view of the needs, MAAN had organized a consultation workshop on AIDS Policy during which five committee members were elected. They are Arjun Singh, SASO, Chitra Ahanthem, Sobita Mangsatabam, WAD, P Varu, Engender Society and Hegin, MNP+, Hmangte further informed.
The Manipur State AIDS Policy (review) Committee was also pleased to incorporate the suggestions and proposals of the new committee, he added.
Hmangte said several requests were made to Health Minister Jayentakumar, Speaker I Hemochandra and Dr I Ibohalbi, Secretary, MLFA of the previous SPF-I government for early implementation of the revised state AIDS Policy in the year 2010.
The revised AIDS Policy needs to enforce in the best interest of the PLHA and the general population in order to bring to halt to the spread of HIV, the MAAN general secretary maintained.

New Delhi , July 7 (ANI): Congress spokesperson Renuka Choudhary hit back at Bharatiya Janata Party (BJP) leader Yashwant Sinha for dubbing Prime Minister Dr. Manmohan Singh a ‘consultant to the government’ despite remaining in power for almost eight years.
Choudhary told media that the world respects Dr. Singh as an able economist.
“I don’t think Yashwant Sinha remembers what he did as finance minister; we will wait till we can ask him those questions. That is his personal opinion; I don’t want to react to that. It is another matter that the whole nation and the whole world holds our Prime Minister in high regard, so Yashwant Sinha’s opinion is his personal opinion and he is most welcome to it,” she said.
Sinha, who was the finance minister during BJP-led National Democratic Alliance government, had earlier taken a jibe at Dr. Singh and called him a ‘consultant’ to the government, saying the latter could have made full use of the opportunity given to him since he has held the reins of the nation for eight years now.
“They are all platitudes. You see the problem with Manmohan Singh has been that he has always acted as a consultant to the government, saying what should be done, what need not be done. You know he has been Prime Minister for eight years, before that he was finance minister for five years and clearly, he had all the opportunity in the world to implement what he believes in,” said Sinha.
Sinha stated that the Prime Minister and his Cabinet cannot always put the blame on the National Democratic Alliance (NDA) rule for all problems facing the country.
“The mess is domestically created and it is the government, which has created the mess. This is something, which has to be understood. I went through his interview and I find that he is constantly offering alibis, you know and the worst part of it is that he says they had to undo what we did, when we were in the government,” said Sinha.
“As if all the problems in India from 1947 onwards can be laid at the door of the NDA Government between 1998 and 2004? Why was India partitioned? Because of the NDA Government. Why is the Kashmir problem there? Because of the NDA government?” he asked.
Sinha further said that during the last eight years Dr. Singh’s name has been dragged into several controversies; either related to the scams or economic slowdown.
Dr. Singh in an interview to a leading national daily earlier said that ‘there is no realisation that a reversal to an earlier era is neither possible nor desirable; even a neighbour like China has understood the logic of an open economy and is developing the institutional framework which is required for this’.

Shillong, July 7 NNN: Despite of efforts made by the state government, agitators at Langpih Friday maintained that they would only withdraw their “fast-unto-death” agitation, if government is willing to resolve the long pending boundary dispute between Assam and Meghalaya and prove it writing.
This was expressed by the agitators to the State Home Minister HDR Lyngdoh during his visit Langpih on Friday.
“We demand the government to send first its assurances in “writing” for us to decide on our future course of action”, Pynskhemlang Nongshlong who led the fasting protest said.
Nongshlong’s demand was for the government to immediately resolve the boundary dispute, deployed adequate security and bringing developmental programmes in the border.
“We will suspend our agitation till we are convinced that government is truly committed and sincere towards its promises”, Nongshlong said adding “If not, the hunger strike protest will continue”.
Lyngdoh accompanied by a high level delegation of the state government comprising of two MLAs Francis Pondit Sangma and Dr A Pariong besides MDC Irene Hujon, MPYCC president, West Khasi hills district deputy commissioner and superintendent of police visited Langpih to assess on the prevailing situation besides convinced the protestors to call off their agitation.
However, the Home Minister on his part while trying to convince the agitators to suspend their stir said, “I will take up the matter with the state government and ensure that the written assurances be send as soon as possible”.
He also informed that the Chief Minister Dr Mukul Sangma yesterday has sought the intervention of the Prime Minister Manmohan Singh, the Union Home Minister P Chidambaram and his counterpart in Assam on the urgency to find a solution to end the inter-state dispute with neighbouring Assam.
The indefinite hunger strike which begun on Saturday last was led by a 28 year old youth P Nongshlong aimed at putting pressure on the Government of India and the two state governments to arrive at an early settlement to the long pending dispute between Assam and Meghalaya.
However, till today, seven agitators were hospitalized after their health condition deteriorated. Also, a delegation of the Nationalist Congress Party (NCP) also visited Langpih to expressed and show their solidarity with the people living in the border areas of the state.
Meanwhile, the People’s Movement (PM), a group which spearheads the agitation to end the border crisis, petitioned the Chief Minister urging him to “suspend” of any kind of dialogue with the Assam Government and engage itself with the Centre only.
Langpih is one of the villages located along the interstate border with Assam where frequent aggression by Assam government has been resented by the people of the state.
On May 15, 2010, four Khasi youths of the village were gunned down by Assam police personnel during a clash.
Meghalaya and Assam have 12 areas of differences along the border.

The GOC 3 Corps was received by Major Gen UK Gurung,YSM, IGAR (South) at Pallel. The General Officer alongwith IGAR (South) also visited Keithelmanbi and Pallel where he was briefed by respective formation Commanders on prevailing security situation and developmental work undertaken by the Assam Rifles. Of late we have a surge of people’s movement which led to downfall of dictators and people whom we thought will never see decline of their political legacy. We have also seen regime changes and we can only hope that the prominent powers still wielding influence in the region rise to the occasion and resolve the crisis once and for all . The UN has little say in any international conflict except recommending suggestions. What it says is important and states should come together under the UN to resolve the matter. What UN Secretary-general Ban Ki- moon stated on the issue is important as it reflects the opinion of the UN formed to work for peace. He had urged the Security Council to reduce the number of unarmed military observers in Syria and focus more on political efforts to end the Middle East country’s crisis.Ban recommended in a report submitted to the 15-nation Council that the UN Supervision Mission in Syria, or UNSMIS, with a ” reduced military observer component” be redeployed to Damascus from regional cities where the conflict has grown in recent weeks.According to a draft of the report distributed to reporters, the UN chief outlined several options for the force of about 300 unarmed military observers and more than 120 civilian staff in Syria . One of them is to temporarily reduce the number of observers and focus on political engagement until fighting subsides.
“If UNSMIS were re-oriented in this manner, the Mission would redeploy from the field to the capital to minimize risks, retaining core civilian and military observer capacities to focus on the spectrum of initiatives feeding into the political process, ” Ban wrote in the report.
He noted that from a central hub in Damascus , the civilian component would continue liaison and dialogue with opposition and government representatives in the provinces if security conditions allow.”A reduced military observer component would support these civilian-led activities with military liaison and, as it does now, conduct visits to incident sites,” Ban added.”A presence which shifts the primary focus to engagement recognizes that without a platform for and confidence in a political process, there is little more UNSMIS can do to urge the parties towards a cessation of violence,” the UN chief explained.The divided Security Council must make a decision on the future of the UN mission in Syria before July 20 when its mandate expires. The Council is scheduled to discuss the issue on Wednesday and is due to vote on July 18.UNSMIS was established by Security Council Resolution 2043 of April 21, 2012 to monitor a cessation of armed violence in all its forms by all parties and to monitor and support the full implementation of UN-Arab League Joint Special Envoy for Syria Kofi Annan’s six-point plan.
