Imphal, Oct 24 NNN : The Zeliangrong Youth Front (ZYF-AMN) has alleged that transporters plying along the National Highway 37 have become a problem for the public confining along the highway as the drivers normally carry out their duties after getting drunk.
On October 26, a meeting will be convened on the matter. David Kamei, joint secretary of the ZYF-AMN said in a press statement that there have been numerous accidents occurring along the NH-37 mainly because the transporters are drunk. Citing the past cases, David Kamei stated that drunk drivers of heavy vehicles speeding through villages along the national highway have also been affecting psychologically to the villagers for a long time time. “This mess should be checked by the authorities concerned so as to avoid accidents and also not to create a kind of botheration for the villagers,” asserted the ZYF leader.
As recent as on October 22, a truck bearing registration No. AS-18/8377 driven by a person identified as one Moirangthem Naoba of Moirang who was in an inebriated state, hit a Bolero Invader in which the ZYF team was traveling near Pongringlong (Charoipandongba) village causing damage to the vehicle. “We escaped miraculously,” stated the ZYF leader. The ZYF statement also cited numerous past incidents caused by the drunk drivers along the NH-37.
“There was an incident where a Tata Sumo bearing registration No. MN-01A/ 8779 met with an accident near Khongshang village killing 5 persons with 7 others passengers seriously injured on July 20 this year while trying to divert from the high speed convoy of trucks but the truck responsible for the accident remain untraceable till today,” the ZYF said.

DIMAPUR/SENAPATI, Oct 24 NNN: The United Naga Council (UNC) held today a “very serious meeting” at Senapati headquaters in connection with the “prevailing situation.”
The UNC reviewed the unfurling situation in connection with the Naga peace talks. The sources added that the Naga body deliberated on the move of the state government of Manipur and also reactions by civil organisations in Imphal such as the United Committee Manipur (UCM) and the All Manipur United Clubs Organisation (AMUCO). However, it is not clear the specific stand taken by the Unite Naga Council after the deliberation. The sources also said that the UNC leaders termed today’s meeting as “very crucial”. When queried if any line of agitation was discussed, the sources said ‘at the moment we do not want to disclose our strategies and plans that are to be intitiated.’ “But kindly wait for a a couple of days and by then we will notify our decision,” the sources added.
Meanwhile, a separate source said the Naga frontal organisations are contemplating to react to the opposing move from various quarters on any demand of the Nagas. “We demanded for Naga integration and it was opposed. We demanded for Alternative Arrangement (AA) and again it was opposed. Now, the would-be Naga settlement is also being opposed. What do we do?” pondered the Naga leaders in today’s United Naga Council “very serious meeting.” However, this news piece is yet to be confirmed officially from the UNC.
Ever since the comment of Union Home minister Sushil Kumar shinde was reported in newspapers early this month the atmosphere has been volatile with parties taking pros and cons stands on the Naga talks pulling up their loins while asserting their positions.
Sushil Kumar Shinde’s statement of “Naga-settlement-by-March-2013″ has also fueled many developments with chief minister of Manipur O Ibobi Singh flying to New Delhi more frequent than otherwise. Meetings of Naga civil bodies and that of civil civil organisations in the state capital Imphal become a routine affairs chalking out strategies to their respective stride. The move of the 60 legislators of Nagaland state too had also a factor for the charged up situation couple with the coming of NSCN-IM leaders.

One issue that was considered gone long time back, forgotten by all has bounced back hitting hard the Government where it hurts most. Someone, who knows too much about the manner with which the contract was assigned to K Pro in clearing phumdis, bio mass, from Loktak Lake took the initiative to expose it. But for him none would have taken it as a serious issue. Involvement of dissident group within Congress party in exposing the deal between the Government of Manipur and K Pro cannot be ruled out. The dissident within Congress party are feeling handicapped in demanding change of leadership. Because the high command of the Congress party had declared in the past that the change of leadership in the states including Manipur will be considered after 2014 elections. Lok Sabha election is getting closer and the dissident is looking for ammunition to fire at the Government. The war within the party is out on the street and the matter had fallen in the hands of the opposition parties and civil organisations, which have demanded a probe into the whole episode of allocation of work order and the work done by the agency in clearing phumdis. It remains to be seen how the state Government reacts to all these mudslinging. Congress Party is remaining silent as if it has no clue as to how the Government can be protected on the issue. The task of clarifying the matter was left to the Loktak Development Authority. But the clarification made by LDA was not convincing rather the disclosure made by the LDA was used as ammunition and directed against the same authority. The matter is being discussed at various level wherever some persons sit together. But public memory is short lived, too many issues vanished. Will the Government wait for the issue to face natural death or order enquiry to pacify the angers of the masses. This will be known when the Government declares how it will tackle the matter. Chief Minister O. Ibobi is busy meeting central leaders to counter NSCN demand for giving autonomy as a part of implementation of alternative arrangement. At a time when the entire people should stand united to face head on the attempt if any made by NSCN to disintegrate the territorial integrity of the state the people of the state have been left in a quagmire not knowing which one should be taken up as a major issue the fight against corruption or the fight for protection of Manipur’s boundary issue. Both are important. The only solution to control the public outcry raised against what they call misdeeds of the state Government lies in telling the truth what really happened. All these exposures and subsequent unrest, which are part of the larger political game to dislodge the democratically elected Government may not subside in the near future. The exposure has threatened top level leaders. But our state is different. No Government is changed on the basis of corruption charge. Ibobi Government will sail smoothly. This however does not mean Chief Minister O. Ibobi should give damn to all these exposure made by Tehelka. He must attempt to come out clean.

IMPHAL, Oct 24 NNN: After the Supreme Court of India issued a notice to the Central government as well as the state government of Manipur on October 19 last to withdraw the Armed Forces Special Powers Act (AFSPA) from Manipur following the writ petition filed, the man behind the crusade, Dr. Th. Suresh Singh is confident that the Manipur government will give a positive response to the notice of the court.
Dr. Th. Suresh Singh, former Director of Health Service, Government of Manipur had filed the writ petition which prompted the apex court of the country to issue the notice to withdraw the draconian act from the state.
During a press meet held at Manipur Press Club here today, Dr. Suresh informed media persons that he had filed the writ petition 445 of 2012 on September 19 last for the withdrawal of the AFSPA from the state of Manipur and also to cancel the order of the state government which announced the State excluding the Imphal Municipal areas as ‘disturbed area’.
Dr Suresh said a Division Bench of Supreme Court comprising Justice Aftab Alam and Justice Ranjana Prakash Desai had issued the notice to the Union of India as well as State of Manipur during the court’s hearing on October 19 of this month and added that according to the court’s hearing the reply to the judgement is returnable by November 5 next.
“I am highly confident that the state government will give a positive and favourable response to the Supreme Court’s notice by feeling the pulse of the people and also in the interest of the people of the state”, he exuded while informing that his writ petition was advocated by Jaydev Gupta, a senior lawyer of Supreme Court and Sapam Bishwarjit, a lawyer of the apex court and the Delhi High Court

IMPHAL, Oct 24: All the 60 Zilla Parishad Members who were elected in the recent Panchayat polls held in four valley districts of Manipur on Wednesday took oath of office following which Adakshas were also chosen from among them after voting. Newly elected Adhyakshas, Upa-Adhyakshas, Pradhans, Upa-Pradhans and Ward Members have also formally started taking their respective charges after taking oath of office.
The concerned Deputy Commissioners administered the oath of office and secrecy to all the newly elected Zilla Parishad Members at the oath-taking ceremony held at the DC offices of the four districts. After the oath-taking ceremony, the four Adhyakshas and four Upa-Adhyakshas for the four districts were elected by votes.
Chanam Bijenti Chanu from Yurembam constituency was elected as Imphal West Adhyaksha and Thokchom Sharatchandra of Naoriya Pakhanglakpa constituency as Up-Adhyaksha; Wangjam Tombi Devi from Makeng Dolaithabi constituency was elected as Imphal East Adhyaksha and Thoudam Ibomcha from Jiribam Hilghat constituency as Up-Adhyaksha; Thokchom Ithoibi Devi of Ngaikham Khullen constituency was elected as Bishnupur district Adhyaksha and Amom Brojen from Wangoo Borayangbi constituency as Up-Adhyaksha; Khundrakpam Surnalata Devi of Khangabok constituency was elected as Thoubal district Adhyaksha and Elangbam Manglemjao of Hiyanglam constituency as Up- Adhyaksha.
In the meantime, newly elected 161 Pradhans and 1511 Ward Members of the four districts also took oath of office. The concerned Returning Officers (ROs) administered the oath to them. Out of the 1511 Ward Members, 161 Upa-Pradhans were also elected by vote.
All the Adhyakshas, Up-Adhyakshas, Pradhans, Up-Pradhans have formally taken their respective charges from Wednesday after the oath-taking ceremony was taken place.
The 4th Panchayat polls of Manipur were held on September 13 in the four valley districts of Imphal East, Imphal West, Bishnupur and Thoubal.

The camp kick-started on October 10.
Hungyo Worshang, IAS, assistant commissioner, Senapati, Dr. Loli Mao, District AIDS Control Officer, Senapati and Mrs. Jackie Ruivah, Zonal Director, NYKS, Imphal/Manipur zone graced the conclusion function as chief guest and guest of honour and function president respectively.
Hungyo Worshang while speaking on the occasion emphasized on the need of relatives of the addicts to intervene in a manner best suited to the addicts so as to overcome the drug menace. Harping on the importance of life the young IAS officer said faith in God is also another key to overcoming drug abuses.
K. Kumar Singh, District Youth Coordinator welcome the dignitaries and deliberated the activities taken up by Nehru Yuva Kendra, Senapati. He also advised the campers to carry the message of what they have learned during the 15-day camp.
Dr. H. Loli Mao, District AIDS Control Officer, Senapati shared the traditional practices of using wine (alcohol). Meanwhile, two campers shared their experiences. Both of them appreciated the organizers for taking up such initiatives for the welfare of the drug addicts. NNN

Thirty-two year old Nahakpam Dhramendra of Wangkhem village of Thoubal district who went to the house of his wife’s elder sister on last Saturday along with his wife Soniya alias Chameli (a Nepali) and his two year old son in Ukhrul district headquarters was found dead at a place near the Patrique College, Ukhrul on Tuesday morning. Local sources said that Dhramendra ran away of the house his wife’s elder sister on the evening of Sunday. After he was intercepted by one of his friends who is a rifleman in sixth Manipur Rifles at Ukhrul, he was taken to the Ukhrul police station. IMPHAL, Oct 24 NNN: Joint Committee on Inner Line Permit System (JCILPS) has decided to observe a one-day mass sit-in protest to push the Union Ministry of Home Affairs to mull over the resolution of Manipur Legislative Assembly urging for introduction of ILP system in Manipur.
JCILPS will stage a mass protest dharna on October 31 at Keishampat Lairembi Community Hall in Imphal to remind and urge the MHA to approve the resolution on implementation of ILP passed by the state House on July 31, a statement of the committee informed Wednesday.
The statement further appealed the public as well as all the state ministers and MLAs to join the demonstration. It said sitting idle thinking that the resolution has passed will only make the demand a farce.
“We are expecting mass participation including ministers and MLAs from both the ruling and Opposition at the proposed protest, JCILPS convenor Sapamcha Jadumani told Newmai News Network this evening.
Senior leader of Manipur People’s Party (MPP) O Joy flayed all the political parties in the state on Tuesday for not showing reaction to the recent remarks made by Union Home Minister Sushil Kumar Shinde in connection with a Private Member Resolution unanimously passed in the last session of the Manipur Legislative Assembly session demanding introduction of Inner Line Permit system (ILP) in Manipur.
Shinde had said, “Our Constitution will not allow such things. Any sensible person who believes in the Constitution will not pass such a bill.” The Home Minister made the statement on September 10 in New Delhi. Speaking to mediapersons on the sidelines of the launching function of a ‘wall poster campaign’ at the party’s office, part of the movement being progressed on the demand of introduction of ILP system in Manipur, Joy alleged all the political parties in the state are afraid of their gurus (leaders) in New Delhi owing to which they do not want to act in response to what he said distasteful remarks of Shinde.
The MPP has launched the wall poster campaign consisting of a 5-point- demand and the campaign will cover all the valley districts to reinforce the demand of introduction of ILP system in the state. Flaying Shinde for his statement which rejected the resolution of the Manipur Legislative Assembly, Joy said the Home Minister had shown utter disrespect of democracy.
Not reacting to the statement of Shinde by the political parties of the state is quite amazing, Joy said. He dubbed the attitude of the state Home Minister Gaikhangam, who has allegedly kept silent on the matter, as showing no interest on the ILP issue.
The veteran MPP leader, however, maintained that the party has never said that it does not want outsiders in the state but he mentioned that Manipur has an area of 22,327 sq km out of the total area of 3,287,263 sq km of the country. The hill area measured 20, 089 sq km while the total area of the valley is 2,238 sq km only.
Supporting his statement on the undersized geographical area of the valley, Joy further said the indigenous Manipuri people will have to be naturally wiped out in the event of free flow of influx of migrants in the state and hence the MPP considering the vulnerable situation has launched the wall poster campaign to demand introduction of ILP system. The 5- point- demand included in the campaign are: implement ILP system in Manipur, Union Home Minister Shinde’s remarks have taunted Manipuris, withdraw Shinde’s statement or resign.
