IMPHAL, Oct 31 MNS UNA : Joint committee on Inner Line Permit (ILP) along with the state political parties will stage a protest at Jantar Mantar , New Delhi as part of the continuing protest demanding implementation of ILP in Manipur said Sapamcha Jadumani on Wednesday.
A sit in protest demanding Inner Line Permit System in Manipur was also held at Keishampat junction here today.

During the protest various political parties of the state namely Manipur People Party (MPP), Communist Party of India (CPI), Janata Dal United (JD-U) etc and other state civil organization took part.
President of Federations of Regional Indigenous Society (FRIENDS), Sapamcha Jadumani said that it is quite unfortunate that till today the state government remains silent over the demand for implementation of Inner Line Permit System in Manipur.
He reiterated that if the state government fails to implement ILP systems in Manipur before 18 November then from the next day the committee will start recording details of illegal immigrants .

New Delhi, Oct 31 : Planning Commission has given investment clearance for the scheme “Khuga Multipurpose Project (Medium Revised) of Manipur”. The Project is estimated to cost Rs. 433.91 Crore (2011 Price Level).
The project shall be completed in the financial year 2012-13 and Plan accounts would be closed by 31st March 2013. Project may accordingly be executed as per the approved outlays in the State Annual Plans. The State Finance Department would restrict the expenditure to the approved cost and no additional expenditure beyond approved cost may be permitted unless the revised estimate is got approved following the prescribed procedure. In case of any further cost revision, the project shall be debarred from AIBP funding.
The project Authority must seek the approved of the “Command Area Development Plan” from the Planning Commission. Also the CAD works will be executed concurrently with the project implementation so that the participation of the stake holder farmers is ensured right from the stage of project planning from implementation to maintenance.
This will ensure that the outlay on the project is converted into enduring outcomes in the form of assured and sustainable irrigation benefits to the farmers. The pari-passu implementation of the project would be monitored by the Planning Commission.

IMPHAL, Oct 31 MNS NNN: Manipur Government also observed the Rastriya Sankalp Diwas (National Re-dedication Day) marking the death anniversary of former prime minister of India Indira Gandhi on Wednesday.
CM Okram Ibobi said during the function at 1st MR that the late PM had always tried to protect the integrity of the country and concentrated her mind and body for the upbringing and welfare of the poor and downtrodden.
The true devotion of Indira was that India could never be divided at all and co-existence in peace and harmony was her basic principle, the Chief Minister said.
He said Indira was one of the world prominent leaders who unrelentingly made efforts to make good relations with other countries.
Referring to the present state of affairs in Manipur, Ibobi said the state has been witnessing frequent occurrence of violence during the last few years which has caused a fear psychosis among the people.
The prevalent of violence has also been a major stumbling block to the development of the state and also detrimental in determining the future of the state, he asserted. Ibobi also appealed to all to take a vow together on this day to take part in bringing development and shaping the future of the state.
State HM Gaikhangam said, “We need to follow Indira’s principle in practice if we are really paying tributes to her on this day. Mere observation of the day cannot say that we are really deserved to be her adherents.”

IMPHAL, Oct 31 NNN:The All Manipur United Clubs’ Organisation (AMUCO) has expressed surprise at the recent statement of Union Home Minister Sushil Kumar Shinde that he had met both the Chief Ministers of Manipur and Arunachal Pradesh to solve the vexed Naga issue before the onset of Nagaland election due in March next year.
AMUCO president KT Rehman expressed his opposition to the talk of the Union home minister with the two chief ministers.
KT Rehman said this on the sideline of distribution of pea seeds at the organisation’s office, saying that Shinde’ s move was out of reason and questioned the real motive behind the statement. Rehman questioned why even as the NSCN (I-M) had claimed some territory of Assam, yet it has not been disclosed in his (Shinde) statement.
He said people of Manipur have trust in the assurance given by PM and UPA Chairperson Sonia Gandhi that the territorial integrity of the state would not be touched. However, the recent development has panicked the people, he said.
Whether be it alternative arrangement, supra-state body, southern Nagaland or demand of autonomy, there is no objection from the AMUCO side except that the outcome of any peace talk should not touch the territorial integrity of Manipur, the AMUCO chief said.
Rehman also noted that distribution of seeds was done as a step to promote agricultural activities in the state and to make the land self sufficient and not dependent on outside import in regard to agricultural products, he said, lamenting that in ancient times, the state was not dependent on other sources.
After the state merged with India, food dependency occurred, that when the two national highways were blocked, people of Manipur were put in panicky situation, he stressed.
Government should take up programmes for implementation of agricultural activities as the state is likely to face scarcity of food due to dearth of rainfall.

Kut, the post harvest festival of Kuki-Chin-Mizo groups of people is an occasion of thanksgiving prayers to the Almighty God for the bountiful harvest. The festival occupies a unique position not only among the Kuki-Chin-Mizo groups of people but also among other communities in the State. While extending my heartiest greetings and best wishes to all on the occasion, I also hope and pray that the festival would strengthen the bond of love, peace and brotherhood amongst the different communities living in the State.

New Delhi, Oct 31 : The Central Bureau of Investigation has arrested a Sub Inspector of Delhi Police posted in Police Station, Crime Branch, Prashant Vihar, New Delhi for demanding and accepting a bribe of Rs.Three Lakh from the complainant.
It was alleged in the complaint that one of the brothers-in-law of the complainant was accused in a case being investigated by the Sub Inspector of Police Station, Crime Branch, Prashant Vihar, New Delhi.
The Sub Inspector threatened to frame his another brother-in-law also in the same case and demanded Rs.15 lakh for not framing his another brother-in-law in the case investigated by him. He agreed to take Rs.Three lakh as the first installment against the total bribe amount of Rs.15 Lakh.
After registration of a case, a trap was laid by CBI. The accused Sub Inspector was arrested while demanding and accepting the bribe amount of Rs.Three lakh from the complainant.
During the searches, an amount of Rs.4.25 lakh has been recovered besides the documents pertaining to the acquisition of properties and investments made by the accused.
The arrested accused is being produced today in the Designated Court at Delhi.
The Additional Chief Metropolitan Magistrate, Egmore, Chennai has convicted Sh. S.M. A.K.Rahman (a private person) and sentenced him to undergo four years Rigorous Imprisonment with fine of Rs.4 lakhs in a cheating case.
A case was registered on 31.05.1991 against S M A K Rahman, Proprietor of M/s. Yacoob Industries, Chennai and a Chartered Accountant, Chennai on the allegation that they had entered into a criminal conspiracy during the year 1989 to cheat Indian Bank, Triplicane Branch, Chennai by way of availing Medium term loan. In pursuance of the said conspiracy, Shri S.M.A.K.Rahman opened a Current Account in the name of M/s Yacoob Industries with Indian Bank, Triplicane Branch, Chennai and submitted loan application along with false & forged documents i.e. Project Report, Assets & Liability Certificate, Lease Deeds, Auditors Certificate and advance Certificate with the help of other accused and got sanctioned Medium Term Loan amounting Rs.2.25 lakhs.
The accused persons misutilized the loan amount for their personal needs and the said loan amount was not repaid to Bank. Thus, a loss to the tune of Rs. 2.99 lakh(approx) was caused with cumulative interest to Indian bank.
After investigation of the case, a chargesheet was filed against both the accused persons by CBI before the court of Additional Chief Metropolitan Magistrate, Egmore, Chennai U/s. 120-B r/w 420, 420 IPC.
On completion of trial, Additional Chief Metropolitan Magistrate, Egmore, Chennai convicted. . S M A K Rahman U/s. 420, 468 & 471 IPC and acquitted the other accused (a chartered Accountant of Chennai).

Public Private Partnerships (PPPs) is an effective tool for bringing private sector efficiencies in creation of economic and social infrastructure assets and for delivery of quality public services. The extent of private sector participation in creation of infrastructure, especially through PPP, has shown a promising increase in the recent years. As on January 2012, there were 881 PPP projects with Total Project Cost of Rs. 543,045 crore as compared to over 700 projects with TPC of Rs.371,239 crore by March 2011. These projects are at different stages of implementation i.e. under bidding, construction and operational stages. The broad sectors encouraged under the PPP framework are Highways, Railways, Ports, Airports, Power and Urban Infrastructure etc.
PPP Projects Approved by the PPPAC
The appraisal mechanism for the PPP projects has been streamlined to ensure speedy appraisal of projects, eliminate delays, adopt international best practices and have uniformity in appraisal mechanism and guidelines. The appraisal mechanism notified includes setting up of the Public Private Partnership Appraisal Committee (PPPAC) responsible for the appraisal of PPP projects in the Central Sector. Since its constitution in January 2006, PPPAC has granted approval to 223 projects, with a total project cost of Rs. 212,819.50 crore. Standardized bidding and contractual documents have been notified. These include model Request for Qualification (RFQ); Request for Proposal (RFP) and RFP for technical consultants; Model Concession Agreements (MCAs) for different sectors including Highways (both National and State Highways), Ports, Urban Transport (Metro), Power sectors and Manuals of Standards & Specifications have been developed and standardized. Further, Project Sponsors are encouraged toward projects through a transparent open competitive bidding process, which leads to greater transparency and consistency to the bid process and terms of contract.
Sectoral Distribution of PPP Projects
The maximum number of PPP projects have been undertaken in the Road sector with 447 projects, constituting 51.6% of the total projects. This was followed by Urban Development sector with 177 projects (22.4%), Energy sector with 77 projects (8.9%), Ports with 62 projects (7.2%) and the Tourism sector with 55 projects (6.4%). 225 projects have been completed whereas 410 are under various stages of construction and 184 under bidding stage and the remaining in other various stages. State-wise, Karnataka had the maximum of 105 projects with total cost of Rs. 44,459.85 crore under PPP followed by Andhra Pradesh 98 projects with project cost of Rs. 67,696.31 crore, Madhya Pradesh 86 projects (Rs. 14,928.7 crore), Maharashtra 76 projects (Rs. 45,916.34 crore), Gujarat 72 projects (Rs. 45,315.02 crore), Rajasthan 65 projects (Rs. 16,479.5 crores), Tamil Nadu 50 projects (Rs. 21,491.04 crores), Haryana 35 projects (Rs. 67,840.57 crore), West Bengal 34 projects (Rs. 6,849.8 crore) and Orissa (Rs. 22,652.88 crore), Kerala (Rs. 22,281.54 crores) and Punjab (Rs. 4,653.7 crores) with 32 projects each.
A unique characteristic of infrastructure projects is that the positive externalities caused by projects cannot be captured by project revenues alone. Hence, a project may be economically essential but commercially unviable. Such projects, which are marginally viable or unviable, can be made financially attractive through a grant. Viability Gap Funding (VGF) Scheme was devised for Financial Support to PPPs in Infrastructure. It provides VGF support to PPP projects up to 20 per cent of the Total Project Cost (TPC). So far, 131 projects have been granted approval with TPC of Rs. 67,237.47 crore and VGF support of Rs. 13,077.28 crore. An amount of Rs. 617.00 crore has been disbursed as Viability Gap Funding (VGF) under the Scheme for Financial Support to PPPs in Infrastructure.
The following sub-sectors have been included in the list of sectors eligible for VGF support under the Scheme for Financial Support to Public Private Partnerships (PPPs) in Infrastructure i.e. Viability Gap Funding Scheme.
“Capital investment in the creation of modern storage capacity including cold chains and post-harvest storage”
vide Department of Economic Affairs (DEA) Notification dated March 17, 2011.
“Education, health and skill development, without annuity provision” vide DEA Notification dated May 4, 2011.
“Infrastructure projects in Special Economic Zones and internal infrastructure in National Invest and Manufacturing Zones” vide Notification dated February 2, 2012.
Oil/Gas/Liquefied Natural Gas (LNG) storage facility (includes city gas distribution network); Oil and Gas pipelines (includes city gas distribution network); Irrigation (dams, channels, embankments etc.);
Telecommunications (fixed Network) (includes optic fibre/wire/cable networks which provide broadband/internet);
Telecommunication towers; Terminal markets; Common infrastructure in agriculture markets; and Soil testing laborites” vide Notification dated May 24, 2012.
Scope of Viability Gap Funding (VGF) scheme to support PPP projects in infrastructure has also been extended to attract private investment. The Delhi Mumbai Industrial Corridor (DMIC) is being developed on either side along the alignment of the Western Dedicated Rail Freight Corridor with Central assistance of Rs. 18,500 crore spread over a period of 5 years.
Projects Approved under India Infrastructure Project Development Fund (IIPDF)
The IIPDF assists projects that closely support the best practices in PPP project identification and preparation. The IIPDF supports up to 75% of the project development expenses. So far, 51 projects have been approved with an IIPDF assistance of Rs. 64.51 crore.
National PPP Capacity Building Programme
To intensify and deepen the capacity building of public functionaries at the State and municipal level and to integrate the capacity building programme on PPPs in the ongoing programmes at the State level, a comprehensive National PPP Capacity Building Programme has been developed by Department of Economic Affairs (DEA), which has been rolled out at the State level in collaboration with KfW German Development Bank. Under it, eight different programmes have been conducted and 155 Trainers of Trainers (ToTs) have been covered. 15 States and two Central Training Institutes viz. Indian Maritime University and Lal Bahadur Shastri National Academy of Administration have rolled out training programmes on PPPs and have trained over 700 public functionaries who deal with PPPs in their domain.
National PPP Policy and Rules
Pursuant to the announcement by the Finance Minister in the Budget Speech for the year 2011-12 to come up with a “Comprehensive Policy on PPPs, DEAhas prepared the draft ‘National Public Private Partnership Policy’ which is under finalization. Further, pursuant to the recommendations of the Committee on Public Procurement, and to ensure that the PPP projects are procured and implemented by following laid down process and observing principles of transparency, competitive bid process, affordability and value for money, the draft ‘PPP Rules’ have been prepared.
These are undergoing extensive consultation process at the Central and State Governments level before their finalization.
Online Database
An online database on PPP projects www.pppindiadatabase.com and the website www.pppinindia.com in the country have been developed. The purpose of the website is to provide comprehensive and current information on the status and extent of PPP initiatives in India at the central, state and sectoral level. The potential use of PPPs in e-governance, health and education sectors remains largely untapped across India as a whole, though of late there have been some activities shaping in these sectors.
