IMPHAL, Jan 14: Unidentified persons launched a grenade attack on Hill Tribal Council (HTC) president Jangmang Haokip today in the border town Moreh. However, no one was hurt in the incident.
HTC is a Moreh town based organisation.
Reports said, at around 12:5 pm today, two unknown persons hurled a hand grenade from the gate of Jangmang Haokip’s residence situated at Moreh Ward number 3. The attackers aimed at the window of Jangmang’s house but for the window-net the grenade fell on the verandah and exploded.
Soon after the incident, leaders of all communities in Moreh town held a meeting and condemned the incident. The meeting resolved that a protest rally will be held in this regard in Moreh town on Tuesday. The meeting also resolved that from 6 pm today vehicular movements will be banned and will continue till 6 pm of Tuesday.
Meanwhile, Jangmang Haokip appealed all elements not to repeat such attack on the civilians. He also appealed the higher authorities of all the militants outfits to advise their cadres not to intimidate the innocent public.
Kuki Inpi Manipur (KIM) also condemned the attack on Jangmang Haokip. KIM has asked those involved in today’s incident not to repeat in future.

The trend of drug trafficking in the state is persistent and incorrigible until and unless another revolt of violent transformation like The Third Nupilal breaks out in order to save the youngsters and youths of future generation from being exploited by such trailing drug invasion. So far, numerous illicit drugs like ephedrine and pseudo- ephedrine were impounded whose values worth crores of rupees in the International market by the combined team of Special Intelligence Unit and NAB units in many occasions from ImphalTulihal Airport that are dispatched from Metro airports on cargo flight in the form of consignments. The permissible and authorization of these drugs by the vigilance authority to freight from Metro airports is also a question of wonder. But the sources and the destinations of this drug trafficking are made concealed and this nexus need to be cracking down. Some of the impounded drugs are disposed off in front of the media while many are vanished from the possession. For the first time, the involvement of many high profilers and officials in this drug smuggling is revealed as the valiant cop who leadsthe drug raid was transferred with immediate effect on the following day. The misled of political powers exercised to transfer a valiant cop like Inspector K. Ranjit for performing his rightful duty is gravely condemnable and deprivable. By being a mute spectator or by staging peaceful protests and demonstrations, no amicable solutions will bring forward to stop this social offence of drug trafficking. It is high time to invite for a forceful revolt like another Nupilal to bring forth a change to this deplorable system. Such transformation is the only hope to save the generation next from being gullibly slugged by illicit drugs.
The limit of tolerance for the people of the valley is on the verge of its conclusion and indeed fed up from being the suffered commoners or victims from all dimensions and perspectives of issues like high inflations due to frequent economic blockades as if it is permissible by laws and fashionable; power system failure; corrupt administration and sick governance; fear psychosis possessed in the mind of people as an ill impact of peace talks and autonomy demands; predicament lives in the midst of grenades and IEDs (“if the commoners obtained grenades, to whom are they going to hurl back” is the crux of transformation);and the dark side of globalization and its impracticable gaps. Drawing from various angles and perspectives, a psychic embedded vision is sighted in people’s mind that the people of the valley or the so called Meiteis community is on the verge of its extinction turmoil by horrific issues and agendas and by analyzing  its scale of engulfment it is indeed necessary for the Meiteisto be protected and preserved. Recent surrender dramasand misguidance of gullible youths by taking advantage of unemployment issues causing demoralization of youths of the state is also another factor contributing to therace extinction.At which part of the sphere where we can find a harmonious place to settle and a blissful environment for the young kids to grow and nourish? As life devalues, the future generation will curse us for sure of being a mere mute spectator rather than shaping a safe environment for them to cherish during our time. There shall be no fate for the future generation to cherish but to live a vagabond life slugged by those drug invasions.
Finding a solution, the identities of the concealed high officials and political leaders who are involved in drug trafficking are in need to be exposed and shackled. Dwelling public property for self causes must be stopped at once. Government’s delay tactics, blame gaming, short term memory of the public, negligence in tackling issues and suppression of any uprising movements by compensating with a fistful of money, being mute spectators, starting of many uprisings with a bang but concluded with a whimper without proper settlements won’t bring any amicable solutions to resolve the languished issues of the state.The Governor should intervene and extend his support beyond jurisdiction for the cause of humanity by ostracizing the involved politicians from partaking governance. A collaborative effort is necessary to bring forth amicable solutions against corruption and drug trafficking. Role of media should also be broaden its spectrum by conducting various sting operations against those corrupt leaders and exposing the hidden truths and scams to the public for spreadingawareness and transformational changes. Let us pledge to transform our society from being a state of languish and superseded by the terror of drug invasion. Let us pledge to tackle the drug trafficking issues collectivelyand shackle those involved in such social offences.

What you have to do is drive a vehicle near the traffic island at Khoyathong near PCTC, which is manned by electric signal without men in uniform. You will not be asked to stop or go because there is no traffic stopper at the area. Traffic control there is done by electrical signal. If you can stop when the red light is emitted you can call yourself a gentlemen and if you drive past the area even when the red traffic signal is beaming the onlookers will brand you as rascal. What I saw today was uncivilised people did not halt their vehicles even when the red right was beaming. When will Manipuris learn traffic rules? None will learn. We are out to grab everything if there is a chance for doing that. Traffic rules need to be learnt by VIPs also. If they learn why not lowly guys too will learn. Because all good things come down from above. Lowly guys regard higher ups as their role model so they attempt to learn everything done by their icons. When Aamir Khan had his head cleanly shaven to play a role in a Hindi film thousands and thousands in India imitated his hair style. Likewise lower ranked officers imitate their boss in making sleazy money. Visit any office and the same word that you will hear from top to the lowest level will be do something follow the tradition. When you refuse to pay they will brand you as ungentle guy. A child learns everything from senior. They will imitate all that their elders are doing. At home you behave as upholders of truth yet on the street you defy all forms of rules. How will your children agree when you tell him to stop when the red light is signalled because you had not stopped and your children had witnessed that? Advice needs to be followed up by example. Think for the young children also. We will continue to produce rascals because we have not done anything good for the young children. Even the little space available for the young children to play had been used in the construction of crematorium and community hall. We think for ourselves only. That is evident in the ever increasing of crematorium. We do not want to share the pang of separation of one’s near and dear ones. If you have a crematorium at your Leikai you can abstain from participation in the consecration of the soulless body to the fire. Whatever we are seeing on the street starting from traffic rule violation to unnecessary movement of vehicles at full speed will instil evil spirit in the young minds. Let us think for young children. Behave like gentlemen on the street also. There cannot be two roles one for the public gathering and another on the street. Do not forget everyone is watching you.

IMPHAL, Jan 14: The Revolutionary People`s Front (RPF) has in a press release refuted the claims of Assam Riffles that insurgency in the state had led to many youths going astray and that surrender programs are being organized to bring young people into the mainstream. “Their promises are all hollow and can be seen from the fake surrender dramas that are taking place today, as reported in all the newspapers,” the statement said. Drawing attention to the Bio-data form of the MDF which was also included in the press release as an attachment, it said that the mention of a ” Coy Cdr, 42 Assam Riffles` was proof enough of the complicity of AR in shady dealings. It has further inquired over what the CM and the Home Minister who had earlier announced that action would be taken against those involved in fake surrender programs are going to do about the situation and has questioned their silence.

IMPHAL, Jan 14: An auto rickshaw driver allegedly attempted to kidnap a 12 year student of Kendra Vidiyalaya, Langjing. The 12 year old student is the daughter of Thokchom Devan from Maklang mamang Leikai, Imphal West.

The incident came to light around 10 AM when the girl cried for help. Locals from the  surrounding of Thangmeiband Sinam Leikai caught the auto driver. The girl had hired the auto to return home when she found that school was closed. Instead of taking her home, he took a different direction.     

The driver of vehicle registration number MNO 65-776 has been identified as Mayanglangbam Premjit 22, son of Gullapi of Kakching Khunou, presently staying at a rented room at Tera Bazar. The locals beat him up and later handed him over to mphal West Police for further inquiries.

UKHRUL, January 14: One of the most successful evangelistic Bible camps so far in Ukhrul (HUNPHUN), “the Milestone” under the theme come to me (Matt. 11:28) which was organized by the Hunphun Baptist Church (HBC) from January 9 concluded today.

Altogether, 74 campers took part in the camp, according to the Camp Co-Ordinator, Sharlyn Luikham. IMPHAL, Jan 14: DESAM has announced that the barbers in the state should charge only Rs 20 for haircuts as decided earlier upon by the Labour department and not Rs 30 as they are charging now.

The student body said the Labour department should look into the extra charging by barbers and also added that the student bodies will look into the issue. Meanwhile, a press release of the Manipur Barbers’ Association has said the rate for hair cutts will be Rs 20 as decided earlier by the Labour department.

IMPHAL, Jan 14: KSC Lambulane storm into the semifinal of the 56th Sir Churachand Singh KCSI, CDE Memorial football Tournament after defeating KLASA by 5-4 goals in the tie-break at Mapal Kangjeibung Imphal today.

Playing the last quarter final match of the ongoing CC Meet, KSC of Lambulane defeated KLASA of Keinou by 5-4 goals in tie-break.

KLASA dominated the first half of the match with several attacks however failed to convert any goal.

Eventual winners KSC changed their formation and game style in the second half and dominated the match proceedings.

In 80th minute of match, centre referee H Khamba awarded a red card to KLASA team captain.

One man short KLASA struggled but nonetheless managed a goalless draw at the end of the match.

Centre referee H Khamba awarded yellow cards to Seijalal Haokip in 11th minute and Bonny Laino in 50th minute of KSC and Th Herojit in 35th minute and double cautioned team captain T Shusil in the 40th and 80 minute of the play of KLASA.

The first kick for KLASA was taken by Th Herojit which as brilliantly stopped by KSC goalkeeper Thangtin Pao Khongsai.

The successful KLASA players are L Jiten, S Herojit, A Kenedy and S Homeshor, while Housonpao, Gngulkhoiiem, Bonny Laino, Lamkholen Kipgen and PS Themreishang converted their spot kicks for the winners.

After 59 years KSC of Lambulane entered semifinal stage.

In 1953 and 1954 KSC played upto semifinal round.

Meanwhile, several officials, fans including football players of Manipur were not satisfied with the ground condition of Mapal Kangjeibung.

A number of players of several teams had been injured due to the ground condition. The organizing committee has already decided that both semifinals and the final match will be held at the Khuman Lampak Main stadium.

Maximum numbers of teams and players desired to play their match at the Main stadium Khuman Lampak.

However last year a New Zeland club had played a match at the Main Stadium during which its players and officials had lots of complaints regarding the ground condition.

The first semifinal match will be played between Assam Regimental Center, Shillong and Tiddim Road Athletic Union, TRAU of Kwakeithel on January 15 at 1.15pm at Khuman Lampak Main Stadium.

Assam Regimental Center vs TRAU Kwakeithel will be great match.

Local team TRAU has lots of advantage including home crowd support and the number matches played on the ground.

During the ongoing tourney, TRAU has played some matches with great results.

Drivers Day, a day marked by observations across the state to pay respects to the drivers who ply on the treacherous National Highways of the state is a grim reminder of the travails they face on the road. Left to fend for themselves in inhospitable terrain and remote pockets of the state, drivers on the highways have not been given their due share of respect or recognition. Driving long distances day in and day out can never be described as the best way to live one’s life but for these drivers who does this exactly, the people of Manipur would be struggling to get the bare essentials of life. Given the land locked nature of the state, the highways are the only option for bringing in a host of basic commodities that people need in the span of a day: starting from rice itself. They face innumerable challenges brought upon by the volatile political environment in the state and are often caught in between various state and non state armed groups ranging from physical violence and harassment, looting, arson against the vehicles they drive, wrongful confinement, extortion and even death.

Sadly, there is little by way of protection for the drivers of the state who ply on the Highways except by way of a few compensation cases where the Government has stepped in. But this has been too far and between and have happened only when the cases have taken place during phases of political turmoil of the state. There are no protection mechanisms for the families of the drivers who happen to die because of accidents. The lack of a state mechanism and policy is the main factor aided by the fact that private agencies and owners of the vehicles do not have support systems like giving insurance covers for the drivers. At the society level, there is a total lack of respect for drivers leave alone acknowledging their contribution in the economy and the very nature of the existence of society itself.

People who make a living by driving on highways have the worst in terms of their work hours and their social and family lives. Driving for long hours, they are mostly prone to falling prey to back pains and body aches while being away from their wives or sexual partners make them prone to paid sex leading to chances of getting sexually transmitted infections, including HIV/AIDS. The incidence of truck drivers getting into paid unprotected sex caused enough concern for the National AIDS Control Organization (NACO) to develop and put into practice intervention programs aimed at this section, which is also categorized as a ‘high risk group’.  The adverse effects of long term driving hours on highways are common for everyone. But drivers in Manipur face additional hardships of being stranded for days on end if they happen to be caught in the midst of a sudden bandh or blockade on the highways. The absence of safe places to stay during the course of their journeys is another sore point.

But mostly, most of us tend to ignore the contributions of the highway drivers who ferry goods and passengers from this state to the rest of the region and the country and vice versa. Getting into a token ‘Driver Day’ observation will only be an act of gross injustice if there are no real term solutions and support systems for these drivers, who namelessly serve the people of the state till they die one day and their picture gets garlanded and floral tributes given. Every occasion of the ‘Driver’s Day’ in Manipur marked by floral tributes and recollections of hardships inevitably get stuck with the demand for the Imphal-Jiribam Highway to be completed. Time and again, different agencies including the Government itself, makes announcements and promises that still remain unfulfilled and forgotten till the next big political crisis in the stare happens leading to another blockade of the highways, another bandh and another lot of drivers harassed, stranded and injured. With rumblings over a not so smooth political environment in the state ahead, it would be wise to make the day for drivers by gearing up seriously on completing that Highway.

MNS:- The Minister of Social Justice & Empowerment Kumari Selja, speaking at the Dr. Ambedkar Memorial Lecture on “Remedies to Racial and Ethnic Economic Inequality” here today, said,” It is indeed a pleasure for me to be here today as Chief Guest at Dr. Ambedkar Memorial lecture organized by Indian Institute of Dalit Studies. Dalit is a word in Sanskrit and Hindi which means oppressed or underprivileged. This word is frequently used to refer to the Scheduled Castes, who have historically faced discrimination. Babasaheb Dr. Ambedkar has undoubtedly been one of the central figures in the evolution of the dalit philosophy in India. His works and thoughts have touched almost all serious or important issues in the life of Dalits. For the dalit masses, he is everything together; a scholar par excellence in the realm of scholarship, a messiah who led his people out of ignominy to the path of pride, and a saint who was not after material things. He is always bedecked with superlatives, whatever may be the context in dalit circles.
The major achievement of Dr. Ambedkar was that he succeeded in getting an identity and self respect for the Dalits. He adopted the means of constitutional movements and self-reliance for getting this. Through his movement for Dalits, he made the upper classes to introspect and think about the social inequality. He was able to establish harmony in the demands of the dalits and the society, this resulted in special safeguards against discrimination and enabling features for positive discrimination for these classes in the Indian Constitution. The experience of more than half a century of the Government policies and schemes on the empowerment of the dalits indicate that there has been improvement in the status of the dalits in the ownership of agricultural land and private enterprise, education, in public employment and other spheres. These improvements post Independence have occurred on account of the Constitutional directives, legislative and executive measures, implemented by successive Governments at the Central and State level. Despite these improvements, SCs/STs continue to lag behind and the gap between them and others is still very wide. Their performance with respect to human development is much less than other groups. SCs continue to be landless & asset less by and large. In 2009-10, only about one third of SC households owned some assets. About 58 % of rural and 25% of SC urban households were wage laborer. Only 11% of SC rural households owned private enterprises, when compared to 54.5% others. The SCs also lag behind in access to civic amenities. In 2012, the housing shortage among SC rural and urban households was 55% and 32% respectively compared with 40% and 21% among others.
Similarly 68% in rural and 38% in urban areas, the SC localities did not have proper drinking water facilities, compared with 49% and 20% for others. In 2008-09, about 41 % rural SCs and 7.5% urban SCs were without electricity in their houses, compared with 30% rural and 3% urban for others.
Access to higher education is also low; enrolment rate being 10 % compared with 25% for the others, but dropout rate is high. Unemployment rate among SCs is as high as 17%, compared to only 9.50% among others.
Thus, in term of access to assets, land, private enterprises, employment, education, drinking water, sanitation and housing, SCs suffer deprivation and consequently deeper levels of poverty. Added to this, SCs at many places continue to suffer untouchability, discrimination in public spheres and caste based atrocities.
All these issues relating to SCs/STs and Dalits need to be addressed.Our pursuit for growth has to be socially inclusive so that the gaps in the development of these peoples when compared to others would be bridged in a definite period of time.
The access of dalits to agricultural land and private enterprise and business needs to improve. The productivity of small farmers from Scheduled Castes needs to improve by providing them access to inputs.
The private enterprises owned by dalits etc. needs to be made profitable. The government has introduced policy of affirmative action in procurement. The SCs in rural areas need to be assisted to access sustainable livelihoods. Programmes to secure greater access of quality education, particularly technical education, and skill development for SCs would be evolved and implemented effectively.
Scheduled Castes Sub-Plan (SCSP) is a critical initiative of the Government in closing the development gap between the Scheduled Castes when compared to others. However, the implementation of SCSP needs to be improved.
We are striving to get statutory backing to SCSP through a legislation to ensure its effective implementation. Strategies aimed at securing access to investment, technology and market linkages to SC educated youth also being evolved to promote entrepreneurs among SCs.
We need to focus on effective implementation of SCs and STs (Prevention of Atrocities) Act, 1989. We are also working for its amendment and presently consulting all the stakeholders including State Governments.
The Ministry of Social Justice & Empowerment through Dr. Ambedkar Foundation, setting up a world class Dr. Ambedkar National Memorial at 26, Alipur Road, Delhi, where Babasaheb breathed his last breath. It is also setting up Dr. Ambedkar International Center”.
The Minister concluded her speech with a quote of Babasaheb Ambedkar: “The first condition precedent for the successful working of democracy is that there must be no glaring inequalities in the society. Secondly, there must be statutory provisions to mitigate the sufferings and to safeguard the interest of the suppressed and oppressed people. The society must be based on the principles of liberty, equality and fraternity in order to ensure social endosmosis”.
