MNS:- We are dealing with a complex health environment, persistent communicable diseases, increasing non-communicable diseases andemerging infections in our country. The last four years have been historic times for the Indian Healthcare in terms of not onlyseveral reforms have been brought in all aspects of health-care delivery systems but also concrete achievements appreciated the world over. ShriGhulamNabi Azad, Union Minister of Health and Family Welfare said this at Shillong today.
Addressing the first Indira Gandhi Orationinstituted in memory of former Prime Minister,Smt Indira Gandhi at the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences, Shri Azad said India has earned international acclaim for containing Polio, with the longest polio-free period ever since eradication efforts were launched. India has been taken off the list of countries with endemic transmission of wild poliovirus. There have been significant falls in MMR, IMR, TFR and reduction in new HIV cases by 57%.Although Health is a State subject, the Government of India has stepped in to make health-care servicesaccessible, affordable and equitable, especially for the marginalized and vulnerable sections of the population. Since the launch of the National Rural Health Mission 7 years ago, substantial progress has been achieved in several areas. More than Rs. 90,000 croreshas been released to 35 State Govts.& UTs. New Health Infrastructure has been created- nearly 43,500 new construction and up-gradation works to improve health facilities. About 70,000 beds have been increased in the country in government health institutions for provision of essential and emergency services. About 1.5 lakh human resources have been added in the categories of Specialists, Doctors, Nurses, ANMs and Para-medics.Over 8 lakh 60 thousandCommunity Health Workers called ASHAs have been appointed in villages to facilitate interface between the communities and health system. UnderJananiShishuSurakshaKaryakram (JSSK),institutional deliveries have seen a quantum jump, leading to unprecedented increase in the institutional deliveries from 7.00 lakhs in 2005-06 to nearly one crore and ten lakhs (10.9 million) in the past two years. To cater to the increased demand, 100, 70 or 50 bedded MCH Wings have been sanctioned. More than 25,000 additional beds have been sanctioned across 415 facilities in 11 States. There has been tremendous improvement in the referral transport and out-reach services through over 18,000 Mobile Medical Units and Ambulances. A name, address and telephone based Mother and Child Tracking System (MCTS) has been put in place to reach out to every pregnant woman for proper care during pregnancy and to every child for proper vaccination. Data of more than 3.9crore (39 million) women and 3.2crore(32 million) children has been captured as of March, 2013.
Shri Azad saidHepatitis-B vaccine has been included in the Universal Immunization Programme.Japanese Encephalitis vaccination is now being undertaken in 175 identified districts, with 62 new districts being added to the existing 113 in 19 states. PentavalentVaccine containing DPT, Hepatitis-B and Hib vaccines was started in two states of Kerala and Tamil Nadu from December 2011.Six more states i.e., Haryana, Goa, J&K, Karnataka, Gujarat and Puducherry were included in December, 2012 for expansion of the programme. A latest initiative is the “RashtriyaBalSwasthyaKaryakram”, which was launched on 6th February, 2013 from a tribal block of Thane District in Maharashtra by Chairperson, UPA Smt. Sonia Gandhi. This national programme is for Universal Screening of Children for Disorders, Diseases, Deficiencies and Disabilities from birth up to 18 years. The programme will cover almost 27 crore across the country, including 17 crore school going children. Efforts to control anaemia would encompass adolescent boys and girls in addition to children and pregnant and lactating mothers for which a nation-wide strengthened programme of weekly supplementation of iron and folic acid has been launched in January, 2013 to cover 130 million adolescents.
