IMPHAL, April 4: The Manipur High Court has withheld the announcement of voting results for the Manipur Olympic Association (MOA) election which was held today at Khuman Lampak Sports complex.

The contestants for the post of President included former MLA Bijoy Koijam and current PHED minister Irengbam Hemochandra while the post for Treasurer is being contested by Parliamentary secretary, M Prithviraj.

The MOA registered under number 2740 of 1979 had conducted the election from 11.45 am today and concluded at around 1.45 pm . Voting was exercised by 55 association members out a total 57 and the voting was done by ballot system to elect 1 president, 6 vice-presidents, 1 secretary, 4 joint secretaries and 10 executive members.

It may be mentioned that there are 3 cases registered and judgments still pending against the MOA election at the Manipur High Court. They were filed by 3 sport associations from separate disciplines.

However, the judgment to allow election for the MOA was passed by Justice TNK of the Gauhati High court, Imphal bench on February 21,2013. Apart from the earlier order, another directive was passed by Chief Justice AM Sapre and Justice N Kotiswar yesterday to withhold the counting and the consecutive results. Following the directive from the Court, ballot boxes have been sealed up in the strong room of the Imphal Treasury.

IMPHAL, April 4: The All Manipur Government Higher Secondary Lecturers’ Welfare Association has said in a press release that three representatives of the Association affiliated to the All India State Government Employees Confederation have been selected to participate in the National Conference of Confederation to be held in the capital of Kerala, Tirubanthapuram on April 12 and 13. The representatives are M Debendro, M Joykumar and N Arunkumar.  They are Vice President, General Secretary and Assistant Secretary of the Association and they are also the Vice President and National members of the Confederation.

The three representatives will place a report on the problems employees serving in various departments and institutes of the state and will bring up the matter to solve the problems of employees by sanctioning more funds, the release said.

IMPHAL, April 4: The Directorate of Minorities, Other Backward Classes & SCs has notified in a statement that lists (part) of selected Scheduled Caste (SC) students of the State for award of Post Matric Scholarship for the year, 2012-13 have been notified and the same can be seen in the Directorate’s notice board and website: www.mobcmanipur.gov.in

Further, it also informed that scholarships for selected students with correct/in order bank account details in RTGS format for the years, 2010-2011; 2011-2012 and 2012-2013 are being deposited to their respective bank accounts by the SBI, Imphal Secretariat Branch.

Selected students who have not yet submitted their individual bank a/c (with net banking facility) details in the prescribed format and those whose account details are not in order are hereby instructed to submit their individual bank accounts in the prescribed format and/or rectify the earlier submitted account details on or before April 20 without fail, the statement said.

Further details can be had from the Scheme officer, MOBC&SC during office hours, it added.

IMPHAL, April 3: Angry local of  Riha / Thawai village under Ukhrul district today blocked the entry of the Deputy Commissioner Ukhrul along with other officials who had come to visit affected villages of the  Mapithel dam area for rehabilitation and resettlement  and for the verification of the locals staying in the affected area of the dam.

A large number of locals came out on the street today morning and blocked the road after they heard that the officials were visiting the Mapithel dam affected areas. The angry locals blocked the road by placing wood, felled tree, and other objects, disturbing vehicle movement.

Police has to resort to the use of tear gas shells and blank firing to quell the mass of people at Chadong village in Ukhrul district today. The Deputy Commissioner, along with the officials of Irrigation and Flood Control (IFC) however managed to entered Chadong village at around 4:30 pm.

According to the Mapithel Dam Affected Villages Organization (MDAVO), it had held several rounds of talks with the government on the rehabilitation and resettlement matter through the Expert Review Committee seeking the involvement of the Organization.

It may be mentioned that on March 26, the Deputy Commissioner had directed that field verification of those families whose photographs were not captured during the previous verification under Rehabilitation and Resettlement (R&R) Package in respect of Chadong village would be conducted on April 3 and 4.

On the other hand, the MDAVO said that a case is still pending in the Gauhati High Court regarding the issue and hence, the resettlement and the rehabilitation work cannot be undertaken.

IMPHAL, April 4: Speaking to media persons during a press meet at the Manipur press club, Y Madhuchandra Singh, Secretary of All Manipur Fertilizer Dealers Welfare Association said that the Agriculture Department, Manipur was responsible for bringing in fertilizers for the general public from outside Manipur 20 years back but since it was unsuccessful, authorized fertilizer dealers took it over  and served the public  facing hardships such as breakdown of factories, bandh, blockade, landslides etc .

He further claimed that MLAs and Ministers provided fertilizers to the farmers at the subsided rate through the fertilizers brought by dealers at their own expense  and alleged, “During kharif season in 2012, the Agriculture Department sanctioned  Rs 9.60 crores and the Agricultural Director was made a dealer. Subsequently, the Fertilizers brought in by the Director were subsidized while the dealers’ fertilisers were not subsidised. As such, dealers lost even the capital.`

Maintaining that the Agriculture Director is responsible for the two varying two rates of fertilisers  brought in from the same factory,  Y Madhuchandra Singh further announced that dealers will stop bringing fertilisers into the state  if the government fails to take up measures against the loss sustained by the dealers.

The non ending TV coverage which will be expectedly followed up by reams of newsprint on the death of Students Federation of India (SFI) leader Sudipto Gupta in Kolkata in the backdrop of allegations that a baton charge by police led to his fatal injury is yet another example of how such incident ends up being in the national media spotlight by mere virtue of the geo-political context. If Sudipto had been a student leader dying in the same manner in any one of the states in the NE region, there would have been no national media spotlight. The same goes for smaller town based incidents of the same nature: zilch in the national consciousness but because the late Sudipto was from Kolkata, there will be more media fodder in the days to come, many rants on social networking sites and countless breathless TV reporting and shouting matches on panel discussions on prime time news. Therein lies a reality that we all live with: that the national media remain blind to issues which are more critical than the celebrity gazing that passes of as news content and need to be in the spotlight. Apart from the fact that the NE region is far from the political-cultural-social consciousness of the national media, the truth is that there is commerce involved. For newspapers, the north east is not a great business opportunity apart from Guwahati, given the resources and logistics needed to ensure that papers make it to readers on time and the lack of avenues for major corporate advertisement investments. For the news channels, the Target Rating Point (TRP) does not cover the North East region. Factored in as a tool to judge which programs are viewed the most on TV, TRPs gives an index of the choice of the people and tracks the popularity of a particular channel. A device called People`s Meter  is attached to the TV set in a few thousand viewers` houses for judging purpose and records the time and the program that viewers watches on a particular day. These numbers are treated as sample from the overall TV owners in different geographical and demographic sectors. The average is then taken for a 30-day period, which gives the viewership status for a particular channel. Once the TRPs come in, advertisements and contents are embedded in TV programs, including news. Simple economics indeed!

There will always be the angst of the smaller media outlets within the fraternity and more so because the share of what is called the ‘local media’ is indeed heavy at times. Working without or rather, inspite of small financial resources, the ‘local media’ will have to work within a very limited sphere in terms of being part of an incestuous social-cultural-economic-political context of relations. The nature of being in the middle or even having vague synergies with shady elements or even banned groups make the nature of the media functioning in the state to be disjointed and pressured to take a stand for or against. The proof of this lies in the many instances where the media in Manipur have been gagged and bound over matters of certain missives being published or not. The accusations against various media personnel and the resulting clarifications tell its own story of having to separating the wheat from the chaff and in the scenario, discounting every charge with the uneasy feeling that what goes behind the printed words of a newspaper is not necessarily just black and white. It does not take rocket science to figure out that a ‘free press’ or a ‘free media’ are misnomers in Manipur, every time there is an e mail from one of the many groups specifying what must go in print and what must not. Elsewhere, there is the phenomenon of ‘alternative media’ where social media networking sites and blogs or even video news are used as non conventional outlets to tell stories. This is something that is being done with great effect and which has even shaped global phenomenon’ like the Arab Spring or the Occupy Wall Street campaign. But when it comes to Manipur, the Internet is throwing up more trolls than serious room and opportunity to highlight major issues and their discussion. More often than not, many Internet forums are bent on spreading malicious charges and accusations with no proof given and given the lack of a spirit for not getting personally affronted during discussions, internet forum content in the form of news and views still have miles to go. For the local print media including cable TV though, it would be the fate of years on the job saying and writing about something that the national media may or may not even get a clue about in years altogether and also, get the brunt of the movers and the shakers.

IMPHAL, April 3: An official source said that Moreh post Commando personnel arrested two persons said to be cadres of the outlawed organization KYKL at around 6 am. The arrested persons said to be UGs have been identified as S/S corporal Wahengbam Premananda alias Ranjan alias Epu (26) son of (L). W Devananda Singh of Sagolband Bijoy Govinda (Army No. 140 of 22nd batch of 2006) and Corporal Loukrakpam Ebungo alias John (31), son of L Tomba Singh of Irom Meijrao Maning Leikai (Army No. 547 of 25th batch of 2007) of the outfit.

The duo were arrested from an area of Moreh bordering Myanmar. On the other hand,  a combined team of Thoubal district police commando at Yairipok post and 15 AR arrested a person who is reported to be a PLA activist from Leirongthel Pitra under Yairipok police station in the intervening night between today  at 1 a.m.

The arrested person has been identified as Waikhom Sunil Meitei (35), son of W Jugol Meitei of Leirongthel Pitra.
