Imphal, April 8 : Th Bilabati of Uripok Tourangbam Leikai has submitted a representation to Principal Secretary ( Health) demanding disciplinary action against Dr. W. Ibochouba Singh, Medical Officer of the District Hospital, Thoubal Government of Manipur for administering anaesthesia to her son on 23 Dec 2012 in a private hospital, CMC hospital .
Anaesthesia was administered to Thangjam Dayananda Singh by the said doctor and he expired on 30/11/2012 at the RIMS hospital, Imphal.
Dayananda was admitted at the Catholic Medical Centre (CMC) Hospital on 23/11/2012 for a Surgical Operation to remove a steel plate implanted on his left shoulder.
While he was in the operation theatre and after giving Anesthesia, certain complicacies arose and his health condition became deteriorated. He suffered from respiratory and cardiac arrest, even at that stage also, none of the staffs of the said Hospital informed the family members about his health condition. Only after her daughter in law enquired about his condition to the Medical Superintendent of that Hospital, they informed that he has been suffering from Respiratory and Cardiac Arrest.
Dayananda was discharged from the Catholic Medical Centre Hospital on 26/11/2012 in a serious condition at our own request for further treatment at the RIMS Hospital, Imphal just to save his life. And he was admitted at the RIMS hospital

on the same day i.e. on 26-11-2012. After struggling for his life for about 4(four) days, my son expired at the RIMS Hospital on 30/11/2012 due to cerebral hypoxia.
Due to suspicion about giving of overdose anesthesia information was sought from the CMC Hospital and the hospital informed on 17/01/2013 that Dr. W. Ibochouba Singh, MD (Anesthesia) had given anesthesia . Dr. W. Ibochouba Singh, MD (Anesthesia) is serving at the Thoubal District Hospital, Government of Manipur as Medical Officer. Dr. W. Ibochouba Singh) advised for conducting Medical Test of 1. Urine CIS, 2. Tracheal Suction C/S, 3. Blood ABG and 4. Procalcitonin by using official paper/note-pad of the C.M.C. Hospital, Koirengei on 26-11-2012 because of his health complicacies.
Th. Praveen brother of the deceased submitted an application under section 6 of the Right To Information Act, 2005 to the State Public Information Officer, Department of Health, Govt. of Manipur on 2-2-2013 thereby requesting to furnish him a copy of the monthly pay structure of the above said Doctor including the N.P.A. and other allowances.
It was found that the doctor has been allowed to enjoy non-practising allowances(N.PA) at the rate of Rs. 9,990 per month. Such Non-practicing allowance(N.PA) is given to the Govt. Doctors for not doing private practice and also not to do private practice besides his official duty/practice.
Despite enjoying the non-practicing allowances the said doctor is doing the private practices at the C.M.C. Hospital, Koirengei thereby giving Anesthesia to Late. Th. Dayananda Singh) on 24-11-2012 by participating in the Major Surgical Operation inside the Operation Theatre of the said Hospital. Government Doctors are not permitted to take private practice by attending at the Private Hospitals/Institutions for their personal benefits as they are taking/giving non-practicing allowances given by the Government. However, in the present case, the above said Doctor is doing private practice despite enjoying non-practicing allowance. Therefore, his action is highly illegal and it amounts to a serious professional misconduct i.e. also in the field of Medical profession which is regarded as one of the most respected profession.
It was a serious act of professional misconduct and dereliction to his official duty and he is liable to be punished by holding a full fledged departmental enquiry against him for his above said act of misconduct it was stated.An enquiry was demanded into the matter.
