The Cabinet recently approved the real estate regulation and development bill which provides for putting in place a regulator for the housing sector in the country with a view to bringing transparency to the sector. The regulator will oversee the functioning of the sector which unfortunately has been most opaque in its dealings. The bill, aimed at regulating the sector which is beset with multiple problems, is therefore a welcome step which has been long overdue.
The bill provides that the builder whose project is coming up on an area of 1000 Sq. metres or more will have to register with the regulator. The Agents, commonly known as property dealers, too will have to register themselves with the regulator and make public all the relevant information.
The prospective house owners in the country have been facing lots of problems in the process of acquiring a dwelling unit. They are never told the status of the project advertised with regard to the mandatory clearances from different agencies. Projects are launched without obtaining such clearances leading to litigations and harassment for the consumer. There are also cost overruns and often inordinate delays in handing over the dwelling units to the consumers. Besides, there are hidden costs which the consumer comes to know only at the time of taking over the possession. Not the least important is the confusion sought to be created by the builders with regard to the unit area. Instead of mentioning the carpet area–the actual area of a dwelling unit which one uses– the builders sell the vague super area which includes all the common areas.
To deal with such problems the bill provides for a number of measures. For instance no project can be launched, in fact even publicized, before all the necessary clearances for the project are obtained. Any violation of this provision through a misleading advertisement will lead to imposition of a penalty on the builder and if the offence is repeated for the second time, a jail term up to 3 years. The builder will have to put on his website all the relevant details about this. Similarly, in case of inordinate delay in handing over the possession as per the agreement, the builder will have to make full refund of the money to the consumer along with interest. The bill makes it mandatory for the builder to sell the unit according to the carpet area and not the super area as is being done now.
To prevent builders from diverting funds collected for one project to other projects the bill provides that 70 percent of the funds raised for a particular project have to be put in a different account and used for the construction of that project only. All this, indeed is going to bring transparency, accountability and professionalism to the sector which will enhance its credibility and bring some relief to the house buyers. But the question is whether this will be enough to deal with the massive housing problem the country is facing?
Two things need to be given immediate attention if the bill has to serve the desired purpose. First, since the clearances have to be given by various government agencies, it is important that they too are brought under its purview. Second, the regulator is proposed to be only for the housing sector. The commercial sector has been left out for the time being. One hopes that this sector too will be brought under the purview of the bill sooner than later.
Alongside, steps need to be taken to reform the sector to meet the massive housing demand in the county. The land use provisions and Floor Space Index (FSI), need to be given a fresh look. Better land use is the need of the hour in view of the huge shortfall in the housing field. Single window system needs to be given a push to avoid delays.
Growing urbanization, a growing middle class and migratory population is putting additional burden on the demand for housing in the country. It is therefore imperative that in addition to regulating the sector the supply side is also strengthened. Housing is one sector which gives a push to many other sectors like steel and iron, cement etc. It also generates employment at various levels. It thus plays a major role in the economic development, particularly at a time when the economy is facing a slowdown.
The bill envisages a well structured grievance disposal system. There will be an Appellate Tribunal to adjudicate disputes which will be headed by a sitting or a retired judge. There will also be a National Advisory Council headed by the Housing minister to advise the regulator on crucial matters. That should take care of adopting a fair approach with regard to all stakeholders involved in the sector.
Since land and property is a state subject, cooperation from the state governments is of utmost importance to make the bill a success. One hopes this cooperation will be forthcoming in the desired measure, as it is as much in the interests of the states to regulate the housing sector as it is for the Central government. KOHIMA, Jun 18 (NEPS): Nagaland Chief Minister Neiphiu Rio was reported to have talked to his Assam counterpart Tarun Gogoi on the current border issue facing two states. It was learnt that the two Chief Ministers took the border issues very seriously and shared their thoughts and minds as to how current border tense be brought down to normalcy at the earliest. While talking to NEPS at his office chamber on Monday, the Home Minister confirmed that the Chief Minister of Nagaland had already talked to his Assam counterpart on the current border issue. The two Chief Ministers of Assam and Nagaland took the border issues very seriously and wanting to find lasting solution to it, he added.

While expressing his happiness on the reported sharing of thoughts and minds on the current border issues by two Chief Ministers of Assam and Nagaland, the Home Minister disclosed that during their talk, the two Chief Ministers had agreed to have further talks on the border issues. “However, the venue and time of their meetings is yet to be fixed,” he said while describing the development as “positive.”
Kaito also stated that there would meetings with the Mediators for Assam-Nagaland Boarder Area on June 21 and 22 this week. “We are yet to receive the details of the venue and the time of the meeting,” the Home Minister said.

New Delhi, June 17 (ANI): Prime Minister, Dr. Manmohan Singh, on Monday said the Congress-led UPA Government will get a third term.
“I have always believed that we will have a third go as U P A and the people will again repose their faith in us,” Dr. Singh said on Twitter.
The Prime Minister’s comment came shortly after he inducted eight new faces in the Council of Ministers.
In perhaps the last reshuffle and expansion of the Union Council of Ministers, Mallikarjun Kharge was made the Railways Minister, as eight more were inducted with veterans Sis Ram Ola and Oscar Fernandes making a comeback.
After Sunday’s reshuffle in the party, senior woman leader from election-bound Rajasthan Girija Vyas and K S Rao from Andhra Pradesh were brought in as Cabinet Ministers in Monday’s exercise.
Three new faces — Santosh Chowdhary, J D Seelam and E N S Natchiappan were made Ministers of State along with veteran Maharashtra leader Manikrao Gavit.
With the fresh inductions, the strength of the Union Council of Ministers has gone up to 77.
Prime Minister Dr. Manmohan Singh on Monday praised Congress General Secretary Rahul Gandhi, saying the latter is a national leader.
“Rahul Gandhi is a national leader. He has all the right qualities that a leader should have,” Dr. Singh said on Twitter.
“I have always said, as far as I am concerned, I would be very happy to see Rahul step into my shoes,” he added.
The Prime Minister, Dr. Manmohan Singh, on Monday avoided commenting on the infighting within the National Democratic Alliance (NDA) following Janata Dal (United)’s decision to end the 17-year-old alliance. “It is their internal affair,” Dr. Singh said on twitter.
Dr. Singh, while commenting on future alliances, said ‘there are no permanent friends or enemies’.
“We take decisions as situation evolves,” he added.
Bihar Chief Minister Nitish Kumar earlier in the day rejected the BJP’s charge of betrayal, and accused the saffron outfit of betraying and ignoring its own senior leaders.
“They (the BJP) have betrayed their own leaders… how can they accuse us of betrayal? If anyone is talking about betrayal, then betrayal has been from the other side. Someone who betrays his own seniors, can’t talk about being betrayed,” he told the media in Patna. Kumar further said the JD-U had chosen to opt out of the alliance because it could not see eye to eye with the new BJP leadership, especially in the wake of Gujarat Chief Minister Narendra Modi’s elevation as the leader of the BJP’s 2014 general election campaign.
“The era of Atal-Advani is over…. we cannot accept the new order of the BJP,” Kumar reiterated today,.

Going by the current trends on the political scene, the 2014 General Elections is already generating some heat. If Rahul Gandhi was earlier being anointed as the next Prime Ministerial candidate or at least, a potential name for the post; the announcement of Gujarat Chief Minister Narendra Modi as the head of the BJP’s election campaign committee is seen as a step towards the journey to being the BJP’s prime ministerial candidate for the 2014 Lok Sabha polls. The announcement of Modi’s elevation at the BJP’s national executive meet was no big surprise but LK Advani’s absence at the meet was a put on surprise. Much before the official announcement, there was every indication that the BJP would be chanting the NaMo chant: the rumble within the party with coteries centered around other top level leaders, Advani’s age factor but mostly, the growing popularity and ‘acceptance’ of Narendra Modi on the national political arena. A recent poll by a national newspaper showed that projected the possibility of Modi v/s Rahul Gandhi as Prime Minister had more takers for the former over the later. And even though the poll was based on the readership of the said paper, there is no doubt that there are now takers for Modi amongst various constituents of the country: starting from young people to industrialists. While one poll limited to the readership of a national newspaper cannot reflect the mood of the entire country the results made news because 38% of those polled gave their vote for Modi while Rahul Gandhi as PM came in second with 23% of the votes followed incidentally by current PM Manmohan Singh with 14% votes and Advani with 6% votes.

The growing popularity of Narendra Modi put aptly as the Namo chant is an ambitious and adapting journey that no one would have thought possible given Modi’s track record in his early years in Gujarat with Godhra being a niggling thorn made profound by the growing cases of fake encounters in the state. Modi’s ascent is creatively modeled on Gujarat’s growth story and even though many subject experts, journalists and others have pointed out various aspects of the growth story as being not near to the truth, the fact is that Modi’s rise and acceptance is growing by the day. The official anointment sealed off Advani’s path to the seat of the PM in the event of a BJP led Government at the Center. And while the after effects of Advani’s reaction and former NDA allies to the news of Modi’s elevation are still coming in, the most entertaining and profound was the manner in which Advani reacted saying that there were personal agendas. In the social network scene and notably on Twiter, Advani without naming anyone recalled dictatorial personalities. And if Advani giving up his membership of the national executive, parliamentary board and central election committee’ was thought as being his exit, there may still be some face saving left to do which is why the RSS played agony aunt and brokered a semblance of some stability.

Notwithstanding the Adavani and Modi rumblings, the fact is that Modi at the helm disturbs the NDA’s attempt at secularism which is why the Janata Dal (United) has walked off. The Congress, which has been caught on the back-foot with an endless stream of scams and scary economic growth figures on one hand and infighting amongst its various leadership levels may find it difficult to get a nod at governance again post 2014. But in politics, they say is about the unexpected. Considering that the BJP is still into firefighting mode internally and NDA allies going into a thinking mode, the 2014 general elections has all ingredients of being an entertaining affair.

In Manipur too, there are already political moves being played out with an eye on the 2014 elections. The Congress is already into its political conventions that go into extolling the virtues of the party and its performance in the state while the BJP is in attacking mode. The stage looked set for the state’s own interesting political battle when it was announced that various political parties in the state would come together to field a common candidate against the Congress candidate but that has come to naught with some parties not wanting to hop on a platform where the BJP is on board.

IMPHAL, June 17: The Manipur Legislative Assembly had unanimously passed a resolution to reintroduce Inner Line Permit system in the state on July 13, 2012 and June 13, 2013 respectively in support of protecting the indigenous local population from the influx of outsiders even though the resolutions still need a consent from the central government, said a press release of the Joint Committee on Inner Line Permit System.

It added that the Manipur government is unable to protect its own people without the consent of the central government while saying that people should understand this reality and find a way to place our grievances before the central government.

It has further appealed to all sections of the society to join in the movement demanding ILP implementation in the state.

IMPHAL, June 17: A five day free Mega Heart Camp concluded today at the Sky Hospital, Porompat (JNIMS gate).Speaking to media persons Dr L Shyamkishore, MD, DM (AIIMS), MRCP (UK), RCP said the free mega camp has benefited the poor. Within the five days period around 250 patients have been treated, he said.

He further said 18 patients within the age group of 1-10 were checked, while around 145 patients within the age group of 10-60 years had also checked their hearts, pacemakers and INR for the pacemaker. 87 patients above the age of 60 were treated and several others who have problem of heart valve ailments were also consulted, he said.

The camp was organized in association with Manipur Heart Foundation, he continued. Such camps should be organized in every districts of the state so that the poor could benefit from it, he said.

IMPHAL, June 17:  The Kuki National Front (Nehlun) has said a press release that the outfit has no cadre by the name of Letginhao alias Abin alias Hegin alias Haopu who was reportedly arrested on June 15.

The statement said, the outfit has no cadre by such name and army no 103.

It has further claimed that the reportedly arrested individual is an imposter, or it could be a secret agenda of the commandos for their promotion or a drama to tarnish the image of the organization.

It has further claimed that the outfit has no hands in the killing of the Ebenezer Camp co Seikhopao Kipgen, of which Letginhao Haokip was blamed for in the name of KNF (N).

The statement continued that a hand grenade was lobbed at the residence of Ngamthang Haokip, however Letginhao Haokip had no role in the incident at all.

IMPHAL, June 17: The JAC formed against the gang rape of an u-morok trader has today appealed to the session judge to award the most rigorous form of punishment available under the acts which have been slapped on the four recently pronounced guilty.

Speaking during the press conference at the office of the Zeliangrong Union at Kakhulong, Kakomlunglu Kamei, convenor of the Kabui Mother Association expressing her gratitude on the verdict said the verdict will have some positive impact.

Speaking at the press conference, spokesperson L Gyaneshore of the JAC said the Bishnupur police had actively provided help to bring a verdict to the case and put the guilty behind the bars.

IMPHAL, June 17: A sit-in-protest was staged with Thoubal District Council CPI organising the protest under campaign committee Manipur state council CPI at Khangabok New Market against the state government.

Various forms agitations to be taken up by CPI were declared during the sit in protest.

Kh Surchand, convenor of the campaign committee, ex-Miniter N Mangi, chairman, ex-Minister M Nara Singh, ex-Minster Kh Tomba Singh, Sharat Singh, secretary of Thoubal District Council, Kh Mera Tombi Devi, President of All Manipur Wangjing Tentha Areas Committe, Y. Jiban Sing spoke during the sit-in-protest.

IMPHAL, June 17: A press release from Students’ Union of Kangleipak (SUK) said that one month free spoken English coaching class for classes VI – X was initiated under the aegis of Students’ Union of Kangleipak (SUK), Laphupat Tera, Branch at the Malem Maheikol English school, Laphupat Tera on June 17.

The coaching class aims to cultivate a students’ better society of distinction and tremendous spirit. 150 students from 10 schools attended the coaching class, it said.
