IMPHAL, June 21: The House passed four separate demands amounting to Rs. 156, 12, 87, 000 on the 10th day of the 5th Session of the 10th Manipur Legislative Assembly which commenced from June 10.

As usual, the Chief Minister who also holds the Finance portfolio tabled the demands to be passed on the floor of the House.

The demands passed on the floor of the House are Demand No. 15 for Consumer Affairs, Food and Public (CAF and PD amounting to Rs 21, 24, 89, 000; Demand No. 18 for Animal Husbandary and Veterinary including Diary Farming amounting to Rs. 81, 61, 61, 000; Demand No. 26 for Administration of Justice amounting to Rs. 21, 58, 36, 000 and Demand No. 37 for Fisheries amounting to Rs. 31, 68, 01, 000.

When the demands were presented for discussion to be passed, five opposition MLAs raised the motion of Disapproval of Policy cut on Demand No. 15 for CAF and PD. The MLAs who moved the cut motion are Dr. I. Ibohalbi Singh, RK. Imo Singh, Th. Biswajit Singh, Kh. Joykisan Singh, and P Brojen Singh. The cut motion raised by the MLAs concerned failure to adopt a concrete policy for distribution of PDS items to the public, failure to adopt a policy for checking distribution of BPL/AAY cards, irregularities in distribution of PDS items to the general public failure to check increase in the price of rice/food grains, and failure to check/control leakage of PDS items in unwanted sectors.

Three MLAs made their observations on Demand No. 18 for Animal Husbandary and Veterinary including Dairy farming and moved the motion for disapproval of policy cut on the demand. They are MLA Th Bisawjit Singh, Th. Shyamkumar and Dr. I. Ibohalbi Singh.

During the discussion on Demand No. 26 for Administration of Justice, MLA, RK. Anand Singh of the ruling party made his observations in the House. When Demand No. 37 for Fisheries which was today’s last demand was under discussion, MLA. Th. Biswajit Singh, P. Brojen Singh and Dr. I. Ibohalbi Singh raised the motion for disapproval of policy cut.

The cut motion moved by the three MLAs was on failure to promote fishery/pisciculture farms, irregular production of indigenous breed of fishes in meeting the demand/supply of the state and failure to provide sufficient financial assistance to the fisherman/fish farmers of the state. MLA Th. Shyamkumar raised the motion for token cut on the demand.

However, the concerned Ministers gave the detailed replies to different cut motions raised by opposition MLAs and an observations made by a Ruling MLA on the floor of the House. Following the clarifications made by concerned Ministers, cut motions on demands were withdrawn from the House and four demands amounting to Rs. 156, 12, 87, 000 were passed.
