IMPHAL, November 17: Former Advocate General of Manipur Hijam Nabakumar Singh, 75, popularly known as HNK passed away today at about 4.30 am from a sudden heart attack at his residence at Uripok Canteen.

Nabakumar was born in Kakwa, near Singjamei Police Station and presently resided at Uripok Canteen, Imphal West District.

He had his early education in Manipur and did his graduation from Gauhati University with Honours in Economics. After this, he pursued LLM at Poona University and passed with First Class First in 1972-73. He was enrolled as an advocate in the year 1972. He started his practice in the erstwhile Judicial Commissioner Court, Manipur, Gauhati High Court, High Court of Manipur and Supreme Court, according to a press note from the High Court Bar Association of Manipur.

He was designated as Senior Advocate in 1994 and in 2000 he was appointed as Advocate General of Manipur. On the other hand, he was secretary of the High Court Bar Association of Manipur consecutively for two terms i.e. 1991-1993 and 1993-1995.

Later on, he was elected as president of the High Court Bar Association of Manipur in 2005-2007. He was again elected as president of the same association in the existing Executive Committee of 2013-2015. Beyond his practice as an advocate, he also served as a Part Time Lecturer in the LMS Law College, Manipur for several years. He wrote a book “Jurisprudence Explained” published in 1999 by Capital Law House.

Packets of edible salt were flying off the shelves all over the state on Friday as panic-stricken shopper braced themselves for its impending disappearance. The farcical rush to pile reserve stock of salt in Manipur and other north-eastern states was proven to be an outcome of coordinated dissemination of rumors which had its epicenters in Bihar and Orrisa. Yet again, the handy and easily accessible mobile phones played the perfect accessory to the gossip mongers as it did during the episode of hate campaign against people from north-eastern states living in southern India a couple of years back. From early morning of Friday, people vied for the honor of passing on the information about the urgent situation to everyone in their memory, the stream of calls assailing even the skeptics. Prices of one kg packet of common salt shot up to around Rs 150 against the market price of Rs 12 in Imphal and other towns in Manipur.

The Indian Salt Manufacturers’ Association, the salt traders body of India, had confirmed that the recent spurt in salt prices in eastern states including Manipur was a ‘result of a cartel by a group of traders who colluded to make artificial shortage of salt in the region.’ Though the episode has been deservedly buried in the past in a swift manner, we should not walk away without inculcating the lessons learnt. The state police should register fraud cases and take punitive actions against those responsible for taking advantage of the vulnerable public by hoarding, rumor mongering and black-marketing. It will be in the best interest of one and all if the police announce the numbers of cases registered and arrest made. Also, the state government has the onus of maintaining a stable supply of food and other essential commodities, though admittedly it is easier said than done in the present perspective with the bad road connectivity and consistent disruptions from bandhs and blockades.  It will be convenient for the public if the government owns an exigency plan to restrict disproportionate buying by consumers as well as monitor controlled sale by retailers to bolster the confidence of the customers and help them refrain from similar knee-jerk reactions to unfounded reports. Recurrence of such malicious scare is inevitable, created either by pranksters or insatiable traders. Only constant faith on the government’s preparedness can instill self-assurance to the customers and a tendency to take rumor with the proverbial pinch of salt next time it comes into orbit.

CHANDEL, Nov 17: Under the supervision of the District Liaison Officer of the ZEO Chandel, National Means-cum-Merit Scholarship Exam (NMMSE), State Talent Search Exam (STSE) and State Level National Talent Search Exam (SLNTSE) for students studying in Class VIII, Class IX and Class X was today held at Maha Union Government Higher Secondary School Japhou, Chandel.

Altogether 325 students from government and private schools of Chandel sat for the examinations conducted statewide by Department of Education (s).

In connection with the examination held, District Liaison Officer H Khamba Maring told this correspondent that the exam was conducted smoothly.

He further informed that the response of the students is better than the previous year. Out of the total students appeared, 48 students sat for NMMSE while 128 for STSE and the rest for SLNTSE, he added.

IMPHAL, November 17: The JAC against Molestation Case of Child formed in connection with the alleged crime perpetrated against a seven-year-old girl from Khoupum by a personnel of 5th Manipur Rifle at Tamenglong has demanded that concerned police submit charge sheet regarding the case.

Speaking to media person at Mahabali Kabui Khul, convener of the JAC Pantipuilu said that the incident happened on September 12, 2013 at a spot near the Tamenglong DC office. Till today the police have failed to submit a charge sheet to the court, she said, and demanded that the same be done promptly so that justice could be provided to the victim girl and family at the earliest. Justice delay is justice denied, she added.

It may be mentioned that the accused person L Iboyaima, 38, son of late Mangi Khuman of Khurai Ningthoubung Leikai, a personnel of 5th Manipur Rifles posted at Tamenglong bearing rifleman No. 05006253, is in judicial custody at Sajiwa Central Jail regarding the case.

IMPHAL, November 17: The United Committee Manipur (UCM) today donated two bundles of CI sheet to the village chief of Khongnangpokpi in connection with the ongoing construction of a community hall at the village.

In a simple function, the president of UCM, Y Nabachandra handed over the CI sheet to S Boilen, the village chief.

S Boilen expressed happiness for donation of the CI sheet for the community hall. He further mentioned that the village will join hands with UCM in the future for any kind of development work, adding that the hall will be completed before Christmas of 2014.

During the function, Nabachandra said that the UCM has been extending all possible help to different communities of Manipur so as to enhance the harmonious relationship among the different ethnic communities and religions, adding that without development of the hill areas, peace and development could not prevail in Manipur.

The UCM president further appealed that development is necessary for bringing peace and social harmony between the different communities of Manipur.

The general secretary of UCM, Joychandra Konthoujam said that his organization is on the move from one place to another in the state to take stock of the grievances of the people living there and continued that the people here should join together for making the state stronger.

K Thailen, the oldest man of the village, mentioned that the donation of CI sheet is a significant moment of the village and further lauded the visiting team for striving for peace and development in the state.
