JIRIBAM, November 29: A BRTF labourer today fell down from a bridge at 10.30 am on the National Highway 37 and he was rushed to Jiribam community Health Centre.

The victim has been identified as Ning Suan Lung Kamei, 26, son of Meidingthon Kamei of Oinamlong and he was rushed to Jiribam in the BRTF ambulance.

The victim was later referred to Silchar Medical Hospital as his condition became deteriorated.

In the mean-time, the Chirpool Bridge which was damaged in the recent bomb blast of November 26 is still not operational to heavy vehicles and many Imphal bound goods trucks are still stranded there.

IMPHAL, November 29: Altogether twenty eight students of Thoubal College are likely to be debarred from appearing at the BA/BSc examination which will start from December 4, 2013 as the college management failed to forward their examination forms.

In connection with the matter, the students’ union of the college today organized a press conference at the office of AMSU Thoubal district branch located at Thoubal Okram where the student leaders demanded that the college authorities find a solution in the interest of the students.

Narrating the event leading to the present imbroglio, Bidyarani Wahengbam, a victim student said that necessary form fill up for the BA/BSc examination were done two months ago, and forms for twenty eight students including herself along with necessary amount of Rs 1800 each to L Somorjit Singh, a lab assistant of Chemistry department on the condition that he would do the necessary official work.

She further told that the students came to know that Somorjit had not submit the forms to university only when their admit cards were not sent by Manipur University.

The students put up the matter through the students union of the college for the knowledge of Principal. However, to the dismay of the student, the Principal informed that he did not know Somorjit and further added that the students may lose one year academic calendar.

The students then asked the Principal that on what basis Somorjit is working in the college if the Principal did not recognize a staff of the Chemistry department.

Later on, the Principal made an order in this regard which mentioned that the said Somorjit was prohibited from entering the college. And at the same time, the college remained closed for two days in connection with annual gathering.

The student leaders in the press conference said that the act of the Principal has brought disappointment to the victim students, adding that the Principal is unfit and urged the concern authority to find a solution at the soonest.

Come November 30, 2013, and the State Cabinet has to update the status of the Armed Forces Special Powers Act in the seven Assembly constituencies in Imphal municipality. After the series of bomb blasts in Imphal recently where human fatalities occurred, the state administration had made veiled threats that the escalation in violence will be damaging to its case in defense of keeping away the Act from Imphal municipality. The follow-up public statements given by political heads of the state tried to give the false impression that it is succumbing to steady pressures applied from the Centre to review its decision. At the same time, a proscribed organization created more frenzy to the debate on the possibility of re-introduction of AFSPA while making a claim that the series of bomb blasts was orchestrated by the security forces to create a suitable atmosphere for drawing a conclusion that the ‘disturbed tag’ was justifiable in the seven Assembly constituencies of Imphal as well. In retrospection, the public did receive the whole episode in a casual manner. They did not perceive the dangerous prospect of the return of the draconian law and rightly so.  In many ways, using the series of bomb blast as a justification for re-introduction of AFSPA in the seven ACs will be illogical. One of the reasons is that the recent violence was not restricted to the areas from where the Act had been lifted. The menace of bomb blasts has cast its shadow at Ukhrul and Bishnupur among other places where the Act is very much in force.

Moreover, the re-introduction of AFSPA will lead to an instantaneous rejuvenation of the anti-AFSPA movement which seemed to have hit a small bump following the squabble involving the Just Peace Foundation. Public unrest and violence and a massive challenge for the whole apparatus of the administration is predictable. In all probability, the Cabinet meeting will go through the motion of discussing the pros and cons of extension of withdrawal of the Act from the constituencies. However, there is unlikely to be polarization of opinions or long-drawn discussion owing to lack of consensus or even indecisiveness in drawing a decision. The topic of the spurt in violence in the seven constituencies will indeed be touched. But the decision on November 30 will be pretty straightforward. Nobody can fault the Chief Minister and his Cabinet colleagues for sticking to the existing state of affairs, not even the Centre. The foreboding of violence will be the savior for the Cabinet.
